PLANNING State Road 100 Median Landscape and Irrigation Project Bids for construction of the landscaping and irrigation of State Road 100 between I-95 and Roberts Road were advertised this week with bids due on February 9, 2015. The project involves the planting of crape myrtle and holly trees in the median area along with shrubs and ground covers under the trees and near the median intersection tips. The median tips will also be improved by installing stamped, colored concrete with curbing to improve the aesthetic look of the area. Irrigation will also be included to irrigate the new trees and provide drip irrigation to the shrub beds. This project is a Joint Participation Agreement with the Florida Department of Transportation and is eligible for up to $250,000 in grant money for eligible reimbursable items. Construction is planned to start in early April.

CAPITAL IMPROVEMENT PROJECTS The following is an update since last week for capital projects in the City from December 18, 2014 through January 7, 2015.

Road and Median Projects

Palm Coast Parkway Six-Laning Construction 54% All but one traffic signal pole has been erected. Barrier wall construction on the north side of the parkway has begun. Grading for widening continues.

Royal Palms Parkway Improvements

Construction 20% Excavation and grading work for roadway widening continues from Rymfire Drive to east of Rickenbacker Drive.

    

City Facility Projects

City Hall Construction 5%

Grading for building pad completed. Elevation pit and all concrete footings have been poured. Underground plumbing and electrical work has begun. Stormwater drainage pipe and structure installation has begun. Concrete casting beds for tilt panel walls have been constructed. Forming for tilt panel walls has begun.

Flagler Humane Society has had some unprecedented outcomes for 2014. We had 878 cats adopted and 31 returned to their owners. There were 723 dogs adopted and 269 returned to their owners. We performed over 2,300 spay and neuter surgeries, between our facilities here at the shelter and local veterinarians. Most importantly we achieved a save rate of almost 90 percent. We look forward to an even more amazing 2015! Donation Opportunities: “Doghouse Donation Boxes” are found at all the fire stations in Flagler County. You can drop off donations anytime at your nearest fire station. FHS appreciates all donations, especially those from our Wish List (available at flaglerhumanesociety.org/wish-list). You can also purchase items via the Amazon.com link on the FHS website and ship them directly to the shelter. FHS Thrift Store is now taking furniture in good condition for resale. Drop-offs can be made at the back of the store during store hours. We appreciate all donations and ask that they be clean and in working order before drop off. We have limited access to washers, dryers and sinks. Every little bit helps and we accept everything except large appliances. Outreach Adoption Events: Don’t forget that FHS has volunteers and adoptable pets at the Farmer’s Market in Flagler Beach every Friday and at Pet Smart in Palm Coast every Sunday. Come and see Howard and his crew to adopt your next furry family member! We’re also preparing for the next mega-adoption event this weekend in Jacksonville. Adoption Events: Every day at FHS we promote our cats over 5 years old and have their donation fee waived. Senior dogs over 6 years are always have a reduced adoption donation. Keep an eye on our Facebook page for further specials. Save the date for our 10th annual SPAY-ghetti Dinner and Silent Auction. This year’s dinner is Sunday, Feb. 22 at VFW Post 8696, 47 Old Kings Rd N in Palm Coast. The silent auction begins at 5 p.m., dinner is served at 6 p.m., and dancing until 10:30 p.m. Tickets are $30 per person and are available at the shelter or online at http://www.flaglerhumanesociety.org/event/10th-annual-spay-ghetti-dinner-silent-auction/. Public Announcements: The Flagler Humane Society has a variety of subsidized spay and neuter programs for members of the community that need to have their pets or community pets sterilized. We also offer our shot clinics on the first Saturday of every month from 1 – 3 p.m. FHS also offers a “Pet Food Pantry” for those that are in need of assistance. Operations Division staff prepped first new customer of 2015. Operations Division staff in final phase to convert local ISP to the newly upgraded Cisco core infrastructure.

Applications Division staff added over 20 new document types to the online records search.

Applications Division updated the information for Frieda Zamba pool on the City's website.

Applications Division staff moved several website admin areas (Announcements, BAC Announcements, Flickr Galleries, Citizen's Academy, Purchasing Bids, Finance Documents and Holiday Trash Schedules) to a new admin location for better centralization.

