Our great anniversary celebration could not have happened without the enormous efforts so many made to guarantee its success. First and foremost, a huge thank you to Jill Viner for her amazing energy and dedication in coordinating all aspects of the gala so perfectly, and our heartfelt thanks go out as well to Madeline Pargh for her unflagging support, time and expertise. We would also like to thank Lisa Goodman and the Auction Committee who helped gather the best of the best, and the Gala Committee and Board of Trustees for their total cooperation and assistance. Last, but not least, we thank Joy Binkovitz and Charlotte Okonow, our commemorative Journal Chairs, who produced a beautiful retrospective of the agency’s 25 year history. As we remember the last 25 years, we are particularly pleased with the way our agency has grown and thrived and the many accomplishments we have achieved. The RRJFS 25th anniversary year was a momentous one, and we are proud to recap many of its highlights in this 2004-2005annual report.

“Only time will tell,” the saying goes. If the test oftime provides one measure of validity, then RuthRales Jewish Family Service has certainly earned itsshare of the accolades bestowed upon the agency,some of which are printed on the following pages.

Time, alone, is surprisingly insubstantial despite thefact that we wear it strapped to our wrists, digitizedin the corners of our computer screens, and foreverflashing on our VCRs. The truth is that before it runsout, time simply presents opportunities.

The truest measure of how we have spent our time isdetermined by what we have done with thoseopportunities. What was the purpose we chose topursue with the available time, and how well have wemet those goals.

Initially established in 1979 as the first human servicesagency of the Jewish Federation of South Palm BeachCounty, Jewish Family Service began with one part-timesocial worker offering counseling services to localresidents from a storefront on Federal Highway.Through a generous contribution by Ruth and NormanRales, the agency adopted the name Ruth Rales JewishFamily Service in 1991 and moved into its current20,000-square-foot facility on the Federation campus.Ten years later, the agency incorporated itself as anindependent 501(c)(3) agency that, today, continuouslyincreases its breadth of services to improve and enhancethe quality of life for South Palm Beach Countyresidents of all ages, faiths and backgrounds.

Since its inception, RRJFS has kept pace with theresidents of South Palm Beach County and theirchanging lifestyles. Today, the agency serves the needs ofmore than 35,000 individuals each year. Over the years,it has added new programs to address the evolving needsof residents – from adolescence through adulthood andthe senior years. Today, the agency’s services include in-school programs to educate children and parents aboutanger management and substance abuse, counselingservices and a Big Pal/Little Pal program, a web-basedteen counseling program and various financial assistanceand food delivery services. For the area’s boomingpopulation of senior citizens, RRJFS offers a telephonereassurance program, bereavement support programs,

food deliveries, holiday teleconferences and its CareLinkcare management and referral services that help seniorsto live as healthy and independently as possible in thecomfort of their own homes. Moreover, the agencystrives to connect multiple generations of residents andprovide support programs that enhance well-being andlife choices.

As RRJFS executive director Dr. Jaclynn Faffer has said,“At some point in every individual’s life, he or she facesadversity. Our mission is to assess the needs of thecommunity and provide residents with a wide variety ofcounseling, education, financial assistance and supportservices to make these life changes more manageable andimprove one’s quality of life.”

Our collective good works are further validated by thosewho share our values and dedicate their time, effort, andfunds to our cause. We are forever grateful to thehundreds of volunteers and contributors who havehelped us become a vital part of the South Palm BeachCounty community.

As we look back and revel in the beautiful memories ofour magnificent Snow Ball Gala commemorating the25th anniversary of the agency, we would like to expressour warmest and most sincere appreciation to Jill andCliff Viner for chairing the event and to their co-chairs,Madeline and Eugene Pargh. Their steadfast support and

dedication over the years has been asignificant factor in the success of RRJFS.

Our success can also be attributed to thegenerous support we have received over theyears from a caring community. We areespecially proud to recognize the corporatecommunity whose contributions helped ensurethe success of our 25th Anniversary Gala.

RRJFS proudly began hostingCafé Europa, a new socialprogram for Holocaust

survivors, on February 21, 2005.The first meeting included a brunch“mix and mingle,” exceeding allexpectations with almost 500survivors in attendance. Café Europa is funded through an allocation from theConference on Jewish Material Claims Against Germany (Claims Conference) tofacilitate communication among survivors and help them connect to the largercommunity of survivors in South Palm Beach County.

