During his speech at Camp Bahian, the Vice President emphasized the need for sustainable devel-opment and the significant role of the army in achiev-ing it.

He stressed his full sup-port to the Armed Forces towards achieving this goal.

His short message was followed by breakfast done in “boodle fight,” an army tradition of eating together with bare hands where the foods are laid on banana leaves.

After the bounty-full meal, the Vice President then visited Bishop Jose Cabantan at his residence at Tilanduca Street of same city to render courtesy call.

A f t e r w a r d s , B i n ay proceeded to the Capitol Grounds this city to join the populace of celebrating the annual Kaamulan Festival where he was invited guest of honor.

The Vice President en-joyed watching the street dancing and colorful floats representing the merging of the seven ethnic tribes of the province.

This is the first time that a vice president of the Philippines attended and participated in the annual celebration.

“Im very happy to visit your province (Bukidnon) to attend this momentous Kaamulan Festival and to see and meet my colleagues and friends,” the Binay said.

It said Fernando Gabio, who has a radio program in Radio Mindanao Network, survived the attack.

The gunmen escaped af-ter the shooting and police said it is investigating the attempt on the life of the 62-year old broadcaster.

He said that while media practitioners are free to share their views publicly on issues that affect the nation and the people, they remain unprotected from the risk of imprisonment.

“While we recognize that socially-relevant issues must have room for open public debate, we do not safeguard the very people who risk their safety and career in order to report events that have escaped our critical eye,” the lawmaker said.

“It is not the intent of my proposal to downplay

the importance of people’s privacy and the right of per-sons to be free from public and malicious imputations of a crime, or of a vice, or defect, real or imaginary, or circumstance tending to

cause dishonor, discredit or contempt of a person or to blacken the memory of one who is dead,” Angara added.

According to Angara, “the penalty of fine must be sustained because we believe that libel must not go unpunished but to imprison a person convicted of libel might preclude him in the future from doing his job with zeal and a critical eye.”

“We need people who ex-pose anomalies and abuses, among other things,” Angara stressed.

He insisted that libel should be decriminalized in the light of protecting the right to speech and self-expression.

Under Article 355 of RA 3815, libel committed by means of writing, print-ing, lithography, engraving, radio, phonograph, paint-ing, theatrical exhibition, cinematographic exhibition, or any similar means, shall be punished by prision cor-reccional in its minimum and medium periods or a fine ranging from 200 to 6,000 pesos, or both, in addition to the civil action which may be brought by the offended party.

Under Article 356, the penalty of arresto mayor or a fine from P200 to P2,000 pesos, or both, shall be imposed upon any person who threatens another to

publish a libel concerning him or the parents, spouse, child, or other members of the family of the latter or upon anyone who shall offer to prevent the pub-lication of such libel for a compensation or money consideration.

Meanwhile, Article 357 provides that the penalty of arresto mayor or a fine of from P20 to P2,000 pesos, or both, shall be imposed upon any reporter, editor or manager or a newspaper, daily or magazine, who shall publish facts connected with the private life of another and offensive to the honor, virtue and reputation of a person.

BUTUAN City––Environ-ment Secretary Ramon Paje announced on March

Memorandum of Agree-ment he signed last week with PNP Director General Nicanor Bartolome which kicked off the inauguration of the “Pulis Makakalikasan: 10 Milyong Puno, Pamana sa Kinabukasan”.

“Indeed, this is another convergence we are pursu-ing under the NGP, and this early, I can tell that it is going to be successful because of the commit-ment shown by PNP’s top hierarchy”, Paje said.

He said that NGP’s strength is drawn from the complementation of skills and manpower from other government agencies and sectors in civil society.

While, we the people of Cagayan de Oro pre-vented the Save CDO Now Movement from deceiving us, the citizenry, we must remain vigilant.

Let us always bear in mind that there are still dozens of shadowy organizations like the Save CDO Now Movement which will always do whatever it takes to bait us in supporting their dubious causes.

We know that these shadowy organizations will always pursue their sinister plot to divide the people of Cagayan de Oro.

We also know that there are despondent poli-ticians who will always mislead the greater number of people.

These unscrupulous politicians will coerce shady groups like the Save CDO Now Move-ment and Mata na CDO as fronts to carry out devious plots.

Let us not compromise our vigilance. Although the people behind the shifty Save CDO Now Movement have been mortally wounded, they will not stop to harass the Cagayanons.

We expect them employing another scheme to discredit and divide the people of Cagayan de Oro. These organizations will continue to annoy us.

We know that organizations like the Save CDO Now Movement are financed by desperate politicians using taxpayers’ money.

Let us expose politicians who sow discontent among us. These politicians corrupt the minds of unwary citizens through deceit.

