Filipinos gradually adopt cremation

CREMATION is becoming popular among Filipinos, a retired prelate said.

Retired Lingayen-Dagupan Archbishop Oscar Cruz said many people are choosing cremation over burying their loved ones in the cemetery is because it is more convenient and less expensive.

“It is becoming more convenient to go to a colum-barium, where the ashes are deposited, instead of going to the cemetery with the traffic,” he said.

In the cemetery, the problem is also space.“There is less and less space that’s why they are now

trying to put up this multi-leveled burial sites up to 14 layers, but how do you visit your dead in the 14th floor if there are no stairs?” he added.

Cruz noted that cremation is also cheaper and easier.‘When the body is transferred from one country to

the other, instead of the whole body being transferred, it’s easier and much cheaper to transfer ashes,” he said.

The popularity of cremation, he said, is also the reason why some churches now have columbariums.

However, he said that cremation is not popular es-pecially among Filipino Catholic prelates.

Cruz said that a bishop is usually interred in the burial ground of the cathedral of a diocese.

“It’s a very established custom that in all cathedral churches there’s a burial ground for bishops at the back of the altar and that is where they are placed,” said the prelate.

However, not all bishops are buried in the burial ground of a diocese since some prefer to be buried in the cemetery of the religious order where they belong, he said.

GENERAL Santos City––The government of Japan plans to expand its assistance program in nearby Tupi town in South Cotabato to further build up local conservation and protection initiatives for the area’s famed tarsiers.

Tupi Mayor Reynaldo Tamayo said on Tuesday a team from the Japanese embassy in Manila visited the town earlier this month to evaluate possible grants for the area’s eco-cultural tourism and tarsier conservation programs.

He said the embassy specifically made an area appraisal for a proposed eco-cultural tourism development project submitted by the United States-based conservation group Endangered Species International (ESI).

DAVAO City––Winners and awarding of prizes in the ‘Scarevenger Haunt’ would be known today at the regular Kapehan sa Dabaw at SM City.

‘Scarevenger Haunt’ was organized by local media community here as a back-to-back event of a game challenge and a photo contest to celebrate Halloween.

Organized by a core of media practitioners, the fun game involved teams from the print, television, and broadcast media.

The members of the press drew lots on the day of the activity to group themselves by teams as the objective of the fun event was to foster camaraderie and strengthen the bond among media practitioners in Davao City. The media contestants were in costumes when they competed in the challenge.

Subject of the photo contest was media practitioners participating in the amazing race as they captured the scariest, unique, and best in costume contestants.

The photo entries were judged based on the fol-lowing criteria: relevance - 40 percent, creativity - 30 percent, technical - 20 percent, impact - 10 percent.

ZAMBOANGA City––A New People’s Army (NPA) rebel surrendered to the military in Misamis Occidental, an army official said.

Capt. Alberto Caber, spokesperson of the Army’s 1st Infantry Division, identified the NPA rebel as Talas Sayas a.k.a ‘Ka Toring’ and ‘Ka Bimbo.’

Caber said that Sayas surrendered Monday to the Army’s 55th Infantry Battalion in Barangay Gala, Tudela, Misamis Occidental.

Sayas has been operating in Misamis Occidental for the past two years until he decided to give up allegedly due to ‘hardship’ while waging a ‘useless war,’ Caber said.

Sayas is now under custodial debriefing.

Ltd. of Japan president Kazuhiro Kawano, and Panasonic Scholarship (Philippines) chairman and Panasonic Manu-

The nominees, who were chosen after pass-ing series of tests, inter-views, and assessment of their over-all perfor-mance as students or professionals in their respective schools or work are: Aliya Mari D. Adefuin from Laguna; Fatima Joy C. Cruz from Cavite; and John Jewish A. Dominguez from Pangasinan.

The three will have the chance to do re-search and complete master’s degrees in top universities in Japan.

Miss Adefuin, who graduated Cum Laude from the University of the Philippines-Los Baños with a bachelor’s degree in Biology will focus her study on bio-medical research, stem cell biology, and neuro-biology.

Miss Cruz, on the

other hand, graduated with a bachelor’s degree in Biochemistry from the University of the Philippines-Manila. She is top 6 in the 2010 Chemists Licensure Exam.

She intends to enroll in a master’s program focusing on Applied Chemistry and Bio-chemistry.

Mr. Dominguez, who graduated Magna Cum Laude from the University of the Phil-ippines-Diliman with a bachelor’s degree in Molecular Biology and Biotechnology intends to study on Applied Molecular Microbiology in Japan.

