Dear Students,

Welcome to Nalbari College, a premier institution for higher education in the state. Established through the

untiring efforts of Late T. N. Goswami, Late Prabhat Ch. Goswami, Late Haricharan Pathak, Late Harekrishna

Goswami and others this College has been engaged in the dissemination of knowledge and imparting vari-

ous skills to the students since 1945. Over the last seven decades it has grown with addition of streams,

subjects, courses and tried its best to meet the needs of the society and the region in the sphere of educa-

tion. Simultaneously, efforts have been made to turn the education of the students holistic by giving them

an opportunity to hone and showcase their talents in the spheres of literature, culture and sports. There are

different centres and cells to look after the students’ requirements beyond their syllabus oriented academic

pursuits, like career planning, performing arts, music, visual arts, debating skill, environmental awareness

and regeneration etc. Now the College has 18 departments in arts and science imparting education from

Higher Secondary to Post Graduate levels. At this moment, I express my gratitude to all whose contributions

have brought the College to this point, and hope to build upon it with the contributions and cooperation of

all the stakeholders. With these words I welcome you once again on behalf of the College community, in the

hope that your years as a student will enrich you and this institution.

The College CrestThe rising sun at the centre symbolizes awakening and enlightenment. The ever expanding circles stand for the ever widening bounds of knowledge that remain to be explored. The full bloomed lotus suggests a being blessed with the sacred rays of wisdom and the two buds on both sides stand for the masses eagerly waiting to be enlightened. The petals arranged in the inner circles symbolize the ever increasing numbers of enlightened souls on the move towards the horizon to dispel the darkness of ignorance and explore new frontiers.

Through The Lens of Time….Nalbari College is one of the premier colleges of Assam. Established way back in pre-independent era (in 4th July, 1945), this college has taken a pioneering role in shaping and promoting higher education in the entire lower Brahmaputra valley. In the beginning, the college was affiliated to the Calcutta University, but in 1948, when Gauhati University was established, it came under the academic jurisdiction of the latter. The col-lege received the UGC recognition under Section 2(f) in 1962. Beginning with a modest number of only 28 students, today it has a sizable strength of about 4420 students (including Higher Secondary programme). Spreading over 16 acres of land, the college has a built up area of approximately 8 acres.Nalbari College is a multi-streamed co-educational institution imparting education right from Higher Sec-ondary to PG level. At present it offers UG programmes for 09 Humanities & Social Science departments and 07 Science departments and PG programme for Assamese. Being aware of the issue of employability of its pass outs, the college offered two UGC sponsored job-oriented programmes like Travel and Tourism Guidance and Disaster Management. Further, since 2013, the College with approval from the University, has introduced two more professional courses i.e. Bachelor of Physical Education (B.P.E) and Bachelor of Sci-ence in Information Technology (B.Sc. IT) on regular basis. Nalbari College is probably the first college to start B.P.E in entire Assam. From the last session the college has started two new self financing courses i.e. Bachelor of Computer Application (BCA) and Post Graduate Diploma in Computer Application (PGDCA) and from the current session the college has decided to introduce PG programme for English. In order to facilitate those students who cannot pursue regular education the college offers distance learning mode through its affiliating centres of Institute of Distance and Open Learning (IDOL), Krishna Kanta Hand-ique State Open University (KKHSOU) and Assam State Open School (ASOS). The issue of employability is in the prime agenda of the college. Therefore, in coming years the college is prospecting to introduce more and more such programmes which would provide employment opportunity to the students.

Our Strengths:The experience collected from its long standing existence is the main inventory of strength of the college. The tradition of experienced teaching-learning is being successfully translated into positive outcome. This is clearly reflected in the brilliant results of the college for last several years. The students of this college have clinched the Best Graduate positions (Topper of a faculty in University Final Examination) in UG level for several times (once for two consecutive years in Sanskrit). Even the lone PG department of Assamese has proudly produced a University Topper from the department.

Assessment and Accreditation by NAAC:In January, 2004, the Peer Team of National Assessment and Accreditation Council (NAAC), Bangalore, con-sisted of renowned educationists of the country visited the college. On the basis of the assessment made by this learned group of scholars, NAAC accorded B+ grade to Nalbari College. The process of Re-Accreditation by NAAC has already been started and preparations are going on for submission of Self Study Report of the College

Instructions: 1. Education and Geology is allowed only as a general course in degree level.2. A student can take Statistics in Degree course, provided he/she has passed in Mathematics or Statistics

at H.S. Level.3. A General Course student of Arts or Science Stream can take Computer Application as one of the elective

