!This memorandum of understanding is for collaboration on the National SkillQualification Framework (NSQF) project for introducing Vocational Education inSchools in State of Uttarakhand.

B. Description of Parties

B) National Skill Development Corporation a non-profit company, registeredunder Indian Companies Act, 1956 and obtained a license under section 25 of thesaid Act, having its registered office at A-Block, Clarion Collection, ShaheedJeetSingh Marg, New Delhi - 110 016, hereinafter referred to as "NSDC" which

expression shall, unless it be repugnant to the subject or context thereof, include itssuccessors and permitted assigns acting through its authorised representative ....

C. Background and Purpose

The Government of India has brought out a revised Centrally Sponsored Scheme ofVocationalisation of Secondary Education by integrating employability education intoSchool Education in September 2011. The scheme is operated within the NationalVocational Education Qualifications Framework (NVEQF), which establishes a systemof clear educational pathways from school to higher education while providingcertification of vocational skills. The project has been approved for the state ofUttarakhand by MHRD, GOI and accordingly Uttarakhand will be implementing theNational Vocational Educational Qualification Framework (NVEQF) from theacademicyear 2014-15. The aim is to start the project at Level 1 (Class 9th

) and in about 44government schools in Uttarakhandwith the goal to make students employablewhen they complete secondary education. The Project will b~ jointly funded byCentral Government and the State Government.

National Skill Development Corporation (NSDC) which has been set up byGovernment of India is actively engaged in facilitating skill development in India.NSDC has been mandated by the Government of India to set the Sector SkillCounciisin high growth and the priority sectors identified by the Planning Commission and toformulate the National Occupational Standards for different job roles, set upcertification standards and norms, conduct labour market studies etc.RMSA has approached NSDC to provide active support to this initiative inUttarakhand, through the respective Sector Skills Councils and NSDCfunded trainingpartners.

D. ObjectivesThe Objectives of this project are to:

• Successfully introduce and integrate vocational (NVEQF compatible) courses atthe Class 9th

- iz" (in the 14-17 years age group) on an optional/voluntary basisin 44 schools in Uttarakhand from the academic year 2014.

• These courses will be industry driven based upon National Occupational standards(NOS) set by Sector Skill Councils (SSCs)in association with NSDC (National SkillDevelopment Corporation) in four (4) sectors namely IT / ITES; Retail; Automotive;and Health care. In future more streams can be included under this scheme onthe mutual consent of all the parties.

• The courses will be introduced in normal track mode in Class 9th (Levell). Theprogram will be introduced in two sectors per school.

• Before the commencement of every academic year, RMSA will review with NSDCand consider introducing courses under other vocations.

• This project is expected to improve employability of the students passing fromthese courses because of industry driven inputs and exposure. This will bemeasured by enhanced employment (70% placed in workplace as employees orinterns) of the students achieving Level 4 certification.

• Reduce the school dropout rates and better attendance levels due to better jobprospects through such a program. Linking this program to State Open Schoolsshould also encourage prior school dropouts to complete their education.

• Ensure the success of the Uttarakhand State's project of rolling out VocationalEducation under the NVEQF starting with the IX class and going up to Class XII andmeeting the aspiration of all the stakeholders.

E. Roles and Responsibilities

RMSA is the Operations/Implementing Entity in the Pilot and will be responsible foractivities such as:

a) Budgeting and expenditure - Obtaining and manage the MHRD funding as perCentrally Sponsored Scheme of Vocationalisation of Secondary Education (CSSVE)sanction and the State funds for the project implementation. Allocate budget andsanction expenses as per the CSSVEsanctioned plan per school.

b) Identification of districts! schools - Selection J districts and schools in consultationwith the Sector Skills Councils set by NSDC

c) Communication and marketing plan: To create awareness, stakeholder engagementand bringing in the right talent into the NSQ program.Counselling of students &parents to enrol into the program.

d) VET Committee: Setting up of VET Committee comprising of-o State Departmento NSDC/SSCs

o Training Partnerso Program Management team

e) Advisory Group: Creation of advisory group at the district level formonitoring/feedback/regular demand assessments.

f) Nodal Officers: Designate Nodal Officer at Headquarters Level and also at DistrictLevel who will be responsible for the program.

g) Engagement of School Staff and District Administration - Hold focussed groupdiscussions with school staff, district administration officials and ensure their totalinvolvement and commitment to the project with the assistance of Sector SkillsCouncils set by NSDC.

h) Infrastructure: RMSA will provide one existing room for setting up lab to the identifiedtraining partner in consultation and as per advice of sse would procure equipmentand instruments on behalf of RMSA and set up a lab cum classroom. Thespecifications of the Skill Labs will be as per the guidelines laid down by PSSClVE,Bhopal in consultation with the Sector Skill Councils set by NSDC.

i) Academic Certification: Ensure integration of the courses with the scheme ofexamination of Uttarakhand Board of School Education.

j) Faculty Deployment: The Uttarakhand state government will outsource the trainingdelivery to the vocational training partner through terms and conditions ofExpression of Interest (Eol) to be issued by the department. Department will takehelp of NSDC in establishing technical parameters and processes to shortlist andfinalise the NSDCTraining Partner who apply in the Eol for the implementation.

k) Project Management Team: The state government will appoint a projectmanagement team and seek dedicated resources for the smooth projectimplementation.