The three candidates are expected not only to pursue master’s course in Japan, but also to help promote friendship among countries, and contribute to industrial development.

The electorates create ‘political dynasty’SENATOR Meriam Defensor Santiago has filed a bill prohibiting ‘political dynasty’ in the country. The bill in-tends to deter political dynasty to take place in the national level. Moves had also snowballed to apply the measure in the local political fronts. This, after the debate on the prohibition of political dynasty shimmered. Will Congress approve it?

Ambitious politicians, who could not level up with strong political adversaries, are rearing for the im-mediate passage of the bill. Perhaps, the passage of the bill would give them a chance to win against established political opponents. Is this the reason why some local politicians are pushing the inclusion of the localities in the coverage of the bill?

At any rate, this corner has gut feelings that the pro-posed ‘anti-dynasty bill’ would simply ends up in the dustbin. It is because political dynasty is non-existent in the country. The fact that the sons and daughters of politicians are into politics does not mean political dynasty.

Dynasty means ‘a succession of rulers related to the same family.’ To put it simply, under a dynasty, the rul-ing family appoints their successor without the election. This means that there is no instant where the link of a

family, governing a country or province, is broken along the way. In other words, dynasty is broken once another ruler, apart from being a member of the same family, governs the state. Obviously, electing the same official in the Philippines for three consecutive terms does not constitute dynasty.

Besides, candidates win an election because people believed that they could deliver what the common good expect of them. More often, elected officials passed on their integrity to their siblings and other members of the family.

The electorates are keen observers of records of elected officials. An iota of doubt in the manner an elected official exercise his powers would be costly. The electorates would simply shun any member of the family who would run in subsequent polls.

Congresswoman Cynthia Villar was right in saying that if a dynasty is present in any part of the country; it means that the people there trust the members of the family as their leaders. The people have the right to choose their leaders. Being a member of the same family is not a primary criterion in electing rightful leaders. In the Philippines, the people create a semblance of politi-cal dynasty because they believed in members of same family with untrammeled political leadership. It was ‘frown,’ not ‘prawn.’ The Catholics ‘prawn’…. ( ‘When death comes, say ‘NO,’ Oct. 31, 2012, Wed. issue).

SIMPLY because it can afford to be sitting pretty while the rest of Mindanao suffers from rotating brownouts is not reason enough for the Cagayan Electric Power and Light Company (CEPALCO) to take it easy.

Take the Davao Light and Power Co. (DLPC), for in-stance. Even if it has 87MW of standby power within its franchise area, nevertheless, DLPC is a responsible cor-porate citizen, and goes the extra mile to try to mobilize civil society involvement in helping conserve energy and use what’s available wisely.

Due to unplanned and unscheduled shutdowns of various power plants, the shortage of supply com-pared to demand daily has been varying between 200-400MW, or up to a third of the Mindanao Grid’s peak demand or time when energy use is greatest.

Through its Interrupt-ible Load Program, DLPC

was able to persuade its big power users like shopping malls and heavy and light industries to use their own generator and save the grid around 17MW when the grid curtailment was high, like last Oct. 22 when the grid shortage hit 480MW.

Besides the 17MW saved through the ILP, DLPC also contracted an additional 30MW from sister company Therma Marine, Inc. so its “virtual reserves” want up to over 134MW, or that amount saved for the Mindanao Grid for use by the less fortunate power cooperatives who couldn’t afford to own and operate their own embedded power generators.

In contrast, CEPALCO has been running its 42-MW Minergy diesel plant in Tablon full time in tan-dem with its 8MW mini hydroelectric power plant in Claveria ostensibly to

prevent Cagayan de Oro from suffering from ro-tating brownouts. But in so doing, it has also been crying all the way to the bank because while it’s true CEPALCO buys the power from Minergy, it’s the con-sumers who must pay for the extra charges of running the more expensive diesel fuel generated electricity, and isn’t it just sweet how Minergy is also owned by the same people who own Cepalco?

Why can’t CEPALCO follow the example of DLPC and implement its own vol-untary ILP within its fran-chise area? For sure it does not lack big time consumers who have their own genera-tors and can easily save even more than 17MW DLPC is saving with its program.

Even Iligan Light and Power Co. (ILPI) whose 15MW standby generator still has to operate is not suffering brownouts at the

moment because it has ne-gotiated with the industries within its area which are not currently operating to “bor-row” their allocations and prevent rotating brownouts within the city sans the extra charge of running diesel power plants at the expense of the consumers.