Two men from the same village in Poland, who had not seen each other for 60years, were reunited and reminisced about their childhood before enthusiasticallysharing the experiences of their lives in the sixty years since liberation.

In June 2005, more than 375 survivors attended a second Café Europa luncheonat Congregation B’nai Torah, which was generously underwritten by Edith andMartin Stein. The gathering focused on the survivors’ countries of origin, givingmore people an opportunity to meet those with whom they have lost contact. Itwas another joyful opportunity for survivors to get reacquainted with friends andrelatives with whom they had lost touch. That was the case of two women sittingat the “Belgium” table who came to realize through their conversation that theywere cousins who had not seen each other since they were five years old.

RRJFS currently holds two Café Europa programs a year.

The first RRJFS Master Chef Challenge was held on May 5,2005, at St. Andrews Country Club. This culinary fundraiserincluded a magnificent array of culinary

masterpieces, an exquisite selection of wines and anintimate atmosphere.

St. Andrews executive chef, Steve Viggiano, ensured aspectacular dining experience for the guests, which

included PanSeared HudsonValley Foie Graswith peach and cardamom jam,banyuls and pomegranate drizzle,pan roasted Chilean sea bass withasparagus risotto, and Texas wild

venison “Osso Bucco” in an orange and fennel broth. Each course had asuperb wine selection chosen with the aid of Phil Snyder, a certified wine

educator and sales manager for the wine division of SouthernWine and Spirits of South Florida.

The event, chaired by Linda and Ivan Gefen, was graciouslyhosted by Marilyn and Stanley Barry, Diane and LarryFeldman, Karen and Steve Irwin, Anne and NormanJ a c o b s o n ,Madeline and

Eugene Pargh,Marcia and Albert

Schmier, Irene and Sol Silver,Jill and Cliff Viner andShirley and Bart Weisman.

The traditional Passover Seder is among the mostcherished holiday ceremonies of the year. Oftenremembered fondly from childhood, the traditional

observance usually involves lots of work and large gatheringsfor the annual retelling of the story of our Exodus from Egypt.

For approximately 200 frail and isolated seniors, many ofwhom are unable to prepare a true Passover meal, one of themost anticipated events of the year is the annual RRJFSModel Seder, which this year took place at CongregationB’nai Torah. Our clients were joined by their RRJFSvolunteers, mostly from the Telephone Reassurance andFriendly Visitor programs.

The catered Kosher Seder, which included the traditionalfare—Matzo ball soup, gefilte fish with horseradish, haroset,and a hot entrée—was generously underwritten by Edith andMartin Stein.

Joy Binkovitz, RRJFS past president, had the honor of installing thenew officers and members of the Board of Trustees at the AnnualBoard Staff Dinner Meeting on May 11, 2005. President Mike

Mullaugh praised RRJFS’s success in its mission to build the kind ofcommunity that reaches out to those most in need.

Dr. Jaclynn Faffer presented the annual “Year in Review,” highlighting thegrowth of RRJFS programs and services, including the expansion of TheWelcome Home Drop-In Center for the Persistently Mentally Ill, theupcoming South Florida Conference on Mental Illness, the NaturallyOccurring Retirement Communities (NORC) project and the newEating Disorders Support Group.

Dr. Faffer welcomed representatives ofthe Children’s Services Council of PalmBeach County (CSC) and acknowledgedtheir support of our agency. CSC

Executive Director Gaetana Ebbole thanked RRJFS board members andstaff for their excellent work and continued commitment to respondingto the needs of all members of our community.

Newly installed trustees were Stanley Barry, David Katzman, DavidKirschner, Steve Sager and Sandy Steinberg.

Officers are: Larry Blair, President-Elect; Sheila Frank, Vice President ofHuman Resource Development; Ivan Gefen, Vice President of FinancialResource Development; Marvin Schiller, Vice President of Operations;Alan Goldstein, Treasurer; and Diane Feldman, Secretary.

The award for “employee of the year” waspresented to staff member Lenny Polin for hisgood deeds and performance above andbeyond the call of duty.

