(HUOCO) to Housing and Urban Development Corporation Ltd. (HUDCO) under Credit Linked Subsidy Scheme for Middle Income Group (CLSS for MIG) component of Pradhan Mantri Awas Yojana - Housing for All (Urban) Mission-reg.

Sir,

Pursuant to the constitution of National Urban Housing Fund (NUHF) in BMTPC for channelizing central assistance/subsidy under the PMAY(U), I am directed to convey the sanction of the competent authority and authorize BMTPC for release Rs. 10.00 Crore (Rupees Ten Crore only) from EBR fund borrowed from HUDGO as advance interest subsidy to HUDCO being the Central Nodal Agency for implementation of Credit Linked Subsidy Scheme (CLSS) for Middle Income Group (CLSS for MIG) component of Pradhan Mantri Awas Yojana - Housing for All (Urban) Mission for making direct release to the Primary Lending Institutions (PLIs) which have signed MoUs with HUDCO under the scheme, based on the claims submitted by PLls towards the loans disbursed as per the scheme.

2. The release of Rs. 10.00 Crore (Rupees Ten Crore only) is further subject to the following terms and conditions:-

BMTPC shall release the amount to HUDCO within two working days through EAT module of PFMS route.

II. BMTPC shall maintain proper record of the release in the NUHF set up in a prudent manner as per financial rules.

Ill. The release made by BMTPC shall be kept in a separate designated account for utilization towards the implementation of the scheme and shall not form part of their general financial operations.

IV. HUDCO shall utilize the money only for the purpose for which it has been sanctioned and the interest accrued from the advance released will be credited in the same account of CLSS.

V. HUDCO will exercise requisite checks and due diligence in settlement of claims.

VI. HUDCO will obtain required data and documents from the respective PU and furnish a utilization certificate towards the release made as soon as possible.

VII. The subsequent amounts of interest subsidy will be released to HUDCO after 70% utilization of earlier released amounts, on quarterly basis, and based on claims raised by HUDCO in the prescribed format (Annexure 3 of the scheme guidelines).

VIII. PUs will be given a lump sum amount of Rs. 2,000/- per sanctioned application in lieu of processing fee for housing loan for the borrower under the scheme.

IX. 0.1 % of total fund disbursement to the PLls will be paid to HUDCO for their administrative expenses for which HUDCO will furnish the details to M/o HUA.

X. HUDCO will submit progress reports including the details of expenditure to Mb HUA regularly in the prescribed formats.

3. The expenditure is to be booked in PFMS scheme code 3186-EBR for advance interest subsidy under CLSS for MIG category for the financial year 2018-19 and will be transferred to HUDCO through e-payment as per the details as under:-

Dear Sir,

Ministry had released an amount of Rs.20.00 Crore to HUDCO for CLSS releases towards MIG category In the Pt' 2017-18. HUDCO, as a Central Nodal Agency, has disbursed Rs.18.70 Crores till 30-Aug-2018 (including interest accrued on Rs.20 Crores) and will be requiring an additional subsidy of Rs.50 crores for further disbursement during the current Financial Year

under MIG category.

Ministry is requested to release Rs.50.00 Crore for the CLSS subsidy towards MIG category

to meet the current financial year (2018-19) fund requirement. It is submitted that HUDCO

had already received Utilization (from Pus) of more than 70% funds released to HUDCO's Pus in the MIG category. Also the Utilization in the required format is also enclosed

herewith. The amount may kindly be transferred through RTGS in our account as per details

4.10 In cases where a borrower who has taken a housing loan from one P1] and availed of

interest subsidy under CLSS for MIG, switches to another P11 for balance transfer, such

a beneficiary will not be eligible to claim the benefit of interest subsidy subsequently.

5.0 Mechanism for Release of Central Subsidy

5.1 An advance subsidy will be released to each CNA. Subsequent amounts of credit

linked subsidy will be released to the CNAs after 70 % utilization of earlier amounts, on

quarterly basis, and based on claims raised by CNAs, as per format decided by Mission

Directorate (Annexure 3).

5.2 Based on the loan disbursed by a PLI to MIG beneficiaries, the CNA will release the

subsidy amount to PLls directly based on the claims submitted on the total loans

disbursed.

5.3 0.1% of total fund disbursement by the CNAs to the PLls will be paid to the CNAs for

their administrative expenses.

5.4 Subsidy will be credited by the PLI to the borrower's account upfront on receipt of

subsidy from the CNAs by deducting it from the principal loan amount of the borrower.

The borrower will pay EMI as per agreed document rates on the remainder of the

principal loan amount.

