YAB Tan sri Dr. Koh Tsu Koon in the chair.

    ASC ong Beng Soon was requested to lead in the renewal of the Scouts promise"Acting state commissioner, Tuan Haji zukafliBin Kamaruddin said that since as new persontaking over the scout movement, he would like to b.i"t;; some issues relating to the movementhappening in Penang' The lack of scout registration is lffecting the state as well as the whole' nation' He said thSt up to September this year there *"." o.rty 24 schools registered with themovement' He called upon the District and the Local Association chairrran? help to bring upthe scout movement' He said that to bdlg lp the image;iscouting, the N;io;ai Headquartershad also awarded our Prime Minister witl Hngat s.ti*gut padi Kelas pertama recentiy. ThePrime Minister had also worn the scout unifo; at the fi.inction recently. He stated that he wouldnot be long in heading the movement but he hope to firlfili the aspirations in up grading thernovement' He said that a lot had been said about our campsite outside the movement and heunderstand that YAB Tan Sri chairman would made * *rro*"ement later on. He hope to havethe co-operation and help to bring up the image orscouti"g in penang.-

    4' YAB Tan Sri Dr' Koh Tsu Koon' the President of the Penang state scout council said that therewere many uniform units in the schools and he understand tliat the ,.ou, -ou.ment were facing atthe present moment. He said that nowadays the youth were interested in the internet and otheractivities including bike racing legally or illegaliy. He said that many teachers were not dedicatedto the scout movement- He appealed to.aubtha;ing one resolution for this AGM whereby wecould activate and bring back Scouting in thi schoofand at all levels. After this AGM whereby theappointment for the Working Committee had been made, we would march forward with Scoutingspirit' Secondly, with the Administration, there would be a lot of changes from annual Reports,Statement of Accounts and we had formed a special task force under tie leadership of our vice-Presidents, Dato' Lim cheng chuan and otheiscouters whereby we had cleared all accounts forthe years 1996 and 1997 " The Statement of Accounts for the year 1998 to 2003 were ready andunder urdit by our new auditor, Mr Ramachandran, who would speed up the work. We would

    have a new system whereby we tabled our annual reports and statement of accounts at our AGM.At the last AGM, we had appointed Dato' Seri Dr. Hitml Yahaya as the Chairman of the workingcommittee but he had resigned and in place of him, Tuan Syed Amemrddin Bin Dato, Haji St;JAhmad was appointed, who was also an active and dedicated scout in his early days but he had alsoresigned at the beginning of this year. I have also discussed with many l.ua"rs including the ActingState Commissioner whereby we proposed YB Teng cheow Yeow as the chairman but that wouldb: ttp to those presence to choose and'it would alsoielated to the campsite. as t am also concernedytth the campsite and I would be busy since the Chairrnan of the *o.king.o**itt.., yB TuanSyed Amemrdiin had resigned and we need someone who are also invohied in the Development of tII

F9r lhe very young scouts or brownies, we could makebookings at one of the sites at the Botanical Gardens occasionally. For the rest, we will go to JalanPermai (a place belong to PBA) and for the serious culmpers, we go to Taman Negara. I had alsoinformed YB Teng to involve the scouts in Taman Negara as one of the organization responsibieand involved in helping the government to look after tu** Negara *a u""u*e of this task, thescouts had the right to use the f".]tli:t. For seberang Perai, we iould look for other sites such asBukit Panchor or Mengkuang and Seberang Perai ufu. we can also have exhibition hall to showthe activities of scouting even at Botanicalbardens or any other place. As for this we could haveour own Scouting Mission for Penang, whereby a task force had io be formed to look into thedetails and work out the project if fund is needld then we would approached accordingly. yABTan Sri Dr Koh had appealed to those present and not to come forward to work together with oneheart in making scouting a better and meaningful for the younge. g"n"rurlorr.AGENDA.

    Amendments. - under present to include tvlr Lim Beng Khoon.Under 3.14, AGM should be changed to EGMUnder 3.15, '2nd. Line, Tan Sri Chainnan should be.the-Chairman,,.The minutes of the 31't. Annual General Meeting held on the 8rt. February, 2004 were accepted onthe proposai of ASC Abu Bakar Bin Awang andieconded by Mr. Mohamad Kamarui Ridzuan.

