CLOSE OF ENTRIES/POST ENTRIES

• Pre-Show: o Entries must be postmarked by May 22, 2019 to be eligible for the early entry fees. Post entry fees

will be assessed per chart below for entries postmarked after May 22nd or received at the show. Exception: Entries in-Reining qualifying classes must be received by 10:00 A.M. Tuesday morning; any Reining entry received after 10:00 A.M. will be entered as the first horse in the order of go.

• Championship Show: o Entries whose qualifications were earned before the close-of entry-date must be postmarked by May

22nd to be eligible for the early entry fees.. o Entries who qualify on or after the pre-entry close-of-entry date may enter until 6:00P.M. on either day

at the pre-entry fee with the following exceptions: ▪ Reining – Championship Show reining entries must be received by 6:00 P.M. Tuesday evening,

unless all Pre-Show Reining classes are not completed. Trail, Ranch Riding, and Showmanship must enter no later than 6:00 P.M. on Tuesday June 11.

▪ If the third session of the Pre-show runs past the 6:00 P.M. entry deadline, entries qualifying in classes held during the third session of the Pre-Show may post enter without the additional $250 fee up to one hour after the last class of the third session.

Important!! Entries must either be mailed prior to June 1 or hand delivered during show office

hours. Region 10 will not be responsible for any entry mailed after June 1.

STABLING (see also General Information, (#23) • All horses must have a stall. MN State Fairgrounds regulations prohibit “out-of-trailer” showing.

o Box stalls with doors and tack stalls are available: $125 per stall o Tie stalls (no gates) are available: $55 per stall.

• Availability of stall location is on a first-come basis.

• Bedding is NOT provided; purchase for $8.00 bag. Straw & hay available for purchase; no grain is available.

• Tack stalls may be limited at the discretion of Competition Management based on the number of horses officially entered in the Region 10 Pre-Show and Championship Show with all fees paid in full.

• Absolutely no stalls will be held without payment in full at the closing of pre-entries.

• The Cattle Barn will not be available for stabling or warmup due to snow load related partial roof collapse. New10’x10’ stalls will be in the Swine Barn, west of the Cattle Barn & very close to the Compeer Arena.

• Stalls will be available after 12 Noon Sunday, June 9th. Each horse will be assigned a separate stall (except mares with suckling foals). All horses must depart by 10 A.M. Monday, June 17th. Fines may be imposed for late departures.

TBA CLASSES

• Slots for TBA classes are available in both the Pre-Show and Championship Show schedules.

• TBA class availability is on a first-come basis, determined by the postmark and payment of purchase fee.

• Purchase fee for a TBA class is $150 and must be received by the show secretary by close of pre-entries.

• Post entry fees will not be charged for TBA classes.

• The purchase fee is refundable if a minimum of four(4) entries are received for the class.

• Several TBA slots are restricted to the type of class that be purchased. The following classes cannot be requested as TBA classes: Dressage, Western Dressage, Cutting, Reined/Working Cow classes, Hunter Over Fences, Jumper, Carriage Driving classes.

AWARDS AND PREMIUMS - All prize money will be distributed in the show office, signature required. Prize

money will NOT be mailed.

PRE-SHOW NOTE: In classes offering payback, no payback awarded if only five (5) or

fewer horses are shown.

Top Five Awards

Top Five Awards will be made regardless of the number of entries in a

class. However, only awards make to the top 50% of the class (rounded up

and not to exceed five [5] awards) will receive Sweepstakes payout, AHA

Horse Achievement Award, Amateur Achievement Award (Adult and Youth),

and High Point Horse and High Point Amateur Achievement Award Points.

An additional ribbon will be awarded to the unanimous champion in a class that

have at least 4 (four) entries that are shown and judged.

CLASS SPONSORSHIPS/REGION 10 CHAMPIONSHIP PATRONS – see sponsorship/patron form

• Pre-Show Class Sponsorships - $20 per class. Class sponsors receive public recognition by the announcer during the class they sponsor.