The Third Annual RRJFS Ladies Tennis Benefit attractedmore than 80 players at two different clubs. The “Meet ’emall Mixer,” held at Woodfield Country Club and Broken

Sound Country Club, was a great success.

Among the day’s activities were courtside breakfasts ateach location followed by lunch and a raffle at BrokenSound, with goody bags distributed to each player.

Awards were presented to the top players in eachcategory. In the French Open and U.S. Open atWoodfield Country Club, the winners were RobinLiebein and Darlene Wolff, respectively. At the BrokenSound Country Club, Nicole Ableman took the topprize in the Australian Open and Cindy Braun won tophonors in the Wimbledon tournament.

PROGRAMS AND SERVICES

The ability of RRJFS to achieve the goals of its HolocaustSurvivors Assistance program was greatly enhanced by a$100,000 appropriation from the Florida Legislature, signed

by Governor Jeb Bush, and as advocated by Senator Ron Klein andRepresentative Irv Slosberg.

RRJFS has been providing this service since 1998 primarily withfunding from the Conference of Material Claims against Germany andthe Jewish Federation of South Palm Beach County.

According to the 2000 National Demographic Study, 13 percent ofHolocaust survivors live in South Florida. Survivors who experiencedphysical and psychological torture during the Holocaust often haveneeds different from the rest of the aging population.

RRJFS Executive Director Dr. Jaclynn Faffer explains that, “Holocaustsurvivors are often wary of being asked to supply personal identifyingdata required to access benefits. Additionally, the physical care providedby strangers in a congregate care facility is often experienced asthreatening and can re-awaken memories of the concentration camp

experience.” The agency’s case managers are able to work through thesedifficulties and advocate for appropriate services so that their clients canremain at home.

“The goal of this bill is to ensure that no survivor should have to be puton a waiting list for services, and that they are not denied servicesbecause of financial hardships,” says Senator Ron Klein.

Ruth Rales Jewish Family Service is committed to improving and enhancing the quality of life for all members of the community byproviding assistance and support services through a comprehensive range of counseling, financial, educational and social programs.

RRJFS helps individuals and families from every background regardless of age, culture, religion, ethnicity or sexual orientation.

Café Europa, a new social program forHolocaust Survivors hosted by RRJFS,held its debut meeting on February 21,

2005, on the campus of the Jewish Federation ofSouth Palm Beach County.

The brunchtime mixers allowed 500participants to get to know each other andperhaps reunite with old friends. “There is akind of fulfillment in finding other survivors and in making newconnections — in a sense validating the reality of their past,” saysRRJFS Executive Director Dr. Jaclynn Faffer. “Because of the completedestruction of their lives in Europe, there is a distinct camaraderie in

discovering people who speak thesame language or who come from thesame town or country.”

Café Europa is funded through anallocation from the Conference onJewish Material Claims AgainstGermany (Claims Conference) tofacilitate communication among

survivors and help them connect to the larger community of survivorsin South Palm Beach County. Along with providing a new venue forsocialization, RRJFS serves as a conduit for new resources andinformation from the Claims Conference.

MENTAL HEALTH SERVICESMENTAL HEALTH SERVICES

The Welcome Home Program for theRecovering Mentally Ill provides criticalservices for the persistently mentally ill,enhancing recovery and rehabilitation throughcounseling, socialization and learning withinan environment that offers encouragementand hope.

For those with concerns about the current andfuture welfare of their loved ones, two monthlysupport groups offer guidance, referrals andemotional support for parents, caregivers andfamily members of adults with persistentmental illness.

The Welcome Home Drop-In Center offersactivities five days a week. A licensed clinical socialworker helps the persistently mentally ill functionat a greater capacity by relieving the characteristicisolation and lack of human contact that oftenaccompanies mental illness. This helps participantsdiscover feelings of self-worth and achieve a higherlevel of personal growth and accomplishment.Clients participate in support groups, social,recreational, educational and cultural activitieswhile they make friends and reintegrate into thecommunity. Current hours for the Drop-In Centerare Mondays through Thursdays from 1-5 P.M.and Fridays from 1-4:30 P.M.

Mental Health services are a key component of fulfilling ourmission. People who seek out Ruth Rales Jewish FamilyService often need assistance in managing their daily lives or

coming to terms with difficult issues. We have a longstanding tradition ofproviding compassionate, high quality, affordable and effective mentalhealth counseling and support services to everyone in the community.