We hope CEPALCO pays more than lip service to its call to consumers within its area to conserve electricity because it’s not even coming out with public advisories to make consumers aware of the situation. Mind you, even if it pays for those ad-visories, consumers would still be paying for them but we’d rather pay less for me-dia advisories and play an active part in lessening our power bill without resorting to brownouts rather than let CEPALCO volunteer our pockets in paying higher electric bills in behalf of Minergy.

I WAS AMAZED by the presence of the Philippines researchers in IAMURE conference, in Marina Bay Sands Expo and Convention Center, on October 24-26, 2012 last week.

Mostly the participants or presenters were domi-nated by the researchers from Philippines.

Like in Singapore, five months ago, the same con-ference was also dominated by the Philippines, exactly in Kuala Lumpur, on May 26-29 this year too.

For t h e S i ng ap ore IAMURE conference, most of the awardees were also dominated by the Philip-pines researchers, even though it was held overseas for them.

In that event, I was so lucky because I was awarded by the IAMURE as the out-standing global diamond award and the outstanding global diamond research book authorship.

The awards given to the presenters were so varied. It can be the outstand-ing researcher of the par-ticipants’ country, such as Philippines, Indonesia and Malaysia when it was held in Malaysia.

Besides that, the awards were also based on the global consideration so that the participant who de-served to get it was awarded as the outstanding global researcher and research book authorship.

Dr. Soni Harsono, Mrs. Nurul Hasanah, and Mr. Nanang Shonhaji, were awarded as Indonesian outstanding researchers in that event. However, it was still dominated by the great leading and young re-searchers from Philippines.

Dr. Gilbert R. Arce, the president of University of Northern, Vigan City, Phil-ippines was awarded as the outstanding global research leader and global diamond award for best university

research and development program.

Prof. Isidro T. Savillo, ISCOF, Philippines, was awarded as global diamond award for Scientific Dis-covery.

Dr. Roel Palo Anicas, Saudi Electronics and Homes Appliances Insti-tute, Kingdom of Saudi Arabia, was awarded as Global Diamond award for book authorship.

Still many other re-searchers were awarded

as the Outstanding Filipino Researchers such as Dr. Ernesto O. Golosino, Dr. Lforida U. Ursulom, and Mr. Brian Gil S. Sarinas. The most fascinating one is the student researchers from Philippines. These young, cute, and beauti-ful researchers were also warded as the global dia-mond award for student researchers 2012.

In general, mostly the awardees were dominated by the Filipinos both the

global and national out-standing researchers. This shows the Philippines’ en-thusiasm in doing research and it can be inferred that such endeavors reflect the whole nation of Filipinos. They are the top of the top.

THE canonization of Pedro Calungsod last Oct. 21, was a very special day to all Filipinos especially to young Pinoys, who welcomed the new Filipino saint.

Along with six other saints from other countries canonized in Rome on that day, devotees of Saint Pedro Calungsod looked back at the miracles the young saint has bestowed to them.

“I started to be a devotee of Saint Pedro Calungsod when he was still a beato. I believe that my faith in him cured my illness. He also cured my brother who had a nervous breakdown. Truly, he is miraculous,” Divina Cantalejo, a Calung-sod devotee, shared dur-ing the Oct. 27 episode of “Pagtuki”, the official radio program of Ramon Aboitiz Foundation Inc. (RAFI).

Cantalejo added that the canonization of the new saint has paved the way to a mass-based support of their barangay.

“ The youth should anchor on the values and principles of Saint Pedro Calungsod. Youth should devote their time serving the community and the church as what Calungsod did,” she said, adding that community services will help the youth not to be involved in vices.

BUTUAN CITY – The city council has passed a resolution to pave the way for the establishment of a Barangay Food Terminal to serve as distribution system foragricultural and marine products. City council spokes-person Eldie David an-nounced that the measure gave Mayor Ferdinand Amante, Jr. authority to sign a memorandum of agreement with the

Caraga Regional Field Office of the Department of Agriculture and the Butuan City New Villages Cooperative for theimplementation of the project. Vice-Mayor Law-rence Lemuel Fortun said the barangay-based food depot will enable farmers to establish direct and effective means to offer their produce straight to consumers at low prices and encourage other ba-rangays to engage in the same venture.

The project is expected to generate more income on the part of the farmers and raise their standards of living, he said. “Surely, consumers will flock to the Barangay Food Terminal because of the freshness, quality and low prices of the farm products. In return, the farmers will be encouraged to pro-duce more, knowing their products will be safe at the terminal where buyers or consumers converge,”Fortun added.

