Joe Claiborne, Senior Manager of Business Diversity Development, Memphis Shelby County Airport Authority

Joe Claiborne is the Senior Manager of Business Diversity Development for the Memphis Shelby County Airport Authority. In this role he operates as the Disadvantage Business Enterprise Liaison Officer (DBELO) and the Airport Concession Disadvantage Business Enterprise Liaison Officer (ACDBELO), with direct relationship to the CEO. His responsibilities include directing, planning, organizing, and coordinating the overall administration of the DBE, ACDBE, Business Diversity Development Program (BDPP) and Small Business Participation Programs (SBPP). Serving as a liaison between the Airport and contractors, consultants, and vendors for adherence to DBE/ACDBE procedural requirements on existing, new and pending legislation affecting the Memphis Airport’s Diversity Program. Joe is a U.S. Navy veteran with 22 years of active service, managing a variety of disciplines, including supply management, inventory control, financial management, contracting, and operational analysis. Joe is a member of the Memphis and Shelby County Intergovernmental Consortium, The Mid-South Minority Business Council Corporate Resource Committee, and the Tennessee Department of Transportation Certification Advisory committee.

Edric Hammond, Diversity Liaison, Tennessee Governor’s of Diversity of Business Enterprise

Edric Hammond is a post-college graduate who is an enthusiastic and progressive-minded individual always in search of new business challenges. Edric received his M.B.A. from Middle Tennessee State University a few years back. Edric currently works for The Governor’s Office of Diversity Business Enterprise with the State of Tennessee going on three years now, while also completing his second Master’s in Healthcare Informatics. He has highly developed skills in oral and written communications, multi-tasking, attention to detail, problem resolution skills, and perseverance to completion.

Joann Massey, Director of Business Diversity & Compliance and Title VI Coordinator, City of Memphis

Joann Massey serves as the City of Memphis’ Director of Business Diversity & Compliance and Title VI Coordinator. Joann is also the Founder & Principal Consultant for Lewis Massey Associates, LLC. Joann obtained her undergraduate degree in Business Administration from LeMoyne Owen College, a Master degree in Business Administration and Finance from Benedictine University where she graduated summa cum laude, and Certified Compliance Administrator certification from Morgan State University. Joann served as the Lead Business Development Consultant for Governor Bill Haslam’s TN Dept. of Economic & Community Development – a tenure in which she secured over 300 million dollars in investment for West TN counties. She also served as the supervisory board chair of Orion Federal Credit Union. Joann is also a board member representing Mayor Strickland for the Downtown Memphis Commission. She has worked with many non-profit organizations in Memphis such as Women’s Foundation, Community Lift,

Leadership Memphis and StartCo. She is a wife and mother to three children. When Jim Strickland was inaugurated as mayor in 2016, the City of Memphis was only spending about 12 percent of its contract dollars with minority firms. He quickly reorganized the city’s approach and hired Joann Massey to lead it. Joann’s innovative efforts have focused on better equipping smaller MWBE firms to handle larger city contracts. In just the mayor’s first 18 months in office, the city improved MWBE spending by a whopping 69 percent and Memphis’ efforts are turning heads nationwide.

Susan Nicholson, Procurement Analyst, Chief Small Business US Army Corps of Engineers Nashville District

Susan Nicholson joined the Nashville District in March of 2019 as the Chief of Small Business. Her primary responsibility is to ensure that small businesses receive the maximum practicable opportunity to participate in USACE acquisitions. Susan has a broad knowledge of Federal Contract Law and Acquisition Management. Her career spans more than 30 years as a Contracting Officer, both as Active Duty Air Force, and as a Federal Civilian. Prior to her arrival to the Nashville District, she served with the Defense Contract Management Agency, Lockheed Martin, (DCMA-LMO) in Orlando Florida, providing strategic leadership to teams of Government Contracting professionals administering contracts for major defense programs valued in excess of $26B. From 2012 to 2014, she served as the Deputy Assistant Director for the Contracting staff, U.S. Immigrations and Customs Enforcement Agency in Orlando Florida, providing sound contracting advice to the Offices of Professional Responsibility, Principle Legal Advisor and Office of Education and Training. Additionally, she held numerous roles with the Department of Veterans Affairs and was promoted to the Deputy Network Contracts Manager in 2010. She led acquisition teams procuring healthcare, construction and leasing agreements for 7 of the Nation’s largest VA Medical Centers across Florida and Puerto Rico. Further, she awarded the first contract of its kind for Community Based Outpatient Clinics throughout Tennessee, Kentucky and Arkansas. Her most prestigious assignment includes Presidential Support Duty, as Chief, Acquisition Management, White House Communications Agency, Washington DC where she negotiated contracts for voice, data and other telecommunications for the President, Vice President and White House Staff. Susan is Level III Certified in Contracting, and a member of the Defense Acquisition Corps. She is also a certified leadership speaker, trainer and coach.

Thomas Mercer, Program Manager, U.S. Army Corps of Engineers—Memphis District Thomas E. Mercer, Sr. serves as the Deputy, Small Business Programs, for the U.S. Army Corps of Engineers (USACE) Memphis District. In this capacity his primary responsibilities are executing the Mission of the Small Business Program Office and taking appropriate actions to facilitate, preserve, strengthen small business enterprises and ensure full participation of Small, Small Disadvantaged, HUBZone, SDVOSB, WOSB business concerns and HBCUs in federally sponsored programs.

Todd Overman, Member, Bass Berry Sims, PLC

Todd Overman joined Bass, Berry & Sims’ Washington, D.C. office in February 2014, and is chair of the firm’s Government Contracts Practice Group. Todd has almost twenty years of experience advising companies on the unique aspects of doing business with the federal government. His practice includes a combination of litigation, counseling and transaction support. In addition, to litigating bid protests at GAO and the US Court of Federal Claims, over the last decade, he has advised on more than 50 transactions involving the purchase or sale of a government contractor. Todd has particular experience in advising companies on various small business programs, including SBA’s All Small Mentor Protégé Program and joint ventures formed thereunder.

Jimmy Strong, Associate, Baker Donelson

Mr. Strong is an associate at Baker-Donelson’s Nashville office who has experience in securities, mergers and acquisitions, and emerging companies. His mergers and acquisitions experience includes deal-structuring, due diligence and other business advisory services. His emerging companies experience includes advising early stage companies in entity formation and conversion, evaluation of venture capital interest and alternatives to raise capital, protection of intellectual property and strategic growth.

Victor Tyler is President and Principle Engineer of Tyler Construction Engineers, P.C. located in Nashville, Tennessee. He is an author, consultant, and a registered Professional Engineer in the state of Tennessee with more than thirty years of civil engineering design and construction business experience. Marshall Tabb is consultant with Tyler Construction Engineers, P.C. located in Nashville, Tennessee, which provides construction support and enterprise management training services to the engineering and construction industry. Christin Webb, Administrator of Purchasing, Shelby County Government

Christin Webb is a Certified Professional Public Buyer with ten years combined management and Purchasing and Contracts experience in the public and private sectors. Christin is the Administrator of Purchasing for Shelby County Government where she is responsible for overseeing all activities involving the County goods and services procurement processes. She is the founder of The Greater You Leadership Series, a leadership development program. With a passion to serve her community and her industry profession, Christin is the Vice President of the Tennessee Association of Public Purchasing, Executive Board of Directors for STS Enterprise Corporation, and a City of Memphis Youth Guidance Commissioner.
