Jefferson Walker graduated from the
University of Tennessee at Chattanooga
with a degree in Early Childhood
Education. He comes to JIFF from
Memphis Athletic Ministries where he was
a middle school youth coordinator and
Up2Us coach. Prior to that, he served for 4
years at Kids Across America, an urban
youth sports camp located in Missouri.
Jefferson is passionate about seeing
change in the lives of youth, and also
empowering them to make a difference in
their families and communities around
them.

Ronald Frazier
Juvenile Case Mentoring
Program Director
Ronald Frazier has been fully committed to
serving the greater Memphis community
since arriving in 2005 from the south side
of Chicago. Faith, character and integrity
have been his driving force while serving in
the mental health arena, providing an
insurmountable amount of time, energy,
and effort into community service projects,
and fundraiser initiatives via fraternal
relations (Prince Hall Masons). Ronald
came over to JIFF in late 2015 as a case
mentor, and has been on absolute fire for
the JIFF mission of bringing an end to "the
destructive cycle of juvenile crime”.

Trauma-informed programming
Dr. Karlin Tichenor
Director of Social
Emotional Health
Dr. Tichenor spent more than 6 years working
simultaneously with both the Michigan State
University as well as the Lansing School District in
a variety of student service and behavior
intervention roles, and most recently held the
position of Associate Superintendent of School
Culture. In August of 2019, Karlin joined the
Indiana Youth Institute as the Director of Social
Emotional Health where he has the opportunity to
develop and deliver curriculum, trainings and
supports for youth serving organizations.
Dr. Tichenor is a two-term minority fellow through
the American Association of Marriage and Family
Therapy (AAMFT) and the Substance Abuse, and
Mental Health Services Administration (SAMHSA)
Minority Fellowship Program and a Future Faculty
Fellow through the State of Michigan and Michigan
State University.

History
• Founded in 2003, moved into present location in 2009. (Abe Scharff YMCA)
• Mission is to break the destructive cycle of juvenile crime through Christ centered intervention (10 to 18 year old males & females)
• Vision is to see youth flourish free from a life of crime
• Over 900 youth referred by YSB in last 12 years, 18 zip codes.

Defining the Problem
• Juvenile Court averages 10,000 cases per year.
• Complaint can involve multiple offenses or single
offense.
• 871 youth in 2016 admitted to the juvenile
detention center – average nightly occupancy of
around 65 individuals
• Cost to place a youth in detention, $250/day,
average stay is 60 days = $15,000.
• JIFF cost for 16 week intervention program is
$5,200 at serving 150 youth per year.

The Mentor Program was created in January of
1993 with a grant from the Office of Juvenile
Justice and Delinquency Prevention, Juvenile
Justice and Delinquency Prevention Act.
It focused on males,
African-American youth
in need of a Mentor.
