    Regardless of the rhetoric of the politicians that they are champions and defenders of democraticrule in the country are either adept at concealing the ground realities or ignorant to thedemocratic norms and rule.For the common man the repression of martial law is not so muchdifferent from civil authoritarian rule.Under the martial law the administrative structure from topto bottom is run by military junta with the help of civilians and has more sway over the

    implementation of their policies, Without encountring any real opposition or suppressing it ifthey have any.Every institution of the state is under check and ironically with less corruption,suffarish and departmental embezzelment we have the highest rate of economic development inthe country.Disgrunteled politicians and opposition parties from the previous regime take on the

    part to support and play important role with military junta to make the regime's outlooklawful.With the advent of civil rule social evils of corruption,suffarish and embezzelment are atloose,now the administrative functionaries feel relaxed and are quite at ease to further theirinterests and fulfill their desires because they have friends to rely on who can protect andsafeguard them against any odds.chaotic and mayhem political,social and economic disorderdominates the withering democratic culture of profittng the few and neglecting the dire needs ofmajority.The ruling party manisfestations and promises become illusionary and dissatisfaction of

    the masses deprives the ruling party of it's support.With masses support on wane, the rulersdependence on bueracracy cum police increases in every field of day to day running thegovernment business. As the restlessness of masses grows the govt. Is prompted to have recourseto more repressive policies paving the way for defiance and rebellionism.collapsing of thegovernment writ invites other players to interfere.The short lived cycle of democracy is thenfollowed by the cursed phenomena of military rule,coupled with the betrayals and switching ofloyalities from the previous regime to the dismay of former rulers. The minute protests againstthe military rules are quelled without any major ruffle.At the helm we have martial lawadministrator who also becomes chief executive of the country, the cabinet members areinducted from military and civilian leadership to gain some public support for their actions. Theconstitution is suspended and the country is ruled by executive orders, these orders have the

    powers of not to be challenged or entertained in the superior courts because the judges powersare curbed by the special oath they have been administered to take. The top brass of bueaucracyis shuffled from one department to another and all other laws governing the nation are intactfrom the civil rule, and the same change is duplicated in the provinces . Now in governing thenation the institutions personnale have same powers and authority with some tiny exceptions.The vast mojority of nation is unaffected by the political changes occuring in the capitols. The

    privileged minority of the nation which is well connected by the links to the network is in the best advantageous surroundings to gain more from both systems. The network of suffarish and bribery is rewarding for the endowed one, but deprives the downtrodden from their well beings,which is suffering the most in this highhanded atmosphere. The institutions which areempowered to curb these social evils from top to bottom are oozing over this menace orcompletely giving blind eyes and deaf ears for their own vested interests and protecting thosewho can help them. The basic economic tenents supporting the democratic norms and culture areentirely missing from the entity. The feudal societies basic element of patriarchial hierarchy isthe most despicable hurdle in developing the demoratic culture in the semi feudal society. If weare lucky in future to resist the divide and become united to overthrow these evils we will have

    better chance to progress.
