Corporal Edwin Santana Morris County Sheriff’s NJ 8am – 11am Keynote: False Prophets

Biography: Corporal Edwin L. Santana is a 22-year veteran of the Morris County Sheriff’s Office Bureau of Corrections and a founding member of the Morris County Gang Intelligence Unit that evolved into the Morris County Sheriff’s Office Bureau of Correction’s Security Threat Group Unit. As a graduate of the Passaic County Police Academy, Corporal Santana was certified by the State of New Jersey as a Method of Instruction (MOI) instructor in 2001. Since 2008, Corporal Santana has held the honor to be utilized by the Morris County Public Safety Training Academy to instruct the academy recruits that are training under the Police Training Commission (PTC) Basic Police Class & Basic Correctional Classes. Corporal Edwin L. Santana has lectured to approximately 45,000 Civic and Law Enforcement personnel throughout the United States. His knowledge on Street Gangs and Graffiti Identification has led him to be utilized by various national and local law enforcement organizations within twenty-five states. In addition, Corporal Santana has interviewed and assisted as a gang specialist for various news and media outlets that include: 1010 WINNS AM New Radio, Telemundo 47, Fox News’ “Giraldo Rivera At Large”, Biography Channel’s “Gangsters”, “America’s Most Evil” season 2 and the History Channel’s “Gangland: Blood Oath” season 1 , “Gangland: One Blood” season 2 and “Gangland: Better Off Dead” season 6. After serving as the International Latino Gangs Investigator Association (ILGIA) Vice President (2010-2013), Corporal Edwin L. Santana was reappointed and currently is the ILGIA Newsletter Editor position. In 2006, Corporal Santana became an original Executive Board Member for the New Jersey Gang Investigator’s Association (NJGIA). He subsequently became NJGIA’s Training Coordinator, where his duties included arranging civilian and law enforcement training events throughout the state of New Jersey. From September 2013 to January 2015, he was appointed as the NJGIA Vice President. Currently, Corporal Santana has continued individualized training for the civilian and law enforcement communities within New Jersey and abroad under the Morris County Sheriff’s Office and/or his G-STEP, LLC banner.

Description: Since its 1940s emergence within various Chicago, IL neighborhoods, the Almighty Latin King Nation (ALKN) has expanded to become an international criminal organization that professes a community-oriented mindset that has shied away from its criminal past. This course will focus on current Chicago’s Motherland and the New York State Bloodline leaders that have united to form a “One Crown” theory that merges its international members into uniting for a common cause of oppression.

Objectives: False Prophets will focus on the history, ideologies, trends and recruitment techniques of both the Chicago’s Motherland and the New York State Bloodline ideology. In addition, this segment will also focus the various ways the Almighty Latin King & Queen Nation has utilized social media and open forum discussions to advance their ideologies within the streets, educational institutions and government establishments.

Biography: Deputy District Attorney in Southern California for 15 years. During that time, I worked in the Los Angeles County District Attorney’s Office Career Criminal Unit. I then worked for the Orange County District Attorney’s Office where I worked in the Gang Unit prosecuting Southern Hispanic Street Gang Members. I then moved to the Santa Ana Police Department where I targeted specific gangs and gang members for prosecution. I then joined a Federal Task Force where I prosecuted Mexican Mafia associates and members. During this time, I prosecuted the largest Grand Jury case in Orange County history. During my 8 years as a gang prosecutor, I also specialized in investigating and prosecuting Outlaw Motorcycle Gangs; including the Hells Angels, Vagos and Mongols. I was also the first prosecutor in Orange County to return a verdict by a jury that established the Hells Angels as a criminal street gang. I have personally debriefed 100’s of Southern Hispanic Street Gang Members, Mexican Mafia associates and members and Outlaw Motorcycle Gang Members. I have also worked closely with Rene “Boxer” Enriquez utilizing him as an expert witness in over 10 Mexican Mafia Gang trials. I currently work for the Omaha City Prosecutor’s Office, where I have been assigned to target specific gang members for vertical prosecution.

Description: The class will explain complex legal and witness issues common to gang related crimes and how a gang expert can present competent testimony to a judge or jury to successfully prosecute gang related crimes.

Objectives: Designed to teach gang investigators and detectives how to testify as a gang expert.

