Moratoriums

• Moratoriums are established by CDOT as a method of protecting reconstructed or repaved roadways within the boundaries of the City. Roadway sections with active moratoriums require special consideration as to method and size of restoration, and additionally, degradation fees and modifications to permit fees.

o Street Construction refers to when the street has been reconstructed. By City ordinance, the moratorium is 10 years and during this period permit fees are doubled.

o Street Resurfacing refers to when the road has been repaved. By City ordinance, the moratorium is 5 years and during this period permit fees are doubled.

o Streetscape refers to when a project has added additional design elements to the public right of way to improve the functionality of the infrastructure in order to support urban liveability.

o Median or Median Landscaping refers to where landscaped medians or planters exist on the street median. For these moratorium types, there is no fee adjustment. However, if a construction permit is requested, the applicant will be directed to review the planned project with the CDOT Engineering staff for special instructions on how to properly protect or reconstruct street medians.

o Traffic moratoriums are also imposed by the City for special events, including but not limited to, athletic events, parades, festivals and construction-related detour routes. A Winter Holiday Moratorium is placed in the CBD from mid-November to early January.

o Protected Bike Lane Moratoriums are used when a priority bicycle facility has been installed that uses vertical traffic delineators and specialty green thermoplastic markings. For these moratoriums, there is no fee adjustment. However, the Permitee is required to coordinate the planned project with CDOT Project Development for special instructions on the re-installation of delineators and markings.

Fee Permit fees double, from $477 to $954 when issued for a street under moratorium, additionally a degradation fee is applied ($5000 for each opening or $5000/200 linear ft). Also expanded restoration standards are required; defined in the CDOT rules and regulations found online: cityofchicago.org /cdot/ConstructionGuidelines/2016 CDOT Rules and Regs Emergency Work

• In the event of an emergency (an imminent interruption of service or a situation that threatens public safety), the contractor must be on-site and must be able to provide CDOT or its representative with:

o A justification letter that documents the reason for the emergency o Office of Emergency Management and Communications (OEMC) documentation o The classification of the emergency o An estimate of when the issue will be resolved o Once the issue has been resolved, the Contractor must also obtain a permit

Emergency work (as defined in this document) may start without a permit. Any stakeholder performing emergency work must contact DIGGER (4.1.2) prior to starting the work. DIGGER can be contacted at 312-744-7000 or 8-1-1 (from a land line located within the City limits). It is the responsibility of the contractor performing the work to have the executed permit in hand by the next business day after starting the emergency work. The Permitee shall enter into a CDOT-approved restoration agreement five business days prior to placing concrete base to grade in the emergency work area. For restoration requirements see Section 4.1.3. Emergency locate request. "Emergency locate request" means a locate request for any condition constituting an imminent danger to life, health, or property, or a utility service outage, and which requires repair or action before the expiration of 48 hours.

Mayor’s Office of Legislative Counsel and Government Affairs DATE: October 21, 2016 RE: Request for Information from Annual Appropriation Committee Hearing ID#: 05-19 The attached information is in response to questions posed at our department’s hearing on October 17, 2016, to discuss the proposed 2017 budget. Alderman Beale asked if seniors could be exempted from paying the $203.98 sticker fee for small trucks. If the sticker fee seniors pay for small trucks were reduced to the senior discounted sticker price of $30.59, this would amount to a reduction of $173.39 per vehicle. The Clerk’s office estimates that 5,000 trucks would be eligible for a discounted sticker price. Applying the senior discounted sticker price to small trucks would reduce revenue by approximately $867,000 per year. Implementing the change would also cost $50,000 in one-time development costs. Mayor’s Office of Legislative Counsel and Government Affairs DATE: October 24, 2016 RE: Request for Information from Annual Appropriation Committee Hearing ID#: 05-25 The following information is in response to questions posed at our department’s hearing on October 17, 2016, to discuss the proposed 2017 budget. Alderman Hairston asked for detail of any capital improvements scheduled for the 3rd police district. District 3, 7040 S. Cottage Grove:

• In 2016, 2FM upgraded the fire alarm at a cost of $121,000 • 2FM condition assessment notes that envelope, electrical, HVAC and miscellaneous

interior improvements at approximately $1.5M will be scheduled as funding is identified.

MEMORANDUM TO: The Honorable Carrie Austin Chairman, Committee on Budget and Government Operations FROM: Alexandra Holt Budget Director CC: Samantha Fields, Mayor’s Office of Legislative Counsel and Government Affairs DATE: October 21, 2016 RE: Request for Information from Annual Appropriation Committee Hearing ID#: 31-07 The attached information is in response to questions posed at the Law Department’s hearing on October 28, 2016, to discuss the proposed 2017 budget. During the Department of Law’s budget hearing, Alderman David Moore requested information about how the City budgets for settlements and judgments. As outlined in the City’s Annual Financial Analysis, the City utilizes a combination of general funds, enterprise funds, and bonds to pay expenses related to settlements and judgments. Expenses are paid using available monies in the fund in which the liability occurred. At the end of the fiscal year if the expenses exceed the budget, additional operating funds are identified to pay a portion of these expenses and the excess amounts are paid using bonds, if necessary. The City experiences a high variance in the amount of settlements and judgments for which it is liable from year to year depending on the volume and nature of claims, as well as uncertainty around when those claims are settled and paid out. This makes it difficult to accurately predict the total expense for any given year.