• Championship Show Patrons - $400. Patronships paid no later than May 22nd receive a patron welcome gift and two bags of ice. Additional gift delivered daily to your stalls, preferred stabling, Coliseum banner, reserved seating and four (4) Region 10 class sponsorships (includes garlands, cooler, ribbons) as well as public recognition by the announcer during the classes sponsored. o Patron Stabling Policy: Preferred stabling requests will be considered based on Patronships postmarked

by close of entry, May 22nd, rather than Patron payment postmark date. Effort will be made to honor stabling request based on Patron’s stabling location the past several years.

• Championship Class Sponsorships o Level 1 - $50 per class. Sponsorships paid no later than close of early entry, May 22nd will receive

preferred stabling after Patrons and one(1) Region 10 class sponsorship of cooler and ribbons. o Level 2 - $100 per class sponsorships also sponsor flower garlands

IMPORTANT ENTRY INFORMATION – please read before completing entry forms 1. Only one horse entry per entry blank; use an additional entry blank if the same owner is entering additional

horses. No horse may be entered on more than one entry form per show. 2. One combined entry form for the Pre-Show and Championship Show 3. Farm name may not be used unless stable or farm is the owner appearing on the registration papers, or the

stable or farm has been registered with USEF and the number noted on the space provided on the entry form. A copy of the USEF Farm Registration Certificate should accompany the entry.

4. To facilitate handling of entries, please follow the instructions below carefully. 5. Incomplete entries will be not issued exhibitor numbers until all information is provided. An Incomplete Entry

Fee of $25 will be assessed to entries lacking required membership cards, registration papers, etc. 6. Junior exhibitors are 18 and under as of their actual age on December 1, 2018. 7. When making entries be sure to include:

Complete copy of registration papers for each horse entered, showing ownership and registration information. If the owner’s name on the registration papers is different than on the entry for the horse, an affidavit, a copy of the sales contract, or authorization form must be on file with the show office.

Negative Coggins Test. Original results within the last 12 months must be presented in the Show Office. To expedite processing, a copy must be mailed with the entries.

Copy of current USEF membership card for each owner, trainer, rider, driver, and handler. Adult exhibitors (19 and over) in amateur classes must have a USEF amateur designation. USEF Show Pass fee of $45 will be assessed to individuals who are either not USEF members or cannot provide the

required membership information. Copy of current AHA membership/competition card for each owner, trainer, rider, driver, and handler.

Non-AHA members will be assessed the $30 Single Entry fee for the Pre-Show only. AHA membership, with competition card, is required for all Championship classes.

Signatures are required for each owner, rider, driver, handler, coach whose name appears on the entry form. If an exhibitor is under the age of 19, his/her parent or guardian, or if not available, trainer, must sign the entry blank on the minors behalf.

Qualifying classes for Region 10 Championship Show must be listed on the separate Verification Form and or the entry will not be considered complete.

Signed check payable to Region 10 Championship Show, in US funds, covering all fees associated with the entry must accompany the entry forms. Entries received without full payment will be considered post entries.

OFFICIAL REGION 10 CHAMPIONSHIP PHOTOGRAPHY POLICY No professional photographers, other than the official show photographer, may take pictures in the show ring(s) or from the rail(s). Professional Photographers, defined as individuals who have or will have photography services or images for sale, are not permitted to photograph in the ring or from the rail without prior written permission by the Region 10 Show Committee. Additionally, watermarked or signed photography will be considered professional photography and will not be allowed to be posted on any media outlets. Anyone who attends the Region 10 Championship gives Region 10 permission to utilize and publish photos taken at the Region 10 Championship by the official photographers/videographers and/or staff at no charge. No written release is required for Region 10 to use or publish these photos in their promotional material. Media Press Pass credentials may be issued to credentialed journalists, photographers, and videographers from recognized non-equine industry magazines, newspapers, and publications. Those issued Media Press Pass credentials must sign an agreement staying no photographs or videos taken will be sold. Equine Industry Press Pass credentials will be issued to photographers for the price of $250 per photographer. These press passes will allow the photographers to shoot on the show grounds, or from the rail, as long as they do not interfere with the Official Show Photographer or Videographer. Equine Industry Press passes can be purchased in the Show Office. Those that obtain Equine Industry Press Pass credentials must sign an agreement stating no photographs or videos taken will be sold or distributed for advertising services. Any suspected violation of this rule must be submitted to the Region 10 Show Committee for review. Any person found in violation of these rules will be required to pay a $1,200 fine to Region 10 or will be escorted from the grounds. Information regarding the Official Show Photographer can be found in the Region 10 Championships Premium or at the Region 10 Show Office.

