EDITORIALNeedless to say my stolen phone never reappeared, but thanks to

everyone who keeps asking. More break-ins to report this monthespecially at the Church and Abbey Farm, why is it we don’t still have a

rural area police presence, who could be relied upon to respond asaprather than this new system whereby if you’re lucky you may get a callback from an officer after a week or so. That really instils confidence inour police, I don’t think. When we had a rural beat bobby it neverappeared that we had this much crime in the village but since they didaway with that post we appear to have had a real upsurge in criminalactivity, surely even they’ve noticed that at HQ, at least you’d hope theyhave, but then again maybe not.

Well the festive season is very nearly upon us so lots of us will be offout shopping for presents and the like, don’t leave them on view in yourcar or you too could become a crime statistic waiting to happen, whichwould surely spoil your enjoyment of the occasion.

Hopefully most of you will be reading this before the ‘Late NightShopping’ evening in the village on Tuesday 27th November, if so thenplease show your support for the event organisers and the localbusinesses that are opening, by coming down and enjoying the evening

with us. It kicks off with the Christmas Lights ‘switch on’ at 6.00pm and progressesthrough the evening until around 8.30pm, with Santa in his Grotto, Morris Dancingin the street, carol singing, music from the Salvation Army band and the school choirand some businesses offering free drinks and nibbles. A real chance for a greatevening out enjoying the ambience and banter around the village centre.

My only real disappointment this year, and something I’ve heard a lot of peoplemoaning about, is the fact that the 3 biggest Christmas Bazaars/Fairs in the villagethis year were all on the same morning, not exactly what you’d call good planning,so maybe those who regularly organise these events should be speaking to eachother, right about now, to ensure the same doesn’t happen again next year.Remember those of us on a small weekly pension have to budget carefully and 3events on the same day means someone somewhere is losing out on our spendingability.

It’s sad to see the monthly Saturday Market is closing down, but hopefully thisis only a temporary glitch and it will be back again at some time in the not too fardistant future. Thank you to the ladies who have run it for so long.

Thank you to all those who have answered my calls for volunteers to help outon the magazine this year, it’s good to see there are people willing to give up theirtime to help produce this publication in all its forms. Thank you also to all those whohave helped out, for however many years now, I really appreciate your continuingcommitment to MM, it just wouldn’t happen without you.

I’m sure we’reall looking forwardto a month offnow, but it willpass all too quicklyand we’ll be backagain before youknow it.Well, that’s it, asalways space hasbeaten me yetagain and so it onlyremains for me toask the question: Where’s Zac??

generosity and kindness in donating so many prizes for our raffle andtombola that was held at our Christmas Bazaar, and also, all thosewho have supported us by purchasing raffle tickets. Although at thetime of writing this newsletter a final figure is not yet available, weare extremely confident that our target will be achieved and we willbe able to complete our “Cryotherapy Project” this year and have thefacility in place in the surgery early in January.

REPEAT PRESCRIPTIONSPlease ensure that you have sufficient medication to last you

throughout the holiday period and that all “Repeat PrescriptionRequests” are submitted in good time to allow for the increaseddemand, both at the surgery and at the various pharmacies, andremember to check your local pharmacy’s opening times as well. Asa result you may submit your requests up to 10 days in advance, butpreferably by Wednesday 19th December at the latest.

Also, if your “Medication Review” is due during this period pleaseensure you make an appointment in good time, to avoid furtherunnecessary delays.

NEW SELF CHECK-IN FACILITYSome of you may already be aware of the new “Self Check-in”

facility at the surgery.It’s very easy - just enter “Male of Female” then your “Date of

Birth”This eliminates queue waiting times and is quick, easy and

convenient, but don’t worry there will always be a Receptionistavailable to help when needed.

