SAN Fr ancis co, Agusan del Sur—The local environ-ment office here was lambasted for “sleeping on the job” that resulted to let go scot-free the arrested suspects in illegal logging activities.

Under fire yesterday from commentators of government-run AM sta-tion dxDA was Community Environment and natural Resources Officer Melvin Bustillo for not taking im-mediate action to file formal charges against the driver and aide of a dump truck caught by police operatives on Saturday carrying some 1,200 board feet of illegally-sawn Toog lumber.

Amante and the DENR earlier forged a partner-ship in a Memorandum of Understanding entitled “Ka-hoy ng Kaligtasan” which provides “to pro-actively evacuate families in danger zones to safer grounds and create venues for economic gains where there is recur-ring onslaught of floods/

typhoons in low-lying areas in Butuan City”.

According to Dianah Generalao of the mayor’s public information office, the Deed of Donation pro-vides that “the forest prod-ucts shall be solely utilized for construction of 100 units multi-sectoral shelter

DAVAO City––For Davao City Vice Mayor Rodrigo Duterte, he’d rather lash at the United States rather than blame local Filipinos for the recent spate of flooding in the city.

In his popular Gikan sa Masa Para sa Masa television show January 27, Duterte said “the Filipinos have no significant contribution to what ails the country today” as he scored first world countries, the US in particu-lar, for emitting greenhouse gases that caused the climate change or global warming.

“We never contributed significant (amount) as to alter or change the climate. It’s the US, the western world and China,” Duterte said.

The National Democrat-ic Front Southern Mindanao earlier issued a statement pointing to the natural ca-lamities as worsened by climate change that was caused by US corporations.

“The US has emitted a cumulative total of about 50.7 Billion tons of carbon since 1950. It emits 23 per-cent of the world’s carbon gases even though it only accounts four percent of the world’s population,” said Rubi del Mundo, NDF regional spokesman of the National Democratic Front

AGUSAN del Norte - The barangay health workers (BHWs) of Agusan del Norte had their second congress, recently, at the Training Center here to continue addressing the health needs of the local residents.

BHWs serve as front-liners in the implemen-tation of all health pro-grams and activities of the Department of Health (DOH), such as Maternal and Child Health Care, tu-berculosis prevention and control, family planning and infectious diseases.

Board Member Daniel O. Racaza, chair of the SP Committee on Health, conducted the session on Republic Act 9211 (To-bacco Regulation Act of 2003) where smoking is banned in public places, such as parks, schools, recre at iona l fac i l i t i e s frequented by children, hospitals, clinics, baran-gay halls, restaurants, and public utility vehicles.

He pointed out that the law mandates such es-tablishments to designate

smoking and non-smoking areas in their respective places, while emphasizing the hazards of smoking.

“Vice Governor Enrico R. Corvera had to quit smoking after undergo-ing the angiogram and I stopped smoking due to cancer,” he said.

To raise funds, the con-gress was also highlighted with a Search for Miss Kalusugan Pangkalahatan (KP) – BHW, a money contest with representa-tives from the different municipalities of the prov-ince and Cabadbaran City.

In an interview with Nor m a A l b i v a , B H W Federation president of Agusan del Norte, she said the province has around 1,080 BHWs.

She added, they regu-larly update themselves on latest health developments during quarterly meetings where they a lso make resolutions on income-generating projects, like micro-lending and others.

In Cabadbaran City, they started their micro-lending project in 1995,

with a capital of P9,000 and she is proud to say that the amount has grown up to almost P1 million at present.

Laurencia C. Montaus, a BHW in Poblacion 1 of the municipality of Tubay claimed, “Bisan tuod og honorarium ra ang akong nadawat, pero nalipay gihapon ko sa akong pagserbisyo kay nakatabang man ko sa health needs sa akong mga kabarangay, sama sa pag-conduct og mother’s class aron tudloan sila kung unsa ang insaktong pag-areglar sa ilang mga anak, family planning, ‘operation t imbang’ sa mga bata ug uban pa.”

The event was a lso graced by Vice Governor Enrico R. Corvera, Board Members Rey Jamboy, Lo-rito Maragañas, Fortunato Rosales , Dr. El izabeth Campado, Dr. Pio Baga-luyos, BHW Coordina-tor Jacquiline Galan, and barangay officials of the province. AGUSAN DEL SUR, - The Philippine National Po-lice (PNP) reported that Agusan del Sur is rela-tively peaceful in spite the increase of crime inci-dence from October 2011 to January 2012 with 118 incidence, compared with the period October 2012 to January 2013 with 131 incidence.

