While the greatest possible care will be executed by the management to protect patrons of the Houston County Fair, each individual will be held personally responsible for his or her actions and the management will not be accountable orresponsible for any injury.2. The Houston County Agricultural Society management assumes no liability for loss or damage to any property to the concessionaire, exhibitor or patron, due to theft, fire, tornado, weather conditions or other causes. Each exhibitor is to provide his/her own insurance coverage for possible loss or damage. Each commercial exhibitor or concessionaire should provide the Houston County Fair a certificate of liability insurance at or prior to the time of set up.3. No pets are allowed on the fairgrounds or in the animal buildings, however, service animals are welcome.** PROTESTS **Protests must be made in writing and be accompanied by a fee of $25.00. All appeals and protests will be settled by the Fair Board at the next meeting of the Board, when all parties involved will be heard. Any person or group that conducts a protest action must limit its activity to the location designed by the Houston County Fair Board. The designated location is on the fairgrounds property at the east end of the grounds, north of the dairy barn and south of the infield grand stand fence. No entrances or exits can be obstructed or limited in any way.

** MEMBERSHIP **

Purchase of a $2.00 Membership Ticket at the Secretary’s Office at the fairgrounds makes one a member of the Houston County Agricultural Society and entitles the holder to vote at the annual meeting held in November. Open class exhibitors must buy a Membership Ticket. There will be a 50-cent non-livestock exhibitor’s fee up to $10.00, with the $2.00Membership Fee. Children under the age of 10 are exempt from membership fees, but are required to pay lot fees. Tickets will be required for grandstand events.

Please abide by the “no parking” and “fire lane” signs posted throughout the fairgrounds.A fire lane must be maintained to comply with fire code and provide access for manure handling. Illegally parked vehicles will be towed at the owner’s expense.

during the fair.4. If, for any reason whatsoever, the general receipts of the Society are reduced or diminished, then the Society does not

guarantee full payment of premiums listed in this book.5. The management will not be responsible for typographical errors in this list, but should any occur, same will be

interpreted by the Board of Directors.6. The Board of Directors reserves the final and absolute right to interpret these rules and regulations and determine all

matters, questions, and differences in regard thereto or otherwise arising out of or incident to the fair.7. Any person knowingly violating any of the rules of this Society will thereby forfeit all rights to any premium that may

be awarded to them.** ENTRY PROCEDURES AND EXHIBITS **1. Livestock must be pre-registered by Thursday, August 7, 2014 for stall assignments. Open class non-livestock exhibits

should be pre-registered by August 9 to allow time for processing entries. A L L OPEN CLASS ENTRIES MUST BE RECEIVED NO LATER THAN TUESDAY AU G UST 12, 2 0 14 AT 6:00 PM. Entries after that willnot be accepted in order to prepare for judging.

2. The Society reserves the right to limit the number of entries if space is unavailable. The management will endeavor to arrange for space for all qualified exhibitors. However, if present accommodations are exhausted, the management reserves the right to close entries at any time.

3. Exhibits shall be in place prior to the official opening of the fair, except livestock. See classes for details.4. Stock and articles must be entered in the name of the bona fide owners.5. No person shall enter an article that has heretofore been exhibited and a premium paid thereon in the same lot except in

certain designated classes.6. All articles exhibited must be the property of the exhibitor and, except in designated classes, must be made,

manufactured, or raised during the past 12 months by the exhibitor. Livestock must have been owned by the exhibitor60 days prior to the fair.

7. Not more than one entry can be made in the same lot by any exhibitor, except in designated classes. When more than one entry is made from the same farm or by the same family, proof of ownership must be shown to the superintendent of that division.

8. No article will be allowed to compete for cash premiums that is not named and numbered in this premium list, except where a judge has split lots. Articles not listed may be displayed upon the approval of the division superintendent. A request can be made to the Board of Directors to make provisions for additional classes or lots in succeeding years.

9. No article may compete for more than one premium, except livestock, which may be included in calf on foot, get of sire, produce of dam, and best 3 head. Individual poultry cannot be used in pen lots. This rule does not bar sweepstakes or special award competition.

10. Exhibitors will be furnished with cards containing exhibitor number, division, class and lot designation anddescription of article. Such cards must be attached to or in close contact with the article to which they belong.

11. In the case of dairy, beef and sheep breeding classes, the owner must furnish certificate of registry in the respective breed association upon request to be eligible for premiums.

12. Each person exhibiting livestock species that need health papers must have them available to give to the superintendent at the unloading area. All animals will be checked before entering the barns. All rules and regulations of the Minnesota Livestock Sanitary Board must be observed. No animals will be unloaded without the proper health papers.

13. Straw and hay must be furnished by the exhibitor.14. Grain and field seeds shall be exhibited in plastic five-quart pails free from any personal advertising.15. All roots shall be cleaned and trimmed for exhibition.16. Exhibits must not be removed until 4 p.m. Sunday without permission from the fair board officers.17. All 4-H animals may be entered in open class and will be required to pay said fees.18. All horses or other animals must be exercised in arena only.19. All non-livestock entries must be in before 4 p.m. on Wednesday, Aug. 13, 2014. All livestock must be in place

by 1 p.m. on Thursday, Aug. 14.20. Livestock Exhibitors: Please take note of all entry fees listed on the entry form. Fees must accompany entry to

** JUDGING **1. Judging will begin on the first day and continue until completed.2. Awards shall be designated by ribbons or cards as follows: Championship; Reserve Champion; First (blue);

Second (red); and Third (white).3. Judges will report to the secretary for instructions prior to beginning their work.4. The superintendent or an assistant of a division shall assist the awarding judges as clerk and shall make a written entry

on the record of award made. This record shall be signed by the judges and returned to the secretary.5. The superintendent of each division shall check to see that each article entered on the record book is presented

and properly arranged before the judges place the entries. If an article cannot be found, the judges shall be informed.

