A LIBEL committed by means of writing or similar means, under Article 355 of the Revised Penal Code imposes a penalty of prision correccional in its minimum and medium periods or a fine ranging from 200 to 6,000 pesos, or both.

Rep. Lord Allan Jay Velasco (Lone District, Marinduque), au-thor of House Bill 5835, said the fine components are still based

on 1930 prices and is yet to be amended.

The bill seeks to amend Ar-ticle 355 of the Revised Penal Code to reflect the adjusted fine components.

Velasco said under the bill, a libel committed by means of writing, printing, lithography, engraving, radio, phonograph, painting, theatrical exhibition,

cinematographic exhibition, or any similar means shall be pun-ished by prision correccional in its minimum and medium periods or a fine ranging from P16,000 to P480,000 or both, in addition to the civil action which may be brought by the offended party.

BUTUAN City––Two unidentified armed men held up a female San Miguel Corporation sales agent and divested her of sales proceeds totalling P84,821 in cash and checks at the public market in Buenavista, Agusan del Norte on Wednesday.

Authorities identified the victim as Jaqueline Diamante Dolino, 28, of Carmen, Agusan del Norte.

Police investigation showed that Dolino had just come from Babano Store at around 1:30 p.m. when the two men on a red Honda motorcycle, blocked her path. One of them fired his gun once to the ground and grabbed the sales agent’s bag containing P23,000 cash and two checks amounting to P61,821. The robbers also took Dolino’s Nokia cellphone 6120, police said.

Police investigators are still gathering more clues to determine the identities of the suspects.

VALENCIA City––Barangay chair Arlando Canete of San Carlos thanked Gov-ernor Alex Calingasan for allocating nearly half-a-million for the barangay’s infrastructures.

Earlier, the provincial government of Bukidnon through Calingasan shelled out P8,000 for the repair of drainage canal, and released P450,000 as counterpart fund for the construction of barangay’s admin building (Phase 1).

Canete also extends his gratitude to Calingasan for making the Fr. Neri Satur Twin’s Mountains as tourist destination.

With the opening of the new tourist destination, the barangay official is opti-mistic that it will pave the way for the construction of farm-to-market roads.

Reyes of the Regional Soil Testing Labora-tory (RSTL) of the Department of Agri-culture explained that a complete soil test kit (STK) is a comprehen-sive outfit suitable for field use.

Fast and easy, it only takes a few min-utes to know the level of fertilizer needed.

Soil testing can be done right in the field and results are ob-tained within the hour.

It is a useful tool to farmers and extension workers who, often times, need immediate

answer to the ques-tion of what kind and amount of fertilizer to use for a crop grown in a particular soil.

All they have to do is put a little amount of soil sample into the test tube, pour in solu-tion, shake and watch the color develop.

A soil test is the analysis of nutrient content of the soil sample whether low, medium or high in available nitrogen, phosphorus, potas-sium, and contami-nant content and other characterisics such as pH level.

The participants were advised to follow the table of fertilizer recommendation for different crops to find the right amount and kind of fertilizer to use.

The RSTL is tasked to perform soil testing analysis.

Cl ients have to bring their haf kilo composite soil sam-ple for STK analysis, pay the amount of P 100.00 9and the result would come out the following day.

The participants were coached the proper way of collect-ing soil sample and the procedure to analyze soil using the (STK) method by themselves since they were given soil test kit in view of the fact that they are far from the city proper.

It is expected that as farmer-leaders they will share and teach other farmers of what they have learned to sustain farming activi-

ties in their locality. The far mers

through PAILIG Foun-dation have availed of 5 STK for free.

The other farmer groups are willing to have improvised kit and they will have access for reagent refill through the office of the city agriculture of Iligan.

In addition the par-ticipants were also im-parted of the natural farming technology system, the natural method of farming for a productive, progres-sive and sustainable farming system.

suitable crops in their areas and to minimize unproductive crops.

One of the most impor-tant gifts we can give our kids is to love them without conditions and help them

believe in themselves.Since whatever our kids

believe about themselves is what they are going to become!

So when you and I tell our kids that they’re smart, good with their hands, or that they’re good-looking.

When we tell them that we will always love them no matter what they do or how they look.

When we tell them their good points every day.

We’re not giving our kids a big head or spoiling them! Rather, we’re build-ing their self-confidence

and preparing them to suc-ceed and handle life well!

You see, if you want your children to succeed, then it’s your job to give them a chance!

It’s your responsibility to make your kids believe in themselves and what God designed them to be. And for you to succeed in doing that as their parent, you must use the power of positive talk!

You must encourage your children and building their confidence every day by the way you talk to them.

So Dad and Mom, if you haven’t already, won’t you ask Jesus to forgive you and start changing you into a new person and parent to your kids?

Inflation and minimum wages

Can Normin sustain itself?