These politicians employ organized group, like the shady Save CDO Now Movement, Mata na CDO and other groups masquerading as professionals, to deceive us.

We, Cagayanons must stand together to resist, expose and spurn all efforts by any group, organization or politically motivated individuals and groups to divide us.

Unforgiveness and bit-terness will only hurt your-self, because it poisons your heart and attitude toward life.

What’s more, doctors have proven that unforgive-

ness and anger can cause physical suffering such as migrain headaches, stomach ulcers, high blood pressure, heart disease, and many other sicknesses.

Someone said that when we become adults, there comes a time when we have to “get over it.”

We have to “let our par-ents off the hook.” We have to finally stop holding our parents on the hook of our anger, bitterness, and unforgiveness.

For your own sake, you must let go of the hurt and forgive your parents, no

matter what wrong and painful things they might have done to you in the past.

Remember, many times our parents were only do-ing what had been done to them by their own parents. So God is their fair judge, not you.

All need God’s forgive-ness for our many wrongs and hurts we’ve caused others.

Jesus Christ said that we can never make our peace with Him and be forgiven, until we’ve made our peace and forgiven those people who have hurt and wronged us. This includes our par-ents! So why don’t you ask Jesus to give you His mercy and love, so you can finally reach out to your parents to forgive them, care for them, and honor them for all the good things they did do for you—before they’re gone and it’s too late.

ALTHOUGH the Save CDO Now Movement failed in their attempt to gather the 45,000 signatures needed to initiate a recall election against incumbent Cagayan de Oro City Mayor Vicente Emano, their issues cannot be understated.

The action taken by the Save CDO Now Movement also affirmed Emano’s leadership in Cagayan de Oro. Ap-parently, the movement was testing Emano’s hold even at times when people suffer the pain spawned by Typhoon Sendong. The (Save CDO) knew the futility of the recall initiative.

With the dismal result of the signature campaign, the Save CDO conceded that Emano’s political grip in Cagayan de Oro City is strong. Although Emano has secured a political stronghold, unattended issues will still likely gobble down his political foundation. He (Emano) must take seriously issues and concerns raised by the movement.

Thus, it is time for Emano to take action. Emano must adopt decisive and sustainable actions. He must send a strong message that he is serious in implement-ing a mailed fist policy in resolving issues and concerns confronting his administration.

These issues range from simple traffic management and violations to illegal sidewalk vendors. He must take action to clear the city streets of eyesores. These eyesores are rugby boys, street kids, mendicants and

The City Executive must also address violations on anti-lettering ordinance to petty crimes. Creating a wholesome and safe urban center are manifestations of an orderly governance thereby creating confidence among local residents and visitors.

There are dozens of city ordinances that remain for implementation albeit with teeth. Emano must not hesitate implementing these ordinances. He has the right people who could execute these ordinances.

We have gone to places in the country where local government institutes strict compliance of local legisla-tions. People who employ these ordinances are proud of their cities.

In Subic, the streets are clean. Not a thrown candy wrapper or a cigarette butt be seen anywhere. Guides always remind visitors on penalties for violators of the anti-lettering ordinances. Parking and no parking areas are strictly observed. Enforcing these ordinances is not a problem since city residents and visitors cooperate.

These things are attainable in Cagayan de Oro City, too. It only takes the Emano administration to let those ‘archived’ ordinances come to life. Emano must imple-ment those ordinances without hesitation.

Emano should not allow political detractors to intimidate him. After all, Enmano knew his mandate of overwhelming support when the Save CDO move-ment miserably failed to coerce the people of Cagayan de Oro to initiate a recall election against him. React: [email protected]

OIL companies increased pump prices again. This is the eighth oil price hike since the beginning of the year alone, amounting to a net increase of P6.75 ($0.16) per liter for gasoline and P6.50 ($0.15) for diesel. This would bring the prices of oil products in the country near its peak of P60 ($1.40) per liter in 2008 when the price per barrel of oil was at $147 and speculators were projecting (or wishing) that it would reach $200.

The following is a table, which tracked gasoline prices in the Philippine, published by www.alternat1ve.com.

The problem is between June and July 2008, when pump prices reached its peak, the price per barrel then was $147. Now WTI crude is being traded at $107.96 and Brent crude oil is at $124.17, still below its 2008 peak.

At Mean of Platts Singapore, gasoline is at $120.74 per barrel while diesel is at $129.50. So if we are to follow the formula that was being used by oil companies before, a P1-per-liter hike for every $3 per barrel increase, by the time the price per barrel goes up to $147, the price per liter of gasoline will be way past the P60.46 peak, around P5 ($0.12) more. And to think, the 2008 pump prices were already overpriced by 60 percent and the dollar to peso exchange rate was higher by $1.