Subjects.4. Students opting Computer Application are not entitled for Major course.5. A student passing H.S. (Science) is eligible to take admission into TDC Arts Stream,6. Admission:A Student seeking admission into the college should apply online through the college website (www.nal-baricollege.org ) in the prescribed application by paying the application fees Rs. 250/- (Two hundred and fifty) only through Bill Desk/ Debit Card/Credit Card/Net Banking etc. The date for submission of Applica-tion Form, and Admission are to be notified in the College Notice Board along with College Website (www.nalbaricollege.org).• Admission into the college is strictly in order of merit and is governed by college admission rules.• Application Form complete in all respects may be submitted online within stipulated date. No application

form will be accepted after last date of submission.• Seats are reserved for students belonging to SC/ST/(P)/ST(H)/OBC/MOBC categories as per Government

Rules. • There are also provisions of seats for students having proficiency in co-curricular activities.• Original copies of certificates of proficiency in co-curricular activities and SC/ST/OBC/MOBC/BPL certifi-

Hostel Facility:

The College has one Girls Hostel within the campus. Hostel seats are allotted at the time of admission on the basis of merit. The Central Library of Nalbari College is named after

‘TRAILOKYA NATH GOSWAMI’ the founder Principal

of the College in recognition of his erudition and dis-tinguished services to the College. The TNG Library is a registered member of N-LIST programme of IN-FLIBNET. Recently a Digital Library Section has been started; it will also serve as an E-resource centre. Wi-Fi connection in the college campus has been started too. The total area of the Library is 515 sq mtr.(5544 sq. ft.) with a total Seating Capacity of 139 .Collection: The Library of this college has a very rich collection in various subjects and tries to provide the users with the best sort of qualitative and quantita-tive documents that can be done with the available financial sources and supports.

4. Books treated as ‘Reference’ and ‘Rare’ are not issued on loan. Journals and periodicals will not be is-sued.

5. Books on loan with members can be recalled by the Librarian at any time.

6. Borrowers must satisfy themselves about the physical condition of the book before borrowing, other-wise they will be held responsible for any damage or mutilation noticed at the time of returning.

7. An overdue charge of Re 1. for a book per day shall be levied on a member, if a book is kept beyond the period of loan. The period of loan can be extended by the Librarian, on individual cases. The overdue fines may be reduced or waived by the Librarian on very special cases only.

8. If a borrower fails to return a book borrowed by him/her or if the book is found to be damaged or mu-tilated he/she will be required to either (a) replace the book with a new copy or (b) pay Ten times on the publisher’s price of the book.

9. While borrowing book/s, a student member must produce his/her Identity Card at the Issue Counter.

10. The Membership Card are not transferable.

11. Overwriting on the Membership Card is not permissible.

12. In no case the expiry date of student Membership Card shall be extended.

13. If the Membership Card gets lost or mutilated because of use or otherwise, it should be reported to the Librarian immediately. A duplicate Membership Card will on prayer be issued on payment. The member, however, will continue to be responsible for any loss which the Library may suffer through the loss or misuse of the Card.

14. Students are to return books within two week time immediately after their final examination is over, failing which they will be declared library defaulter.

15. Students of science classes are to return books within three days after their practical examination are over, failing which they will be declared library defaulter.

16. Teachers, officers and employees of the College shall have to take Library Clearance Certificate before they take release from this College to join other institution or get retired from this College.

17. Departmental libraries are to borrow books against the Pass-Book issued against each of the Depart-ment. At the time of change of Headship of the department, the outgoing Head will hand- over the Departmental Library Pass-Book with details of books to the next Head of the Department.

Academic Session:The Academic session of the College usually begins in August with Summer Recess in July, Autumn Recess in September/October and winter recess in December/January.

Medium of Instruction:In general the medium of instruction up to degree course is Assamese and English. But the medium of in-struction in Major subjects is English except the Assamese Major and P.G. Course in Assamese.

College Uniform:In Summer: Boys’- Parrot Green Shirt and Black Trousers.

Girls’ - Parrot Green Kurta and Black Salwar and Dupatta.

In winter: Same as above with Black Blazer/Sweater for Boys and Girls

Examination and Attendance:In case of H.S. course, a student must pass the first year examination for promotion to the second year class. The result of first year examinations is declared by the College and that H.S. Final Examination de-clared by Council. The Sessional / Preparatory Examinations are conducted by the College. As per Gauhati University guideline, the marks of Internal Assessment would include marks of sessional examination, at-tendance of the student and home assignment / seminar presentation. Attendance in all college exams (sessional/unit test/ preparatory) are mandatory. Students failing to appear in any college exams for some unavoidable circumstances are to inform the college authority immediately and are to sit in specially ar-ranged exams notified by the Examination Board of the college. Students having less than 75% attendance of the classes taught in a academic year shall be declared as

Non-Collegiate and • Will be debarred from contesting college election.