Investigator Bruce Malkin Dupage County States Attorney’s Office8:15am-10:15pm Breakout Session: Reading the Ink

Biography: Bruce retired from the West Chicago Police Department in 2010 after 30 years of service. During his career, Bruce specialized in investigating street gang crimes, while serving as a supervisor in investigations and supervising the department’s Street Operations Unit. Following his retirement Bruce began working for the DuPage County States Attorney’s Office as Criminal Investigator. Bruce is a certified instructor through the Illinois Law Enforcement Training and Standards Board and currently teaches for Northeast Multiregional Training (NEMRT). Over the last 18 years, Bruce has trained over 3500 police officers to become “State Certified Gang Specialist”. Bruce has been qualified as a gang expert in the 17th & 18th Illinois Judicial Circuit and in U.S. District Court for Northern District of Illinois. Bruce holds a Bachelor’s Degree in Criminal Justice from the University of Illinois Chicago Campus and a Master’s Degree in Social Work from the University of Aurora. He is also the current President of the Midwest Gang Investigators Association Illinois Chapter.

Description: Uniformed patrol or gang unit officers are constantly challenged with the identification and determination of an individual’s potential gang affiliation. Nothing symbolizes commitment to their gangs more forcefully than the gang tattoo. As an intelligence tool, the interpretation and documentation of tattoos can provide a gang investigator with a great deal of valuable information, which can also aid in identifying gang membership.

Objectives: This presentation will focus on interpreting Hispanic gang tattoos and how to document them for court purposes.

Matt Ninham Northeast Wisconsin Technical College8:15am-10:15pm Breakout Session: Native Gangs

Biography: Matt is currently on staff at NWTC as a Criminal Justice Instructor and is a part time police officer for The Shiocton Police Department. He served at the Oneida Police Department; where he was a Patrol Officer for 15 years, including duties as the Oneida Community Resource Officer. Matt is a member of the Oneida Tribe and has lived on The Oneida Reservation his whole life. Matt was also a Team Leader for NADGI (Native American Drug & Gang Initiative), a drug and gang unit that combats those crimes in tribal communities throughout Wisconsin. He is very familiar with the culture of the Oneida Tribe and has a good working knowledge of other tribes in Wisconsin. Matt has experienced how native gangs use their tribal symbols and religions to represent their gangs, sell, and transport illegal drugs. He has an insider’s knowledge of how native gangs affect the tribes they are established in and is able to give insight on how to combat gangs through relationships with community members and community events.

Description: The session will focus on native gang identification, signs & symbols, Native American culture, drug trafficking & trends, per capita payments, Powwows and how gangs use them, gang recruitment, and how native gangsters get established in communities, Drug investigations in Indian country, Native American Drug & Gang Initiative (NADGI), and what gangs are present here in Wisconsin.

Objectives: This training will also focus on ideas and concepts of how to combat gangs through community involvement.

Officer Lester Moore Madison Police Department8:15am-10:15pm Breakout Session: Community Policing

Biography: Lester Moore is a police officer with the City of Madison Wisconsin Police Department. Lester has served in Law Enforcement for 22 years. He has worked as a neighborhood officer in two of Madison’s most challenging neighborhoods. He is a former and founding member of the Crime Prevention Gang Unit. Lester has worked on many other assignments including, Uniformed Narcotics officer for the Dane County Narcotics and Gangs Task Force where he served as the unit’s gang specialist and Specially Deputized United States Marshal for the USMS Badgerland Fugitive Apprehension Team. Officer Moore has assisted with several federal and state prosecutions of gang members and has been asked to provide expert testimony in state and federal court cases involving identification of gang tattoos, lingo, graffiti and hand signs. He has also been featured as a presenter and key note speaker at various law enforcement and gang conferences throughout the United States. He has also served as a trainer for police Departments throughout Wisconsin.

Description: Lecture and discussion will include: A history of relationship issues between police and communities of color, why citizens in communities of color do not trust police and developing relationships in challenged communities.

Objectives: Provide and discuss examples of programs and strategies that create dialogue and build trust within challenged communities and communities of color. Also how community relationships can assist in major case investigations.

Investigator Neal Lofy Racine Police Department10:30am-12:30pm Breakout Session: Human Trafficking & Gangs

Biography: Neal Lofy is an investigator with the Racine Police Department and assigned to the Special Investigations Unit as a Task Force Officer with the FBI on the FBI Wisconsin Human Trafficking Task Force. Neal has been investigating human trafficking since 2013. He helped create the Human Trafficking Unit within the police department, as well as a collaborative effort between local, state, and federal law enforcement agencies. He organizes and leads both small and large-scale undercover operations in southeastern Wisconsin. Neal is a frequent trainer and speaker as well as a consultant regarding collaborative approaches to ending human trafficking, law enforcement operation planning, and investigating human trafficking. He trains professionals from a variety of backgrounds and brings a victim centered, trauma-informed approach to his work with human trafficking victims; Neal trains both locally and internationally. He is also co-founder and President of Fight to End Exploitation.Human trafficking networks are criminal enterprises, no different than formalized gangs with rules, hierarchy, and means to make money. Gangs are beginning to transition or incorporate human trafficking into their everyday actions; human trafficking makes money just as easy as selling illegal narcotics with little to no evidence.

