From hydro excavators and pipeline sewer inspection cameras, to snow equipment and generators, municipalities and contractors often rely on rental equipment to meet unplanned or infrequent needs.

renting equipment is a viable option as it provides you with the largest variety of equipment selection, decreases your costs, improves cash flow, and adds job versatility. Some cost benefits of renting equipment include elimination of fixed costs, avoiding maintenance costs, and cutting storage and transportation costs.

CONVERTING FIXED COSTS INTO VARIABLE COSTS

renting is one of the most cost-effective ways to acquire a piece of equipment without incurring many of the costs associated with a purchase.

In addition, renting provides you with predictable fixed monthly payment options. This enables you to better manage, better forecast, and better allocate company capital towards other budget activities - as it alleviates cash flow tied up in owning.

AVOIDING MAINTENANCE COSTS

In many cases, rental companies and suppliers make significant annual investments on the newest, most advanced equipment that the market has to offer.

Most rental fleets are loaded with new, reliable equipment that are put through rigorous maintenance routines prior to each rental. Technology changes and renting allows you to operate a unit with the most up-to-date components.

In addition, if you were to acquire equipment through an operating lease or contract hire, you may not have to worry about maintenance, as the leasing company often

There is no need to maintain a storage yard when you rent equipment. AVOID DOWNTIME BY INSPECTING YOUR EQUIPMENT Daily inspections will also help lower your operating costs by identifying possible costly repairs before they occur. For example, if a refuse truck has a worn hydraulic hose that will most certainly fail, a thorough inspection can eliminate down time, environmental spills, and operator hazards. All of which would be more expensive than replacing the hose at the time of inspection.

Having your equipment in top running order through regular inspections and routine maintenance is a must. A trained technician will look for problems and provide a solution before they get worse, fail, or leave you stranded in front of your customer.

running equipment to failure in today’s increasingly demanding market is not an

option - the customer that you’re providing services to, wants those services provided on time, and on budget.

HOW OFTEN SHOULD YOU INSPECT YOUR FLEET? A normal rule of thumb is for the operator to inspect the equipment twice a day, every day. The operator needs to not only inspect the items on their schedule, but if the unit is equipped with an item that requires them to perform a task themselves (daily grease points for example), then they should be properly trained on how and when to do the task.

Equipment inspections identify and address a multitude of issues before they cause expensive repairs that can lead to costly downtime. It’s about productivity! By regularly inspecting your equipment, you will be made aware of any changes in performance, catch any unusual noises, identify leaks, detect needed replacement wear parts, and much more.

IT’S WHERE YOU BRING YOUR EQUIPMENT THAT CAN IMPACT YOUR BOTTOM LINE.when you purchase a personal vehicle, you normally have the oil changed and get an inspection every 5000 kms or so, and it’s highly recommended that you do the same for a new piece of equipment as well. However in many cases it’s where you choose to bring your equipment that will affect your bottom line the most. Many shops do not have the necessary training to provide a thorough inspection on the body or the attached equipment - the majority of shops inspect only the chassis, leaving the body uninspected. with the demand of zero down time, it’s imperative to inspect your chassis-mounted equipment on a regular basis.

BENEFITS OF REGULAR INSPECTIONS.In addition to cost savings, there are a number of reasons why regular inspections are beneficial. Inspections not only benefit your operators, your customers, safety, and the environment, but they also lead to higher resale and trade-in based on the service history.

In severe-duty applications, I recommend having your unit inspected by a mechanic weekly, or at a minimum of 150 hr intervals of operation by a trained technician. In other applications that are less severe, you may be able to go as high as 250 hr intervals. The time spent on training and regular inspections will almost certainly outweigh the cost of making costly repairs when a failure occurs.

EXCLUSIVE: THE TOWN OF WHITBY’S LEO LARKIN PROVIDES SOME INSIGHT INTO OPTIMIZING THE LIFE-CYCLE OF MUNICIPAL EQUIPMENT

TOTAL COST OF OWNERSHIP (TCO) is an estimation tool that Fleet Managers utilize to forecast costs associated with the acquisition of equipment. The Town of whitby is a prime example of a municipality that is thinking ahead, and utilizing total cost of ownership as a means to improve the quality of life that the township has to offer.

Through a careful analysis of equipment acquisition, life cycle costs, and utilization of multi-purpose equipment, the Town of whitby is able to eliminate excess spending and continues to uphold its city maintenance commitments to all 122,000 township residents.

At the vanguard of city maintenance objectives is Leo Larkin. A native of the Town of whitby, Larkin began working as a licensed mechanic for the Town of whitby in 1980. During the last thirty-two years, Larkin has become a prominent figure within one of the most innovative and resourceful operational facilities in ontario. As the Superintendent of Fleet and Safety, Larkin is responsible for ensuring that the township’s fleet vehicles and equipment provide important and essential services to the community in an efficient and cost effective manner without sacrificing safety and quality.