Butuan SP okays Brgy Food Terminal project

CAGAYAN DE ORO CITY -Despite the devastations brought by Typhoon Sen-dong, this City’s business climate remains strong. According to a city gov-ernment bulletin issued yesterday, collections de-rived from business tax and fees this year, significantly increased compared to col-lections last year. Based on the compara-tive report submitted by Acting Assistant City Trea-surer Melchie D. Malazarte to Mayor Vicente Emano, collections from business taxes and fees from the first quarter to the fourth quarter (as of October 23, 2012) went higher by 17.24 percent as compared to figures during the same period last year. The report indicates that the city was able to collect a hefty P608,906,827.25, which is higher by P89.5 million than last year’s col-lection of P519,350,809.13. For the first quarter of 2012, collections reached P284,770,609.34, P38.1 million more than last year’s figure which was only P246,575,645.30. During the second quar-ter, P132,770,076.34 was added to the city’s coffers, and on the third quarter the city earned P116,094,952.49. Two months to go before the fourth quarter ends but the City Treasurers Office was already able to col-lect P75,264,189.08. This is higher by P15.4 million

than the collections during the fourth quarter of 2011 which was P59,786,410.09. REAL PROPERTY TAXES Collections from Real Property Taxes (RPT) from the first to the third quarter of this year was marked by a 17.08 percent increase compared to figures during the same period last year, the report showed. From total RPT collec-tions of P266,739,474.54 in 2011, the figure soared to P312,299,290.84 as of October 23, exceeding the city’s projected RPT col-lection for this year. Out of the amount, P139,933,503.98 was col-lected during the f irst quarter, P90,065,067.27 during the second quarter and P82,300,719.59 on the third quarter. Financial czars are op-timistic that figures will significantly increase next year, as the city continues to rise as one of the prime business districts in the country. The East and Westbound Terminal and Public Mar-ket (EWBTPM) also, was able to collect an income of P339,872.24. The actual weekly report submitted by Dr. Perla Asis to the City Council commit-tee on economic enterprises chaired by Councilor Em-manuel Abejuela indicates that the bulk of the amount came from the terminal operations, which totaled P134,729. Meanwhile, space rentals at the Westbound Terminal

earned P9,246, the mar-ket yielded an income of P90,930.63 while the fish landing area earned P32,937. Based on the report, the income of Eastbound Terminal during the period was P11,245. BUDGET DELIBERA-TIONS Meanwhile, councilor Simeon V. Licayan, chair of the City Council com-mittee on finance and ways and means, will be leading and preparing the schedule of marathon hearing on the 2013 executive budget. Through Resolution No. 11169-2012, the 16th City Council headed by Vice Mayor Caesar Ian E. Acenas constituted the legislative body as a Committee of the Whole to deliberate on the city’s General Fund and Special Account-Economic Enterprises and granted the committee on finance the full authority to schedule deliberations by department or office. Based on the executive budget submitted by Mayor Vicente Emano, the city’s General Fund for 2013 is estimated at P1.98 billion. Meanwhile, the City Eco-nomic Enterprises, com-posed of four public markets has a proposed budget for operations in the amount of P112,050,000 from market fees and other miscellaneous income and the East and WestBound Terminal and Public Market in the amount of P18,754,000 and the J.R. Borja General Hospital amounting to P129,338,000, totaling P260,142,000.

CDO bares marked increase in business tax, fees collections

DAVAO CITY -As the month of October draws to a close, the non-government orga-nization, Child Alert Mind-anao concludes its Children’s Month celebration. Billed as “Bata Atimanon Para sa Maayong Kaugmaon”, Child Alert once again affirms their advocacy to help develop the community mechanisms for child protection. Through the celebration of Children’s Month, the organization aims to raise awareness on child protection and showcase children’s skills and talents. The tripartite celebration comprising of the Art Showcase, Sports Strife, and the Culmination Festival accomplished the objectives of this year’s celebration. During the Art Showcase, the children participated in collage, slogan and poster making contests. The Sports Strife on the other hand consisted of vol-

leyball, basketball and Pinoy games such as jumping rope, Chinese garter, sack race, egg relay, flour-blowing and straw relay. This particular component of the Children’s Month celebration aims to develop camaraderie among the children, give them an opportunity to play, and enhance their potential in sports. The Culmination Festival was held last October 29 at the Toril District Hall grounds. The line up of activities in-cluded the parade, quizbowl, yell dance competition and theatrical presentation . More than 150 children coming from Child Alert’s five organized communities - Talomo, Dumoy, Crossing Bayabas, Toril Pobacion and Daliao, participated in the activities. The children from Toril Poblacion came in first with a total of 715 points, followed

by Daliao with 665 points. Dumoy bagged the third place with 615 points, while Crossing Bayabas took the fourth place with 550 points and Talomo took the fifth with 165 points. “The children clearly had fun and they worked hard to make the celebration successful. We hope that through this celebration and our efforts, the government offices would be ‘alerted’ on the plight of most children in our country and they could immediately act on it,” said Bernardo Mondragon, execu-tive director of Child Alert. According to update s of the International Labor Organization, there are over 5 million child laborers in the country including victims of trafficking and prostitution. Officials and other ser-vice providers from the five barangays also joined the event.