According to report by P/SInsp. Joel Mendez of the Provincial Police Of-fice, robbery and physical injuries were the factors that made the number of incidence this year higher than that of last year.

“Bayugan City recorded the highest with 31, followed by San Francisco with 22 incidence, then Prosperi-dad with 16 and Rosario with 13. According to our survey, crime incidence in Rosario is increasing these past months because people are coming over because

of the mining industry. On the other hand, San Luis, Sta. Josefa, and La Paz registered the lowest with only three incidence each,” Mendez said.

Police have also arrested 16 persons charged with illegal possession of fire-arms since the gun ban was imposed. Six high-powered and seven low-powered firearms were confiscated while seven cases were al-ready filed in court.

“On our campaign against illegal drugs, we have conducted six raids and arrested seven persons. We have also served four war-rant of arrest to neutralize wanted persons and have arrested five persons who are now languishing in jail,” Mendez said.

In welcoming the New Year, Mendez said they have not recorded any injuries caused by firecrackers and have not arrested any il-

legal vendor of the item. Province-wide, police re-cord also shows no firearms were fired during New Year’s eve, unlike in other places particularly in Metro Manila where there were victims of stray bullets.

Police also presented their strategic plans before, during, and after election, believing that insurgency will surely rise because the Communist Party, the New Peoples Army, and the National Democratic Front are expected to enforce the access fee or the permit-to- win to politicians. That is the reason why the PNP, together with the army, must have a strong pre-election activity to neutralize their activities.

According to the report, police continue their police visibility to reduce, if not stop, criminality in Agu-san del Sur. (DMS-PIA 13, Agusan del Sur)

KORONADAL City - In line with the thrust of the city to strengthen the values and character of every Koro-nadaleño, an evaluation of the 2012 programs on the 8-core values was conducted, January 21.

Koronadal revisits eight-core values

Participated in by multi-sectoral groups, the activity was anchored on “Dangal ng Koronadal” through the Integrated Character Building Program (ICBP).

The 8-core values of the City of Koronadal, include love of God, love of country, respectfulness, integrity, discipline, stewardship, commitment, and com-petitiveness.

Spearheaded by the City Population Office (CPO), headed by CPO Nancy Ada-lin, the activity gave venue to the speakers bureaus and the IEC teams to in bringing out their accomplishments and recommendations on the implementation of the program in their respective

communities. Positive results were

noted, exceeded the ex-pectations of the technical working group, since the coverage of the campaign or advocacy was even more widened through the stake-holders’ initiative.

Based on its accomplish-ment report, the Depart-ment of Education - Koro-nadal have integrated and implemented the 8-core values to its school ac-tivities, inculcating in the minds and hearts of the students the significance of character building in everyone’s life.

Fr. Bonifacio Ampoyas of the St. Anthony Parish was amazed by what the

sectors have so far accom-plished, in line with 8-core values program,

ICBP Consultant Noemi Silva, on the other hand, said she was touched by the testimonies of the par-ticipants.

She appreciated the collaborative effort of the group in implementing the 8-Core values and that despite the small budget, the program was imple-mented well.

“The beauty of this en-deavor was that the multi-sectoral campaign, wherein the City adhered to one set of core values, could already be considered as the very wealth of the City, since people are the best resource

in sustainable development,’ she further said.

For his part, Mayor Miguel congratulated ev-eryone for giving emphasis on the 8-Core Values and said that “though it is al-ways hard to overhaul the

character of a person, it is a challenge and a constant fight of the City Govern-ment to impart the message of truth to achieve quality life for all Koronadaleños.”

He was confident that the City right now is on

the right track, “but there are still a lot of things to work on for the advocacy hence, he promised to give additional funds through the supplemental budget this year for the ICBP.” (web/arjaysfelicilda)

GLAN, Sarangani - Teach-ers have gathered at Tan-gan Integrated School at barangay Datal Bukay for the Indigenous Learning Survival Camp, January 17.

Quality Education for Sarangani Today (QUEST) conducted the training participated in by teachers from different public el-ementary and high schools across the province.