Of course, oil firms claim that they are no longer using any specific formula, perhaps to hide their profi-teering ways.

What is infuriating is that, as I have mentioned in my most recent analysis “The invisible hand of mo-nopolies,” there is no concrete justification for doing so: there is neither a supply nor a demand shock. And there is no increase in production costs. Prices should

CARAGA Region––The Philippine Drug Enforce-ment Agenc y (PDEA-Caraga) has intensified its operations in Agusan Sur over amid reports that illegal drug traders are now engaging with residents of remote vil-lages in the province.

PDEA-Caraga Director Joel Plaza said, along this particular effort they are reorganizing and strength-ening the barangay, mu-nicipal and provincial Dr ug Abus e C ounci l s (DACs) that have become inactive for years.

He further said, they are l ike wis e pursuing partnership with other

What is even more in-furiating is that not only is the Aquino government not doing something to put a stop to the profiteering ways of giant oil companies, it is even justifying these baseless, oppressive oil price increases. Why? Because for every price increase, the Aquino government is earning more through its VAT on oil, which is a percentage of sales.

So we could not rely on anybody but ourselves. In the US, the continuing oil price hike is becoming an election issue being ex-ploited to the hilt by the Republicans to gain back the White House. We, for no other reason but for our survival, should, all the more, make this a fighting issue. The Pulis Makakalikasan project will extend until Feb-ruary 28, 2013 to involve all PNP personnel numbering around 140,000. They are tasked to plant a total of 72 tree seedlings each, or six tree seedlings per month to be planted by each PNP member for a period of 12 months.

Paje cited the PNP’s leadership for “going the extra mile for its support with the pledge to establish

free nurseries in its facilities across the country.”

Under the project, the PNP is to put up tree nurs-eries inside the PNP camps throughout the country to produce seedlings in coor-dination with Department of Environment and Natural Resources specialists who will help in identifying the species suitable for plant-ing based on the prevailing climatic and soil conditions of the areas. The DENR will likewise assist the PNP in identifying areas for tree-planting activities to meet NGP standards for planting sites that should be reached by forest communities who will, in turn, maintain the planted seedlings.

The DENR will initially provide the planting materi-als for the early stages of the project’s implementation. The PNP will replace the DENR-provided seedlings as soon as they produce on their own reached plant-able size.

The 2012 motocross challenge is one of the

major events of this year’s Kaamulan Festival.

The province of Bukid-non through provincial gov-ernor Alex V. Calingasan, has allocated P400, 000 for this competition.

The Kaamulan Festival recently had its soft open-ing on February 16. On Saturday, different con-tingents from the different municipalities of Bukidnon participated at the Kaamu-lan street dancing.

Prizes for dif ferent categories and levels are listed for the qualified rider teams. There are two tracks open, the Flat Track and the Motocross. For Pro Open, first place has a total prize amount of P5,000 while second place has P4,000 and third place will have P3,000. Expert Open has the first place prize of P4,000 while second place has P3,000

and third place has a prize amount of P1,000. Conso-lation prizes of P1,000 and P500 will be given to the fourth and fifth placers, respectively.

Other categories include Intermediate Production Open, Novice Production Open, Intermediate 125 Enduro, Novice 125 Enduro. There is also an Executive Race for the two tracks.

The Office of the City Vice Mayor coordinates with the Kababayan Riders Association for a New Cul-tural Harmony and Order, INC. (KARANCHO, INC.) in facilitating the competi-tion proper.

The Kaamulan Moto-cross will officially open on March 6, 2012 and will have a championship race on March 7. Interested par-ticipants can have their registration on March 5.

DAGUPAN City––Th e Pal-arong Pambansa slated in Pangasinan on May 6-12, this year, will go “green” in line with the desire of the host province to make the games as environmentally-friendly as possible.

This was disclosed by Vice Governor Jose Ferdi-nand Calimlim who said offi cials of the Department of Education (DepEd) agreed with this objective in a meet-ing with Pangasinan offi cials sometime in February.

Calimlim said during the Kapisanan ng mga Brod-kaster sa Pilipinas (KBP) Forum here that in order to achieve a “Green Palaro,” the provincial government will ensure that the existing or-dinance of the municipality of Lingayen, the main venue of the games, banning the use of styrofoam, plastic and other disposable materials, will be strictly enforced.

Th is means that athletes, coaches, DepEd officials and other delegates will be asked to bring re-usable plates and utensils to avoid the use of disposable non-biodegradable materials.

Th is will also be relayed to all vendors who will be selling their products in and outside the game venue, the vice governor added.

Lingayen is only among few municipalities of Pan-gasinan that have so far banned the use of styrofoam, plastic and other disposable materials.
