Q3 Redundant Communications Drill-March 12th• Testing: E-mail, 800 MHz Radio & Conference Call

• Monday, March 12th, starting at 9:00 a.m.

• Drill participation documentation will be made available to all participants following the drill. There are three parts to the drill:

• E-mail: Everyone will receive an e-mail the morning of the drill and we will track any undeliverable e-mails.

• 800 MHz Radio: This portion of the drill will start promptly at 9:00am and should last less than 10 minutes. At the start of the drill, please tune your radio to the MAC 4 channel. Only those agencies that have 800 MHz radios need to participate in the radio drill. It will be immediately followed by a conference call (see below). We encourage you to test your radio in advance of the drill to ensure it is working and charged. Please direct any questions to your technology or facility management.

• Conference Call: All agencies are encouraged to participate in this portion of the drill. If you are notparticipating the Radio Drill but want to call in only for the Conference Call, please call-in at 9:10am. You may need to wait a couple of minutes for us to finish the radio portion of the drill, but one of our staff will be on the line shortly. Call info will be sent out ahead of the drill.

• Date: April 25th

• Hospital Preparedness Program (HPP) Notice of Funding Opportunity (NOFO):• Budget Period 1 Supplemental NOFO has been released from Dept. of Health and Human

Services

• Available funds for Colorado = $3,099,248. This is a reduction of $20,144 from last year

• CDHPE-OEPR is currently working on the grant application process for the state

• CDPHE-OEPR is anticipating level funding for the HCCs

• Coalition Surge Test:• Notification to HCC members went out last week

on the coalition via the simulated evacuation of 20 percent of the region’s

CST: The Who, What, When, Where and Why?

• THE WHY:• “The CST is designed to identify strengths, gaps, and corrective

actions through the testing of a coalition’s ability to work in a coordinated fashion to find appropriate destinations for patients in a simulated evacuation.”

• This exercise provides the region with an opportunity to test the following capabilities during a low/no notice or rapidly unfolding event:

• This exercise is not designed to test or evaluate facility-level plans

• This is an annual deliverable per the Assistant Secretary for

Preparedness and Response (ASPR) and Colorado Department of

Public Health and Environment (CDPHE)

Evacuation of Kaiser Permanente Santa Rosa

• 1:30am – 2:00am: Kaiser stood up their Hospital Command Center

• 2:00am: Hospital staff learned that another nearby hospital had evacuated and that the fire had reached

the north end of their campus, burning trailer homes on the edge of the hospital’s property. Fire and EMS

crews were already staging near the hospital

• 3:30am: Decision was made to evacuate to a sister facility

• 3:40am: Staff began moving patients to the evacuation point within the hospital

• 6:30am: The last patient was out of the hospital

Evacuation of Kaiser Permanente Santa Rosa

• 122 patients were evacuated within three hours, including those in the emergency department

• The incident command team and some security staff stayed behind, as well as an emergency physician and nurse so that if a patient walked in they could get an initial assessment and be directed to other facilities

• Patients were transported via ambulance, buses, and private vehicles

• Lessons learned:

• The hospital had a plan and process for patient tracking, but time compression made that impossible. Someone suggested using a smartphone to take pictures of patient arm bands. This is now being incorporated into the hospital’s evacuation plan

• Staff didn’t have “go packs.” They were not prepared to get patients on city buses with nurses and the necessary supplies for administering care

• Nurses were sent with patients on the buses and medical control was managed via cell phone, but it would have been beneficial to have physicians on buses as well

• The hospital had the ability to print out 1-2 page disaster sheets, but nobody in the hospital that night knew how to print them out. Moving forward, the facility will have someone working on all shifts who knows how to operate that aspect of the EMR

• Communication – staff reported that they were not being communicated with in a timely manner. They did not necessarily know who was in the hospital at 3:00am as there was no list of staff

Evacuation of Kaiser Permanente Santa Rosa

Editor’s Notes: A true emergency evacuation of a healthcare facility is a daunting prospect:

• Making sure basic medications, patient care supplies, and key belongings are easy to organize and transport is important

• Evacuation equipment education and training are important, but so is the education of command and unit staff about when and how to evacuate versus shelter in place

• Facility-specific templates can often be used to predict EMS needs, saving precious resources

that would be dedicated to conducting a real-time assessment

• EMRs often contribute to challenges during evacuation events; printing “face sheets” for patients at the first sign of danger (e.g., a tornado warning, communication with first responders) can help the evacuation (and patient tracking and relocation) run more smoothly

• Using all transportation options available is key, as EMS resources may be committed to responding to the community

• Medical personnel must be prepared to accompany patients in non-traditional vehicles. Finally, patients will often continue to present to “closed” facilities and families will call seeking information when they hear about the evacuation – make sure your plans address continuity

of services as well as a process for reopening a closed campus