The training was ex-pected to promote and strengthen the culture of the Indigenous People (IP) including those that seem to have been forgotten and less practiced by the younger generation of IPs.

In Sarangani, a huge

number of population belongs to the IP but as perceived, their culture are gradually vanishing with “discrimination” as its cause, said Annalie Edday, QUEST program manager.

The three-day learning

camp was the first phase of action taken by QUEST with its objective of pursu-ing the integration of IP culture in the curriculum.

In this camp activity, participants learned the basic skills in fire produc-

KORONADAL City - Of-ficials of the Autonomous Region in Muslim Min-danao have intensified their campaign for an orderly 2013 polls by discussing security prep-arations for the region.

PNP-ARMM Regional Director Noel Delos Reyes disclosed that based on reports, lawless elements and a great number of loose firearms continue to be the main security concern.

Another security prob-lem is the presence of rido or clan feud, which accounts for the most number of internal dis-placements in 2012. It

poses ser ious security threat in some areas, he said.

The Commission on Elections (COMELEC) earlier issued separate resolutions setting guide-lines on the imposition of gun ban and the setting up of checkpoints ahead of the first-ever synchro-nized national, local and ARMM regional election.

Meanwhile, Maj. Gen. C aes ar Ordoyo, com-manding officer of the 6th Infantr y Division, has appealed to the gen-eral public to continue supporting the Comelec guidelines, especially on gun ban.

For his part, ARMM Regional Governor Mujiv S . Hataman, who a lso chairs the council, di-rected all concerned to intensify their collabora-tive effort in addressing these security concerns.

“Everyone has to work together to resolve these issues. This is a shared responsibi l ity, and a l l system must work to con-front these challenges,” Gov. Hataman said.

ARMM is composed of five provinces namely: Maguindanao, Lanao del Sur, Basi lan, Sulu and Tawi-Tawi. (ORVR-PIA12/ARMMCommGroup/ar-jaysfelicilda)

Think A Minute

THINK a minute.There was a man who

was the owner of the only hair salon in his little town.

He cut and styled the hair of almost everybody in town and his business was quite successful.

Then, a big modern hair salon moved to his town right across the street from his little shop.

This new, big salon ad-vertised in the newspapers and posted signs all over town that read: “$6 haircuts! Everything for only $6!”

Soon almost all his cus-tomers began going to the new salon across the street for $6 haircuts.

The owner of the old hair salon knew he could never afford to beat the big

Chance or choice

new salon’s price of only $6. But then he thought of a way to turn things around and win his customers and business back.

He had a local sign com-pany paint him a big sign which he put in front of his hair salon. It read: “We FIX $6 haircuts!”

We all have problems and go through tough times. It’s the people who respond

and handle those problems positively who end up suc-ceeding in life.

It’s not luck that con-trols your life! It’s your own choices that make you happy and successful.

You see, “Things turn out best for people who make the best of the way things turn out.”

No matter what happens these people keep going,

because sooner or later “Tough people win over tough times.”

Remember, the same heat that melts butter also hardens clay.

The difference is in their response. How about you? How do you respond?

How do you handle the heat of problems and tough times in your life? No matter which way the ball bounces, it’s still your game.

So today, if you’ll ask Jesus Christ to take full charge of your life, He’ll start working everything, including your problems and pressures, together for your good. So why not start living His way every day? You can’t lose.

Just Think a Minute.

Law enforcers in full battle gear at Hall of JusticeNEITHER a bomb threat nor a war was in progress as dozen military and police clad in full battle gear with bullet vest closed all roads lead-ing to the hall of justice in Cagayan de Oro Wednesday morning. The scenario caused a traffic jam along corner Corrales and Hayes streets as residents caught unaware of what had happened.

The gates of the hall of justice along Hayes St. were half-opened as dozen police officers frisked and asked questions for anyone who enters the premises. All court hearings, except one, where reset.

Either President Aquino or a top dignitary was in Cagayan de Oro, too.

The scenario and the security preparations at the vicinity of the hall of justice was pre planned. The re-gional trial courts were scheduled to hear the motions of lawyers and complainants of one of the largest ‘pyra-miding scams’ ever exposed in the country.

No. It was not the pyramiding fraud of Aman Fu-tures Group in Pagadian, Zamboanga Del Sur, where its alleged mastermind Manuel Amalilio stashed billions of pesos from thousands of investors hoping to double their money in a week.

