..The u~.gerslgn.~drec~.ived reports from our COMELEC field offices that, as. certifieaby the Department of Education (DepEd) In their localities. there is ashortage of D@pEdpersonnel who could serve as Technical Support Personnelfor the May 201 3 Elections.

In this regard. please Instruct all Election Officers (EOs) in your respectiveregions to condua their own selection and screening in the recruitment oftechnical support personnel from other agencies or the private sector until 15February 2013. .

b. Service Contract which states the qualifications,disqualifications and responsibilities of a technicalsupport personnel,

The EOs shall then submit to the undersigned a report/shortlist ofqualified applicants stating their full name, address, contact numbers,agency or previous employment, proposed place of assignment. andresults of written and practical examinations (see attached table). Thedeadline for submission Is on 18 February 2013. .

As a reminde'r, we would like to reiterate that pursuant to Resolution No. 9554,the DepEd is deputized to make available. its qualified employees to serve astechnical support personnel. The DepEd is also tasked to submit to theundersigned a separate list of Its employees who can serve as TechnicalSupport Personnel and Supervisors. This means that recruitment of personnelfrom other agencies or the private sector may be had only after the issuance of

the corresponding certification from the DepEd 5upervisor that they can provideonly a certain number of personnel and that they do not have enough

,..manpQwer to meet the required number of Technical Support Personnel and'.' Supervisors.

We trust that the respective EOs shall ensure' the qualifications andcompetencies of their recruits considering that any problems that could ariselater on relating to technical support personnel willbe for their' accountability.