DOG FOULINGThis is always an emotive subject, but lately there has been more

instances of “Dog Fouling”, not only in the access road leading to thesurgery, but also in the grounds of the building, and appears to bemore prevalent at weekends. Obviously this presents a health hazardto all those who work and visit the surgery, but we must remind thoseoffenders that this is “Private Property” and CCTV is continuallymonitoring both the premises and the grounds, and we will alwaysconsider prosecuting habitual offenders.

BEE GUARDIAN PARISH - UPDATESpaces across the village have been measured in preparation for use as pilot

sites for wild flower seeding. The major hurdle at this time is funding which theParish Council are busy looking into.

Kent Heritage Trees have agreed to supply us with a number of bee friendlytrees to compliment some of the sites.

VICAR’S LETTER:The dark evenings have come, but there is light on the horizon! It will soon

be time for the Village Christmas trees with their lights and the decorated housesto bring some cheer!

But for some, Christmas can be a very difficult and sad time, with memoriesof Christmas past shared with loved ones who are no longer with us. I hope andpray that the wonderful message of Christmas will break through and help themfeel connected with those they are missing now.

St John, in his gospel, reminds us that “God so loved the world that he gavehis only Son, that whoever believes in him should not perish but have eternal life.”The realization of the extent of God’s love for us is one of the greatest gifts wecan possibly have. It’s a love we can know and respond to now, and look forwardto experiencing in its fullness one day in the company of all the saints.

In the meantime, Christmas provides us with a fresh opportunity to show ourgratitude to God as we share his love with others, and worship him, giving himthanks for the gift of Jesus. Two opportunities for us to do this as a communityare the ‘Gift Service’ on 2nd December (details on page 10), and our collectionfor the Pilgrim’s Hospice at the Civic Carol Service at the Lych Gate on 18thDecember at 7.30pm. Coffee and Mince pies will be served in Church afterwards.I am delighted to say that the WI will be providing the Mince Pies!

I do hope that you will be able to join in some of the Christmas celebrationslisted elsewhere in Minster Matters, and that this Christmas will prove to be atime of special blessing to you all.

NATIONAL HISTORIC SHIPS UK HOSTED A PRESTIGIOUS AWARDS CEREMONYABOARD HMS BELFAST

Wednesday 24th October 2012National Historic Ships UK is a Government funded

independent authority responsible for identifying and advisingin respect of vessels of significance to our national heritage.Since 2009 NHS UK has bestowed the accolade of ‘Flagship ofthe Year’, has run a National Photographic Competition andsince 2011 in conjunction with the Marsh Trust has conferredawards for Voluntary Work in respect of conserving and operatinghistoric vessels.

The 2012 ceremony was presided over by Martyn HeightonDirector of NHS UK and Her Royal Highness Princess Annekindly presented the awards. The invited guests included manywell-known persons.

This year the accolade of NHS UK Flagship 2012 wasbestowed on the beautiful Thames Barge the Edith May berthedat Lower Halstow Dock, Marsh Trust awards were bestowed inrespect of Voluntary Work done on historic vessels and thewinner and runners-up of the National Photographic Competitionreceived their awards and certificates of merit.

Two Kent based vessels have now been awarded the accolade of National HistoricShips UK Flagship, the Sheemaun based in Ramsgate was Flagship 2010 and theEdith May based in Lower Halstow is Flagship 2012.

One of the Judges was Minster resident Dr Rodney Pell ARINA and who is alsoNational Historic Ships UK Ambassador for the Thames Estuary area and is Skipperof the Sheemaun the NHS UK Flagship 2010.

MINDLESS VANDALS CAUGHT ON CAMERAOn Tuesday 30th October I erected three signs advertising our Christmas Bazaar

in the grass verge on the right hand side of Tothill Street near to the "SmugglersRetreat". On driving back up the hill the next morning, I noticed that they had beenvandalised, smashed and left in pieces on the grass verge. Obviously this happenedduring the previous night, probably whilst they were on their way back down the hillfrom the Pub or McDonalds.

