Mr. Eric Stringfield announced there is a new SMART SCALE FAQ sheet on the VDOT website. He also noted that the Draft Technical Guide and errata sheet is also on the VDOT website, comments will be received until October 20, 2017. Mr. Jitender Ramchandani, DRPT Transit Planning and Project Development Manager, announced the dates for the Fall Grant Management Workshops; October 31, 2017 in Fairfax, November 2, 2017 New River Valley, and November 9, 2017 in Williamsburg location is TBD. There were no comments from the Virginia Port Authority. There were no comments from the Navy. Approval of Agenda Ms. Rosario, noted a revised letter had been distributed to reflect adjusted numbers for the James City County SRTS project. Mr. Phil Pullen stated they have an INFRA grant project and are seeking TPO endorsement. A copy of the letter was provided to committee members. Mr. Robert Lewis, Chair of the nominating subcommittee thanked past chairman Mr. Lynn Allsbrook for his service on the subcommittee. He stated the nominating subcommittee had consulted on this item. He noted this is an off year for the TTAC and the recommendation traditionally is that the chair and vice chair serve two terms. He submitted to TTAC for approval Mr. Paul Holt, (James City County), to serve a second year as chair and Ms. Sherry Early, (Suffolk), to serve as vice chair for a second year.

Mr. Allsbrook Moved to recommend TTAC approval of these nominations; seconded by Ms. Drake. The Motion Carried.

The State of Transportation in Hampton Roads 2017: Final Dr. Camelia Ravanbakht, HRTPO Deputy Executive Director, stated the report is produced annually and was presented at the September TTAC meeting. The report underwent a public review period between September 6, 2017 through September 22, 2017. She thanked VDOT for their submitted comments and noted those comments have been incorporated into the final document. Mr. Allsbrook Moved to recommend HRTPO Board approval of The State of Transportation in Hampton Roads 2017: Final; seconded by Mr. Cross. The Motion carried.

2017 CMAQ/RSTP Project Selection Process: Franklin/Southampton County Project

Dr Camelia Ravanbakht, HRTPO Deputy Executive, stated this is a special case where the TPO sent a letter to the Governor’s office requesting to expand the Metropolitan Planning Area (MPA) to include the portions of Franklin and Southampton County that lie east of U.S. Route 258. The TPO received a letter from the Governor’s office last November approving the expansion. In 2013, in conjunction with the passage of House Bill 2313 and creation of the Hampton Roads Transportation Fund (HRTF), Memoranda of Agreement (MOA) were executed between the HRTPO and the City of Franklin and the HRTPO and Southampton County to set aside funds annually from the HRTF to be used in those localities. Legislation in 2014 created the Hampton Roads Transportation Accountability Commission (HRTAC) and transferred authority over the HRTF to this new Commission. Amended MOA between the HRTPO and the two localities established a one-time RSTP fund set-aside of $2,028,866 to be allocated exclusively to eligible projects within the portions of the City of Franklin and Southampton County within the MPA. Franklin and Southampton County jointly submitted an RSTP application for a US 58 / US 258 Interchange Engineering Study. Mr. Stringfield stated per the Environmental Staff at VDOT Central Office, that TPO staff, Franklin, and Southampton review the language in the request regarding CMAQ funding. These localities might not be eligible for CMAQ funding due to previous boundaries.

Mr. Moore Moved to recommend HRTPO Board approval of the project and RSTP allocation, as well as the associated TIP amendment; seconded by Mr. Stringfield. The Motion carried.

Transportation Alternatives (TA) Set-Aside Project Proposals

Mr. John Mihaly, HRTPO Transportation Analyst II, stated that HRTPO staff briefed the TTAC on July 12, 2017 regarding the TA Set-Aside process. The TTAC received applications from eight localities, Hampton Roads Transit, and the College of William and Mary requesting TPO resolutions of support for project proposals. Mr. Brown stated Norfolk submitted three proposals but will be pulling the first one for the Elizabeth River Trail project. Mr. Mihaly stated that a revised letter from the College of William and Mary with updated project cost and TA Set-Aside request amounts had been distributed around the table. A revised letter from James City County with updated project cost and TA Set-Aside request amounts was also distributed. Mr. Mihaly reminded members the deadline to submit a TA Set-Aside application is Nov 1, 2017 and applications must be submitted via the SMART SCALE portal. He stated this is a biennial process for FY 19-20 and the next opportunity to apply will be FY 2019. Me noted that the HRTPO endorsement letters will be an item on the October TPO agenda and, once approved, the letters will be emailed to applicants and hard copies will follow via the USPS. The TPS will consider the scored TA Set-Aside projects at the March 2018 meeting and the TTAC and HRTPO Board will consider the recommendations at the April 2018 meetings.