So, how does a fleet supervisor in one of the fastest growing townships in canada manage to meet municipal preservation objectives, and optimize the life cycle of over 575 pieces of fleet equipment – all without infringing on the township’s capital budget? Leo Larkin accredits the success of city maintenance programs to the prioritization of goals and ingenious analysis of equipment requirements.

the impact on the specifications the Town requires when preparing a future tender too.

Versatility is also important to the Town. when faced with making a financial comparison among several equipment choices, Larkin and his Public works Team always consider whether equipment can perform more than one job function. “we have had success in securing multi-purpose vehicles and equipment over the last several years. Utilization along with a comprehensive preventative maintenance program and operator training are very important factors in the ‘total cost of ownership’ equation,” says Larkin.

Upon preparing specifications for vehicle and equipment tenders, the municipality

places great importance on the top quality components for each unit. Attributes such as quality, parts availability, ergonomics, dealer support, training, simplicity of operation, proven ability to perform, and cost are all part of the equation. The importance of each of these attributes varies with the intended operation, and is weighted as such.

To date, the majority of vehicles and equipment purchased by the municipality have been obtained through a tendering process. However, the Town of whitby has purchased specialized pieces through the Sole Source Purchase guidelines as outlined in the Town’s Purchasing Policy. “when preparing specifications for vehicle and equipment tenders it is very important to specify top quality components for each unit. while this may seem to be at a higher cost at the time of acquisition, it very often results in improved client satisfaction, helps reduce maintenance, and ensures work projects are completed on schedule due to elevated up-time”, says Larkin. “It is all about utilization; I want a unit for the Town that is performing at its highest capacity for the highest amount of time and Tco analysis assists me in directing that decision for the benefit of the Town and our clients.”

So, how does a fleet supervisor in one of the fastest-growing, busiest cities in canada manage to meet municipal service goals, control costs, stay within the capital budget and optimize the life cycle of the Town’s 580 pieces of fleet equipment? Larkin accredits the success to (1) applying Tco principles (2) communicating with operators and (3) having a robust preventative maintenance program in place.

“Like a lot of things in life, it is not rocket science” says Larkin. “Tco is simple but not easy: it involves using a lot of common sense

based on experience, a little hard work, and paying attention to detail. It is about procuring equipment based on the best lifecycle value for the Town, and the lowest sticker price is only one variable in that. In whitby we pay a lot of attention to the age of our equipment because all equipment reaches an age of diminishing returns due to increased maintenance costs and increased downtime. Through the experience gained with our model we have learned to adjust replacement life cycles for the different types of equipment, resulting in better capital replacement budgeting for the future.”

The Town’s attention to detail also enables the Public works Team to evaluate and identify pieces of equipment that may appear to be normal operational costs, but when examined further are actually failure costs. This allows the municipality to review the type of equipment being purchased and

MAINTENANCE

Trucks have to keep running – you can’t make money when your truck is sitting in a shop getting repaired. on average, maintenance costs make up 4% of ownership costs over five

years. repair and maintenance costs are the estimated expenses for repairs not covered by the vehicles’ warranty over a period of time from the date of purchase. The best way to keep your truck rolling is to keep up with a scheduled Preventative Maintenance (PM) routine. A PM routine should include daily, weekly, and yearly maintenance and often include lube, oil change, and inspections to make sure your equipment is in top running form.

Peterbilt and Freightliner are a few chassis manufacturers that offer different levels of PM services which often include lubing the chassis, changing filters, and going through an inspection list.

OPERATIONS

Now more than ever, Fleet Managers are looking to their equip-ment to streamline their operational costs. Fuel, technology, and safety are aspects that you need to

consider when doing your Tco analysis.

FUEL

with record-breaking prices at gas pumps across the country, Fleet Managers are focused on fuel costs and consumption. with alternative fuels available like cNg (compressed Natural gas), LNg (Liquid Natural gas), and LPg (Liquid Propane gas), many Fleet Managers are utilizing these options in order to save money at the pump, as well as reduce their environmental impact.

Natural gas vehicles are commercially available, and are proven to reduce emissions and lower fuel costs. There are a variety of alternative fuel vehicle options on the market that are provided by manufactures such as Elgin, Vactor, Peterbilt, and Labrie.

TECHNOLOGY

Technology continues to impact every industry and increase the efficiency and reduce the operating cost for companies. An important consideration in the Tco analysis is the current operating cost of your existing fleet, versus a new fleet with the latest technology. Technological advances may significantly reduce your operating cost therefore should be factored into the estimated useful life of the equipment.