• Will be allowed to sit for the examination only on payment of a fine.

Students having less than 60% of attendance will be declared as Dis-collegiate and will be debarred from appearing in the examinations.

Identity Card:A non-transferable identity card with bar code is issued to each student in the beginning of every academic

session. All the students shall wear their identity cards, well displayed. Any teaching or non teaching staff shall have the right to verify it. Duplicate identity card is issued in case of loss or damage of the original card, on payment of identity Card fee. A student who is awarded a scholarship must produce his/her identity card at the time of drawing scholarship.College Transfer Ce rtificate:A student should apply to the Principal for transfer certificate with the clearance certificates from College office, Library, N.C.C., Superintendent of Hostel and record of percentage of attendance from the respective Head of the Departments.

Facilities and Students Welfare Services of the College:The College is equipped with separate departmental common rooms for each department, laboratories for science departments, a Network Resource Centre (NRC) with internet connectivity, hostel facility for girls, a huge play ground flanked with pavilion, a computer lab, two sets of generator for uninterrupted power supply, a Conference Room, a library with separate reading rooms for faculty, boys and girls students, can-teen for Students and teachers. These facilities surely constitute the strength of the institution. All Science departments are equipped with LCD projectors, and various sophisticated instruments for experiments and other laboratory uses. Besides, a sophisticated digital classroom has been constructed with financial as-sistance from the Government of Assam. The campus of the college is wi-fi enabled and under strict CC TV surveillance. The college has vibrant units of both NCC and NSS. The cadres of both the units have brought laurels to the institution at regional and national levels.

Students Union:Nalbari College Students Union (NCTU) is a vibrant forum of students of this institution. It is an annually elected general body of students which monitors and represents the interest of the students of the college. It also provides welfare support to the community where and when necessary. The membership of NCTU is compulsory for every student.

College Magazine and other Creative Activities: The College regularly publishes its magazine ‘Nalbari’. This magazine offers a platform for the interested students to explore their literary talent. Besides the college magazine, each academic department of the college regularly publishes their wall magazines.

Students Mutual Aid Fund:For each academic session the college generates a fund viz. Student’s Mutual Aid Fund. This fund provides financial assistance to meritorious but economically deprived students. To avail financial aid from this fund students are to apply in a prescribed Application Form available at the college office. Each application should be accompanied with income certificate of the parents from competent authority. A committee is appointed to scrutinize the application and to prepare the list of deserving candidates.

Career and Counseling Cell:1. The Career and Counseling Cell of the college is actively pursuing its objective of providing career in-formation and guidance to the students. Various workshops and seminars are organized periodically for sensitizing the students about their career opportunities in different dimensions. Study Tours: To provide our students with much needed exposure to quality national and international labs, institutions, libraries, industries and museums, various academic departments of the college annually organize study tours to different parts of the country.

Canteen:The College authority has recently constructed a spacious and well furnished canteen for the students, teachers and the employees of the college. A committee comprising of teachers supervise the cleanliness and hygiene of the canteen.

N.C.C.The College has a full-fledged N.C.C. Unit and willing students are imparted necessary training to develop leadership qualities, spirit of patriotism and self confidence. The present in-charge of NCC is Mr. Anjanjyoti Sarma, Assistant Professor, Department of B.P.E.

N.S.S.Nalbari College has the National Service Scheme (N.S.S.). It provides opportunities to students to develop their personality through community service N.S.S. camps are organized by the N.S.S. unit of the College. The present in-charge of N.S.S. is Mr. Kumud Ch. Rabha, Assistant Professor, Department of Zoology.

Network Resource Centre:In order to create awareness and to give exposure of IT and computer to teachers and students of the college, with the financial assistance from University Grants Commission, the college set up a network Re-source Centre. Faculty of ArtsDepartment of AssameseThe Department of Assamese was established in 1945, the year of foundation of the college. Late Iswar Ch. Baruah rendered service as the Head of the Department. Renowned litterateur and the recipient of presti-gious Sahitya Academy Award Trailokya Nath Goswami, the founder Principal of the college also devoted his time in guiding the students of the department. Students’ Code of Conduct and Disciplinary ProcessesNalbari College, Nalbari stresses in maintaining a healthy social and educational atmosphere in its campus. Students are expected to be honest in their behavior and responsible towards the society. While enjoying individual freedom they must not hamper freedom of others. In this regard the Code and Conduct for Stu-dent’s outlines student conduct and disciplinary policies that pertain to students and student organizations at Nalbari College. It is designed to provide information to students, faculty and staff regarding the ideals that underlie our academic mission, and the expectations that the Institute nurture regarding the conduct of students.