THE PURCHASING power of the cur-rency should dictate fair adjustment of salaries and wages of workers – both in private and public. It should be the basis of computing daily minimum wage - not on projected profits of the capitalist economy.

If we are to base our computa-tion of the daily minimum wage on possible profits, we cannot expect fair deal since the capitalist system always project a lackluster market. However, it would make a difference if we have to base our computation on the currency’s purchasing power. In this context, adjustment in daily minimum wage is focused on the currency’s capability to acquire basic goods.

In order to arrive at an acceptable daily minimum wage, government planners should implement policies that would scale down prices of basic commodities. Government should exert efforts to bring down prices of commodities to an acceptable level. Acceptable level means a lowly worker could afford to buy a kilo of rice and a kilo of fish for daily subsistence. Workers would also be able to buy basic commodities like milk, sugar, and oil with little savings left.

At present, the daily minimum wage of lowly workers is barely enough to feed a single mouth. The current daily minimum wage could leave a family of five hungry and malnourished. Savings for medication is impossible. No wonder, hundreds of patients lined up in government-owned hospitals hoping to get free medication. No won-der, hundreds asked free government coffins every day.

In other countries, like Vietnam, Thailand and

China, there daily minimum wage is lower than the daily minimum wage in the Philippines. Government planners always invoke the difference of the minimum wage in these countries as pretext to forego plans for wage adjustment.

There are no economic secrets in countries where their daily minimum wage is low. These countries are simply implementing economic policies that maintain prices of basic commodities substantially affordable to workers receiving daily minimum wage. Thus, prices of goods in these countries are always affordable to their citizens. Their daily minimum wage is enough for a family to enjoy comfort and healthy living.

In the Philippines, economic policies directing at lowering and holding prices of goods at an affordable level is impossible. The government has no clear-cut economic policies that protect minimum wage earn-ers as against prices of basic commodities. What the Philippine government is doing is merely inflationary projections -no more, no less. Government planners are telling minimum wage earners that they are trying to hold inflationary rates at bay. Bull!

By the way, inflation is the overall upward price move-ment of goods and services in an economy. It is dictated by increase in the supply of money and is normally measure by the Consumer Price Index and Producer Price Index. Thus, if the cost of goods and services go up, the value of the currency (Peso) falls down since a minimum wage earner could no longer buy as much with the currency as it does before. NORTHERN Mindanao is home to two of the most populous highly urbanized cities (HUCs) in the country, Cagayan de Oro (813,856) and Iligan (322,821).

Cagayan de Oro City placed ninth in the Top Ten Most Populous HUCs, while Iligan placed 25th. The City of Cagayan de Oro’s popula-tion grows at approximately 2.69 percent annually based on the population on years 2000-2010. Iligan City’s population growth rate was observed at 1.25 percent.

THE islets in Barangay Bri-tanya in San Agustin town have been frequently visited by domestic and foreign tourists in Surigao del Sur but just recently, local pump boat operators and owners of the resorts in the area are now in a tug-of-war.

Presently, there are three private resorts in Baran-gay Britanya––and they are dominating the tour-ism business. Two of these resort owners were owned by public official in Surigao del Sur––Vice Governor Manuel O. Alameda and Sangguniang Bayan Member Tessie Orcullo.

During the meeting con-ducted on April 22 by the municipality of San Agustin led by the municipal tourism and the local pump boat operators, issues such as the lousy implementation of rules and regulations, and ordinance have been discussed.

The pump boat opera-tors claimed local laws were not followed and properly implemented by the local government of San Agustin.

The pump boat opera-tors complained that the so-called first-come first-

serve scheme is not prop-erly observed by the local government unit.

They also complained that private resort owners allegedly declined to regis-

ter with the local govern-ment unit thus there was no proper coordination the guests.

COTABATO City––The Commission on Human Rights (CHR) this week established its first regional office in the Autonomous Region in Muslim Mind-anao to uphold the rights of the indigenous and Moro peoples in the context of their rich culture and his-tory of struggle for human development.

CHR chairperson Eta Rosales, said for the first time in 22 years of ARMM’s existence, the CHR estab-lishes its regional office in the Muslim region, on persistent recommendation made by ARMM officer-in-charge Governor Mujiv Hataman.

She said human rights would be upheld in the ARMM, not merely by CHR standards, but in the context also of the “rich experi-ence of the Bangsamoro in their history of continuing struggle in many diverse fields of endeavor, including socio-economic, cultural

Meanwhile, the Institute of Autonomy and Gover-nance (IAG), a no-govern-ment organization based here, had underscored what it said was the essential role of the media in the recog-nition of the rights of the Indigenous Peoples in the ARMM for Empowerment and Sustainable Develop-ment (IPDEV).

gional Development Plan (MTRDP) of Northern Mindanao for the years 2011-2016 envisions North-ern Mindanao to be the leading industrial core and trade center in Southern Philippines with dynamic men and women enjoy-ing equal opportunities in harnessing and sustaining its agriculture and natural resources in building a de-cent, harmonious and safe environment.

