Fallen Heroes Memorial Service

This week, the City and its Fire Department Honor Guard held a

touching Fallen Heroes Memorial Ceremony to remember and

honor those lost on September 11, 2001. The ceremony paid

tribute to firefighters, police officers, paramedics and EMTs with

a presentation of memorial wreaths by emergency responders and

military members. Hosted by Fire Chief Mike Beadle, the

ceremony included a parade of flags, special readings, a flyover,

music, the firefighters’ “last alarm,” remarks by Mayor Jon Netts,

and observance of the National Moment of Silence. The Fallen

Heroes Memorial recognizes the selfless acts of courage

exemplified by the members of the Police, Fire, and EMS

departments, and can be visited at Heroes Memorial Park at 2860

Intracoastal Waterway Clean Up

The Sixth Annual Intracoastal Waterway Cleanup Event was conducted on

September 7, 2013. Over 500 volunteers collected garbage in City waterways,

parks, and trails. According to preliminary results, over one ton of debris has been

removed from the environment. As part of the Most

Unique F.I.N.D. contest, Florida Fish and Wildlife

Conservation Commission (FWC) law enforcement

officers judged entry items and elected the portable

toilet as the winner. FWC also assisted with the

distribution of life vests donated by Marineland. FWC educated about overall

boating safety in conjunction with fitting volunteers with the vests.

City Staff meet with FDOT

City staff along with Flagler County TPO, met with the Florida Department of Transportation (FDOT) to

discuss various issues related to TPO reapportionment, the Work Program, and the Long Range

Transportation Plan. A follow-up meeting will be scheduled with FDOT to discuss in more detail the City’s

objective of advancing the funding for the Old Kings Road Extension project, as well as funding the Old

Kings Road 4-laning project (Palm Coast Parkway to Forest Grove Dr.) in the 5-year work program. The City

continues to reiterate to the TPO and FDOT, the City’s concern about priority projects being negatively

impacted during the transition to the TPO.

PLANNING

Staff attended the Transportation Planning Organization (TPO) Executive Team meeting to discuss the TPO

Agenda for the upcoming month. At this month’s TPO Board meeting (September 23), the TPO staff will

provide the Board as “Information Items”; drafts of various agreements related to TPO reapportionment. These

agreements establish framework for multi-agency cooperation and coordination for planning and programming

activities such as the Long Range Transportation Plan, the Unified Planning Work Program, and the

Transportation Improvement Program.

City staff along with Flagler County TPO, met with the Florida Department of Transportation (FDOT) to

discuss various issues related to TPO reapportionment, the Work Program, and the Long Range Transportation

The Flagler Humane Society holds subsidized vaccination clinics on the first

Saturday of every month. The clinics are held from 1:00 pm – 3:00 pm at the shelter,

and there’s no appointment necessary! We offer an air-conditioned waiting room and

friendly service while you wait for vaccinations and microchips to keep your pet

healthy and safe. Unfortunately, we currently can’t sell heartworm medications, so

those will still have to be purchased at a full service clinic. Please call FHS at 386-

445-1814 for more information or email us at [email protected].

Our most recent clinic took place this past Saturday, the 7th

, and it was very

successful! A total of 38 dogs and 14 cats updated their yearly vaccinations, and

many of their owners also picked up their Palm Coast City License at the same time.

Please remember that you do have to license your pet in Palm Coast and can do so at

the shelter or Palm Coast City Hall. All Flagler Beach and Bunnell residents must

obtain pet licenses at their respective city halls.

Don’t forget that you can pick up your “Wristband for Rescues” at the shelter as well!

These bands help us raise funds to feed the many furry residents of FHS. We are

asking for a minimum donation of $2 per wristband. Come and get yours today!

Public Announcements: The Flagler Humane Society has a variety of subsidized

spay and neuter programs for members of the community that need to have their pets

sterilized. Please call FHS at 386-445-1814 or email [email protected]

for general questions, or email [email protected] for grant-specific

questions that we can be of assistance to you.

There will be an open volunteer meeting for volunteers that are interested in helping

with Outreach Adoption/Information Events. FHS would like to organize a

committee to get our adoptable pets to every available outreach opportunity. The

meeting will be held September 14 starting at 2:00 pm at the shelter. This meeting

will follow our monthly volunteer orientation that is from 12 noon – 1pm. A dog

walker volunteer orientation will follow the outreach meeting at 3pm for those that

would like to enrich the shelter dogs through walking.

Upcoming Events: FHS will now be open on Mondays starting the 16th

, we want to

celebrate being open an extra day a week and continuing our mission of finding more

loving homes for the homeless pets of Flagler County. Join us for our Ribbon Cutting

Ceremony on September 16 from 11:00 am -1:00 pm for hot dogs, giveaways, door

prizes, and much more! We will also be offering ½ price adoptions for the whole day.

