(DFG), Rosalie del Rosario (NMFS) FROM: Chris Devine, Planning Manager SUBJECT: Public Outreach Report – Butte Regional HCP/NCCP Public Outreach Efforts The purpose of this memo is to document recent public outreach efforts for the Butte Regional HCP/NCCP. Overview Public Workshops were held on September 5th in the City of Chico at the Masonic Family Center and September 12th in the City of Oroville at the Southside Community Center. Both workshops were scheduled from 6:00-8:30 PM. The objectives of the workshops were to educate and involve the public in the HCP/NCCP development process, answer community questions and provide an opportunity for the public to understand and participate in the HCP/NCCP process. Public Workshop Format and Structure Workshop attendees were asked to sign in, and were presented with a packet including the agenda, presentation, informational brochure, comment card, and workshop evaluation form. The opening presentation, given by Jon Clark and Chris Devine (BCAG) and Paul Cylinder and Sharif Ebrahim (SAIC), provided: an introduction to BCAG; an overview of the HCP/NCCP, the planning area, and the species covered by the HCP/NCCP; and an explanation of the groups and committees coordinating to ensure successful Plan development. After the presentation, workshop attendees visited the informational kiosks, examined the display maps showing detailed landcover mapping, submitted comment cards and workshop evaluation forms, and queried BCAG staff and consultants. Kiosk #1 included general information about HCP/NCCP’s, while Kiosk #2 provided detailed information about the Butte Regional HCP/NCCP including the Planning Area, covered Natural Communities, preliminary Covered Species, growth projections, and public involvement opportunities. Copies of the Butte Regional HCP/NCCP newsletter were available, and an ongoing slide show was projected onto the conference room screen throughout the workshop showing images of the planning area and covered species. The U.S. Fish and Wildlife Service (USFWS) also provided a display with information on HCPs as well as several hand-out brochures.
Public Workshop Advertising Advertising for the workshops occurred on several fronts. A “Public Workshops” page was added to the www.buttehcp.com website containing information on the workshops and a Butte Regional HCP/NCCP newsletter (Attachment 1) was developed and circulated at the beginning of August 2007 that contained an announcement on the front page informing the reader of the workshop purpose, times and locations. This newsletter was printed and mailed to the BCAG mailing list (Attachment 6) as well as the Butte Regional HCP/NCCP Stakeholder/Interested Parties mailing list (Attachment 7). The newsletter was also mailed to each individual city council and board member for the Cities of Biggs, Chico, Gridley, Oroville, Town of Paradise, and Butte County Board of Supervisors. This mailing distribution totaled approximately 275 mailings. Additionally, an electronic PDF version of the Newsletter was sent out to the Butte Regional HCP/NCCP email contacts and City/Town/County Planning and Administrators Groups with instructions to please forward to anyone that might be interested. In mid-August, a Public Workshop announcement flyer was developed (Attachment 2) that was mailed and emailed to the same groups and lists as described in the above paragraph. Additionally, the flyer was distributed via the Butte County General Plan Update list which includes approximately 400 individuals, the California State University, Chico Sustainability list which contains over 2,000 individuals and the Butte County Resource Conservation District list. The Public Workshop announcement was also referenced in the Butte County Farm Bureau, and California Native Plant Society Newsletters. Additionally, approximately two weeks prior to the first Public Workshop on September 5th, a Press Release (Attachment 3) was distributed to local media outlets including the Chico Enterprise Record, Chico News and Review, Oroville Mercury Register, Gridley Herald, KCHO, KPAY and KNVN. News articles covering the public workshops ran in the both the Chico Enterprise Record (August 27th) and Oroville Mercury Register (August 28th) (Attachment 4). Paid display ads (Attachment 5) then ran in the Chico Enterprise Record and Oroville Mercury Register on both Saturday, September 1st and Tuesday, September 4th. Workshop Results – Comments and Questions Attendance at the Chico Public Workshop on September 5th included approximately 45 individuals and attendance at the Oroville Public Workshop on September 12th included approximately 15 individuals. Some of the most frequently received questions during the workshops were:
1. “How was the landcover mapping developed?” 2. “How will the General Plan and the HCP/NCCP be developed in concert with each
other?” 3. “Why isn’t the entire County included in the planning area?”
Overall, attendees praised the maps and other visual materials provided, thanked BCAG and SAIC staff for being highly responsive to questions, and thanked the workshop organizers for including the public in the process. Some participants requested that more detailed information regarding the HCP/NCCP be provided at the workshop. Others desired take-home maps of the Planning Area.
BCAG plans to conduct a second round of public workshops in late 2008 to provide an update to the community on progress made on the HCP/NCCP and seek additional input. Additional newsletters will be developed approximately 2-3 times per year to keep interested parties up to date on plan development. Conclusion The public outreach workshops successfully reached all the stated objectives. Turnout for both public workshops were at the low end of the range of what was expected. This may be explained by the current lack of controversy surrounding the planning effort and the fact that many controversial issues have been resolved over the last year through the Stakeholder Committee meetings. BCAG will continue to work with stakeholders throughout the region to determine ways to increase attendance at future workshops. The workshop evaluation forms rated all aspects of the workshops either “good” or “excellent,” with the most positive remarks given for the organization of the workshop and the knowledge of BCAG/SAIC staff in attendance. Members of the public noted that they were happy to be involved, found the materials and presentations informative and useful, and were pleased to find that their questions were answered by knowledgeable BCAG and SAIC staff. The workshop format proved conducive to sharing information, hearing public questions and comments, and interacting one-on-one with Butte County residents.