JUNE 12-16, 2019 HA/AA = Half-Arabian/Anglo-Arabian. Classes not designated as Arabian or HA/AA are open to Arabian, Half-Arabians or Anglo-Arabians. Classes will not be split unless there are at least 22 horses properly entered in the class; no splits are scheduled. If a split is necessary, the cuts will be held where the class is scheduled and the final will be held within that same session. GENERAL INFORMATION

“EVERY CLASS OFFERED HEREIN WHICH IS COVERED BY THE RULES AND SPECIFICATIONS OF THE CURRENT FEDERATION RULE BOOK WILL BE CONDUCTED AND JUDGED IN ACCORDANCE THEREWITH.” Life, senior active and junior active members shall be eligible to participate in all classes at Regular Competitions, Eventing Competitions at the Preliminary Level or above and Combined Driving Competitions at the Advanced Level, Dressage, Reining and Vaulting Competitions and Endurance Rides. A non-member may participate as a handler, rider, driver, owner, lessee, agent, coach or trainer at Regular Competitions, Eventing Competitions, Dressage Competitions, Reining Competitions and Combined Driving Competitions upon payment of a $45 Show Pass fee. Participants in the following classes are exempted from the Requirements of this rule: 1) leadline; 2) exhibitions; 3) games and races; 4) classes for 4-H members; 5) walk trot (exception: Friesian performance FR218) and academy classes (academy classes are classes limited to horses used regularly in a lesson program); 6) USDF introductory level tests, pas de deux and quadrille classes; 7) NRHA Endorsed Reining Competitions. 8) Opportunity classes, 9) citizens of other nations who have proof, in English, of current membership in good standing of their own National Federation, 10) USEA beginner novice division; and 11) assistant handlers in Dressage Sport Horse Breeding classes. 1. AHA QUALIFICATIONS: See current AHA Handbook regarding Regional Championship class Qualifications 2. CHANGES: The Show Committee reserves the right to make such changes in procedures, personnel, rules and

regulations as shall be deemed by them to be in the best interest of the shows. 3. OFFICIALS: In the event that due to illness or failure of a Show Official to attend the shows or perform his/her

duties, the Show Committee reserves the right to substitute a Show Official. 4. CANCELLATION OR SUBSTITUTION OF ENTRIES: Exhibitors cancelling their entries for any reason after the

official entry closing date shall forfeit office fees. No substitution of horses will be permitted. Entry fee refunds will be made only with the presentation of an acceptable veterinarian certificate which must be on file with the Show Secretary by the end of the Show. Once a horse is on the grounds, the entry fee refund will only be made with the presentation of an acceptable veterinarian’s certificate from the official Show Veterinarian. Stall refunds will be made at the discretion of Show Management.

5. POST MARKS/CLOSE OF PRE-ENTRIES: U.S. Government postmark dates will be used. Metered postmarks are not acceptable. Close of pre-entries for horses qualified by that date is May 22nd.

6. USEF FEES: (Each fee covers both the Pre-Show and Championship classes.) a. A $23 Federation Fee will be collected & remitted to USEF or every horse entered in the competition.

($15 D&M + $8). b. Individuals without a current USEF membership will be charged a $45 USEF Show Pass (non-member) Fee.