5.5 In lieu of the processing fee for housing loan for the borrower under the scheme,

Pus will be given a lump sum amount of Rs. 2,000 (Rupees Two Thousand only) per

sanctioned application. PLls will not take any processing charge from the beneficiary for

eligible housing loan amount as per income criteria under the Scheme. For additional

loan amounts beyond the eligible loan amounts for interest subsidy as indicated in

Para 3.1, PLIs can charge the normal processing fee.

6.0 Monitoring and Implementation of the Scheme

6.1 C[SS for MIG will be implemented and monitored by the Mission Directorate formed

under Ministry of Housing and Urban Poverty Alleviation to implement Pradhan Mantri

Awas Yojana (Urban) Mission, headed by the Joint Secretary and Mission Director

(H FA).

6.2 State Level Bankers Committee (SLBC) will monitor the Scheme through its prevalent

institutional mechanism.

6.3 In case of any false declaration by a beneficiary under the Scheme, he / she would be

liable for legal proceedings under applicable laws.

Credit Linked Subsidy Scheme for MIG (CLSS-H for MIG) is one of the four verticals under PMAV and is being implemented as a Central Sector Scheme for eligible Middle Income Groups (MIG) residing in urban areas in which interest subsidy is provided on home loans availed through Primary Lending Institutions (PLIs). Two Central Nodal Agencies (CNAs) i.e. National Housing Bank (NHB), and Housing and Urban Development Corporation Ltd. (HUDCO) have been

appointed to channelize subsidy to the PLIs and for monitoring the progress of

this component.

2. HUDCO has submitted Utilization Certificate in the prescribed format (Annexure 3 of revised scheme guidelines of CLSS for MIG) and requested for

further release of Rs. 10.00 crore for implementation of CLSS for MIG.

3. HUDCO has so far been released a total of Rs. 20.00 crore under CLSS for

MIG component of PMAY(U) mission (Rs. 20.00 crore in one tranche in P1 2017-

18). Details of funds released have been captured in a statement placed at f/A

4. From the UC , it is seen that interest earned on the funds available with HUDCO as on 30.08.2018 is Rs. 7 lakh. As per the UC, HUDCO has released Rs. 18.71 crore as interest subsidy (including processing fee) under CLSS for

MIG scheme to the PLIs for their claims under the scheme. The utilized amount

of Rs. 18.71 crore is more than 70% of the total of advance subsidy released to

HUDCO and the interest accrued (i.e. Rs. 20 crore + Rs. 0.07 crore), that is a necessary condition for subsequent release to CNAs under para 5.1 of scheme guidelines of CLSS for MIG (FIX)

5. In the BE- 2018-19, funds of Rs. 600.00 crore had been allocated under

Credit Linked Subsidy Scheme-II (CLSS-II) for MIG component of PMAY (U) Mission in the Demand No. 56 of the Ministry of Housing & Urban Affairs for the

year 2018-19. The ministry has already released Rs. 600.00 crore to NHB for

CLSS for MIG component of PMAY (U) for making direct release to the Primary Lending Institutions. In order to provide additional funds for the scheme, the

Ministry has decided to raise additional funds through Extra Budgetary

Resources (EBR) from HUDCO. Funds to the tune of Rs. 16,500.00 crore have

been taken under EBR to be utilized till 31 December, 2018 which will be made available in several tranches. First tranch of Rs. 3000.00 will be drawn at this instance. It is proposed to release the current requirement of Rs. 10.00 crore under CLSS for MIG to HUOCO.

6. If approved, the file may be sent to the IFD with the recommendation to release Rs. 10.00 crore (Rs. Ten Crore only) to HUDCO for its concurrence along with Sanction Order which is placed at DFA/ 9047282 for approval/vetting please.

Reference Note # 31.

1. This proposal is regarding release of Rs. 10.00 crores to HUDCO towards advance subsidy for Credit Linked Subsidy Scheme for MIG (CLSS-II).

2. An amount of Rs.20.00 crore was released to HUIDCO during 2017-18 for CLSS-I. Out of this, HUDCO has utilised Rs. 18.71 crore (93.55%) released to Primary Lending Institutions (PLI) as interest subsidy (including processing fee), and requested for further release of Rs. 10.00 crores.

3. The budgetary provision of Rs. 600.00 crore for CLSS-II for the year 2018-19 has already been released to NHB for making release to the PUs. The Division has proposed to release the current requirement of Rs. 10.00 crore to be released to HUDCO from EBR which is being raised through HUDCO.

4. IFD may concur to the proposal for release of Rs.10.00 crore to HUDCO for CLSS-II subject to approval of competent authority and adherence to the terms and conditions stipulated in Lol dated 09.10.2018 issued by M0F regarding raising of EBR for PMAY.