He disclosed that Saint Pedro Calungsod serves as a role model to Filipinos, especially to young Pinoys.

Saint Pedro Calungsod is a young Roman Catholic Filipino saint, a sacristan, and missionary catechist who suffered religious per-secution and martyrdom in Guam for a missionary work in 1672. He was killed at the age of 17.

Calungsod is the second Filipino declared a saint by the Roman Catholic Church after Saint Lorenzo Ruiz.

THE Local Governance Regional Resource Center (LGRRC) through the De-partment of the Interior and Local Government (DILG) Region 13 (CARAGA) in partnership with the Lo-cal Government Academy (LGA) conducted a Knowl-edge Management Audit for External Stakeholders in the

LGRRC-DILG 13 initiates regl knowledge management auditregion on October 23-24, 2012 at Goat2geder Hotel and Restaurant, Butuan City.

The Knowledge Man-agement (KM) Audit has determined the level of organizational KM readi-ness of the different sectors in the region through the KM Mapping Assessment Tool. Result showed that Caraga region has already achieved a refinement of the implementation of knowl-

edge management, which has continually evaluated for improvement.

This means that the re-gion has already a good to excellent organizational performance results and has achieved sustained trends over time.

This result was generated through the answers of par-ticipating institutions such as the regional line agencies, civil society organizations,

academe and other private sectors in the region.

The KM Audit was also aimed at reactivating the Multi-Stakeholder Advi-sory Committee (MSAC), the governing body of the LGRRC which was orga-nized last November 12, 2007.

The MSAC is a network of institutions collaborating together to leverage and share internal and external

knowledge for local gover-nance capacity building and performance excellence.

With MSAC, there will be a convergence of agen-cies and institutions in the region with different pro-grams that could be useful in the sharing of knowledge and expertise towards the road of more responsive local governance.

The LGRRC established at the DILG Regional Of-

fice has anchored capacity development, linkages, mul-timedia, information and knowledge, public education and citizenship development in the region.

With LGRRC as a dy-namic and interactive pro-gram, the DILG has become a knowledge centric organi-zation to provide communi-ties and local government units with excellence in

DAVAO City––The city government will conduct a survey to define clearly the expanse of watershed areas in the city, according to Christoper Asibal, forester and deputy chief of the City Environment and Natural Resources.

He told reporters that the survey is part of the imple-mentation of the Watershed Code, a policy that protects the drinking water source of the city.

The Watershed Protection, Conservation and Manage-ment Ordinance No. 0310-07of Davao City covers eight watersheds namely, Lasang, Sibulan-Sirawan, Panacan-Bunawan, Talomo-Lipadas, Davao River, Matina-Pangi, Tamugan-Panigan and Malagos.

Asibal said a survey has been set on November 5 in the Tamugan-Panigan watershed area where Barangay Tambobong will be the reference point.

He said similar survey will be conducted in the Talomo-Lipadas watershed area.

Asibal explained that based on previous studies, the Tamugan-Panigan watershed has the most sustainable water source for the city.

sure that the helmets they are using are in accordance with the DTI standard and pass the quality requirements of the Philippine National Standard/United Nations Economic Commission for Europe,” Inson said.

Inson also said they have lists of motorcycle helmets producers and suppliers with corresponding brand of hel-mets that are accredited or recognized by the DTI. For those whose helmets are not listed in the accredited and recognized brands and producers, Inson still advised them to bring their helmets to the DTI office so that these will be included in the list of not yet accredited or recognized helmets at present.

Alburo and Session 2: Going the Way of Ethics by Rowena C. P a r a a n , S e c r e t a r y -G e n e r a l , N a t i o n a l Union of Journalists of the Philippines (NUJP).

This is followed by an open forum and a workshop, a chance for the student journalists

to participate and share their thoughts.

A s p e c i a l v i s i t b y C y n t h i a Vi l l a r, Chairman & Managing Director of the Villar Foundation also gave the participants her insights on journalism ethics and entrepreneurship. Villar is in the city for the unvei l ing of the Sendong Memorial at Golden Haven Memorial Park, Bulua, Cagayan de Oro.