Mr. Stilley Moved to recommend HRTPO Board endorsement of the proposed projects for the purpose of applying for the Transportation Alternatives (TA) Set-Aside funding; seconded by Mr. Moore. The Motion carried.

INFRA Grant Proposals

Dr. Camelia Ravanbakht, HRTPO Deputy Executive Director, stated the HRTPO had received requests for letters of support for three INFRA Grant proposals. The INFRA program was formerly known as FASTLANE prior to June of this year. She stated that VDOT intends to submit an application for a project entitled “Unlocking Hampton Roads”. This project will consist of High Occupancy Tolls (HOT) lanes and widening I-64 between I-664 interchange in Hampton and the I-564 interchange in Norfolk. Mr. Steve Froncillo, Chesapeake City Traffic Engineer requested a letter of support from the HRTPO for the Freeman Avenue Overpass project. This project would replace the existing at-grade railroad crossing at Freeman Avenue with an overpass to provide unimpeded vehicular access to and from Money Point industrial area. Mr. Phil Pullen, Virginia Beach Transportation Division Manager, requested a letter of support for the Laskin Road Phase I-B project. This project includes improvements along Laskin Road between Red Robin Road and Oriole Drive. Mr. Gey Moved to recommend HRTPO Board endorsement of the three INFRA Grant proposals; seconded by Mr. Hayes. The Motion carried.

HRTPO Draft Public Participation Plan; Title VI & LEP Plan Update

Mr. Sam Braden IV, HRTPO Community and Outreach Planner, briefed the committee on the purpose of the public participation plan, which is to detail the HRTPO strategy for meeting Federal requirements pertaining to public involvement and Title VI of the Civil Rights Act of 1964. He stated

the plan informs, increases awareness, and engages the community. The Plan also outlines the HRTPO public involvement and outreach activities. The plan specifically outlines public involvement regarding core programs such as the Long-Range Transportation Plan, Transportation Improvement Program, and Congestion Management Process. He outlined next steps that include a formal comment period from October 4, 2017 through November 17, 2017. The final plan with will be presented to the HRTPO Board for approval at the January 18, 2018 meeting. He requested all comments be submitted to Ms. Kendall Miller, HRTPO Public Involvement and Title VI Administrator at [email protected] by November 17,2017.

Hampton Roads 2045 Long-Range Transportation Plan Update

Ms. Dale Stith, HRTPO Principal Transportation Planner, provided an update on the 2045 Long-Range Transportation Plan (LRTP). She stated that per federal regulations, any transportation project that receives federal funds and is categorized as “regionally significant” must be included in the LRTP before FHWA/FTA issues a Record of Decision. The 2040 LRTP was adopted in June 2016 and amended in January 2017, and will be effective until June 2021. The LRTP is updated to reflect regional priorities, populations and employment projections, economic changes, and anticipated travel demand. She reported the TPO Board approved the 2045 Socioeconomic forecast at the July 20, 2017 meeting. Norfolk Westside Transit Study

Ms. Jamie Jackson, HRT Director of Transit Development, discussed the extension of high capacity transit to the Naval Station Norfolk. The FTA requested a defined plan for the west side before moving the study forward. HRT and the City of Norfolk continue to explore alternatives to create stronger and more convenient transit connections between the Tide, Naval Station Norfolk, and other destinations on the west side of the city. She noted between sixty and seventy thousand people work at the Naval Station Norfolk daily. She stated the purpose of the study is to enhance mobility, accessibility, encourage development and redevelopment, and make a fiscally responsible transit investment. Public involvement began on May 2, 2017 with a stakeholder meeting that included the public, Downtown Norfolk Council, EVMS and the Ghent Business Association. Public meetings were also held June 15, 2017, September 20, 2017, and 21, 2017. The Tier 1 evaluation process identified 14 alternatives, which were narrowed to two viable alternatives. Next steps include evaluation of the Tier 2 Alternatives and announcement of the chosen preferred alternative in the Spring of 2018. Virginia State Rail Plan