I) MIS: Generate MIS

NSDC:

Coordinate to facilitate the following:

a) Appointment of Full time Coordinator: NSDCwin depute a full time coordinator forUttarakhand, who shall coordinate from conception to the actual implementationand placement.

b) Identification of Trades/ Occupations: Identify in-demand Trades/Occupations forwhich employment opportunities exist in the state of Uttarakhand, including adistrict wise mapping of skill in demand mapping to NVEQFlevel 4.

c) Accrediting curriculum: Review the available curriculum and accredit the one bestsuited for the program - both for the students and trainers on the basis of guidelinesset by NSDC.

d) Recommendation for Appointment of Vocational (Industry) Coordinator:Recommendto the Uttarakhand . Education Department, Vocational(Industry)Coordinators (one per domain). The Industry Coordinator will be anexperienced practicing professional of the respective sector. The IndustryCoordinators will be appointed and paid by the Uttarakhand Education Departmentas per the MHRD guidelines. They will be reporting into the Nodal Officer of theUttarakhand Education Department assigned for this project and also have a dottedline functional reporting into the NSDC. They willact as a link between therequirements of the project and the respective Sector Skill Councils.

e) Training Delivery: The entire Levell to Level 4 vocational training delivery would beoutsourced by the UttarakhandState Education Departmentto the vocational trainingpartner through Expression of Interest(Eol) to be issued by the department.NSDC willwork with the department in establishing technical parameters and processes toshortlist and finalise the Training Partner for the implementation as per the Eol.

f) Quality Control of Training: NSDCwill take the responsibility of doing quality controlof the training including providing the Master Trainers for the teacher training of thetraining partner and will help in setting assessment guidelines and doing assessmentand certification of teachers deputed for conduct of the training. NSDC shall beresponsible for the overall delivering of the vocational training.

g) Student Assessment and Certification: NSDCwill organize for the assessment ofskills in the practical exams and issue a joint certificate on the skills component tothe successful candidate along with the Uttarakhand Education board. The cost ofAssessment & Certification will be as per the norms of Centrally Sponsored Schemeof MHRD and will be revised in consultation with !VIHRD.

h) Industry Interface: Drive all aspects and continuous industry interface, identifyinglocal industries who will actively engage to help the delivery of the training andplacement of students into internships/jobs. NSDCwill ensure 70% placement of the

~ .i) It is understood that NSDCwould discharge all or any of the above activities either

itself or through NSDC approved Sector Skill Council(s) and/or NSDC approvedTraining Providers.

COORDINATIONOF MEETINGSAND LIAISON

All parties will establish procedures to facilitate regular contact at the executive andoperational levels to discuss issues arising in relation to the Project.

All parties will hold an annual meeting, between senior officials at least every twomonths to discuss the coordination of matters relevant to the operation of this MOU.

. OTHERCOVENANTS

1. The use of the name, logo and/or official emblem of any of the Parties on anypublication, document and/or paper is allowed only, after seeking explicit permissionin writing by either party.

2. This MOU doesn't create any legal obligations between the Parties. Any difference ordispute between the Parties concerning the interpretation and/or implementationand/or application of any of the provisions of this Memorandum of Understandingshall be settled amicably through mutual consultation or negotiations between theParties, without reference to any third Party.

3. The Parties are entering into this MOU in good faith and intentions. Neither partywill be responsible for any liabilities arising out of death, injury or any legal action inrespect of field staff, trainees or any other persons associated with theoperationalization of this MOU.

4. Any Cost in relation to Advertising in any manner under this MOU shall be borne byRMSA only. However NSDC may support (non-financial) in terms of content ofAdvertising. Wherever NSDC logos are used in any Advertisements, NSDC willsupport (non-financial) in creating advertisement by using their own AdvertisingAgency. Any cost in relation to media buying for those advertisements shall be borneby RMSA. Any advertisements under this MOU would need to be approved by theNSDC

5. This MOU will come into effect on date of signature by all partners and will end after5 years from the date of signing of this MOU. •

6. This MOU may be varied at any time by mutual agreement of the parties in writing. Itshall be reviewed one month before the end of contract date or at a time mutuallyagreed by the parties for possible renewal.

7. Each party might bring this MOU to an end by giving a 30 day notice to the otherparties, via written notice of a Government/ Board Resolution to this effect.

8. This MOU does not give authority to NSDCto either represent or exercise opinion ordecision, on behalf of the Government of Uttarakhand and vice versa.