SAFETY

In addition to potential efficient gains from technological enhancements, technology may also increase the safety and ergonomics of the equipment. consider in the last 5 years some of the advances made to increase the safety of the work environment. Back up cameras systems, sensors and gPS technology are just two examples that are now standard in almost all equipment —making them safer to operate.

In addition, heavy equipment dealers such as Joe Johnson Equipment (JJE) provide consumers with inexpensive and innovative PM services. JJE currently offers a service that includes a green oil System and oil Sampling. This service provides customers with a way to increase productivity and efficiency - all while reducing replacement costs and increasing the life of internal components.

DEPRECIATION & TAXES

This article will not attempt to discuss all of the various aspects with respect to the depreciation and tax consequences, but rather to say that the true market

value of the equipment factors significantly into the Tco equation.

Not only is it critical to figure out the market value at the end of the useful life of the equipment, but should be plotted during the entire useful life. There is often an optimal time to sell a piece of equipment — when there is still a strong demand for it, before maintenance cost and fuel consumption start to increase, etc. Determining this point is often the most critical, but the most challenging part of the exercise.

DISPOSITION

By the end of a fiscal year, you may have idle, surplus, end-of life-cycle, or damaged assets that you wish to replace. There are several methods and programs

that can be put in practice in order to manage the utilization, redeployment, and disposal of these assets.

THE QUESTIONS

You need to figure out who is best equipped to get the maximum value for your unit. Are you in a position to dispose of it yourself? If not, will you put it in an auction? when auctioning you have to consider when will be a good time to send the unit to auction. Most wait until the end of life, but is there a more optimal time to get better value? These are just a few of many questions you have to ask yourself to find out what would benefit you financially.

THE SOLUTIONS

guaranteed Buy Back Programs and rental Programs are two very favourable options available from a variety of vendors. A guaranteed Buy Back Program is just what is says - when you purchase a piece of equipment from them, the vendor will purchase your equipment back from you after a set amount of time. This program puts you in an ideal position – when the equipment is at its end of life they will take it off your hands – guaranteed. Not only is the arrangement a true operating Lease, but you reduce your financial costs, as well as eliminate the uncertainty of the worth of the unit.

rental options are gaining in popularity, with many vendors offering an in house rentals division. Vendors offer their equipment for rent so you don’t assume many of the associated costs. You don’t own the equipment, when you are finished with your rental you just return the unit - only paying for it as you need it. This is often ideal, as it provides a flexible exit strategy. If the unforeseen were to happen, you can simply return your equipment with no major penalties.

The first auction was held in 1972. At the beginning, auctions were mostly agricultural or farm related. Being a huge success and popular with customers, the frequency of auctions slowly increased and became regular. Bryan’s now has regular home auctions and equipment auctions that customers have come to rely on.

In 1981, Bryan’s auction moved to its current location in Puslinch, ontario. To date, the business sits on 30 acres of transformed cow pasture. From 1984 to 1992 Bryan’s was a Ford & New Holland Tractor dealership, and was canada’s largest volume dealership for 5 of those 8 years. Upon selling the dealership, company efforts were focused on sourcing and providing quality used equipment to farms and businesses. To this day, Bryan’s continues the devotion to its heritage in supplying quality used farm equipment to the agricultural community - both locally and internationally.

The auctions grew in significance over the years, and continue to be an integral, natural fit to the retail used farm and equipment business. Finding quality sources for all the used equipment took a serious and concentrated effort - and continues to grow beyond what is now over 100 municipalities submitting used equipment to the consignment auctions. with such a huge network of sources, and a longstanding reputation, the equipment auctions and farm retail business both receive first rate equipment.

growing from the first 621 Trommel he purchased 10 years ago, Duivenvoorden has added a duo of crushers – the J50 and c44 – that are in the field providing product for Duivenvoorden, as well as an S190 Triple Deck and S130 Screeners, which now service three quarries in the golden Horseshoe region. The diversity of Mccloskey equipment in the field has allowed Duivenvoorden to not only gain greater control over the final product, but also to expand the services he provides in the region.

It took just over 25 years for DHL to grow from a single truck mom-and-pop shop, to a company which now employs over 30 people, owns 20 trucks, and operates its own sand and gravel pits. DHL’s corporate headquarters and 5200 square foot maintenance shop, are located on the 9th line of Innisfil.

Founded in 1985, Mccloskey International started as a custom fabrication and design house. The trommel line was developed in the late 1980’s and its success fuelled the expansion of the current product line and dealer network. DHL started when John Duivenvoorden Sr. launched the company with his wife Patricia in 1975 to work gravel pits, road building, and other construction jobs.