7. AHA FEES: a. 9-90 Education/Evaluation Fee: $5 per horse will be collected & remitted to AHA for Pre-Show entries;

$15 per horse will be collected & remitted to AHA for Championship Show entries. b. Pre-Show only: $35 Single Event Membership fee will be charged to each non-AHA member. All participants

in regional championship classes must be current members of AHA and hold a competition card. 8. REGISTRATION PAPERS:

a. Purebred Arabian horses entered in the show must be registered with the Arabian Horse Registry of American and/or the Canadian Arabian Horse Registry.

b. Half-Arabian/Anglo-Arabian horses entered in the show must be registered in the Half-Arabian and/or Anglo-Arabian Registry or have a CPAR permit.

c. Horses must be entered in their full registered name. Registration number and sire and dam must appear on the entry blank.

d. A copy of the registration papers showing ownership must be submitted with the entry form. 9. PAYMENTS:

a. Open Checks: All pre-entries and stall reservations must be accompanied by fully negotiable checks (no “open checks”) dated on or before the date of close of entries. Entries without such checks will be considered post entries and charged post entry fees; stalling priority will also be negated.

b. NSF Checks: A $50 penalty will be assessed each time a check is presented to the Region 10 bank and returned due to non-sufficient funds. Previous violators may be asked to submit payment for the current year via certified check or money order.

10. SHOW TABS: Any exhibitor wishing to purchase additional shavings, add classes or make changes in entries at the show office will be required to leave a signed check payable to Region 10. Show Tabs must be closed out and settled by end of classes on Sunday. Those accounts that have not been settled by exhibitors will be charged a $25 closing fee by the show office, checks will be filled out, and the accounts will be closed. For your convenience, we suggest that you audit your Show Tab and make settlement at the earliest possible time to avoid delays and to obtain account information

11. PHYSICAL INSPECTION: All animals are subject to a physical inspection, at no charge, by the Show Veterinarian at the discretion of Show Committee as a safeguard against communicable diseases. Examination or treatment not requested by the Show Officials/management shall be on a private practice basis.

12. ATTENDANTS/GROOMS/HEADERS: No person will be permitted to enter the ring except participants in the class, their assistants, and Show Officials. Attendants and grooms may enter the ring only when summoned by the judge. Headers will be permitted in all driving classes and must be property attired. A plain, unmarked smock, business attire, or appropriate show attire is required.

13. CONTROLLED PADDOCK: See posted information on assistance of halter horse entries into the ring. (AR114.2) 14. STALLIONS: May be shown by ladies and junior exhibitors except in Walk/Trot, Leadline, and Showmanship

classes where no stallions are permitted. Half-Arabian/Anglo-Arabian stallions two years and over may compete in any performance class open to stallions.

15. CALL FOR CLASSES: Classes will be promptly called. First call: given at the start of the preceding class. Second call: given when preceding class reverses. Last call: given when the call for the line up in the preceding class is given. Class calls may be modified depending on the size of the preceding class. Class calls are a courtesy, and it is the exhibitor’s responsibility to be at the ingate and ready to enter the ring. Two minutes will be allowed after the first horse enters the ring; procedures described in AR107.1

16. PERFORMANCE CLASSES/SECTIONS: Performance classes will not be split unless there are at least 22 horses properly entered in the class; no splits are scheduled. If a split is necessary, the cuts will be held where the class is scheduled and the final will be held within that same session. Classes may be combined at show management’s discretion. Announcement of any classes to be split will be made following the close of entries on Wednesday evening.

17. NO SHOWS: A $50 penalty will be assessed for a “no show”. If you have entered a class and are not going to show in that class, you must notify the Show Office and Gate personnel before that class enters the ring, or you will be charged the penalty fee.

18. SMOKING: It is unlawful for any person to smoke in any MN State Fairgrounds building. This includes the Show Office areas, barns, livestock areas, etc. There are no indoor smoking areas in any buildings.

19. PETS: All dogs or pets must be held on a leash of less than six (6) feet in length or otherwise restrained. Dogs are not permitted in the Coliseum except certified service dogs or service dogs in training. State Fair security personnel are employed to remove any dog or pet from the Fairgrounds found to be disturbing or endangering the public.