But what the vandals obviously did not realise was that the CCTV camera outsidethe main entrance to the Cemetery recorded every action of the culprits, and of coursethose responsible could be easily identified!

Some may say that this is just petty vandalism, but when we are a group ofvolunteers raising money for the benefit of the local community, one must wonderwhy such individuals would stoop so low, and of course, as it costs us money toreplace them, I do not see why we or the local community should have to put upwith it.

I would therefore like to give those individuals concerned the opportunity toapologise, through the next issue of this magazine, and as a gesture of goodwill, offera donation to our current fund raising project, sufficient to cover the cost of replacingour notice boards. Hopefully, this will then foreclose this unnecessary episode.

If however, this apology is not forthcoming, then will we consider our optionsto take further action against those who were responsible.

The AGM was on Friday 16 November and two members ofthe public did attend. Thank you so much. The bonus was that

one is on the Parish Council, and we invited both of them to join the committeeand they did!!!

Roy resigned as Chair, which he had warned us he would. He received aunanimous vote of thanks for all his past efforts, and Carol received our thanks andgood wishes for a speedy recovery from her injury. Lovely Alex was cajoled,persuaded, begged ---- oh, I mean proposed as our new Chair and she reluctantlyaccepted the duty. Bernie and Heather promised to support her all the way. Westill have the same Vice Chair, Secretary and Treasurer – and Minster Matters writer.

Trading StandardsOccasionally this Service is contacted by members of the

public that are having difficulty cancelling a continuouspayment authority (CPA) set up with their debit cards. Belowis some advice provided by The Financial Ombudsman Servicein relation to this matter. The advice is based on the PaymentServices Regulations 2009 and these should be quoted whena consumer talks to the bank. In short, it means that if aconsumer contacts their bank and cancels a CPA then thebank is under a duty to carry out this cancellation. If they failto cancel the payments the bank may be liable to repay anyfurther payments back to the consumer and any other directcosts.

This advice may be of particular use to consumers wherethe business is taking erratic or irregular payments. In somecases this can place the consumer in severe financial difficultyand distress. If the bank fails to cooperate, the consumer shouldreport the activity to Financial Ombudsman Service.

It should be noted that the purchase agreement that theconsumer signed with the supplier may also require someform of notice or cancellation before they can stop it. So justcancelling the payments with the bank may not be enough tostop the consumer being liable to pay (for example, there maybe a minimum contract period).

July 2012 – Issue 103A "continuous payment authority" is a payment

arrangement that a consumer sets up on their plastic card.This type of payment arrangement is often used to enableregular monthly payments – for example, to pay for a gymmembership or internet subscription. But it can also be usedto enable a supplier to take variable payments as and whenrequired.

The consumer gives their authority to the supplier thatthey want to pay – and the supplier then takes the regularpayments direct from the consumer's bank. Each payment willshow up as a transaction on the consumer's bank statementin the normal way.

In cases we see, the consumer has run into problems whenthey decided to stop the ongoing payments – perhaps becausethey no longer wanted the underlying service they were payingfor, or because they were unhappy about the way thecontinuous payment authority was being used by the supplier.Usually they have been unable to make the supplier stop takingthe payments – and they can't get their bank to stop things attheir end, either.

Until November 2009 the consumer could only cancelcontinuous payment authorities with the supplier. They couldnot simply cancel it with their bank in the way they couldwith a standing order or a direct debit. This meant that if thesupplier decided not to cooperate, the consumer could find itvery difficult to stop the payments.

From the cases we've seen, since November 2009 thereappears to have been some confusion about whether – andhow – a continuous payment authority can be cancelled. This

seems to be because not everyone has thought about how thepayment services rules (which came into effect in November2009) strengthened consumers' rights to stop payments likethese.

From November 2009 consumers have been able to cancelcontinuous payment authorities direct with their bank – andthe bank has then been bound not to make any furtherpayments, even if the supplier continued to request them. Ifthe bank makes payments under a continuous paymentauthority after the consumer has cancelled it, the rules saythat the bank will generally be liable to return those payments.