    2'1 Tan Sri Chairman said that the local Association should submit their annual reports so that it couldbe include into our annual reports. Tan Sri Chairman said that the Local Association had notcalled for their Annual General ir{eeting except that Bukit Mertajam Local Association had. Hehoped that all the other Districts could follow Bukit Mertajam Local Association.2-2 The Annual Reports for the yeat 2004 and 2005 were accepted unanimously.3. Statement of Accounts 2004 - 2005.3.1 The Acting Hon. Treasu.rer, lVIt Beh Hong Thiew said that since he took over as acting Hon.Treasurer there were no handing over of records to him as such he could only tabled tf,e receiptsand payments statement for l-I-2004 until 3 L-12-2004 and for the year 2005.3.2 trzlr Ong Keat Seng asked that in the year 2005 accounts, there show an interest of Fixed deoositamounting to RN1277,576.29 and he would like to know where is the money. \dr Beh said that hetookthe 1997 auditedaccountsshowingagrandtotalsumofRM 184,005.i3 andasatnowthe /I

Hefurther said that what Mr. ong had asked is valid and inform"a trr.."Jing that he took thedifference as interest earned but this had to be adjusted rater on.3'3 Mr Beh informed the meeting that he had to get an accounting firm to prepare the accounts for theyear 2005 for a cost of RM800'00 as our account were too messy ano needs a lot of checkingwhereby he had no time to do the work.3'4 ASC Tan chooi Poh asked whether the special committee had invited the Acting Hon. Teasurer toattend any of their meeting. Mr Beh saidno. Tan Sri Chgmal had requested Dato, Lim ChengChuan to explain and faJo' Lim pointed out that at that time the Hon. 'ireasurer was Encik AbdulHalim, who had attended all their meetings.3'5 Mr ong Keat Seng said that a record of thanks to be recorded for the Acting Hon. Treasurer for ajob well done and he also proposed to look into the missing link wherebf *e couia earn aninterest of RN1277,576.29. Tan Sri Chaimran explained thut th"r. were several fixed depositsshown in the 2005 accounts amounting to RM4i5 ,562.95 and IvIr Beh conf*med that he had the- deposit receipts with him"3"6 Tan Sri Chairman said that we would allow the Auditor to complete his works within two to threemonths' time so that we could call an EGM to approve the audiied accounts.3 '7 Tan Sri Chairman said that we would accept the statement of receipts and payments for Octoberto December,2}A4 and the accounts for 2005 subject to auditor r.po.t, of the missing link andrationalize and rati$ we can.4" Campsite Reports.

    (a) Coronation Campsite Warden ReportASC Tan Chooi Poh reported that on the 8ft. May, 2006 he had received a letter from theActing State Commissioner to surrender_the keys of Coronation Camp to the BotanicalGardens Official. He said that on the 18n. August, 2006,the Acting State Co-*issionerhad instructed him to transfer all the equipments from the caurpsitelo Wisma pengakap.

    (b) Teluk Bahang Campsite Warden ReportNo report.

    (c) Teluk Bahang Campsite Development Report from Secretary.Dato' Lim Cheng Chuan reported that a Fund Raising was done under the chairmanship ofMr Teng Heap Seng and the accounts were reporteci as appendix C and with regards to theTelok Bahang Carnp we had received letter from the National Park that the campsite isincluded in the National Park. He said that YB Teng earlier wanted to3gggire our landand also we had submitted our plan to them.Tan Sri Chairman informed that there will be no acquiring of the land but will work outsomething else and he would be calling for? meeting i66rt out the problems. //,

Warden Renorts.5'1 The Acting State Commissioner said that ASC Teh Kim Kow is in Johore but he would like toinform that he had written to North East District Land Office for some budget and he had justreceived the approval of RM30,000.00 for the repair.6. Nomination of New committee for the term of 2006 - 200g.6.1 Chairman - YB Teng Cheow yeow

    - Seconded By ASC Ong Beng SoonAccording to our records, there were 34 present who were eligible to vote and ballot papers wereissued, 23 voted for Mr Stephen Kam and 9 votes for Mr Lim Beng Poh and 1 vote abstaint.Tan Sri Chairman declared that Mr" Stephen Kam Woi Chee as the New Hon. Secretary.

    6.3 Hon. Treasurer - Beh Hong ThiewProposed by ASC Abu BakarSeconded by ASC P'ng Lai heng.

    6.4 Hon. Auditor - Mr RamachandranTan Sri Chairman proposed that Mr Ramachandran to continue as the Hon.Auditor and were accepted unanimously..