Description: The session will examine the basics of human trafficking and how law enforcement can recognize, investigate and know the signs of someone who is being trafficked. An emphasis will be placed on how gangs practice their trafficking methods, understanding the ideology behind trafficking and building effective cases for prosecution. The session will also provide information as to what questions are effective when contacting suspected victims and how to recognize perpetrators.

Captain Jason Wilke Wisconsin Department of Corrections10:30am-12:30pm Breakout Session: Folk & People 101

Biography: Jason Wilke has worked for the Wisconsin Department of Corrections for 19 years. During his tenure, he filled the positions of a Correctional Officer, Sergeant, Lieutenant, and currently a Captain. Jason was assigned to Waupun Correctional Institution, Oshkosh Correctional Institution and is currently the Security Threat Group Coordinator at the Redgranite Correctional Institution. Jason is a Certified Security Threat Group Coordinator, Wisconsin Department of Corrections Agency Trainer and sits on the Security Threat Groups Agency Trainer Committee for the State of Wisconsin. Jason is an Adjunct Gang Instructor for the Madison Area Technical College and Blackhawk Technical College. Jason is the Vice President of the Wisconsin Chapter of the Midwest Gang Investigators Association. Jason providing training to both Corrections and Law Enforcement throughout the Midwest in regarding to Threat Group history, structure, current trends, and activity. Jason has provided expert testimony in relation to how Threat Groups utilize religion to further their radical and or supremacist agendas.

Description: This course will identify the origins, signs and symbols of the Folk and People Nations highlighting the Gangster Disciples and Vice Lords. The gangster disciples and vice lords have crossed racial barriers including Hispanic and Caucasian membership, expanding numbers drastically. Wisconsin and Midwest Gang Investigators have noticed a dramatic increase in activity from these threat groups. This training will help officers identify and combat Folk and People Nation activity in the communities and correctional they are assigned.

Objectives: Identify the history and origins of the Folk and People Nations, Folk and People Nation literature and creeds, identification Folk and People Nation signs and symbols and recent trends of both Nations.

Retired Detective George Chavez Madison Police Department1:30pm- 3:30pm Breakout Session: Gangs, Social Media & Dark Web

Biography: George Chavez (Detective Ret.) had served in Law Enforcement for 32 years with the last 26 years in the City of Madison and recently retired in August of 2017. Detective Chavez has specialized in crime involving youth with an emphasis on gang related issues. George was the first Gang Detective for the City of Madison, where he was involved in and focused on his four-pronged approach to dealing with gangs which included; prevention, intervention, re-entry and suppression. George is currently the Midwest Representative for the International Latino Gang Investigators Association and teaches throughout the Country and Canada in developing successful strategies to dealing with gangs and gang violence. He has presented at numerous conferences for MGIA (Midwest Gang Investigators Association), GLIGIC (Great Lakes International Gang Investigators Coalition), ILGIA (International Latino Gang Investigators Association, National Gang Summit and the Calgary Alberta Gang Crime Summit. He has testified as an expert witness on gang related shootings and acts of violence. George also has worked as a Detective and ERO assigned to schools in Madison and assisted in developing strategies in schools to deal with juvenile crime issues. George has focused on community outreach including, various ways to get the community involved and starting partnership’s to make communities safer. George worked with the Dane County Narcotics and Gangs Task Force as well as the Badgerland Fugitive Felon Apprehension Squad with the US Marshals Service. George worked in an undercover capacity with the narcotics unit and also conducted investigations in the drug unit as an Uniformed Officer and Detective. George had been involved in numerous overdose death investigations and has conducted investigations at RAVE events and pharmacy robberies involving collaborative efforts between local law enforcement and federal agencies. George has presented on these topics to numerous law enforcement and community groups.George has focused on utilizing social media, computer applications, as well as phone applications to gain intelligence on various crimes to assist with prosecution and investigations. George has done numerous presentations for Law Enforcement Officers around the country on social media and assisted with investigations involving social media platforms. George has been building a network for officers, detectives and investigators to share information and knowledge on dealing with social media cases. George is a Certified Ethical Hacker and continues to educate law enforcement officers around the country assisting with investigations involving social media.