The law is one of the things we take into account whenwe consider cases. So we have always applied the paymentservices rules to complaints about unauthorised paymentsmade since November 2009. Where we decide that a bankhas made a payment under a cancelled continuous paymentauthority, this means the usual outcome is that we tell it torefund the payment.

Of course, it makes sense for a consumer to cancel acontinuous payment authority with both the bank and thesupplier – to minimise any chance of problems later on. Thepurchase agreement that the consumer signed with the suppliermay also require some form of notice or cancellation beforethey can stop it. So just cancelling the payments with the bankmay not be enough to stop the consumer being liable to pay(for example, there may be a minimum contract period). Thismeans it's always wise to check first.

The wooden shed Minster Playhouse use to store props andcostumes is leaking and damp and needs to be replaced. As wewill be staging Calendar Girls as our play in May 2013, wedecided to produce our own MPH calendar to kick-start TheShed Fund Appeal.

Given the shy and retiring nature of our membership, wevery quickly compiled a list of 12 brave volunteers to act asmodels. Many of the photos were staged at the rehearsal barnon Abbey Farm, which worked well until a number of farmworkers turned up unexpectedly in the middle of the shoot ofour December model, who was, at the time, laying on the barnfloor, wrapped only in a blue cloth, and being eaten by a shark!The final calendar showcases the wealth of talent we have inthe Playhouse, from actors to costume making, music and webdesign.

ANIMAL RESCUE FOOD PARCEL.Anyone wishing to donate animal food for rescue animals

over the Christmas period can do so at Attwells Newsagents. Food is needed for Cats, Dogs, Guinea Pigs, and Rabbits.

We also have a donation tin for local animals in need of oursupport. This year on your behalf we have donated toHedgehogs, Cats, Rabbits, Dogs and have now taken onproviding the corn for the Ducks and Geese from the formerMuseum Ponds.

These are lovingly looked after by dedicated formerMuseum volunteer Carol Adsett.

CHECK YOUR DONOR STATUSI recently found my organ donor card and it was the worse

for wear as i had carried it around with me for a number ofyears.  My wife also dug hers out.  Because of the state of thecard  I asked in the doctors if they had new cards, the answerwas no, so I tried the chemist who told me they were a thingof the past and you had to be listed on the NHS computer.They gave me a leaflet giving all the up to date information.

I telephoned the number on the leaflet and they were ableto confirm I was listed as a donor but my wife wasn’t.  Theyquickly took down her details so we are both donors again, youcan of course do it on line.

I write this because of its importance and surely I cannotbe the only person who thought they were covered by carryingthe old fashioned donor card.

MINSTER IN THANET WIOn Tuesday 11th November Marion Rose, President, opened the

Annual Meeting and welcomed a new member and two guests.After “Jerusalem” and some notices, (including request for volunteer

mince pie makers for the Carol Service in Minster Church; positive comments onthe successful Dabble Day activities on the 3rd ; the Minutes of October’s meetingapproved), the Treasurer gave her report for the year. The Secretary then gave theCommittee Report and Marion the President’s Report (particularly thanking thosewho have helped during the year and those not standing for re-election in the comingyear).

The election procedure followed and during the vote count, by two WhitstableWI members, special refreshments were served. Twelve Committee members wereappointed and Marion Rose was re-elected President. While the officers and newCommittee met in the Meeting Room, the other members puzzled over two veryinteresting quizzes devised by Liz Shervington.

Before the raffle, Marion reminded everyone about the WI Christmas Party onthe 11th December together with the need for hamper and party food donations.She also requested a show of hands to determine the venue for the birthday dinnerin February. A particularly busy and memorable meeting closed at approximately10.15pm. Anyone who would like to know more about Minster’s WI please feelvery welcome to attend a meeting in 2013 (7.30pm in the Village Hall on the secondTuesday of the month – first meeting Jan 8th).