The case in Cagayan de Oro City involved another alleged pyramid scam initiated by Jacob ‘Coco’ Rasuman of Marawi City in Lanao Del Sur. The ‘crisis’ commit-

tee formed in Lanao Del Sur to look into the extent of Rasuman’s pyramiding scheme reported that Rasuman collected about P12 billion from various clients in Marawi City and Lanao Del Sur.

Rasuman declared bankruptcy sometime in Sep-tember last year. His clients demanded a return of their cash investments partially or in full. Rasuman failed to return the money demanded by the investors prompting some to file a complaint with ‘syndicated estafa’ at the regional trial court in Cagayan de Oro City.

The blanket of security thrown around the hall of justice Wednesday was in anticipation of the possible outbreak of armed conflict between Rasuman and his despondent clients. Of course, the local law enforcers and the Department of Justice (DOJ) can ill-afford a repeat of the shooting at the court of Cebu few weeks ago. An accused Canadian national went into a shooting rampage inside the court killing the complainant and a lawyer before he shot himself dead.

Court officials in Cagayan De Oro City wanted to make sure that the preliminary hearing of the Rasuman case would succeed without untoward incidents.

However, at the end of the day, the Rasuman case ended attaining nothing. The anticipated arraignment where Rasuman was to enter a plea did not take place.

The NBI agents whisked Rasuman to a waiting car and flew him backed to Manila where he was under custody. Next hearing? Watch dozen of military and police closing the road all the way to Hall of Justice here.

LIFE’S INSPIRATIONS: “… Be still, and know that I am God…” (Psalm 46:10, the Holy Bible).

-ooo-FLOODS HIT AUS-

TRALIA AND AFRICA: One more proof that Jesus Christ, our God and Savior, is real, and is really God: the massive flooding being experienced by great parts of the world right now, from Australia to Africa, and which will continue to be experienced by all of humankind in the days to come. If Jesus is not God, He could not have specifically told us, through Matthew 7:24-27 of the Bible, that rains, floods and winds will come, and will cause death and destruction to many. No human can do that, right?

-ooo-INSPIR ATION VS.

RAINS, FLOODS, WINDS: This is the reason why we have been relentlessly ad-vocating in this column for our government officials

who have something to do with disasters and natural calamities, like the National Disaster Risk Reduction and Management Council (NDRRMC) to read the Bible, and get as much in-spiration that they can from God’s Word, as to how to ef-fectively deal with typhoons, floods and tornadoes. This is the only way to lick the death and destruction from these disasters.

-ooo-HUMAN EFFORT FU-

evacuations when rains shall have made a landfall, or neglect so-called “scientific methods” in finding solu-tions against natural calami-ties. I concede these are all important and necessary to save lives and property. But, as our experience---and the collective experience of the world---have proven, hu-man effort and intelligence, and even money, are so futile and are in fact helpless.

-ooo-GIVE THE BIBLE A

CHANCE: So, why don’t we try what the Bible, quoting Jesus Christ, is prescribing as a remedy when the rains, floods and winds come? No harm is going to be done to

anyone, if our authorities and our people are to obey what the Bible is saying, right? Now, if after obeying the Bible nothing happens and the death and destruc-tion continue just the same, then we can junk it and forget what it has written as a remedy against natural calamities. But my plea is, let us give the Bible a chance.

-ooo-R A I N S , F L O O D S ,

In gist, this is what it is saying, quoting Jesus Christ, in Matthew 7:24-27: the rains, floods and winds will come, there is no denying and stopping them. But those who listen to the words of Jesus, and obey them, will not be harmed. However, those who listen to Him but do not follow Him will surely suffer a “great crash”, which means death and

