This presentation focuses on the revitalization of the Memphis region by focusing infrastructure dollars strategically to entice Heavy-hitters (economic decision makers) living inside Shelby County while improving adjoining economically challenged neighborhoods. The classic relationship between the high ground and the low ground as determinates of urban form are explored.