It sets a target of making Northern Mindanao as the most competitive, efficient and attractive transshipment hub and venue for industrial venture.

Speaking of sustainabil-ity, the MTRDP provides that as the regional economy undergoes transformation, more value-adding activi-ties such as processing and manufacturing shall be in-

tensified to fully harness and sustain its rich agriculture and resource-based endow-ments and potentials.

However, we have to be aware of some statistical data that necessitate careful de-liberation among planners. For instance, we have to take note of the following:

• The latest official pov-erty statistics that are based on (per Capita) income data sourced from the Family Income and Expenditures Survey (FIES) 0f 2009 re-vealed that in the bottom 40% income group, they spent all what they have earned such that they do not have any savings at all.

• More or less, on average a person usually consumes two sacks of rice annually. Given the population of the region, farmers should have produced 7.8 million sacks of rice. Moreover, for this year, they have to produce approximately 9 million sacks of rice.

• On health, it is expected that 131 doctors are needed to take care of patients and at the same time we will need 4,476 hospital beds

for these patients. However, professional doctors are either migrating to for-eign countries or shifting to another profession to become nurses if given the opportunity.

• For the maintenance of peace and order, on av-erage Northern Mindanao needs approximately 6,000 policemen.

• The latest results of the population count shows that there are already 209 per-sons per square kilometer in the region. If we take a closer look at Cagayan de Oro City, which is the biggest city in the region in terms of population with a land area of 412.8 square kilometers, there are al-ready 1,458 persons in every square kilometer.

The scenario brings us back to the question: Can Northern Mindanao sustain itself?

The City Council was acting on public and motor-ist complaint of exorbitant prices of fuel products in Cagayan de Oro City com-pared to its neighboring cities and provinces.

Before the rollback of fuel prices last month, pump prices of local gas dealers in Cagayan de Oro City was more than P60 per liter for premium gasoline

In other areas in North-ern Mindanao, pump prices of premium gasoline is P2.00 to P4.00 per liter lower than current pump prices of premium gasoline in Cagayan de Oro.

In some parts of Surigao del Sur, pump prices of premium gasoline there was even P6.00 to P8.00 per liter lower than pump prices of premium gas sold in any part in the Caraga Region and Northern Mindanao.

Records at the DOE placed average prices of unleaded gasoline at P57.15/liter with its prices ranging from P53.75/liter to P60.42/liter. Diesel prices ranged from P45.50/liter to P48.50/liter with an average price of P47.90/liter.

As of April 12, the ad-justed domestic pump prices are now at P46.70 to P49.25 per liter for diesel, and gaso-line is at P54.30 to P61.51 per liter.

The local oil industry uses the Dubai Crude and Mean of Platts Singapore (MOPS) for benchmark references for oil pump prices.

Delia Sy told the City Council that the DOE has no authority to regulate pump prices of fuel products since its duty is only to monitor.

She said the DOE has no police power to order closure of fuel distributors in the local market that sells exorbitant pump prices of fuel in the country.

‘The country’s oil com-panies like Shell, Chevron and Petron are fixing prices of their fuel products which the DOE monitors,’ Sy said.

She said she had no idea why pump prices of some local dealers are higher than pump prices of other dealers in some parts of Mindanao. ‘Perhaps, the costs of transport of these products from oil depots to other areas are bases of local pump pricing reference,’ Sy told the City Council.

As to Pacquiao’s physical condition, Marvin Somodio, who has taken over the job of getting him in shape from Alex Ariza, attested that he is fast getting back his strength and stamina.

DAVAO City––A month-long Davao Summerfest Sports camps will open on May 7 at various venues here.

Davao Summerfest Sports project head Neil Bravo said the month-long summer sports and arts festival is being organized for the city by the Duaw Davao Festival Foundation.

He said camps in football and basketball will be staged on May 7-18 and will be catering close to 4,000 children.

For the football camp, he said two batches of players were scheduled with the supervision of Christian Ea and a team of coaches from the Davao Football Association (DFA) and Crocodile Park Football Academy.

Bravo said the first batch will be held from May 7-11 while the second batch will be on May 14-18 at the Davao Crocodile Park football fields.

City Sports Development Division OIC Pocholo Elegio said the basketball camp will be staged in various venues covering the three districts of the city. This will be handled by coaches under the Samahang Basketbol ng Pilipinas (SBP) led by its city director Atty. Marvin “Oying” Melodias.

Bravo said the summer fest formally opened last Friday at the People’s Park.

He also urged interested participants to inquire at the City Sports Development Office or in their respec-tive barangays.