PART to our commitment as Teachers of the Depart-ment of Education is to upgrade our professional profile. Enable for us to be an effective teacher, we should not let our stocked-knowledge to stagnate nor be obsolete. In fact, schol-arship for dep.ed fellow is allotted to grant a chance to those deserving teachers to pursue graduate degree. Magna carta for teachers also provides a study leave for every teacher after hav-ing rendered at least seven years of service to assure that our educational profile is advanced. But many of us are still hesitant to comply with this notion because of most of us see it expensive and therefore not part of our basic concern, even if there is scholarship al-lotted, it is only granted to those who can com-ply the requirements. In my personal perception in the past, enrolling in graduate studies is my short cut portal of becoming a school administrator, since educational attainment is

the quickest qualification to achieve among the re-quirements which is given a heavier weight during rankings for school ad-ministrational promotions. Complying such will give me a bigger edge against my co -applicants. The higher the EQ, the bigger the points, and the greater is my chance to top on the roster of applicants. But the longer I engaged myself to graduate studies I opened my thoughts with the real essence of engaging into graduate studies. Enrolling into graduate studies is an act of opening more doors of opportuni-ties. It does not only entail promotions but increase of salary income as well, where in most of us wanted to ac-quire. Having earned some masteral degree, also quali-fies us to teach in colleges and universities as sideline job during our vacant time. The more degree you earned the highest-paid-employee you become. And the more the extra income you have, the greater is the chance

of providing the needs of your family sufficiently. If this scenario is realized nationally, the number of professionals who shall flew to high paying countries for greener pasture will be minimized and we shall be then optimistic that the problem on brain drain will be decreased. Graduate Studies also prepare scholars to be ver-satile in conducting various action researches to address the different concerns in their own fields. With the advent of your professional growth people will consider you as a consultant, hence, the essence of having a graduate degree shall be manifested when you put into practice or make some interventions on the results of the researches you have made. I may not agree on the idea of publishing your researches internationally because researches’ inter-ventions applied in the real-ity are better than publish-ing it. Sad to know that still, there are teachers with high professional profile fail to

conduct action research in their stations after earning a masters degree. Perhaps because it was not a com-pulsory requirement and conducting action research also demands a focus of your attention and includes a step by step process and constant effort for you to live with your research. At present, the Department of Education is encouraging teachers to conduct action researches to address dif-ferent problems in their stations. However, it does not have any award system despite the fact that award system can really motivate people. On the other hand, there are some agencies that may hire your research expertise which is again a return of your investment. Looking into these details, making research also con-notes making money. So if you want to have a bigger income, then invest your money by enrolling gradu-ate studies now. It is like gambling your tuition to a sure profitable chance. Hurry, enroll now!

WE are all made to suffer the in-efficiency of the judicial brand of government with their seemingly absurd practices called “cause of delay.”

They point to many legal issues for proceedings that cause delay regardless of their knowledge it causes delay and frustration to the conflicting parties in court.

So the question that begs to be answered is; do they do this intentionally? Your answer is as good as mine.

Many in the system claim it is the system that they have already inherited which is why they are made to simply follow procedures regardless of the outcome.

They too, suffer the consequences of their actions having cases age an average of a hundred years before they are resolved (pun intended).

In court you will be lucky to get three court dates a year allowing for your lawyer to generate an appearance fee driving up your cost.

To many, never mind the cost but the frustration is unbearable. Why is this the case with the judiciary when the legals are well aware unless of course, it is the legals who originate from the top schools who promote this?

Inefficiency: the brand of judiciary

Harry Tambuatco

The academe is much too silent to promote legislation to improve the system. The judicial reform committees in congress do not seem to want to improve the system they already know is antiquated and inefficient.

As for the Supreme Court, it always boggles me why the provincial courtrooms are so seemingly dysfunc-tional with documents left on its doorways to rot (of not for water damage) as well as the poor conditions of the courtrooms with its wooden benches aging over decades never replaced with air-conditioning left only for its judges.

Assuming the resolutions are dealt with efficiency, who cares, right? But resolutions are difficult to come by as well as the conditions we are made to bear while in the Supreme Court.

They even get to holiday in Baguio with special quarters and oodles of monies given as (“pabaon”) or success fee awards upon retirement when to begin with they have not improved the system for the people to get justice.

It is correct to say we do not have a system for justice but a legal system we are made to suffer with. Justice delayed is justice denied and in the Philippines it is always delay!