The Butte Regional Habitat Conservation Plan (HCP)/Natural Community Con-servation Plan (NCCP) Planning Agree-ment is the initial step in the cooperative planning effort. The agreement formal-izes the participating parties’ intent to plan and prepare the HCP/NCCP.
The Planning Agreement spells out the participating parties’ planning goals and commitments, defines the planning area and plan participants, identifies the con-servation objectives and the plan preparation process, and states the agencies’ commitment of resources to bring available funding to the plan-ning effort. The Planning Agreement also contains a map of the planning area boundaries and a list of the cov-ered natural communities and species to be covered by the plan. The Planning Agreement describes the plan preprara-tion process including the incorporation of independent scientific input and ex-tensive public participation.
The Planning Agreement is currently in draft form and has been reviewed by the Wildlife Agencies (California Depart-ment of Fish and Game, United States Fish and Wildlife Service, National Marine Fisheries Ser-
vice) and the cit-ies and County in March and April. It is now undergoing a second review by the Wildlife Agencies.
Upon completion of the review phase, the Planning Agreement will be signed by rep-resentatives of the cities of Biggs, Chico, Gridley, and Oroville, Butte County, and the Wildlife Agencies.A copy of the current draft Plan-ning Agreement can be found on the Documents page of the Butte HCP/NCCP website: www.buttehcp.com/Document.
Local agencies have joined togeth-er to prepare the Butte Regional HCP/NCCP (Habitat Conservation Plan/Natural Community Conser-vation Plan). Our goal is to offer a smart, simple, and environmentally sensitive way for the Butte County region to grow and develop.
An HCP/NCCP is a planning pro-cess that brings federal, state and local governmental agencies and community stakeholders to work together to protect the natural resources of Butte County while providing for reasonable development in the region.
An HCP/NCCP replaces a piece-meal, project-by-project process of addressing development impacts on our environment. The current approach is costly and typically results in smaller, disconnected parcels that prove to be ineffec-tive conservation. Our proposed Butte Regional HCP/NCCP will take a larger view and allow for more efficient project decisions, a local approach and better habitat protection over the long-term.
The cities and county have agreed that BCAG will administer this ef-fort to integrate the development goals of each individual General Plan with a coordinated approach to achieve long-term economic, ecological and conservation goals.

Email: [email protected] Public Workshops on Butte Regional Conservation Plan August ##, 2007 (Chico, California) ― The Butte County Association of Governments (BCAG) will hold two public workshops in September to provide information and answer questions about a regional conservation plan that will support a smart, efficient, and environmentally sensitive way for Butte County to grow and develop. Butte County is expected to grow significantly between now and 2030. By 2030 the region is expected to gain more than 100,000 people, which is more people than the population today of Chico and Oroville combined. At the same time, the Butte region has a wealth of natural resources and a rich agricultural heritage. “Public involvement is an essential part of developing this regional plan,” said Chris Devine, planning manager for the association. “If you care about ecosystems, economic opportunities or agriculture in the region, we hope you’ll make the time to come to one of our public meetings.” Local agencies have joined together to prepare the Butte Regional Conservation Plan, a document that will serve as both a federal Habitat Conservation Plan and a state Natural Community Conservation Plan. This regional plan is being coordinated by the BCAG on behalf of Biggs, Chico, Gridley, Oroville and Butte County. The regional plan brings federal, state and local governmental agencies and local community interest groups together to work to protect the natural resources of Butte County in coordination with plans for regional growth and development. According to BCAG, a key goal of the plan is to offer an alternative to the existing piecemeal, project-by-project process of addressing development impacts on our natural resources. This current process is costly, time consuming and unpredictable and a regional plan will provide more efficient and effective conservation of resources. “Just about every party involved in the project-by-project environmental permitting process agrees that the process just doesn’t work well – whether you’re a city, an environmental advocate, a developer, or a representative of a regulatory agency,” said Chris Devine. “That’s why areas throughout northern California are developing these types of regional conservation plans – they provide a simple, sensible alternative to the current process, and there’s grant funding available to help pay for the development of the plans”. Scott Huber of Altacal Audubon Society and a participant on a stakeholder group that is providing input on the regional plan agrees, “The traditional process of mitigating
wildlife habitat loss with small, disconnected pieces of man-made habitat is unsatisfactory. Our hope is that this process [the Butte Regional Conservation Plan] will lead to the preservation of larger, more viable natural preserves that maintain or improve the rich biological diversity of Butte County.” BCAG is sponsoring two workshops that are open to the public to provide information about the Butte Regional Conservation Plan process, scope, and benefits to the community.