20. OVERNIGHT CAMPING: Camping units are allowed on the Fairgrounds and are to park west of the Compeer (formerly AgStar) Arena. NO CAMPING IS ALLOWED ON THE NORTH SIDE OF THE MIDWAY LOT. Electrical hook-ups and sewer connections are available for $35 per night. The camping reservation form must be completed and fee paid to the Show Secretary or added to the show tab at the time of check in. The camping permit must be displayed in the camper window at all times. No tenting or camping is permitted except in self-contained units. These regulations are made by the MN State Fair Board and the Show Committee has no authority to intervene on behalf of exhibitors. See separate form to request camping permit.

21. ALCOHOLIC BEVERAGES: No alcoholic beverages may be brought onto the Fairgrounds. 22. MOTORIZED VEHICLE STATEMENT: (GR1301.7) Minors who do not have a valid driver’s license which allows

them to operate a motorized vehicle in the state in which they reside will not be permitted to operate a motorized vehicle of any kind, including, but not limited to, golf carts, motorcycles, scooters, or farm utility vehicles, on the competition grounds of licensed competitions. Minors who have a valid temporary license may operate the above described motorized vehicles as long as they are accompanied by an adult with a valid driver’s license. The parent(s), legal guardian(s), or individual who signs the entry blank as a parent or guardian of a minor operating a motorized vehicle in violation of this rule are solely responsible for any damages, claims, losses or actions resulting from that operation. Violations of this rule will be cause for sanctions against the parent(s), guardian(s) and/or trainer(s) who are responsible for the child committing the offense. Penalties may include exclusion of the child, parent(s), guardian(s), and/or trainer(s) from the competition grounds for the remainder of the competition and charges being filed against any of the above individuals in accordance with Chapter 6. Wheelchairs and other mobility assistance devices for individuals with disabilities are exempt from this rule.

23. STABLING: Box stalls (with doors) and tie stalls (no gates) are available. The Cattle Barn will not be available for stabling or warmup due to snow load related partial roof collapse. We will have new 10’x10’ stalls in the Swine Barn, directly west of the Cattle Barn and very close to the Compeer Arena. Tack stalls may be limited if entries warrant. Absolutely no stalls will be held without payment in full at the closing of pre-entries. ALL ENTRIES MUST HAVE A STALL. All horses must be assigned a separate stall (except mares with suckling foals.) a. If due to injury, death, or conditions beyond the control of the exhibitor, a horse that has been entered is not

brought to the show, the rented stall for this animal shall automatically revert back to Show Management. Under no circumstances may this stall be retained for use as a tack stall or for use by another exhibitor without prior consent of the Show Manager. Failure to abide by this regulation could result in expulsion from the show and forfeiture of all winnings.

b. Stalls will be available after 12 noon on Sunday, June 9, 2019. c. All horses must depart by 10:00 a.m. Monday, June 17, 2019. Fines may be imposed for late departures.

d. Paid stall orders with the same postmark date will be assigned in inverse order to the number of PAID stalls whenever possible. Exhibitors wishing to be stabled together must mail their entries and stall requests in the same envelop. Discretion may be exercised by Show Management in regard to stabling placement.

e. Stall assignments will be made in the following order for entries whose payment has been made in full by close of pre-entries: i. Patrons

1. Effort will be made to honor stabling request based on Patron’s placement for the past several years and Patronship postmarked by close of pre-entries with full payment received.

ii. Class Sponsors iii. Members of the Region 10 Show Committee iv. All other paid stall orders

f. Bedding/Hay – Shavings at $8/bag, straw, and hay are available for purchase. No grain is available. No free bedding provided.

24. BARN LOADING/UNLOADING: Loading and unloading will be permitted at the curb next to the barns as long as you are actively unloading or loading; no parking will be allowed in these areas. In accordance with State fire regulations no autos, trucks or trailers will be permitted in the barns. After unloading, vehicles and trailers must be moved to the designated parking lots.