Description: The session will explore how gangs are using social media to further criminal activity. We will look at utilizing open source searching to assist us with learning as much about our gang members as possible. This will assist in gaining knowledge of the gang member even before you meet them.

Objectives: To explore and utilize undercover social media accounts and collecting gang information for documentation to assist in identifying gang members and gaining valuable intelligence on various gangs in your area. Exploration of how social media applications and how gang members use them to communicate and share information.

Sergeant Ben Zartner & Officer Daniel Maki Wisconsin Department of Corrections10:30am-12:30pm Breakout Session: Milwaukee Hybrids

Biography: Ben Zartner has worked at the Milwaukee Secure Detention Facility for the past 15 years and is currently the assigned as the investigation Sargent. Ben has worked as a Security Threat Group specialist for the last 6 years for the Wisconsin Department of Corrections.Dan Maki was born and raised in a small Upper Michigan town before moving to Wisconsin in 2000 when he started his Wisconsin Department of Corrections career. Dan worked at the Racine Youthful Offender Correctional Facility for 18 years where he has worked with youth hybrid gangs. Dan is currently and Security Threat Group Specialist for the Wisconsin Department of Corrections.Traditional Midwest based gangs are still around and very active, but hybrid gangs involving younger offenders have taken over the streets and narcotics operations.

Description: This session will explain the Milwaukee hybrid groups, hybrid territories as well as current trends and how they are spreading throughout the state.

Objectives: Identify what hybrid groups are actually fronts for the major Midwest based factions in Milwaukee.

Captain Brad Schlosstein Wisconsin Department of Corrections1:30pm- 3:30pm Breakout Session: Latin Kings

Biography: Brad Schlosstein has worked in corrections for 9 years; he has been with Wisconsin Department of Corrections for 7 of those years. During his tenure, he has filled the positions of a Corrections Officer, Sergeant, Lieutenant, and currently serving as a Captain. Brad has an Associate’s Degree and Bachelor’s Degree in Criminal Justice. Brad currently serves as a Security Threat Groups Coordinator at Redgranite Correctional Institution. Brad is also a NIMS / ICS Coordinator for Redgranite Correctional Institution. Brad is a credentialed Communications Unit Leader and a Communication Unit Technician Trainee. Brad also serves on the Wisconsin Department of Corrections Incident Management Team. Brad is the Treasurer of the Wisconsin Chapter of the Midwest Gang Investigators Association.

Description: This course will identify the origins, signs and symbols of the Latin Kings. Wisconsin has seen an increase in Latin King activity to include working relationships with Native Americans and West Coast Hispanics.

Objectives: Who are the Latin Kings; including; their history and origin, identification, signs, symbols, and recent trends.

Jeremy Stover has been a Public Safety Officer for the Village of Ashwaubenon for 10 years serving his community as a police officer, firefighter, and emergency medical technician. Jeremy previously worked 7 years as a Corrections Officer. Jeremy was assigned to the gang unit for four of his years as a corrections officer and has been on the Green Bay Gang Task Force for eight years. Jeremy has been assigned as a threat liaison officer for his department for six years. Jeremy has been a field trainer for his department for approximately eight years. Jeremy has been an adjunct instructor with Northeast Wisconsin Technical College for two years with instructor certifications in defensive and arrest tactics, TASER, firearms, vehicle contacts, OWI/SFST, and tactical emergency casualty care. Jeremy is also a master instructor for defensive and arrest tactics. Jeremy is the Secretary of the Wisconsin Chapter of the Midwest Gang Investigators Association.As policing is evolving rapidly, we as officers must prepare and train for the violent and deadly encounters taking place across the country.

Description: This course was designed for officers who are looking to improve their tactical skills during traffic stops and other vehicle contacts situations. Officers will have an opportunity to evaluate and assess their skills through numerous high risk, ambush, and sudden assault scenario based applications. Officer down discussions and exercises will also be integrated into this course.

Objectives: Course content will also include a dynamic look at the approach, return, re-approach, and non-approach considerations to improve officer safety.

What to bring: Long sleeve shirt, duty belt (no live weapons or ammo), body armor, tactical style duty pants, baseball cap, water or sports drink and duty style patrol gloves. Force on force blue guns, FOF non-lethal training ammunition and protective gear will be provided by Blackhawk Technical College.

Please dress accordingly to current weather conditions for the day of training. We will be outside for the majority of the class.
