Social entrepreneurship has a positive effect by generating jobs in various local regions, also resulted in a decrease of unemployed immigrants number. Therefore, it will help to develop the local business environment and increase social responsibility of citizens.

The program is intended for women who want to develop business in multiple economy areas. Objectives: To attract long-term financial resources for 20 local SMEs with export potential by using joint efforts of MIEPO and the Organization for Small and Medium Enterprise Development (ODIMM) and contracted services.Specific Objective / Added Value of new shares:- Increase the capacity of local SMEs to attract long-term financial resources internationally- Exports initiated or increased by 50%, at least 10 SMEs participating for a period of 3 years from the start of the project;- Creation of 400 jobs over a period of 3 years from the start of the project.

3.2 Export Academy Piloting an export academy using joint efforts of MIEPO and ODIMM for the period 2017-2020, graduating at least 40 managers of export per year for up to 20 weeks, with about 10 software modules, which would educate business managers ready for international export. To achieve these goals, more objectives were identified:- Establishing a common understanding on the importance of dedicated export managers, with performant abilities of export sales;- Involvement of the exporting companies in the activities of the Export Academy, especially in the preparatory phase, when a curriculum is developed and students are selected to ensure sustainability of the project;- Organizing quality training programs by identifying and contracting specialists with 5-6 years of experience, at least 3 of them must come from countries that are considered target markets for Moldovan products- Analysis of various tools and techniques applied by different countries for export promotion and periodic adjustment of the training modules to achieve best practices.- Promoting mobilization of small groups of producers / export clusters (2 to 5 companies) and placing in each group export managers. These producer groups should serve as a common office for management, sales and marketing export internationally;- Monitoring and evaluation of graduates in position of export managers;Specific objectives / Added value of a new share:- Educating export managers who have the vision and skills to stimulate exports.- 160-200 export managers qualified by the end of 2020;- Increased delegation of exports / hiring companies by 25% on average 1 year after graduation- The emergence and / or developing export promotion / management consulting companies / services-at least 3;- The emergence of small groups / clusters of exporters at least 5.

To develop and make easily an accessible guide of investment and export promotion for Moldovan diplomats responsible for economic cooperation (economic advisers), which will provide advice and case studies on best practice policies for attracting and benefiting from investment foreign direct.Specific Objective / Added Value of new shares: Improving the efficiency of Moldova's economic diplomacy.- This project envisages the creation of a guide to promote consistent electronic export and investment and to institutionalize systematic strengthening of capacities for economic diplomats.- Guidelines for investment and export promotion, complemented by e-learning and a series of training seminars and webinars will allow Moldovan diplomats to rely on their existing skills, with emphasize on

8.1 Institutional strengthening and personnel capacity building to the MoE in energy policy and Energy Community (EnC) issues

Objectives:1. The MoE is strengthened with a group of additional min. 3-4 professionals; a number of them will continue supporting the MoE after the project is finished. This would be possible through direct professional involvement of a local team of experts (min. 2) during the project implementation who will work on a nearly full-time basis together with the MoE/ESED staff over the entire period of project duration (18 months). In addition, 2 junior professionals would be recruited with an aim to join the MoE after the project is finished.

Policy development to transpose EE Directive 2012/27/EU that will include:• Analysis of the requirements and options for the implementation of the EE Directive as a whole and for each main article separately, best practices, special conditions in Moldova, rough energy and cost estimations; development of the concept for transposition and implementation of the Directive agreed between stakeholders.• Transposition of the EE Directive (2012/27/EU) by amending/redrafting of the existing Law on EE and possibly other related Laws (e.g. Law on Energy) – final formal deadline: by 15 October 2017.II.