What makes matters worse is in the provinces they do not even have enough appointive judges to hear the

provide energy that is environment-friendly and that will not worsen global warming,” Salazar said. Ondap said that ener-gies from water, waves, wind and sun could be used instead from coal. “There are many po-tential renewable source of which the govern-ment fails to develop. It is precisely because Aquino government is exceedingly subservi-ent to the imposition of International Mon-etary Fund-World Bank to privatize the power sector,” said Ryan Lariba,

spokesman of Bagong Alyansang Makabayan-Soccsksargen. In December 2012, the Alcantara Group’s Sarangani Energy Cor-poration entered into a PHP 9.3 Billion loan from the BDO Universal Bank, Asia United Bank, Rizal Commercial Bank-ing Corporation, United Coconut Planters Bank, Philippine Business Bank, Planters Development Bank and Robinsons Bank. Alcantara Group’s hold-ing company, the Alsons Consolidated Resources Inc. owns 75 percent of the Sarangani Energy while 25 percent is owned by the Toyoto Tsusho Corporation, Toyota Group’s trading company. “We are not the ones benef itting from this dirty and deadly energy but these disastrous min-ing industries in nearby towns. Instead, we will be the ones who wil l suffer from the toxic air to due to pollution and increased rates of dis-eases. It will also pollute our water and seas. I will not allow myself and our community to suffer its consequences in silence,” Villagonzalo said. “It is essential, there-fore, to block the con-struction of coal plant in Sarangani and pro-test the privatization of power industry. We must demand for national in-dustrialization if we are to solve effectively the power woes in the coun-try,” Lariba concluded.

destruction. Simple, right?-ooo-

WANT TO BE SPARED? If we want to be spared from the death and destruction brought about by the com-ing rains, floods and winds, which are going to come with certainty, whether we like it or not, we should read the Bible, know God’s com-mands, and obey them. If we do not want to be saved from these natural calamities, then don’t read the Bible, don’t obey the commands of God.

-ooo-THE CURSE OF GLOB-

AL WARMING: The truth is that, the global warming and climate change that are being pinpointed as the culprit behind these fero-cious rains, raging floods and fierce winds were actually prophesied to happen by the Bible, too. In its Deu-teronomy 28:15, 22-23, it is written: if we no longer listen to God, and no lon-ger obey His commands, curses will come upon us and overtake us---which means, these curses will come and destroy, damage and kill us. Among these specific curses are global warming and climate change.

-ooo-THE ONLY WAY TO

SURVIVE: So, in the face of these Biblical truths, there

is only one way to survive, stay alive, and enveloped by God’s blessings, guidance and protection, in the face of the death and destruction coming from global warm-ing and climate change, and from the rains, floods, and winds: we must listen to Him (and this we can do by reading His Bible), and then carefully obey Him. If we do not listen to Him, and do not obey Him, the only alternative, based on the Bible itself, is death, here in this world and in eternity.

-ooo-THE BOOK OF REM-

EDIES: Now, why should we believe what the Bible is saying about rains, floods and winds and the death and destruction that will come with them? Well, it is the only book which, though written thousands of years ago, accurately predicted the coming of these natural calamities. And then again, it is only the book which prescribes what must be done to be saved. There is no other book which has done these things. Or, we have become so dense that we do not even know these truths?

many cases that need resolution. Can you imag-ine the lack of prosecutors – it will blow your mind.

While we have recently

witnessed a crazed Ca-nadian resident shooting everyone in court, I could only imagine his frustra-tions with the system that tests your patience.

Cable TV allows us to witness the speedy resolu-

tions of conflict with the many award winning series that pits conflicting lawyers to cause resolution even before being subjected to court knowing well who will win even before trial commences.

Here in the Philippines all sides are always right and the showdown can only be resolved with the judges. Simply amazing isn’t it? Can we call this incompetence or corrup-tion?

DAVAO CITY, Philippines – Almost a thousand registered their protest against the con-struction of the 210-Mega-watt coal-fired power plant owned by the Alcantaras in Sarangani province, Socc-sksargen region as the first phase of the construction started Monday, January 29 in Maasim town. “We are the host com-munity of this coal plant. It will be slowly killing our communities because of its ill effects and carbon emis-sions causing climate change,” said Sister Pat Villagonzalo of the Maasim Tri-people Coalition Against Climate Change (M3PC), in a text to davaotoday.com. On January 28, about 700 youth and students, women, Christians, lumads and the