Individual, Family and Group Counseling by licensed clinical socialworkers and psychologists help families and individuals develop insightinto problems as well as learn strategies for positive change. Clinicalservices also include crisis intervention, school consultation andintervention. RRJFS is committed to ensuring that everyone in ourcommunity has access to a lifeline of support.

This past year RRJFS provided 4,444 hours of individual therapy visits,406 family therapy visits, and 738 group therapy visits, totaling 5,588units of therapy at various sites.

Clinical and support groups areoffered to bring members of ourcommunity together in atrusting, reassuring atmosphere.The following therapy groupsare offered:

• Individual, Family and Group

• Counseling

• Life Skills and problem Solving

• Men’s Therapy Group

• Mixed Interpersonal Group

• Women’s Therapy Groups

The Cancer Support Program transitioned from The WellnessCommunity to Ruth Rales Jewish Family Service on June 1, 2005. Theprogram offers weekly groups for individuals living with cancer andsupport groups for their family and friends. These groups, facilitated bylicensed clinical social workers, are opportunities for support andinformation sharing. Monthly classes and workshops provideinformation about advances in diagnosis and treatment to assistindividuals in living well with cancer.

SENIOR SERVICESSENIOR SERVICES

B.C. experienced a lifetime of hardships, problems,disappointments and unmet expectations. Born inPoland, she was her family’s lone Holocaustsurvivor and came to the U.S.A. in the 1950s. Shemarried and struggled along with her husband toearn a living and provide their only daughter withall the advantages America had to offer. Sheborrowed money to send her daughter oneverything from field trips to university.

As the years passed, B.C. and her daughter had adifficult and strained relationship. Despite herdaughter’s many accomplishments, neithermother nor daughter fully appreciated theachievements or the efforts it took to gain them.

B.C.’s husband was ill for several years beforedying, and his passing further separated motherfrom daughter.

The pressures of life eventually culminated inB.C. attempting suicide. She is currently underpsychiatric treatment, but severe physical healthproblems now plague her, as well. The arthritis inher back is so severe that weekly injections andtherapy sessions only partially relieve the pain.She has hearing loss and a rapidly progressing caseof macular degeneration.

During the assessment process for Carelink, B.C.was despondent. The plan was to alleviate heranxiety, if only partially, by providing reassurance

and assistance from a variety of agency resources.She now receives regular phone calls through theTelephone Reassurance Program and has anopportunity for positive socialization encountersthrough the Friendly Visitor Program. TheHolocaust Survivors Assistance Program providesB.C. with a home health aide on a weekly basis tohelp with shopping, transportation, and monthlynurse visits to provide medication management.

The weekly monitoring through Carelinkcontinues to encourage B.C. to maintain a safehome environment, become more integratedthrough community services and to introducenew services that will keep her as independent as

possible for as long as possible.

Senior Services extend to thousands of older adults in the community, providingessential support and assistance to help people age in place. Case managers assessthe factors involved in maintaining an individual’s well being, assist seniors in

linking with community resources and offer opportunities for vital personal interactions.

Through CareLink and volunteer services, thousands of hours of personal attention aredevoted to assessing client needs. Senior Groups, including caregiver support for peoplecaring for loved ones with Alzheimer’s, dementia and other chronic conditions, provideessential comfort and advice for seniors in the community.

This past year, Care Management contacts increased 8.7% to 12,500 hours; there were17 wards in the Guardianship Program; the Senior Community Groups (including acaregiver group) had 9,124 hours; and the Holocaust Survivors Program assisted 111people, an increase of 12.3%.

FAMILY ASSISTANCE CENTERFAMILY ASSISTANCE CENTER

The Viner Family CompassionateCare Program at work...As the Goldsteins struggled with the knowledge thatMrs. Goldstein was in the final stage of metastatic breastcancer, it wasn’t the cancer that brought them to RRJFS.It was the harsh reality that Mr. Goldstein’s wages couldnot cover the necessities of their lives as they spiraleddownward emotionally and economically.