FHS is still looking for sponsors and vendors for our October 26

th “Run Fur Our

Lives” Walk for the Animals and 4 mile run. After the walk/run, we will be hosting a

festival that will include food vendors, arts/craft booths, adoptable pets, and much

more! Anyone interested in being a sponsor or vendor can email Michelle Bertsch at

Spunky is an awesome little dog

that is 25 pounds of fun. He is a

hound mix and is only 11 months

old. He is already neutered and up

to date on vaccinations. He came

to the humane society as a stray at

the end of July. He gets along

great with other dogs and would

make a wonderful family pet. He

walks well on a leash and is happy

to accompany the dog walkers on

the daily walks. Spunky has a

great personality that photos just

can’t capture. Please come and

meet him today!

In the past week, the department responded to 140 calls. There was 1 structure fire with minor damages. A total of 109 EMS calls was logged and the balance was miscellaneous in nature. The drought index is at 156 out of a possible 800 and the fire danger is low. Department members participated in 9/11 remembrance ceremonies at Hero’s Park and at Flagler Palm Coast High School.

Applications Division updated the Zoning Permit Review report for the Planning Dept. to reflect the new performance measures metrics that are to be used within the report.

GIS Division provided Community Development with a map series (zoning, FLUM, aerial) for Application No. 2607 - MPD Amendment to European Village which featured a proposed real estate office.

Enterprise

Applications Division updated the internal Performance Measures web application to enable for reporting on performance measures for fiscal years.

Applications Division made changes to the City's website to allow for online payment of lien requests. The City will begin charging for Lien Requests on Oct 1st.

GIS Division re-wrote the Voting Districts Mapping Application in JavaScript format. It is now mobile/iPad-friendly; http://gis.palmcoastgov.com/maps/agiso_voterapp.

Operations Division received 103 Track ITs this week. Operations Division continued our annual equipment inventory. Operations Division reconfiguring our data room at WTP3. New storage servers came in and

staff re-organized the racks and re-wired for consistency. Operations Division installed and configured the City’s new internet filtering system

appropriately names Barracuda. Operations Division assisting iPad users with new iTunes account setup.

M-3 Water Control Structure Rehabilitation Project for 2014- Request for Qualifications is due 9-23-13. Construction should begin in January-February 2014.

Stormwater Model and Master Plan (Council’s Top Priority Goal) (Project is 100% Complete) Sections 30 and 34: Consultant submitted the Final Report, City staff is reviewing.

Stormwater Model Improvements for Sections 35 and Section 37 (Survey, Design & Permitting) – In-house design is complete on Section 37 tributaries 1, 2 & 3. Construction documents are 100% complete. The consultant submitted the application for permitting to the St. Johns River Water Management District (SJRWMD) Permit for Sections 35 & 37. City Staff signed and sealed construction documents and submitted to SJRWMD. Application was sent on 8-28-13. City Staff and Consultant will be meeting with SJRWMD staff on site at Section 37 Trib. 3 for a wetland determination.

The average water demand for the week was 6.811 million gallons per day; average wastewater flow

was 6.278 million gallons per day.

Installed 6 new domestic meters, 3 reuse meters and replaced 2 PEP tanks.

This week 285 utility customers were shut off for non-payment.

Beachside Pump Station and Sewer Force Main – The lightening arrestors and aluminum trim are being

installed on the roof of the generator building. The interior walls have been painted and the electrical

panels are being installed. Within the building, installation of electrical conduits and wiring continues.

Water Treatment Plant #2 Zero Liquid Discharge – Contractor started installation of temporary electrical

power. Tree protection barrier has been installed and job trailers are on site. Existing concrete driveway

on west side of project is being removed and a temporary raw water bypass main is being installed.

Mowing in “C”, ”B”, ”W”, “P”, “Z”, “LL”,”U” and “E” sections. Mowing Belle Terre Parkway, Palm

Harbor Parkway, Matanzas Woods Parkway, Rymfire Drive, White View Parkway and Palm Coast

Parkway.

Performed site distance trimming in the “B” and “W” sections.

Graded 6,366 feet of swales, 2 outfalls, and cleaned 49 culvert pipes. Repaired 5 wash outs on White

View, Raleigh, Putter Drive and Royal Palms Drive.

Crews formed and poured a concrete pad for the irrigation pump on Palm Coast Parkway near US-1 for

future median work to include irrigation, trees, shrubs and sod.

Cleaned out 200 linear feet in the canal and cut in a boat ramp at the landfill on Old Kings Road at the

request of the Engineering and Stormwater Department.

Special Events – Assisted with the Autumn Trails 5K at the Community Center, also Alzheimer’s Walk

at Town Center.

Palm Tree Relocation – Modified the irrigation system at Indian Trails Sports Complex to prepare for

installation of approximately 70 trees that will be relocated from Palm Coast Parkway.

Inmates mowed and weeded 37,190 linear feet of ditch in the “E” and “P” sections.
