SUMMARY OF MANAGEMENT EXPERIENCE

Melissa Whitehead has been in a range of managerial positions since 1993 and her focus has been team work with focused objectives of transformation, implementation and delivery. The broad details are elaborated on below.

Strategic Management She has established an NGO, U.E.C.T that focuses on implementation, lifecycle and knowledge management in the fields of sustainable development, energy conservation, climate change mitigation and sustainable transportation management, the focus being on South and southern Africa.

Development Melissa Whitehead obtained her experience in development planning and urban management in Johannesburg and Gauteng. From a management point of view, she was appointed as the Planning and Development Line Convener for the Greater Johannesburg Metropolitan Area, where her function was to facilitate the integration of planning from the old regime to the new dispensation and amalgamate 13 municipalities into one. She was also in management level within the new planning department for a 4 year period.

Environment Melissa ensured the registration of Johannesburg to undertake Local Agenda 21 and was the LA 21 Coordinator for Johannesburg for 7 years. As the head of the Sustainable Development Section, she was responsible for the strategic direction and management and was also the coordinator of the international liaison.

Transportation Ms Whitehead spent four years in the public transportation environment, as the a/Strategic Executive for Metropolitan Transport for Joburg. She was responsible for the drafting of the then Integrated Transportation Plan for the City, managed the taxi operations and project managed the corporatization of the Metropolitan Bus Services from start to finish.

Further, in the last three years Melissa has been the external project manager involved in the establishment of the Gauteng Transport Management Authority. She has compiled the strategic business plan and been involved in the compilation of the new legislation that enables the existence of the GTMA.

Operations Management She headed up and managed the operations of the

Johannesburg Metropolitan Bus Services, which had a 544 fleet operation, including the design and executing of the tenders for the purchase of the 200 new buses for Metrobus. She was responsible for 968 staff members in her capacity as Executive Operations Officer. This included the day­to­day operations of the bus services, marketing and business development.

Energy Conservation Melissa was, for a two year period, the Director for the International Institute for Energy Conservation­Africa (IIEC­Africa), which is a not­for­profit NGO that concentrates on energy conservation and climate change mitigation in all sectors in the developing world, taking cognizance of international experience.

RELEVANT EXPERIENCE

DEVELOPMENT PLANNING

• Formulation of the proposed new Land Management System for the City of Johannesburg, which is to replace the existing 12 town planning schemes currently in operation across the City. The proposed new system is currently being debated and the verification process is underway.

• Compilation and finalization of the Gauteng Land Use Management Guidelines that are to be published as standards for the Gauteng Municipalities to be able to formulate and implement their new land use schemes.

• Formulation of a visible service delivery manual for the City of Johannesburg, which focused on the first five years of democracy and the related achievement by local government in achieving its identified targets through integrated management and corporate governance. This document was used as a promotional tool for the second democratic local government elections and addressed all arenas of development and infrastructure service delivery.

• Formulation, in consultation with the Department of Environmental Affairs and Tourism (DEAT) the Johannesburg Plan of Implementation (JPOI) Response Strategy and the CSD­12 Strategy Report on the cross­cutting issues relating to South Africa implementing sustainable human settlements in terms of water, sanitation and integrated housing delivery.

• Part of the consultancy team that formulated the most recent MHDP/PHDP – Provincial Housing Development Plan for Gauteng. Responsible for the formulation, coordination and presentation of the sustainable housing and institutional sections of the Gauteng PHDP.

• Part of the team that formulated the first Integrated Development Plan for Gauteng Province, which focuses on integrated, sustainable development through the identification of the competitive advantage.

• Formulation of two housing development frameworks and the identification of development and job creation opportunities in the identified areas in the West Rand of Gauteng. These opportunities included carbon mitigation possibilities, organic farming and the growing of products that can generate bio fuel for local authorities.

• Formulation of the Disability Strategy for the City of Joburg, which is part of their Human Development Agenda.

STRATEGIC MANAGEMENT

• Project Manager for the Gauteng Department of Public Transport, Roads and Works in relation to firstly setting up the strategic plan for the implementation of a new construction management process across the Province, with the focus being on the implementation of the new CIDB (Construction Industry Development Board) principles and parameters.

• Project management of approximately 15 construction related projects across Gauteng for the Gauteng Department of Public Transport, Roads and Works. This includes planning, financial planning, construction management, quality control and community liaison for each of the projects that include a hospital, clinic, office upgrade, gatehouses for a nature reserve and stormwater upgrading.