The following considerations constitute the code of student conduct for Nalbari College, Nalbari:1. Any student, individually or as a member of a group involved in any unacceptable social behaviour on

or off campus shall be subject to disciplinary actions by the Students’ Code of Conduct Committee. 2. Students having less than 75% attendance of the classes taught in a academic year shall be declared as

Non-Collegiate and • Will be debarred from contesting college election.• Will be allowed to sit for the examination only on payment of a fine. 3. Students having less than 60% of attendance will be declared as Dis-collegiate and will be debarred

from appearing in the examinations.4. A student who is absent for 15 consecutive days in the beginning of the academic session will automati-

cally forfeit his/her seat.5. The courses of studies in Nalbari College are full-time courses. No student shall take any other full-time

course simultaneously. 6. Harassing juniors, ill treatment to other fellow students or ragging in any form is objectionable and li-

able to be treated as criminal offence by the law enforcing agencies as per the directives of Honurable Supreme Court of India.

7. All the students are expected to attend all college functions in college uniform unless otherwise speci-fied. Any dress code violation noticed within the campus will attract a fine of Rs.300 and could initiate further disciplinary actions.

8. All the students shall wear their identity cards, well displayed. Any teaching or non teaching staff shall have the right to verify it.

9. Careful handling of the furniture, equipments, fixtures and appliances of the College is a must. In the event of any misuse/careless handling/damage of property, the responsible students will have to bear the cost of replacement/repair with fine.

10. Political activity in any form by students and Students’ Organizations are strictly prohibited in the Col-lege campus. Unauthorized meetings, propaganda work, celebrations, decorations, processions or fund collections are forbidden within the College, in hostels, and even outside the College campus.

11. Misbehaviour or disrespect towards girl students, use of threat or violence against members of the teaching and non-teaching staff or fellow students will be considered as very serious cases of miscon-duct.

12. Students must not loiter in the corridors and in front of the class rooms and keep quiet as much as pos-sible during College hours.

13. Use of mobile phone and other electronic gadgets inside classroom will fall under the breach of disci-pline. Mobile phones are not allowed inside examination hall.

14. Chewing of tobacco and spitting will amount to a fine of Rs 1000/ without fail and may cause expulsion from the College.

The Achievers…The College encourages the students to participate in various National/International Competitions. As a result of such consistent guidance students bring laurels in various events not only in the state level, but in the national level too. In the last Zonal Inter College Youth Festival held at Tihu College the students of the College has clinched the honour of Best Team. This is the second consecutive Best Team award for the college in the zonal level. In the Central Youth Festival organized by Gauhati University also our students received ten medals along with two gold medals in Drama and Instrumental (Non Percussion) music. A cultural troupe of Nalbari College was invited by Kalinga Institute of Industrial Technology (KIIT), Bhu-baneswar, Odisha, to participate in their Annual Fest entitled Korus Weak. Ten students under the steward-ship of Mr. Bidyut Kr. Das, Assistant Professor, Department of Zoology, visited KIIT and enthralled the audi-ence with their stunning folk performance.

Mridul Haloi, a student of 6th Semester of this College bagged bronze medal representing Gauhati University in the Inter University Youth Festival held at Ranchi University, Jharkhand.For last few years the Quizzers of this college have dominated the scene and have won almost all major events held in the state. In the last Inter College Youth Festival organised by Gauhati University too, the Quizzers of Nalbari College was awarded with the bronze medal. The college has a vibrant wing of N.C.C. A good number of NCC cadets are attending different camps all over India every year. This year the NCC unit bagged the Best Team award along with the Best Team of Armed Drill in the Republic Day Parade Competition organized by the district administration. In the academic field too our students are making distinction. This year, Nilotpal Goswami, a 6th Semester student of Department of Chemistry has been selected for Focus Area Science Technology Summer Fellow-ship (FAST- SF) to be persuaded in the Indian Institute of Technology, Kanpur. He is soon to join the pres-tigious institution.Keeping the tract of consistent brilliant result of the college, Ujjwal Narayan Patowary, a student of Depart-ment of English clinched First Class First position in the BA final examination under Gauhati University. He is presently carrying out his post graduation in the Department of English, Gauhati University.Further, students of the college have brought laurels by participating in different Zonal, State and/or inter college competitions like debate, quiz, music, painting and other cultural as well as sports events.
