Administrative History: Middle East Development Division (1946-1983)

This Foreign Office department was established in 1946 as part of the British Middle East

Office based in Cairo, and was designed to provide an advisory service to Middle East

Governments on economic and social developments. It evolved from the work undertaken

by the wartime Middle East Supply Centre and was largely the brainchild of Ernest Bevin.

It had a twofold task: to liase with Middle East governments and “stimulate their work on

progressive lines, and to set up a channel through which they can obtain from British

Commonwealth sources the expert advice they need. Secondly, to provide HMG and HM

Representatives in the region with a reliable source of co-ordinated information and advice

on economic trends within the region.” The first Head of Division was Sir Ferguson

Crawford, KBE, CMG. The office subsequently moved to Beirut in 1952. The other

branches of the BMEO were disbanded in 1955, leaving the Development Division as a

form of overseas, regional and technical department of the Foreign Office. In 1961 the

Department of Technical Co-operation was established and the MEDD became part of it.

MEDD withdrew from Beirut in 1976, transferring to Amman where it was wound up in

about 1983.

Scope and content: Project papers and reports dealing with agriculture, co-operatives,

education, finance, fisheries, forestry, health provision, industry, mineral resources, public

administration, transport, water resources, and other development projects, mainly in

Jordan (including the West Bank territory), but also covering Aden, Egypt, Iran, Iraq,

Libya, Oman, Israel and Palestine; correspondence files; some papers on the South-East

Asia Development Division and the Overseas Development Institute.

Conditions governing reproduction: No restrictions on copying or quotation other than

statutory regulations and preservation concerns

Custodial history: Accumulated in the Library of the Middle East Development Division,

first in Cairo and later in Beirut and Amman

Immediate source of acquisition: Donation received from R.S. Porter, Deputy Secretary

(Chief Economist), Overseas Development Administration, Foreign and Commonwealth

Office, in September 1984. Porter was on the staff of the MEDD from April 1951-June

1965. He was responsible for saving the Library from dispersal, and offered it to Queen

Elizabeth House, Oxford, where he was on the Governing Body. When he became a

Senior Associate Member of St. Antony’s in 1984 the material was transferred to the MEC.

Further material acquired in 1992-3. The collection was weeded before transfer to Britain.
