    Dear Friends,

    Aloha. The summer is passing by rap-idly. National and International events and crisesseem to be the daily norm. Hawaii could well beaffected by the decisions of the 12 member com-mittee recently appointed to deal with the debt

    issue. We receive many Federal Funds includingthe East-West Center, military bases, positions invarious departments, school impact fees, Medi-care and Medicaid and others. You can be surewe are keeping a close eye on the decisions beingmade in Washington.

    Plans for APEC are progressing well.This event will be one of the most important tohappen here in many years.

    I was recently honored to be elected

    President of the Womens Network of the Na-tional Conference of State legislatures. At therecent annual meeting of NCSL we listened toColonel Rebecca S. Hooper (ret), Program Man-ager for the Center for the Intrepid at BrookeArmy Medical Center. Work being done in reha-bilitation medicine there is quite impressive. Inaddition, we were fortunate to learn about a pro-gram called "Grace after Fire which was startedby Retired Colonel Kim Olson, author of IRAQAND BACK. This program is targeted to helpreturning female veterans. You will be hearingmore about plans to help our local veterans asthe anticipated drawdown begins next year.

    On the home front, I am working onbills for the coming session in January and asalways would be happy to hear your ideas andrecommendations.

    CSG-WEST CONFERENCE WRAP UP

    The Council on State Governments-WEST Conference broughtmore than 500 western legislators and their families to Honolulu fothree day session covering the economy, budget issues, healthcare,energy independence and other matters. Western legislators had an

    opportunity to visit such local attractions as the Live Auction FishMarket, Iolani Palace and the State Capitol. Many expressed thehope to visit our islands again soon. CSG-WEST also joined withthe world renowned East-West Center to offer an afternoon meetiwith leading experts in Asia Pacific trade and economic developme

    epartment of Transportation recently informede that the Construction Notice to Proceed, whichlows work on the lighting project to move for-ard, is anticipated around the middle of nextonth. The 2.5 to 3.5 million dollar project wasnt out to bid in December of last year and

    warded on January 25, 2011 with materials cur-ntly on order. The scope of the project coverse rewiring of the H-2 lighting system from the

    Waiawa Interchange to the Leilehua Interchange,nd destination sign upgrades and replacement.

    REAPPORTIONMENT COMMISSION DRAWS N

    STATE DISTRICT BOUNDARIES

    The Reapportionment Commission will be conducting public hearinon the proposed draft plans (House, Senate, Congressional) that wedrawn up by the technical committee of the commission and approvon August 5. Reapportionment takes place every 10 years, after the sus is completed.

    The technical committee used hi -tech software to redraw 5

    House and 25 Senate districts by moving current district borders to count for population changes recorded in the 2010 census. The drafplan includes military and college student populations.

    The public hearing in Mililani will be held on Thursday, Sepber 8 at 6:00 pm in the Mililani High School Cafeteria. Maps of the posed plan will be available, and officials from the commission will on hand to answer questions. Public testimony will be received.

    The commission has until September 26 to file final proposwith the chief elections Officer, and final plans will be published ontober 10, 2011.

    Representative Lee is the new Policy Committee Chair of the Oahu

    Metropolitan Planning Organization (OMPO.) The Policy Comm

    determines the direction of the OMPO effort, considers and approtransportation planning issues, and makes the final approval for

    OMPO matters.
