1.1.1. About the Ministry The Ministry of Planning, Investment and Economic Development is the government agency that is responsible for translating the socio-economic vision of the country into a macroeconomic stability and sustainable growth. It spearheads the overarching national planning and coordination of sector-wide development through improved resource planning and effective service delivery. The Ministry is responsible for planning and coordinating the development priorities and activities of all national, regional and local authorities as well as development partners in a more coherent and organized manner in line with the objectives of the Federal Government of Somalia. The Ministry of Planning, Investment and Economic Development has a clear vision of a Somalia. The Ministry aims to actively pursue best practice in national planning and strategy formulations through sound research and fiscal analysis. 1.1.2. The Vision Our vision is to become enabling and effective institution in macro-economic policy formulation, development, and program monitoring; to lay the foundation for sustainable growth through strengthening state capacity and transparency. 1.1.3. The Mission Our mission is to actively pursue best practice in planning economic and social development through sound research, strategy formulations, effective use of technology and strategic partnership with stakeholders, national and international development partners for results. 1.1.4. About the Bulletin The Ministry is committed to improve the visibility of the activities that all the directorates are engaging with our national and international partners. 1. Result Based Management (RBM) Workshops.

The Directorate of the National Statistics (DNS) of the Ministry of Planning, Investment and Economic Development (MoPIED) participated the result based management workshop in Djibouti that the Sweden Statistics organized. One of the main objectives of the workshop was to design the second phase of the SCB project for 2019-2022. On the other hand, on 4th June 2018, the DNS team presented the National Strategy for the Development of Statistics (NSDS) to the Pillar 2 Sub-WG plenary. Between the 5th and 8th of June 2018, the Official launch of the guidelines for mainstreaming the SHASA 2 into national and regional strategies for the development of statistics was held in Antananarivo, Madagascar. Delegates from the DNS participated in this three-day workshop along with national coordinators from 27 AU Member States. The objective of the workshop was to launch these guidelines and reinforce national, regional and continental SHASA 2 through its mainstreaming into NSDS and RSDS.

2. DNS Meets with Particip and Dansom Firms on AfDB Project. The Directorate of the National Statistics (DNS) of MoPIED met with a two statistical research firm called Particip - Dansom Companies about the implementation of statistical capacity building project supported by the African Development Bank (AfDB). DNS received delegates from Particip and Dansom research companies who are implementing the AfDB supported statistical capacity building project into the Ministry’s office. The objective of the meeting was to introduce the new technical advisor for the project Dr. Ben Hadj Abdilatif and to address bottlenecks, challenges and potential opportunities for strengthening the collaboration between the DNS and the two companies.

3. MoPIED and MoH Meets with UNFPA About SDG and NDP Implementations. The Federal Ministries of Planning, Investment and Economic Development (MoPIED) organized a planning and consultation meeting with the Ministry of Health (MoH) and UNFPA. The objective of the meeting was to discuss the progress, challenges and future plans for SDGs and to evaluate the implementation of the SDGs for the National Development Plan (NDP). On 26th and 28th of June 2018, the Directorate General of DNS and a teams from both Economic Policy Analysis Unit (EPAU) and M&E unit met with the delegates from the World Bank (WB) technical team and discussed the establishment of EPAU in the National Economic Council (NEC).

4. Sweden Statistics Officials Visits Mogadishu. A Delegation led by the Director General of Sweden Statistics and Swedish Ambassador visited Mogadishu especially the Directorate of National Statistics of MoPIED and briefed on the achievement made by DNS over the three years of statistical cooperation agreement between the Ministry and the Sweden Statistics.

The Minister and the Permanent Secretary of the Ministry emphasized the significant of the Statistical Cooperation between Sweden Statistics and Ministry of Planning, Investment and Economic Development and expressed appreciation to Sweden Statistics and the Government of Sweden for their continued support on the statistical development in Somalia. Some key achievement made by the Demographic and Social Statistics Division include,

1. Ensuring that the Somalia Health and Demographic Survey (SHDS) is conducted in line with international standards.

2. The team carried out Fieldwork for household listing and maternal mortality ratio (MMR) in Banadir Region.

3. During the fieldwork, the interviewing teams successfully covered 198 Enumeration Areas (EAs) out of 210 sampled Enumeration Areas (EAs) in Banadir region.

4. Data was digitized and uploaded on a daily basis. The division is in the process of producing gender booklets, the first of its kind ever produced in Somalia, which will serve to support policy makers to develop policies based on reliable data.

5. SDRF and PWG Progress Review Meeting on 6th June 2018.

The Ministry of Planning Investment and Economic Development and the Aid Coordination Unit convened a one-day workshop to discuss and review the progress and challenges of implementing the National Development Plan and agree on the way forward.

The M&E Directorate presented an overview presentation that covered certain NDP progress and key M&E features or elements of the national plan such as M&E framework, as well as the M&E policy which is passed by the cabinet. Up-to 700 projects implementing by the international organizations (INGOs) have registered by the M&E Directorate Database system. Furthermore, mutual

accountability framework was discussed during the SDRF meeting as well as straightening the M&E system.

6. Evaluation Plan of National Development Plan (EP-NDP).

In mid of June 2018, the Directorate of M&E Developed an evaluation plan of the national development plan (NDP) This Evaluation Plan is a visual, representation or model which identifies the objectives and the goals of the NDP programs, as well as their relationship to program activities that intended to achieve the outcomes. It’s a crucial and comprehensive evaluation that focuses on measuring the outcomes, and connects the dots between the steps to be taken to be achieved as well.

7. Urbanization Resilience Workshop That DFID Organized in Nairobi for

Somalia. Somali people are moving towards the urban areas for either better economic opportunities or fleeing from natural disasters. Federal Government of Somalia (FGS), Federal Member States (FMS) and private sector & civil societies (CSO) meet to discuss the challenges and opportunities of urbanization. On the 26th and 27th of June 2018 DFID invited government partners, the private sector, civil society, development partners and UN agencies for an interactive discussion on these issues. The event presented issues faced by government and matched it with technical perspectives on durable, sustainable solutions to issues centering around livelihoods, inclusion and infrastructure. It encouraged attendees to think of cities as complex inter-linked systems. Systems that face common challenges that are best viewed through integrated political, social and institutional lens.

8. Minister Gamal Visits Bondhere District to Discuss the Developments in the District.

The Minister of Planning, Investment and Economic Development H.E Gamal Hassan visited Bondhere of Benadir Region to meet with the District Commissioner of Bondhere, her Deputies and both Police and NISA commanders. The Minister took a tour of the community and visited the MCHs, Schools and the police station. During the meeting, some concerns were raised relating to waterlogged roads following heavy rainfalls, security and developments. Bondhere is in a low-lying area, so it receives the flow of water from its neighbors, that then flood the roads especially opposite the commissioner’s office and its surroundings. The waterlogged roads restrict movement and block access to key government buildings. The combination of narrow, destroyed roads and water from the rainfall is creating a challenging situation in Bondhere. The Minister reaffirmed the Federal Government commitment to the construction and rehabilitation of vital community infrastructure. Bondhere District is one of the 17th districts of Benadir Region, it is one of the oldest districts in Benadir Region and is comprised of 4 sub-districts: Nasib Bundo, Yusuf Alkowneyn, Sinay and Dajirka Dahsoon. Bondhere was settled in 1820 by a diversity of clans and has retained its peaceful inter-clan relations.
