Carcass Toss & Hatchery Field Trip

We recently had 2 events while working with ODF&W:

On March 29th we did a carcass toss about 20 miles past Wimer on Evans

Creek, Battle Creek and Rock Creek. 18 people, of which 1/2 were new mem-

bers, put 2,500 pounds of steelhead caresses into the creeks.

The purpose of the carcass toss is that as the fish decompose they provide nu-

trients for the juvenile fish.

Everyone had a great time. Part of the excitement of the adventure is going to

an area that they have not seen before.

On April 3rd we had 15 people join in on a field trip to Cole Rivers Hatchery in

Trail.

For 2 weeks at a time, ODF&W has a trailer come to the hatchery to clip the

adipose fin off of the smolts. Clipping the fin enables ODF&W to be able to

later identify the fish as hatchery raised fish.

While we were there, they were clipping 2 spring chinook salmon at the rate of

6,500 fish per hour. The rest of the year the fins are clipped by hand.

After watching the fin clipping, we were able to watch ODF&W as they were

counting the fish that have made it to the fish ladder. ODF&W does this every

week and post the result on their website.

The counting of the fish is fast paced as they take the fish, measure it and de-

termine the sex of each one. Depending on what the fish are to be used for,

that are then put into 1 of 6 tubes and sent out to holding tanks. Some of the

fish will be used for bloodstock, some will be recycled and other will be used to

fill various quotas as needed.

The fin clipping trailer will be back to the hatchery probably in July . I will

schedule another field trip then. At that time of year, ODF&W will be counting

salmon, and that will be even more exciting to watch.

I will send out an email as soon as I know that date of our next carcass toss

and field trip to the hatchery.

Hope to see you then, Carl Cole ~ ODF&W Salmon, Trout Advisory Committee

May 2019

F.Y.I. There are two very important bills in the Oregon State Legislature that will have a strong impact

on the Rogue River fishing and our local economy.

The first is HB 2378. This bill requires State Department of Fish and Wildlife to establish and operate

fish incubation box pilot program for rearing] hatching of salmonids on suitable waterways in

coastal areas of southern Oregon] historically salmon-bearing waterways located in certain counties.

The bill requires department to operate pilot program for 10-year period. Requires department to work

with certain groups in conducting of pilot program. Establishes minimum number of eggs to be used at

each location where pilot program operates. Requires department to report to interim committee of

Legislative Assembly no later than September 15, 2020, regarding establishment and operation

of pilot program. Appropriates moneys from General Fund to department for pilot program purposes.

Declares emergency, effective July 1, 2019.

In my personal opinion this effort is long overdue. The Middle Rogue Steelheaders supported a project

similar to this one in the 1990’s with great success. The club project focused on steelhead at that time.

The second bill is HB 2379 A. This bill declares that the United States Army Corps of Engineers

(Corps) has failed to operate the Cole M. Rivers Hatchery (Hatchery) on the Rogue River in conform-

ance with the fish return goals under the mitigation requirements agreed to in the hatchery's Final En-

vironmental Impact Statement (EIS). States that the number of spring Chinook returning to the Hatch-

ery has declined 60 percent below the average hatchery spring Chinook adult return goal set in the Im-

pact Statement in the past 14 years. Establishes the period available to Curry, Josephine, and Jackson

Counties (Counties) to commence action against the Corps regarding damages resulting from failure of

The Corps to operate the Hatchery in conformance with fish return goals specified in the Final EIS

ending January 1, 2030. Allows specified counties to seek, and court to award, damages for economic

loss related to fish return being less than mitigation requirements in Final EIS. Applies retroactively

for damages resulting from failure of the Corps to conform with fish return goals in Final EIS.

This bill recognizes the fact that the economic impact of (poor) fishing has a negative impact on Jack-

son, Josephine and Curry counties.

In addition to guides, income generated by fishing for steelhead and salmon affects motels, restaurants,

sporting goods stores and gas stations. The money generated by fishing helps build the economy in

SW Oregon.

April’s general meeting

Guest speakers Dave Siddon and Cory Allen from Wildlife Images, with Skunk ‘Snap’ they, also brought horned owl ‘Buddy’

G old Hook recipients

Greg Clarke & Roland Bleitz with boat captains Dave Clark & Randy Holbrook.

Another GREAT Guide Appreciation dinner this year!

On Friday April 12, 2019 Guide Liaison Eve Phelan put together another great dinner for our area guides. The din-

ner gives the Middle Rogue Steelheaders a chance to say Thank You to all the guides who support our club and the

Salmon Derby.

The dinner was held at the Fruitdale Grange and gave our local guides a chance to get together over dinner and en-

joy a door prize drawing for great giveaways like Beckman Nets, multiple $25 gift certs from Sportsman’s Ware-

house, rods, reels, shirts, gear and much more.

In addition to the fun stuff we did hold a serious round table where the guides shared their concerns with the club.

Their problems included the poor fish returns in the Rogue, snaggers and cell phone licensing problems. Sugges-

tions from guides included incubation boxes, brood stock capture, keeping chemicals and dairy runoff out of our

streams and rivers.

Vikki, Linda, Kathy, Ron and Eve made wonderful lasagna, Linda provided a nice salad, we had homemade bread

from Vikki, clam chowder provided by Frank and topped off with cupcakes from Katie.

Many THANKS to all the volunteers who made this year’s Guide Appreciation Dinner possible . Sandy, Joe,

Laurel , Bill, Laurie, Butch, Dave, Jennifer, Chuck .