6. Any interference by the exhibitor to influence or dictate the decision of the judges will be sufficient cause for excluding his or her entry from competition and must be reported to the secretary by the division’s superintendent.

7. The superintendent of a division may request the judge in his division to state the reason for awards if such a request is made by an exhibitor or spectator.

8. The decision of the judges shall be final in all cases except where mistake, fraud, or misrepresentation becomes apparent. In such cases, the Board of Directors’ decision is final.

9. An exhibitor may make a written protest of a decision of a judge to the superintendent of the division within three hours after the time the award is made.

10. All protests shall be settled by the Board of Directors at a meeting where all parties will be notified to appear.11. No former prize winnings are to be displayed before judging in that class is completed.12. No Champion or Reserve will be given in a class of one entry unless the judges feel it deserves it.13. Judges have the right to split lots.** LIVESTOCK HEALTH REQUIREMENTS **Travis Kingley, DVMLivestock or poultry known by the exhibitor to have an infectious, contagious disease or to have been exposed to an infectious, contagious disease or to be from a quarantined herd or flock may not be entered in the exhibition. Warts and

ringworm are considered communicable diseases. Livestock affected by these diseases cannot be exhibited. A statement from a veterinarian that the animal is being treated is not acceptable.

All livestock will be inspected by the official veterinarian on opening day of the exhibition and daily during the exhibition, including poultry and rabbits. The official veterinarian will order immediate removal from exhibition premises of any livestock with symptoms of infectious or communicable diseases. They may not enter a show ring. This includes livestock with warts or ringworm.

In the event that a 4-H or open class exhibitor is asked to remove their animal by the Houston County Ag Society’s official veterinarian for health reasons, they must do so within six hours. The vet will mark the affected animalwith a marking stick. If the exhibitor fails to comply, they will be subject to the following consequences:

• the individual will lose all premiums, both 4-H and open class.• the individual will lose any 4-H State Fair trip (livestock and non-livestock) for that year.• the individual and his/her immediate family will be banned from exhibiting livestock at the

Houston County Fair for a period of three years following the year in question.

Non-livestock exhibiting will be permitted for the entire family during the three probationary years.

Any family exhibiting livestock needs to have their animals checked by their own veterinarian (not the Houston County Fair Vet) prior to the fair if the animals are in question for health reasons. If the family veterinarian has a question about any animal, he/she should contact the State Vet/Health Board or the Houston County Fair Vet. Please note that ringworm, warts, etc., can appear even after the family vet has given approval. The decision of the Fair Vet, along with the decision of the superintendent, to remove an animal is final.All testing must be conducted prior to the exhibition, and a record of the test results on a test chart or Intrastate Health Certificate must accompany the tested animals. Livestock and poultry entered in a petting exhibit are not exempt from the exhibition rules if the animals are from more than one farm or there are other animals at the exhibit.

GENERAL REQUIREMENTS - Livestock and poultry that exhibit symptoms of any infectious or communicable disease, including ringworm and warts, may not be exhibited. All animals must be examined by the official veterinarian on the day they are admitted to the exhibition and at least once daily during the exhibition. All animals imported into Minnesota for exhibition must be accompanied by a certificate of veterinary inspection and meet Board of Animal Health importation requirements.

Official identification : Please note that the following types of identification are not considered official on certificates of veterinary inspection or test records required for exhibition:

CATTLE- No specific tests or identification are required for cattle from Minnesota.SHEEP & GOATS- All sheep and goats, including wethers, must be identified with official identification approved for use in the Scrapie eradication program. Official identification includes USDA Scrapie identification tags and tattoos approved by the Board of Animal Health. Sheep and goats within 30 days of giving birth (before or after) cannot be exhibited without prior approval from the Board of Animal Health.HORSES - All horses must be negative to an official test for Equine Infectious Anemia (EIA) within 12 months prior to the opening date of the exhibition. A test is not required for suckling foals accompanying a negative dam.SWINE - Swine must be individually identified with an ear tag or herd tattoo.POULTRY - Poultry, with the exception of pigeons and waterfowl, must be individually identified with a leg or wing band and must have had a negative test for pullorum-typhoid disease conducted within 90 days prior to the opening dateof the exhibition or originate directly from parent stock tested and found negative for pullorum-typhoid disease within the last 12 months. In addition, turkeys must be tested negative or originate directly from parent stock that is tested negative

for Salmonella typhimurium, Mycoplasma gallisepticum, and Mycoplasma synoviae. Poultry must be accompanied by a testing or origination certificate approved by the board.DOGS - Dogs over 6 months of age must have a certificate of rabies vaccination issued by a licensed veterinarian. All imported animals must be accompanied by a certificate of veterinary inspection and meet the board’s importation requirements.NOTE: SLAUGHTER CLASSES - All cattle, swine and poultry entered in this class, which are kept isolated in a separate building from all other livestock and poultry at the exhibition and which are slaughtered during or immediately following the exhibition,do not require tests or individual identification.STOP ! ! !