Moro people trooped from the Maasim Municipal Hall to the Sarangani Energy Cor-poration in Kamanga village, as they resisted the project in defense of their lives and the environment. The M3PC, Bayan Muna Partylist, Social Action Cen-ter-Diocese of Marbel and Iglesia Filipina Independiente (IFI) joined the protest. “The coal-fired power plant would exacerbate cli-mate change and it would endanger the Kamanga reef, a protected sanctuary,” said priest Rey Ondap, in a text. The plant is built in a 55-hectare area along the coast of Sitio Tampuan which is close to the 140-hectare Kamanga Marine Protected Area (MPA). The Kamanga MPA was

established in 2006 under Municipal Ordinance No. 06-020, which made it a marine eco-tourism park and sanctuary. It is home to spe-cies like the napoleon wrasse, eagle ray, jacks, unicorn fish, trigger fish, large schools of butterfly fish, sweetlips, snap-per, turtle, barracuda, dugong bumpheads and spadefish as well as pristine fans and cor-als. It is also home to many endangered species like the green turtle, hawksbill turtle, dugong and napoleon wrasse. “Environmental destruc-tion is a sin against nature and it would greatly affect the people’s health,” Ondap said. According to Greenpeace International, “apart from cli-mate change, coal also causes irreparable damage to the

environment, people’s health and communities around the world.” The coal plant will suppos-edly ease Mindanao’s “power crisis” and provide a “reliable source of energy.” But Fr. Apollo Salazar of the IFI rebutted this, saying, “It’s a dirty plant to provide energy.” Greenpeace said coal fired power plants are the biggest source of man-made CO2 emissions. “This makes coal energy the single greatest threat facing our climate,” it said in its website. It also said that a third of all carbon dioxide emissions come from burning coal. It is used to produce nearly 40 percent of the world’s power. “There are many ways

issued a “back to basics” order to his staff enjoining them to attend Monday mornings flag ceremony, promptness in reporting to the office and serve as a model of clean environment by cleaning the premises of their office.

“We’ve done our part,” said Detuya as he explained the local DENR office failed to prepare within the pre-scribed period the support-ing documents including official scaling, complaint affidavit and seizure receipt before the formal charges will be filed through inquest proceedings.

Under Executive Or-der No. 23 which declares national moratorium on logging natural and residual forest issued by President Benigno Aquino III, the driver and his aide who were caught in the act of carrying illegal logs are considered as principal in the case.

controlling 41 percent of the world production of oil and gas and 20 TNCs controlling the sales of haz-ardous pesticides and other agricultural chemicals.

Duterte upped the ante by raising the issue of the Kyoto Protocol treaty.

“Why didn’t America sign the protocol?,” he asked.

The Kyoto Protocol, according to the United Nations Environment Pro-gramme, is a legally binding agreement under which industrialized countries will reduce their collective emis-sions of greenhouse gases by 5.2 percent compared to the year 1990.

The goal is to lower overall emissions from six greenhouse gases namely, carbon dioxide, methane, nitrous oxide, sulfur hexa-fluoride, HFCs and PFCs. The national targets include eight percent reductions for the European Union, seven percent for the US and six percent for Japan.

The treaty was negoti-ated on December 1997

in Kyoto, Japan and came into force on 16 February 2005. But the US did not sign the agreement.

The US is said to be the “world’s biggest emitter of greenhouse gas.”

Duterte also accused US corporations for denuding Mindanao forests, citing South Cotabato which was a virgin forest before.

“How many American corporations were logging there to clear (the area),” he said. “Kinsa man mga unang loggers dinhi sa Min-danao? Di ba ang Ameri-cans? Hain man ang atong mga kahoy karon? (Who are the original loggers in Mindanao? They were the Americans, weren’t they? Where have our trees gone?)

Mindanao’s forest cover is currently pegged at about eight percent.

Duterte also said that

the raging winds brought by Pablo last December are results of the climate change, affecting not just the third world countries but the first world as well.

The US was also battered by last year’s Hurricane Sandy and Hurrican Katrina the previous years.

“The unabated capital-ist production in US’s own country had worsened the climate change that was already felt in the 1970s. It has not only brought about great disasters like typhoon Sendong and typhoon Pab-lo. It has also affected the reduction of agricultural harvests, epidemics and disease–problems that exac-erbate the already unbear-able situation of peasants and workers in the country,” NDF’s Del Mundo said. The NCCA Northern Mindanao Visual Arts is supporting the Artsada’s advo cac y. Mr. R hyan Casino, the NCCA NM VA Coordinator, appreciated the group’s initiatives in adding more vivacity in the arts scene in the region.
