Military Community and Family Policy, or MC&FP, has an operations side and a policy oversight side. Issues range from cradle (the New Parent Support Program) to grave (Casualty and Mortuary Affairs) and everything in between, including two continuing care retirement homes. First, is responsible for the operation of - Military OneSource call center and website - Spouse Education and Career Opportunities, Military Spouse Employment Partnership and My Career Advancement Account (SECO, MSEP, and MyCAA) - Military and Family Life Counselors (MFLC) - Military OneSource provides community-based support to geographically-dispersed military families We also oversee a number of programs and services that enhance delivery of support by the services. The Military Families Learning Network provides professional development for civilian and military service providers in multiple concentration areas that are particularly relevant to military families. Military Family Readiness Program Accreditation ensures that services provided through installation-based Military and Family Support Centers and Reserve Component Family Programs meet national military family readiness standards. MC&FP provides funding and collaborative support for Military Family Readiness Program Evaluation. Recognizing the importance of building capacity at the local level to meet the needs of military families on, near and geographically removed from installation-based support, we have a number of Community Capacity Building initiatives in place: online curriculum, online program management tool, federal asset map. Because of the important role that financial readiness plays in military readiness, we have initiated the Military Financial Readiness Roundtable to leverage the wide array of financial education and counseling support that exists in the government and non-profit sectors. Family Readiness System Our policy oversight spans the elements of the Family Readiness System that reside within the Department of Defense and promotes development of those elements that exist outside our purview. Next, MC&FP has policy oversight for programs the services are responsible for executing which includes: Family Support - 248 installation-based Military Family Support Centers and more than 1,000 Reserve Component Family Program sites – provide relocation, financial counseling, employment readiness, etc. Children & Youth Programs - 290 youth centers, 760 Child Development Centers, 3,300 family child care homes - 97 percent accredited, compared to 8-10 percent in general public Contractor employees in Category 9 no longer receive child care fee assistance based on a recommendation from the DoD efficiency study conducted in 2012, impact is not know at this time �Family Advocacy - 169 New Parent Support programs, 238 child abuse and neglect and domestic abuse programs (OSD funded – more than 1,900 personnel) - Launched Integrated Project Team (IPT) for Coordinated Community Response (CCR) components to enhance prevention efforts for child abuse and neglect and domestic abuse - Incident reports go all the way to USD P&R (*confirm w/ DASD if they go to SecDef*) - Fatality trends: preventable deaths of children (i.e. safe sleeping and Shaken Baby) addressed through prevention campaigns, increase in female offenders in FY14 Exceptional Family Member Program - There are approximately 128,500 military family members of all ages enrolled - A multi-year standardization project is underway to standardize all functions of the EFMP across DoD which includes: - Identification and Enrollment - Assignment Coordination - Family Support Casualty and Mortuary Affairs - Our main guiding principle is that the deceased and families of our casualties will be treated with utmost compassion, respect, professionalism, and dignity throughout the casualty and mortuary, and medical examiner processes. - In calendar year 2014: - Fatalities: 882 - Wounded/Ill: 2,918 - Missing: 0 - Military funeral honors provided: 252,976 Morale, Welfare and Recreation - $3.1B in NAFs generated from military members and families (MWR and Lodging) - $4.8B in NAF treasury/cash management/investment programs - Deployment support: exchanges, free internet, fitness, recreation, etc.; OCO funding is expected to go away - 6,600+ installation fitness, library, food and beverage, and lodging activities worldwide Military Resale - 241 commissaries; $5.6B in annual sales, 30.5 percent average customer savings worldwide - 254 main Exchange stores; 3,600+ retail outlets (services and food); $11.4B in annual sales; average 24 percent savings with more than $300M in dividends to MWR

- The centerpiece of Military OneSource is the confidential help available around the clock, 24/7/365 (referred to as “Non-medical counseling”) - All masters level and above. (i.e. financial -> abandonment) - Every person at one time or another needs to talk to someone at 2 a.m. - Non-medical counseling is available face to face in the local community, by telephone, online using a real-time chat format and now via video-enabled computer or mobile device. *We just enabled a Health and Wellness Coaching video, and next, we’ll have a financial readiness video. - Also specialty consultations: - Adoption, special needs – children or adults, education, elder care, health and wellness, personal finances, and wounded warrior. *99 percent of wounded warrior cases successfully resolved - Overall, nearly 900,000 calls in 2014 alone.

SECO is the umbrella program for all of our spouse employment and education programs. Stats: 85 percent of military spouses either want or need to work. 1 in 4 are unemployed and actively seeking work. Military families relocate 14 percent more frequently than civilian families. Military wives earn 25 percent less than their civilian counterparts. - The SECO program provides military spouses with comprehensive resources and tools ranging from initial career exploration to education and training to employment readiness to career connections. - Access to education, licensing/credentialing, career counseling, and jobs - Available to all spouses, regardless of Guard/Reserve activation status and 180 days after transition. - The Spouse Education and Career Opportunities program is available to all military spouses and is accessible by calling �800-342-9647 or visiting MilitaryOneSource.mil/SECO.

MSEP is one of three key components under SECO As we know, military spouses are skilled, diverse, and motivated, with sound work values and a strong work ethic. They are also young, tech-savvy, mobile, and generally have at least some higher education. - MSEP is a targeted recruitment and employment solution that: - Partners more than 270 Fortune 500 “Plus” companies - Provides hiring officials and human resource managers with a pool of potential recruitment solutions – military spouses - Prepares military spouses to become competitive, “job ready” applicants - Connects military spouses with employers seeking the essential 21st century workforce skills and attributes they possess - Since MSEP’s launch nearly four years ago, more than 75,000 spouses have found jobs through MSEP – exceeding the First Lady’s goal of 50,000 by 2015. - More than 3.5 million jobs have been posted. - Military spouses can access job opportunities through the online MSEP Career Portal at https://msepjobs.militaryonesource.mil. The other program is the MyCAA Scholarship The MyCAA Scholarship is a workforce development program that provides up to $4,000 of tuition assistance to eligible military spouses. The scholarship helps military spouses pursue licenses, certificates, certifications or associate degrees necessary to gain employment in high demand, high growth portable career fields and occupations. Spouses may use their MyCAA funds at any academic institution approved for participation in the MyCAA Scholarship. Who is eligible? Spouses of service members on active duty in pay grades E-1 to E-5, W-1 to W-2 and O-1 to O-2 who can start and complete their coursework while their military sponsor is on Title 10 military orders, including spouses married to members of the National Guard and reserve component in these same pay grades. It pays tuition costs for education and training courses and examinations leading to an associate degree (excluding associate degrees in General Studies, Liberal Arts and Interdisciplinary Studies that do not have a concentration). The scholarship also covers the costs for obtaining a license, certificate or certification at an accredited college, university or technical school in the United States or approved testing organization that expands employment or portable career opportunities for military spouses.