With no family to assist them, the Goldsteins neededto provide for after-care for their three children whiletrying to meet the pressing issue of their rent. The

school system denied the Goldsteins after-care assistancebecause the gross family income was $200 above thecounty limit. The fact that Mr. Goldstein worked longhours to pay for an aide to care for Mrs. Goldsteinduring the day was not a mitigating concern for thesystem. Each passing day increased the struggle to placehealthful dinners before the children, and the threat ofeviction loomed.

RRJFS, through the Viner Compassionate Care Program,was able to alleviate the Goldsteins’ material needs so thatthey could concentrate on being a family with dignity.*

Bobby, an 80-year-old woman, lost her husband of55 years in August of 2005. In September of 2005,she was taking out the garbage and slipped and felland broke her hip.

Bobby had emergency surgery and was then placedin a rehabilitation facility. Upon her discharge, sheneeded someone to assist her (3 hours per day, 7 daysper week for 2 weeks) with bathing, shopping,cooking, dressing and cleaning. If left alone withoutin-home care, she was at risk of further injuringherself.

Thanks to the Silverstein In-Home Support ServicesProgram, Bobby received the assistance she neededand is now, once again, totally self-sufficient.*

RRJFS established the Family Assistance Center to help families dealwith a variety of financial crises. The Hebrew Free Loan Associationprovides interest free loans, FEMA and Federation offer funds to assist

with household expenses, rent and utility bills, and a variety of funds allowsfamilies and children with specific needs to receive the assistance they require.

This past year, RRJFS distributed $306,805 in assistance, a 9% decrease fromthe previous year.

The Viner Compassionate Care Program provided $143,228 in assistance tofamilies with dependent children who needed help dealing with temporarycrises, an increase of nearly 34% over the previous year. The WeinbergerPrescription Assistance Program distributed over $28,213 to help seniors payfor much needed medication, a 34% decrease from the previous year.

The Forster Family Kosher Food Pantry is a unique component of the Family Assistance Center,delivering groceries to more than 325 households every other week and 150 frozen Shabbat mealsevery Friday, free of charge, to people experiencing financial difficulty.

The Family Assistance Center iscomprised of the following fundsthat disburse financial aid to clientsin need in the community:

Shirley had a tumor on her wrist removedand was placed in a huge cast and sling thatprohibited her from using her right arm.The key to her rehabilitation was to keepher entire arm immobile.

Shirley needed someone to assist her withbathing, dressing, cooking, shopping andcleaning. Assistance was given to Shirleyfor 3 hours every other day for 2-1/2 weeksthrough the Sidney & Eleanor SilversteinIn-Home Support Services Program.

Shirley healed beautifully, has full use ofher right arm, and is now totally self-sufficient.*

Following open-heart surgery in February 2005,Murray had an extensive stay in the hospital and thenanother 2 months in a rehabilitation facility.

Upon being discharged from rehab, Murray’s wifetook ill and was admitted to the hospital forobservation. Murray was frail and unable to maneuveron his own. He requested 24-hour assistance for thethree days that his wife was hospitalized. Once his wifereturned home, she was able to care for Murray on anongoing basis.

Without the Silverstein In-Home Support ServicesProgram, Murray could have wound up back in thehospital due to a fall or something even moredevastating.*

COMMUNITY OUTREACHCOMMUNITY OUTREACH

RRJFS Community Outreach programsprovide services to individuals and groupswhere they live, work, and attend school.

In 2005 the agency’s Outreach programs touchedthe lives of more people in our community thanever before. A total of 604 presentations weremade to 10,612 people, compared with 281presentations reaching 8300 people in the prioryear (a 28% increase in the number of individualsserved), representing a vast array of topicsdelivered to highly diverse groups. Bullyingcontinued to be a big topic among kindergartenthrough 8th graders. Substance Abuse wasfrequently requested for 5th through 12th graders.Anger Management and Banana Splits (children ofdivorce) were common group topics for students ofall ages. Presentations for adult groups coveredmore issues than can be mentioned in this spacethough some of the most sought after included:relationships between parents and their adultchildren; second marriages; caregiving; abuse;retirement; and dating.

Many groups within our community seek guestspeakers who can address topics that assist people incoping more constructively with important life issues.RRJFS Community Outreach programs fulfill thoseneeds and, in turn, educate those in need about themany services available through the agency.

Our Synagogue Outreach Program at Temple Beth Eland Congregation B’nai Torah provide on-sitecounseling for synagogue members, support andeducational groups, and consultation with staff.