25. PARKING: PARKING REGULATIONS WILL BE ENFORCED by the MN State Fair. Violators’ vehicles may be ticketed and/or towed. Vehicles left unattended curbside by the barns and not being actively loaded or unloaded will be subject to ticketing and towing. Parking for cars is available north of the main horse barn; truck/trailer parking is in the lot west of the Compeer Arena. Vehicles may not be parked on lawns, in driveways, or on sidewalks; nor may they be parked on the streets. Violators may be ticketed and/or towed and impounded at the owner’s expense. Unloading and parking areas will be posted. The Show Committee has no power to intervene on your behalf.

26. ARENAS: a. Warner Coliseum: 120’x270’ Footing: Lime base with sand b. Compeer Arena: 80’x200’. Footing: Lime base with 3”of sand

27. WARM-UP FACILITIES: a. UPGRADED covered 71’x120’ warm-up area south of Coliseum; 80’x200’ Compeer Arena except during

posted times for Pre-show Reining and Tuesday and Wednesday Pre-show. All have a lime base with 3” of sand. The Cattle Barn will not be available for stabling or warmup due to snow load related partial roof collapse.

b. Horses are not allowed on the grass or sidewalks. All horse have to be kept in designated areas for showing, exercising, and the access ways to these areas.

28. FIRE HAZARD LAW: Aisles in barns must be open and not blocked in any way. If used, decorative material must be rendered and maintained flame retardant in accordance with state fire code (documentation required) and they must be retreated whenever washed or cleaned (document). All extension cords must be at least 16 gauge 3 wire flexible cords designed for heavy duty use. No light weight (2 wire) extension corns of “zip” cords (18 gauge or smaller) may be used anywhere on the Fairgrounds. Octopus plugs and 2 wire extension cords often cause fuses to blow, create a fire hazard, and will be removed if found in use during the horse show. Electrical appliances such as, but not limited to, coffee pots, hot plates or pan, and refrigerators are prohibited.

29. STALL DECORATIONS: Tops of stalls or aisles are not to be covered with any material. No stall decorations will be allowed which extend past the support posts in the center aisle of the Horse Barn. Stall decorations should not extend into the east/west aisle of the Horse Barn, so as to impede emergency vehicle traffic. Additionally, any constructed stall decoration must not extend further than three (3) feet off any part of the stall into an aisle. (See also Fire Hazard Law)

30. SHARPS CONTAINERS: Sharps containers for the disposal of needles and other disposable sharp instruments will be located in the barns. Competition management may fine any individuals, including trainers, owners, exhibitors, or their agents, up to $100 for improper disposal of needles or other sharp disposable instruments.

31. FARRIER: An Official Show Farrier will be available on the grounds. No other farriers will be permitted to work on the grounds without registering with the Region 10 Show Committee. Exhibitors wishing to use their private farrier must have the farrier apply at the Show Office and pay a registration fee of $100 before they can work on the show grounds.

32. VETERINARIANS: Any veterinarian other than the Official Show Veterinarian who wishes to treat any horse at the show must register with the Region 10 Show Committee and pay a $500 license fee and agree to be bound by the rules of USEF and AHA.

33. EIV and EHV: All horses over the age of seven (7) months must have been vaccinated within the past six (6) months.

34. PRINTING ERRORS: The Show Committee is not responsible for any errors in printing. Any corrections to the prize list will be posted in the Show Office.

Driving Directions:

Coming from the north: Take I-35W south. Merge onto Highway 36 East via Exit 23B on the left. Exit onto Snelling Avenue South.

Coming from the south: Take I-35W north to I-94 East. Exit on Snelling Avenue, then turn left and head north. Or take I-35E north to I-94 west. Exit on Snelling Avenue, then turn right and head north.

Coming from the east: Take I-94 west to Snelling Avenue, then turn right and head north.

Coming from the west: Take I-94 east to Snelling Avenue, then turn left and head north OR take I-694 east to either I-35W south and follow the directions for coming from the north.