• Secondly developed the business plan and action plan for the establishment of the OnSite Construction Contact Centers for Gauteng. Two CCCs have been established, with the third to be opened on 3 August 2006. Their primary focus is to provide a capacitation environment in terms of financial, operational, tendering, administration and human resource support to emerging contractors and professional service providers.

• Part of a Technical Specialists Assessment Panel for the adjudication of special innovation projects for municipalities across South Africa. This project fell under the jurisdiction of the Centre for Public Service Innovation (CPSI).

TRANSPORTATION MANAGEMENT

• Responsible for the formulation and co­ordination of the initial Integrated Transportation Development Plan for the City of Johannesburg. This included securing international funds for intermodal transportation initiatives in Johannesburg (funds from the French Government), and the management of a taxi strategy.

• Overall project manager and coordinator for the establishment of a joint venture Provincial Bus Tendered Contract, otherwise known as Mqibelo Transport. This process included negotiating the financial and operational agreements between the three private bus companies and Province; setting up the human resource systems as well as the financial systems; designing and implementing the operational mechanisms and launching the service.

• Formulation of the Gauteng Road Maintenance Strategy which has now gone into implementation phase across the Province. The focus was on ensuring that labour­ based construction took place and that there was a direct linkage to the identified top 20 townships in Gauteng.

• Formulated and facilitated the implementation of the Gauteng Strategic Action Agenda for Transport: 2007, which included a transformation strategy related to public transport as well as the implementation of the Gauteng Freeway Improvement Scheme. The next phase, which is currently being undertaken, includes the formulation of integrated transport norms and standards for Gauteng.

• Project managed the establishment of the Gauteng Transport Management Authority, including formulation of the business plan, application for it to be registered as a Schedule 3C Public Entity in terms of the Public Finance Management Act, involvement in legislative amendments and compiling the portfolio terms of references.

ENERGY MANAGEMENT

• Compiled the business plan for the installation, monitoring and maintenance of solar water heating in all of the housing units for the N2 Gateway Housing Programme. Currently working to revise the business plan in accordance with the changes in scope of the project.

• Development and promotion of a financial model and mechanism to fund the installation of renewable technology in the low income housing sector in the eThekwini Metropolitan area in South Africa. This focused on both rural and urban households. The financial model and related mechanisms have been accepted by Ithala Bank and the Development Bank of South Africa.

• Establishment of the Local Agenda 21 Cities Network, which initially included Cape Town, Durban and Johannesburg in order to address the cities needs and to achieve the targets set out by ICLEI, who was the spokesman for the United Nations. She further coordinated the first State of Environment Report for the City of Johannesburg, which included an interactive website.

• Project Managed the Johannesburg Climate Legacy 2002 and the Climate Legacy. This project aimed at promoting the implementation of sustainable, energy efficient projects, many of which use renewable technology through the clean development mechanisms environment. The work included the development of a carbon profile of the reduction possibilities in introducing these renewable energy opportunities, promotion of the Johannesburg Climate Legacy (JCL) and management of the process for the WSSD and WPC, including publicity and promotions. Melissa Whitehead was the chairperson of the International Technical Working Group and was accordingly responsible for the project management, marketing and communication and for the development of the unique methodology.

• Municipal Energy Efficiency Programme for SA and SADC Countries (USAID Funded). This project included recommendations for Johannesburg, Cape Town, Luanda Angola and Livingstone Zambia.

• Development of the carbon footprint for the World Parks Congress (WPC) that took place in eThekwini in September 2003 and the promotion of the development and implementation of a climate legacy through the implementation of sustainable development projects in location. And further, the formulation of the carbon emissions profile for the World Conservation Congress (WCC), which is to take place in Bangkok, Thailand in November 2004.

• Assessment of the emissions and carbon­related activities for the De Beers mining operations in South Africa, Namibia and Botswana. De Beers is the largest diamond mining operation in the world. This project is currently being undertaken, with the first being in Botswana and then Namibia.

MEMBERSHIP IN PROFESSIONAL BODIES

1. Board Member of the South African Association of Energy Efficiency (SAEE), which is an affiliate of the American Association of Energy Engineers (AAEE).

2. Deputy Chairperson of the Gauteng Transport Management Authority.

3. Gauteng Transport Management Authority Integrated Transport Portfolio Expert. This Portfolio deals with integrated transport systems, public transport, rail management and operating licences.