TeenTalk is a virtual counseling service administeredvia a website in our offices, enabling teens to emailrequests for help with important issues such as drugs,dating, parents and school. Teens receive emailresponses from our clinical staff. Since the computeris often the main source of communication amongteens, TeenTalk fits this niche and makes it easy forteens to get professional advice.

All in all, the RRJFS Community Outreach Programhad an outstanding year. Next year will be even better.

CAMP BREAKAWAYCAMP BREAKAWAY

For many children, sleep-away summer camp is something they experience onlyin their dreams. However, each summer dozens of South Florida children,whose families would otherwise be unable to afford it, receive the chance to live

out these dreams, singing songs around the campfire, hiking amidst the shade of tallpine trees, swimming in mountain lakes and bonding with other children.

In June 2005, 63 Jewish children between the ages of 7-14 attended Camp Breakaway,an extraordinary sleep-away camp, free of charge. Since 1998, Camp Breakaway hasfulfilled the dreams of nearly 1000 campers. For one week these children experiencedswimming, boating, hiking, music, arts and crafts and a wealth of other activities atCamp Laurel in Readfield, Maine. The camp also strengthened the children’sconnection to Judaism through Judaic arts and crafts and the celebration of a specialShabbat dinner.

Camp Breakaway provides children with an opportunity for personal growth and ameasure of independence. And as RRJFS Executive Director Dr. Jaclynn Faffer notes,“Camp Breakaway also enables parents who are struggling with lots of issues–financially and emotionally – to kind of breathe and get back on their feet.”

This program is offered to all who qualify through the Viner Compassionate CareProgram at Ruth Rales Jewish Family Service of South Palm Beach County.

VOLUNTEER SERVICESVOLUNTEER SERVICES

The Big Pal/Little Pal Program matches adult volunteer mentors withindividual children from single parent homes or with those who live withrelatives other than their parents and are in need of a supportive, friendlyone-to-one relationship. Many of the children in the program haveexperienced loss or rejection, leaving them vulnerable to extraordinarilystressful environments and at risk for future behavioral problems.Children with special needs are also eligible for the program. Referralscome to the RRJFS through our outreach efforts, publicity and word-of-mouth. Current mentoring relationships extend from the Broward Countyline to Boynton Beach. Volunteers attend training prior to their serviceand participate in monthly meetings with other Big Pals in the program.

The following programs are at the heart of the VolunteerServices. The success of these programs helps explain whyRRJFS maintains its reputation as a model agency.

The Friendly Visitor Program helps relieve theloneliness that can plague the elderly in our communityby providing weekly personal visits by a corps ofdedicated volunteers. From a simple act of selflesscompassion, strong bonds of friendship and trust growbetween recipients and their designated visitors.

This is very much the case for volunteer Brenda Solomonand her client, Beatrice Klein. Brenda has been visitingBeatrice for six months, but they have become fastfriends. Before retirement, Brenda was an addictionscounselor and Beatrice was the chief of her department atthe Commodities Futures Trading Commission. Brendawas looking for a way to continue assisting others in hercommunity, and by her own admission has been “verylucky in life.” Beatrice’s daughter lives in California andcalled RRJFS to find out what services were available forher mother who, despite volunteering at We Care inDelray Beach by organizing rides to physicians’ officesfor others in her community, was still in need of somemore meaningful companionship. After someconsultation with the RRJFS staff, it was determined ahome visitor would be helpful.

Volunteers from our community provide invaluablecontributions to the mission of Ruth Rales JewishFamily Service. These dedicated individuals

unselfishly share their knowledge, experience, and time withothers, providing that most cherished commodity – personalattention – eliciting positive responses from our clients.

Volunteers serve in many capacities and are matched accordingto their skills, interests, and abilities. Volunteers develop special

one-to-one relationships with children in need of a positiveadult role model in our Big Pal/Little Pal program, give the giftof companionship and conversation to the homebound asFriendly Visitors, conduct Shabbat and holiday services asparachaplains at nursing homes and assisted living facilities,and drive people to medical appointments or for a change ofscenery in the Kibbitz and Ride program. Volunteers also makedaily “sunshine” calls to the homebound, deliver groceries, andconduct reminiscence groups.
