Call to Order: Daniel White, Village of San Ysidro, called the meeting to order at 9:36 a.m. A quorum was noted. Approval of Agenda:

Debbie Ortiz, City of Moriarty / Town of Mountainair, made a motion to approve the agenda for August 16, 2018; the motion was seconded by Roger Holden, Town of Edgewood and passed unanimously.

Approve Meeting Summary: Discussion: Brandon Howe, MRCOG – RTPO noted that the date on the meeting summary needed to be updated and the change will be made before the summary will be signed.

Sharalynn Lucero, Town of Estancia, made a motion to approve the meeting summary for June 21, 2018 with the identified changes; the motion was seconded by Debbie Ortiz, City of Moriarty / Town of Mountainair and passed unanimously.

DISCUSSION ITEMS EMNRD – Energy Road Map Initiative: See attached presentation NMED – VW Settlement Funding Program and Application Process: See attached presentation RTIPR Update – PFF Consultation & Evaluation Form: Discussion: Brandon Howe – RTPO staff has included a list of the submitted project feasibility forms from all participating entities. RTPO staff will work with these entities and NMDOT reps to conduct project consultations. Once consultations have been completed and NMDOT signs off on PFFs, local entities will be required to fill out the Project Prospectus Form (PPF). Please see the attached list. Additionally, RTPO staff has drafted a evaluation form which is also included in the agenda packet. RTPO staff will distribute to all RTPO members and will be seeking comments or suggestions to improve the form. FTA 5310 – 5311 Evaluation Timeline: Discussion: Brandon Howe – NMDOT has issued its official notice for letters of intent to apply for the FTA section 5310 & 5311 funding programs. The deadline has passed but timelines for RTPO evaluations have not been distributed. RTPO staff will work with Deborah Bach to determine when the deadline to conduct evaluations will occur. Once RTPO staff has identified a deadline, inclusion on the agenda will occur. Again, applying organizations will present to the RTPO committee. FTA Tribal Transit Program: Discussion: Brandon Howe – RTPO staff distributed information regarding the FTA Tribal Transit Program. Please review the website for guidelines on how and when to apply for this funding source.

MRRTPO Staff Report: Brandon Howe – The RTPO has continued to participate in the Partnership for Health Torrance Communities. RTPO staff attended a PTHC meeting in Mountainair. RTPO staff has been actively engaged in the RTIPR development and PFF process. Staff has been traveling to communities to meet with RTPO members to discuss projects and PFF form submission information. RTPO staff attended a RTPO quarterly meeting in Gallup and was informed of the Federal Lands Access Program. The official notice for applications has not been distributed but RTPO staff will quickly distribute upon arrival.

Member Report: Roger Holder, Town of Edgewood – The Town submitted three PFFs for trail and multiuse path projects. The Town intends to submit an application for RTP funds to build a trail head and additional facilities on leased BLM land.

NMDOT Liaison Report: Neala Krueger – No report from NMDOT this month.

NMDOT Tribal Liaison Report: FHWA Southwest Tribal Workshop will take place in Ohkay Owingeh Pueblo. The workshop will be held on August 28 – 30.

NMDOT District 5 Report: Stephen Lopez – Will be working with RTPO staff to conduct PFF consultations. The PFFs submitted by the Town of Mountainair and the Village of Encino are Highway Safety Improvement Program (HSIP) projects and HSIP isn’t funding projects until a few years. NMDOT District 6 Report: Luke Smith – The Village of Cuba was issued concurrence by NMDOT to award the bid from Star Paving Company for the base bid. NMDOT will work with the RTPO to schedule PFF consultations for the various project submissions.

Request for Project Applications New Mexico Federal Lands Access Program

The Federal Lands Access Program (FLAP) presents an exciting opportunity for state, county, tribal, and local entities to get projects placed into this program for a variety of transportation projects accessing Federal Lands in the state of New Mexico. The Programming Decisions Committee (PDC) of the New Mexico FLAP is currently soliciting Project Applications to develop a multi-year program of transportation projects (estimated program funding availability of up to $35 million dollars). Preliminary engineering, construction, and construction engineering funding will become available after the program selection process has been completed.

Frequently Asked Questions

What is the purpose of the program? The goal of the Federal Lands Access Program is to improve transportation facilities that provide access to, are adjacent to, or are located within Federal lands.

Who is eligible to apply? Eligible applicants include State, county, tribal, or city government agencies that own or maintain the transportation facility.

What types of projects will be considered? The Federal Lands Access Program supplements State and local resources for public roads, transit systems, and other transportation facilities accessing federal lands, with an emphasis on Federal high-use recreation sites and Federal economic generators. The NM PDC will give preference to funding for design, construction, or reconstruction. Preference will not be given to fund maintenance projects (e.g., crack sealing, chip seal, potholes, or drainage repair).

How are Project Applications Evaluated? The PDC will review project applications and evaluate them based on the selection criteria developed by the PDC. The selection criteria are reflective of needs in the state of New Mexico and Federal regulations and guidelines.

• Federal lands access proximity and significance; • Access to Federal high-use recreation site and/or Federal economic generator; • Improves public access; • Safety improvement; • Preservation; • Natural resource protection; • Project cost and scope risk; • Overmatch/leveraging of funds; and • Consistent with NM PDC program vision.

Project selection resides with the PDC. The PDC will make its final decision based on the project proposals ability to meet the aforementioned criteria as well as project support, Federal Land Management Agency priorities, and the applicant’s share of project costs. Selected projects will be programmed based on availability of funds, both federal and non-federal, project development delivery schedules, other Federal investment and environmental and right-of-way time constraints.

How do I submit a project application?

1. Complete the New Mexico Federal Lands Access Program Application found at https://flh.fhwa.dot.gov/programs/flap/nm/

2. Obtain endorsement from the appropriate Federal Land Management Agency (FLMA) 3. Send your completed project application via E-Mail to [email protected]