Applications Division made changes to our internal "Welcome Email" process (email that new Utility Customers get). The change allows for Customer Service to enter Online Utility Billing information for the customer to get stored in a database to better track records and reduced paper usage.

CITY CLERK

GIS Division met with the City Clerk to initiate the collection of easement records for docks in Palm Coast. This compilation endeavors to capture spatial records of docks in Palm Coast that have easements. This in turn will facilitate the effort to establish license agreements with all dock owners.

UTILITY

GIS Division staff has converted a paper inspection report into an electronic form inside of InfraMap to help Utility staff streamline their Reclaim Water Meter Inspections.

ENTERPRISE

Operations Division received 45 Track IT’s this past week.

Operations Division staff helped repair the gate camera at WTP3, failure due to the lightning storms during the fall season of 2014.

Operations Division staff researching new phone system that we hope to implement in late summer 2015.

Operations Division staff is in the process of moving H and O folders to new drives.

National Pollution Discharge Elimination System (NPDES) Permit – Annual Reporting England-Thims & Miller, Inc. has been selected to assist staff with the beginning of the Annual Reporting process mandated by the DEP.

Colechester @ College Waterway Bridge #63 Rehababilitation 2015 Project - Contractor is Sieg & Ambachtsheer, Inc. in the amount of $1,078,700.00. Council approved contract on 10-21-14 for construction. All permits have been approved and received. Staff received a letter indicating a Notice to Proceed date would be late February early March 2015 to begin construction.

Section 37 Tributary 2 Stormwater Modeling Construction - Work continues by the Public Works crews. This project will increase the storage volume of this drainage ditch running through the “L” section.

Fire Department

In the past week, the department responded to 174 calls. There were two brush/wildfires with minimal damages noted. A total of 130 EMS calls was logged and the balance were miscellaneous in nature. The drought index is at 125 out of a possible 800 and the fire danger is low.

PAST WEEK HIGHLIGHTS:

Critic’s Choice Dinner Club – The “Club” continues!!! Thirteen members visited the

Fisherman’s Net in Flagler Beach for their monthly dinner experience. After enjoying the

company of new friends, the club got down to business with their critique of the experience.

Overwhelmingly, the critique was very positive. The wait staff was very attentive and

knowledgeable and the food was very good. The next meeting of the “Club” will be held on

Thursday, February 12 at “Le Rendez-Vous” French Restaurant in European Village.

UPCOMING EVENTS:

Waterfront 10 Mile/5 K Run/Walk – Sunday, January 18, 2015 at European Village, 101

Palm Harbor Parkway. The 10 mile run begins at 8am with the 5k run/walk starting 10 minutes

later. Pre-register online at www.palmcoastgov.com/waterfrontrun by 5pm on Wednesday,

January 14. In person registration held from January 15-16 at the Palm Coast Community

Center, 305 Palm Coast Parkway NE.

The average water demand for the week was 6.571 million gallons per day; the average

wastewater flow was 6.141 million gallons per day. Smoke Test - Door tags and maps are being prepared to smoke test Section 32 (Rolling Sands

area) at the end of this month. Crews installed 5 new domestic meters, 4 new pep tanks and replaced 3 existing pep tanks. This week 268 utility customers were shut off for non-payment. Seminole Woods Multi Use Path – The next section between Universal Trail and Citation

Parkway has been started. Graded 900 LF, formed, poured and finished 480 LF and 60 Cubic yards of concrete.

Water Treatment Plant #3 Concentrate Treatment Project – Most of the piping and structures have been installed and tested. The electrical work continues and contractor has started painting the piping for the filters.

Mowing in “S” sections, Belle Terre Parkway, Palm Harbor Parkway and Palm Coast Parkway. Performed site distance trimming in the “R” and “S” sections. Graded 3,717 feet of swales, cleaned 18 culvert pipes and repaired 3 outfalls. Screened 2,000 cubic yards of dirt for recycling. Graded 575 linear feet of ditch in Section 37 for the stormwater improvement modeling project. Inmates and ditch crew mowed and weeded 75,160 linear feet of ditch in the “K”, “LL” and “Z”

sections.