Have a Safe and Happy Christmas

Kent Fire and Rescue Service (KFRS) is urging residentsto stay safe this Christmas and ensure that the festive seasondoesn’t end in tragedy.

Head of Community Safety Stuart Skilton said: “In all theexcitement of Christmas it’s easy to overlook potential firehazards in the home. Many of the things we enjoy during thisfestive period, such as the fairy lights, candles, wrapping paperand decorations can all be fire hazards when proper care is nottaken.

“Christmas can be a distracting time too, with a greater riskof leaving cooking unattended, and with many enjoying aChristmas tipple (or two), so make sure this doesn’t lead todisaster.”

Follow these festive safety tips to keep your family andhome safer from the increased risk of fire:

· Ensure you have a working smoke alarm installedon all levels of your home. Test your smoke alarms weeklyand never remove batteries to power presents!

· Never leave cooking unattended - stand by your pan- and avoid cooking after drinking. The majority of fires startin the kitchen.

· Never leave candles unattended. Keep decorations,cards and wrapping paper away from candles, fires, lights andheaters.

· Ensure you switch off fairy lights and unplug thembefore you go to bed, or leave the house. Check your Christmastree lights conform to the British Standard (BS EN 60598).

· Always use an RCD (residual current device) onoutdoor electrical equipment (a safety device that can save livesby instantly switching off the power if there is a fault).

· Don’t overload sockets – ensure there’s only one plugper socket and always turn off plugs when they are not in use.

· Make sure cigarettes are extinguished properly andnever smoke in bed.

· Keep matches and lighters out of the reach of children.· Plan and practice your fire escape route making sure

your family and visitors staying for the festive period knowwhat to do in an emergency.

· Check on older relatives and neighbours thisChristmas, as they are at greater risk from fire.

·   And finally, in the event of fire: get out, stay out andcall 999.

Kent Fire and Rescue Service offers free fire safety advice.If needed, it’s community safety team can arrange a free homesafety visit, which takes about 30 minutes and includes, ifneeded, the fitting of free smoke alarms.

Children in needOn the 26th of October the whole school participated childrenin need fun raising.IN TOTAL WE RAISED £1750 We all took part in a dance,thanks to our dance teacher Miss Harwood we succeededsuccessfully on raising that much money.It was a amazing and fun filled day although we did have somelesson’s !During that week we made fancy head dresses and the boysmade masks it was extremely fun but it was quit hard toactually make them.

Fireworks!WOW! What brilliant fireworks we have had this year, I thinkthey were fire-tastic! All of those bright colours just amazing!That will have to be the best firework display I’ve ever seen!And I hope you enjoyed it to because I know I did. Remembrance Day!Remembrance Day is the day when we remember those whohave died in the war. The poppy is used as a symbol of this ofday because this was the only living thing that survived one ofthe bloodiest battles in World War One in Belgium.Minster Primary CE school represent the day by having anassembly about it. IT WAS ON ITS MARKS AND NOW IT’S OFF TO AFLYING START……………

The volunteers on the Steering Group which will lead the production of aParish Plan for Minster got together for their first meeting on Tuesday eveningin the Neighbourhood Centre.

The main aim of this inaugural meeting was to get to know each other andto begin to think about the issues which will lie ahead in the gathering of informationand ideas from local people and businesses - when the real work starts. Therewas even a discussion on how to better engage the youngsters of the village i.e.by way of a twitter page! Jack Wybrow, the steering group’s youngest member,presented his thoughts on giving youngsters “something to do”

In dealing with the official set-up business of the Group, John Shervingtonwas elected its Chairman and Donna Morling-Grove from the Parish Council wasappointed as Vice-Chairman. John said that “the village has preserved its identityand our aim will be to maintain that and improve it.”

It was agreed that members of the group think about what questions shouldbe put to the village by way of a questionnaire. This will be its next step andideas will be brought to the next meeting to be held on Tuesday 15th January.