Mr. Michael Todd, DRPT Rail Enhancement Grant Manager, provided an overview of the Virginia State Rail Plan Executive Summary. He outlined the schedule and outreach efforts. He stated DRPT has been working extensively with the CTB rail subcommittee. DRPT presented to the CTB subcommittee on September 8, 2017. The summary was then published on September 19, 2017. The public review period is open from September through November and the summary is currently on the website for review and comments. He noted DRPT would present the summary to the full CTB in October 2017 and ask for approval in December 2017. He then highlighted benefits of the rail network such as congestion relief by pulling trucks and cars off the roadways. He provided some metrics attributed to the rail network. He stated the rail network boosted the economy by 6%, employs a workforce of more than 6,000 people, helps reduce emissions, carries 3 million tons per

year, and improves safety. He noted rail usage reduces three thousand vehicle accidents annually. Eight passenger rail cars equals 240 passenger vehicles and 100 freight rail cars equals 340 semi-trailer trucks, which saves about $123 million dollars in pavement maintenance annually. He stated Virginia is a crossroads for national freight rail networks and, with the port, an international market as well. He requested the TTAC subcommittee to review the summary online and provide comments.

Linking Hampton Roads – A Regional Active Transportation Plan: Overview and Status

Mr. Steve Lambert, HRTPO Transportation Planner II, introduced a new study to the Committee, Linking Hampton Roads - A Regional Active Transportation Plan. The study started last month with the Active Transportation Subcommittee. This study builds on the South Hampton Roads Trail project. This will be a 2-year process - researching existing facilities, creating a foundation for the study, and future recommendations to be completed by May 2019. The next Active Transportation Subcommittee meeting will be held on October 18, 2017. Three-Month Tentative Schedule Chair Holt outlined the Three-Month Tentative Schedule in the Agenda Packet. For Your Information Chair Holt reviewed the items in the For Your Information section of the Agenda Packet. Announcements Old/New Business Mr. Stringfield announced VDOT would be hosting the PABAC meeting on October 27, 2017 in Surry County. In March 2016, Hampton Roads Transit (HRT), in partnership with the cities of Hampton and Newport News, initiated the Peninsula Corridor Study to define potential alignment(s), a preferred transit technology, potential funding, and an implementation phasing for high-capacity transit on the Peninsula.

The results of this 18-month study defined dedicated transit connections between existing and future activity centers in Hampton and Newport News, including selected alternatives and the preferred transit technology. This regionally-significant project was closely coordinated with elected officials, residents, agency and city staff, and business and community members in each jurisdiction to ensure that the study results accurately reflect the vision and growth for the Peninsula.

Meeting called to order by Robert Lewis

1. Public Comment Period

a. No public comments were made

2. Minutes of previous meeting were reviewed and approved by motion and second from the

committee.

3. Statewide Advanced Traffic Management System conducted by Mr. Ken Earnest.

a. Currently in the 5 regions, each has their own Traffic Operations Center and operates

their own ATMS. There is a great need to go statewide with these.

b. Priorities for a combined system:

i. Interoperability

ii. Overall modernization

iii. Consolidation (release physical footprint and technological complexity)

c. There are two major providers of this service, OpenRoads and Transtime.

d. Groups involved in putting this project together

i. Steering committee – weighing in together from several diverse backgrounds

ii. User Group – makes sure all requirements are met

iii. Technical Team – handles day to day details.

e. Since September, the Highway Advisory Radio is being phased out and replaced with

Floodgate Capability.

f. Tunnel integration status is unknown as of yet.

g. Currently, further coordination between localities and state is always open for dialogue.

4. Emergency Vehicle Preemption

a. Project has been fully funded.

b. Each locality will get an equal share of the money and will manage the project

themselves.

c. The issue has been raised several times before to request HRT inclusion for Opticom as

HRT serves several cities. Is it possible to reserve one code for transit in the future?

d. The project has been approved as presented and status will be discussed at the next

meeting.

5. HRTPO Update

a. 2017 CMAQ RSTP’s are in project selection process.

b. Incident Management House Bill (Bill 2022) concerning vehicle movement after incident

i. Requires movement of vehicle out of the traffic flow, if possible, if no injuries or

fatalities occurred.