NEWS RELEASE – City of Palm Coast Contact: Cindi Lane, Communications & Marketing Manager 386-986-3708; cell 386-214-4729 Dec. 29, 2015 Palm Coast Director of Engineering and Stormwater John Moden announces retirement Palm Coast – John Moden, Palm Coast’s City Engineer and Director of the Engineering and Stormwater Department, who has played a major role in developing and maintaining Palm Coast’s infrastructure and managing the City’s stormwater system over the past 37 years, will retire on Feb. 6. A licensed professional engineer, Moden earned a bachelor’s degree in civil engineering from Michigan Technological University and worked first as a consultant before joining ITT Community Development Corp. in 1977. Moden was an engineer, project manager and construction manager for ITT, the original developer of Palm Coast. Moden then worked in the regulatory section of the Army Corps of Engineers before serving as manager of Palm Coast Community Service Corp. from 1991 until 2005. PCCSC was responsible for maintaining Palm Coast’s community-wide stormwater system and deed restrictions. Moden’s work included directly evaluating the maintenance needs of the stormwater system, preparing budgets, establishing and assessing a fee to property owners in order to generate revenue for maintenance, preparation of plans and specifications for maintenance and rehabilitation of the stormwater system, obtaining all regulatory permits, procurement of contractors using the competitive bid process, overseeing and inspecting the maintenance work, and reviewing and processing pay requests. This included restoring the drainage system after the fires of 1998 and the tropical storms of 2004. In 2005, Moden was retained by the City of Palm Coast as the director of the Stormwater Management Department, where he continued his duties to maintain the Palm Coast community-wide stormwater system. His department is now named Engineering and Stormwater, with two divisions and eight employees. Engineering assists with the design, construction, and maintenance of the City's infrastructure, including streets, street lights, traffic signals, paths/sidewalks, parks and recreation, water, sewer, sanitation and other public facilities. The Stormwater Division maintains the freshwater and saltwater canal systems. It conducts hydraulic modeling (or evaluation) of the stormwater drainage system. It also provides support (design and survey) for the continuing program of maintenance and rehabilitation of Palm Coast’s drainage system including front-yard swales and inter-connecting drainage ditches, replaces drainage pipes under the streets, and improves the valley gutters throughout the City. “It has been a very enjoyable 37 years,” Moden said. “Watching Palm Coast grow from a community of 3,000 people and all the people I have met and worked with along the way have

been the most rewarding parts of my work. Early in my career, I would help with the design work but not be able to enjoy the results of my work. Here in Palm Coast I have seen many of the projects I worked on and the way they function and am proud of the community that I have been a part of.” “I look forward to retirement even though I have not yet mapped the exact route I plan on taking,” he said. “I am sure the next step will be a great adventure.” Moden is a member of the Florida Engineering Society, the Florida Stormwater Association and the Flagler Rotary. He and his wife Patsy live in the Painters Hill area of Flagler County, and their two sons live in Palm Coast. Moden plans to continue living here after retirement. “For nearly four decades, John Moden has been a leader in developing our community to very high standards to ensure an excellent quality of life for residents,” said City Manager Jim Landon. “He has been integrally involved in building and maintaining Palm Coast’s stormwater system and hundreds of major infrastructure projects across the City. I thank him for sharing his talent with us, for his professionalism and dedicated service. We wish him well in his retirement!” A search for Moden’s replacement will begin in early 2015.

Jump start New Year’s resolutions at Palm Coast’s Waterfront 10 Mile & 5K Run/Walk

