    INTELLIGENCE AND INVESTIGATION DIVISION (IDD)

    PROCEDURES AND GUIDELINES FOR THE CONDUCT OFCOMPLETE BACKGROUND INVESTIGATION

    FOR RECRUITMENT AND PROMOTION

    1.0 PURPOSE

    1.1 To ensure that the BFP applicants who will be hired by the BFP management have no derogatory records;

    1.2 To verify personal history and activities of BFP applicants and those organic personnel applying for promotion that would make them suitable and recommended to the position for which they are being considered; and

    1.3 To elicit information to the subject applicants.

    2.0 SCOPE

    2.1 This procedure covers the background check of BFP applicants and members of the Bureau applying for promotion whether Uniformed and Non~Uniformed Personnel.

    3.0 REFERENCE DOCUMENTS

    3.1 Policy and Guidelines in the Conduct of Hiring and Selection of Fire Officer 1 and Non-Uniformed Personnel.

    4.0 DEFINITION OF TERMS

    4.1 Complete Background Investigation (CBI) - a process used to elicit or draw information to those fire applicants and members of the BFP (Uniformed and Non-Uniformed Personnel) applying for promotion.

    4.2 Background Investigation Clearance (BIC) - is a clearance issued by the Dll and being forwarded to the Chairman, PSB indicating therein v/hether the applicants passed or failed in the conducted CBI.

    4.3 Intelligence Officer - Uniformed or Non-Uniformed Personnel of the BFP authorized to conduct CBI.

    4.4 Investigation - The study of facts used to identify, locate, and prove something from a subject.

    4.5 Subject - BFP applicants and promotable officers who are subjected to CBI.

    4.6 Surveillance - the monitoring of behavior, activities, or other changing information for the purpose of gaining data/information.

    4.7 Handlers - a direct supervisor who manages Intelligence Officers.4.8 Credit Reputation — refers to one’s status in the estimation of a

    community as to business and financial status and the amount of money for which a person will be trusted.

  • 5.0 RESPONSIBILITIES

    5.1 Supervisors5.1.1 Director for Intelligence and Investigation (Dll) - approves the

    conduct of CBI down to the Regional Operations Division. Overseer of the CBI process.

    5.1.2 Chief, Intelligence and Detection Division (C, IDD) - overall In charge of the CB! process.

    5.1.3 Chief, Regional Operations Division (C, ROD) - responsible for the orders to the handlers in their area of responsibility. Makes sure that CBI is implemented with utmost confidentiality. It also provides intelligence information to the Director for proper disposition.

    5.2 Handlers5.2.1 Chief, Information Processing Section - responsible for the

    conduct of CBI of BFP applicants and promotable in the BFP-NHQ.5.2.2 Chief, Regional Intelligence and Investigation Section

    - responsible for the conduct of CBI in the BFP Regional Offices.5.2.3 Chief, Provincial/District Intelligence and Investigation Section

    - responsible for managing in the Provincial/District level.5.2.4 Chief, City/Municipal Intelligence and Investigation Unit

    - responsible for managing Intelligence Officer in the City/Municipal level.

    5.2.5 Handler provides information to the supervisor for proper disposition.

    5.3 Intelligence Officer5.3.1 Intelligence Officer - conducts CBI in accordance with the orders

    from the handlers.5.3.2 Coordinates with other agency to gain access on matters related to

    the subject.5.3.3 Intelligence Officer may perform other task as directed by the

    supervisors and handlers.5.3.4 Intelligence Officers collect and provide data related to the subject

    and submit it to the handler.

    6.0 PROCEDURES

    6.1 Protocol for the BFP-NHQ Applicants6.1.1 The Director for Intelligence and Investigation received a

    memorandum from the Chairman of Personnel Selection Board to conduct CBI.

    6.1.2 The Dll issues order to the Chief, Intelligence and Detection Division to conduct CBI.

    6.1.3 The Intelligence Officer of this Directorate conducts CBI to the applicants who are residents from NCR.

    6.1.4 The C, IDD prepares a memorandum to be forwarded to the Chief, Regional Operations Division (Attention; Chief, Regional Intelligence and Investigation Section) to conduct CBI to those BFP- NHQ applicants who are residing within their AOR.

    6.1.5 The Chief, Regional Operations Division orders the Provinciai/District Intelligence and Investigation Section to conduct CBI to those subjects within their AOR.

  • 6.1.6 The Provincial /District Intelligence and Investigation Section orders the City/Municipal Intelligence and Investigation Unit to conduct CBI to subjects within their AOR.

    6.1.7 The City/Municipal Intelligence and Investigation Unit orders the Intelligence Officer to comply with the orders.

    6.1.8 intelligence Officer conducts CBI to the subject and submits result thru channel.

    6.1.9 Upon receive of the results of CBI from the Regional Office, the Intelligence Officer of BFP-NHQ shall prepare an endorsement and BIC for signature of the Director for Intelligence and Investigation.

    6.1.10 The endorsement including the BIC shall be forwarded to the Chairman, Personnel Selection Board.

    6.2 Protocol for the BFP Regional Applicants6.2.1 The Chief, Regional Operations Division received a memorandum

    from the Chairman of Personnel Selection Board to conduct CBI.6.2.2 The C, Regional Intelligence and Investigation Section, prepares a

    memorandum for approval of the C, ROD for the conduct of CBI.6.2.3 The Chief, Regional Operations Division orders the

    Provincial/District Intelligence and Investigation Section to conduct CBI to those subjects within their AOR.

    6.2.4 The Provincial/District Intelligence and Investigation Section, orders the City/Municipal Unit to conduct CBI to the subjects within their respective AOR.

    6.2.5 The City/Municipal Intelligence and Investigation Unit, orders the Intelligence Officer to comply with the orders.

    6.2.6 Intelligence Officer conducts Complete Background Investigation to the subject and submits result thru channel.

    6.2.7 In cases where the CBI of the subject cannot be completed within their AOR, coordination to other Regions is recommended.

    6.2.8 The Chief, Regional intelligence and Investigation Section consolidates and evaluates CBI reports from the lower units and subsequently prepares a memorandum for the Chief, Regional Operations Division to issue the Background Investigation Clearance (BIC).

    6.2.9 The Chief, Regional Operations Division issues the BIC indicating Passed or Failed to be forwared to the Chairman of Personnel Selection Board.

    6.2.10 All CBI forms and issued BIC shall be copy furnished to the Director for Intellligence and Investigation attn: Chief, Intelligence and Detection Division BFP-NHQ.

    6.2.12 All other concerns regarding the conduct of CBI shall be refered to the office of Dll attention C, IDD.

    7.0 This guidelines shall take effect immediately.
