SECTION-1 ENROLLMENTS; TODAY & FUTURE

In 2001, the enrollment ratio in higher education in India was 6.2% only. Thus, more than 93%

students of 10+2 did not join the higher education. Even the students who joined higher education

were largely into irrelevant education.

With this % of enrollments in higher education we cannot dream of India as a Super Power!

As per the 11th plan, the Government of India targets to increase the higher education enrollment

from current 8% to 20%. The total enrolment in higher education at the end of 10th Plan is

estimated to be 1.2 crores out of which the contribution of distance education alone is 24%. The

government has decided to increase the enrolment in distance education from 24% to 40% and to

achieve this there is a renewed emphasis on distance education throughout the country.

1. AN OVERVIEW ON DISTANCE EDUCATION -

Distance Education is an established mode of education being followed by decades by developed

countries and being aggressively promoted by UNESCO in developing countries. It is a flexible

system of education mainly catering professionals who work to earn a living but at the same time

continuously want to upgrade their skills and also for those who cannot afford regular education

and want slow paced education through short modules at periodic intervals.

The Gross Enrolment Ratio (GER) in higher education is presently hovering at a mere 13%, a whole

10% below the world average. I am setting sights to raise it to the global average by 2020, which

by then will be around 30%. It will mean that enrolment should expand to 40-45 million from the

mere 13 million today. The “new” demand for higher education in India has come mainly from

two groups that traditionally did not access higher education: a “rising” lower-middle class and

women. These sections will continue to fuel demand for higher and will be fighting for more

places to provide quality education.

Given the size and diversity of our country and the increasing of aspirations of the poeple as a

result of awareness of the importance of education in the society, traditional educational

institutions alone cannot do justice to the galloping demand and our target of reaching a GER of

30 percent. The question then is how to reach those who cannot access formal education. A

welfare state cannot remain a mute spectator when people with talent but without the

wherewithal to pursue higher eduation are deprived of the chance of acquiring advanced

qualifications, as such a deprivation will ultimately affect the development of the nation in many

ways – not just in terms of economic development.

The answer lies in ‘Distance Education’. It is becoming increasingly popular as economic forces

encourage, and new technologies facilitate, its spread. The convergence of communications and

computing technologies is rewriting the possibilities for distance education both in terms of

capabilities and cost. Distance education, has became popular because it offers people from rural,

working class communities access to higher education. We are thus targeting an enrolment of at

least 7 million students, with a majority from the disadvantaged sections and locations, during the

next few years.