Palm Coast – Have you resolved to exercise more in 2015? Kick off the New Year in a healthy way by running or walking in the City of Palm Coast’s Waterfront 10 Mile & 5K Run on Sunday, Jan. 18. With the two options, the Waterfront Run is great for both experienced athletes and beginners. This year’s Waterfront Run will have a new starting location and new route. Participants will park at European Village, 101 Palm Harbor Pkwy., Palm Coast, and the races will begin directly across from European Village under the bridge. The 5K route will go along the Intracoastal Waterway through Waterfront Park, and the 10M route will continue into Graham Swamp. Both routes are out and back. The 10 Mile Run will begin at 8 a.m., followed by the 5K Walk/Run at 8:10 a.m. A Kid’s Fun Run (free for children 6 and under) will start at 9 a.m. Registration is now under way at www.palmcoastgov.com/WaterfrontRun. Overall first-place male and female winners, as well as first-, second- and third-place runners in 15 age groups, will be given awards immediately following the races. Palm Coast’s annual Christmas tree, electronics recycling event is Jan. 10 Palm Coast – Mark your calendars now for the Palm Coast holiday tradition that preserves the environment and beautifies our city – the annual Christmas Tree Recycling Event on Saturday, Jan. 10. Recycle your Christmas tree and receive a free three-gallon evergreen tree in exchange at the City’s 8th annual Christmas Tree Recycling Event. The event will be 8 a.m. to 1 p.m., at the Palm Coast Fuel Depot, 22 Utility Drive. DVD and CD players, keyboards, old wires, cell phones, Christmas tree lights, Styrofoam and used gift wrap will also be accepted for recycling. No TVs or computer monitors, please. All trees donated for recycling will be ground and used as mulch to beautify the parks and trails across Palm Coast. “It helps the environment and saves the City and our residents money by us not having to purchase as much mulch for projects,” said Palm Coast Urban Forester Carol Mini. “There are residents who come out year after year for their free tree to plant in their yard.” Residents should remove all decorations, lights, tinsel and ornaments from trees prior to donation. Greg Miller of The Big Year movie to be 1 of 3 speakers at Birds of a Feather Fest

Palm Coast – Internationally known birder Greg Miller, whose story was the subject of The Big Year motion picture starring Jack Black, is one of three keynote speakers for the Feb. 6-8 Birds of a Feather Fest. Miller will speak at the opening night dinner at 6 p.m. Friday, Feb. 6, at the Hilton Garden Inn, 55 Town Center Blvd., Palm Coast.

The other keynote speakers for the event are former President of Florida Audubon Society and environmental policy expert Clay Henderson and avid birders Joe and Judy Dziak, who have been monitoring an eagle pair at Princess Place Preserve in Palm Coast for the past 18 years. Henderson’s presentation will be at the Saturday night dinner at 6 p.m. Saturday, Feb. 7, at Hilton Garden Inn. The Dziaks will speak at the closing lunch at noon Sunday, Feb. 8, at Princess Place Preserve Island House, 2500 Princess Place Road, Palm Coast.

Miller has been a birder for over 50 years. In 1998, he zigzagged across the continent – traveling 130,000 miles while trying to hold down a full-time job at a nuclear power plant – to see as many species of birds in one calendar year as possible. The feat is known in birding circles as “The Big Year.”

It was an incredible experience passing the 700-species mark—an achievement many birders aspire to in a lifetime,” Miller said.

Two other birders, Sandy Komito and Al Levantin, also did Big Years at the same time and also broke the 700 mark. The trio’s competitive quests are documented in the 2004 nonfiction book, The Big Year, by Pulitzer Prize-winning author Mark Obmascik. Then, in 2011, 20th Century Fox made a full feature motion picture inspired by the book, starring Black, Steve Martin and Owen Wilson. Miller served as consultant for the movie and now travels the nation birding and speaking at birding festivals. He lives in Sugarcreek in Northeast Ohio.

Henderson is well-known in Central Florida for his work on environmental policy and is former president of the Florida Audubon Society. He is an attorney who practices in the public policy section in the areas of environmental law, land use, and Smart Growth, representing public agencies, large private landowners, and conservation organizations. In 2006, the Florida Bar presented him the Bill Sadowski Memorial Award for public service in environmental law. His

book The Floridas chronicles Florida's diverse environment and efforts to protect it. He lives in New Smyrna Beach.

Joe and Judy Dziak have been members of the National Audubon Society for more than 40 years and the Flagler Audubon Society for over 20 years. They have conducted bird surveys for local, state and federal parks during the past 20 years including bird lists and biological lists for parks such as Princess Place Preserve and Washington Oaks State Park. Members of Eagle Watch (Florida Audubon), they have been monitoring an eagle pair at Princess Place for the past 18 years.

Festival participants can choose as much or as little as they’d like over the three days, and some activities are free. Some 30 birding trips and classes will be offered, to such outstanding birding spots in and around Palm Coast. The festival also offers plenty of activities for non-birders, too. There are kayak trips and craft projects for the little ones.
