MEMORANDUM TO ALL REGIONAL DIRECTORS AND OFFICER-IN-CHARGE FROM THE UNDERSECRETARY, TRCRG SUBJECT TOPRESA, CENTRAL RUSSIA TOURISM SELLING MISSION September 23-26, 2014 DATE August 12, 2014 In connection with the August 6, 2014 memorandum of Director Verna Covar- Buensuceso on the abovementioned activity that the Tourism Development Sector is spearheading, we enjoin you to encourage the participation of your travel trade sector and local government executives who can conduct business-to-business negotiations. Your participation and that of your senior staff will be dependent on your ability to muster a delegation of your tourism stakeholders and LGU-Executives who will actually do product presentations and business transactions, adherence to the November 28, 2013 and January 13, 2013 guidelines and the approval of the Secretary. Moreover, participation of any LGU official should be justified and communicated to us at least a month prior to the scheduled activity to give us enough time to screen and indorse the same to the Department of Interior and Local Government. We wish to inform you the Department of Tourism will participate in the International FrenchTravel Market (IFTM) TopResa to be held at Pare Expo, Porte de Versailles, Paris, France onSeptember 23-26, 2014 and as a back -to-back event with TopResa, we are also preparing forthe conduct of a Central Russia Tourism Selling Mission covering the cities of Moscow, StPetersburg and Ekaterinburg from September 29 to October 1, 2014.

IFTM TopResa is the most important B2B platform for the French travel agencies and touroperators. The show brings together more than a hundred tourism boards, DMCs, carriers,hotels and more than 50 tour operators who attend to present their latest products and servicesto the industry's production and distribution professionals. Each year, thousands of travelagents go to IFTM TopResa to hone their expertise and knowledge on the different destinationsand packages being offered in the market. .

The Russian Federation is currently one of the fastest growing outbound travel markets. TheUNWTO ranks Russia as the world's fourth biggest outbound travel in the world in terms ofexpenditure. Estimated expenditure in 2013 was US$53.5 billion.

In 2013, 35,404 Russian tourists visited the Philippines, registering a 25.24% increase from2012 figures (28,270). Moscow and St. Petersburg were the 1st and 3rd biggest source cities ofRussian travellers to the Philippines.

Moscow, with an estimated population of 11.5 million, is the largest city in Russia and the 6thlargest city in the world. More than 40% of all Russian outbound travellers live in Moscow.
