Mintek currently uses both propane and LPG, delivered to site by road as bulk gas and cylinders. In addition to electrical power, the generation facility will be required to utilise waste heat generated by the microturbines to displace electrical power at identified heat loads. These include the heating ventilation and air conditioning (HVAC) system. 2. 1. Introduction

Mintek intends to install and operate an embedded power generation facility of approximately 1 megawatt (MW) at its site in Randburg. The proposed capacity is planned to cover Mintek’s base load. The power generation method will be natural gas to power generation utilising microturbine technology. All the power generated will be for Mintek’s own consumption. Electrical power is currently supplied to the Mintek campus by Johannesburg City Power via a substation located inside the Mintek campus. The terms of supply are “large customer, time of use rate and at medium voltage”. Natural gas is supplied by Johannesburg’s Egoli Gas in an underground pipeline with the main supply line to the site terminating at an entry point in the Mintek campus. There is an internal gas reticulation pipeline from the termination point to supply the power generation facility as well as secondary off takers. Secondary off-takers will comprise all areas currently utilising Propane and Liquefied Petroleum Gas (LPG). Mintek currently uses both propane and LPG, delivered to site by road as bulk gas and cylinders. In addition to electrical power, the generation facility will be required to utilise waste heat generated by the microturbines to displace electrical power at identified heat loads. 2. General Specification and Proposal

The generation facility is to be designed, procured and constructed by the successful bidder. While all design decisions and are to be by the tenderer and approved by Mintek the general specifications in the sections below must be complied with. Where design deviations are required the bidder shall specify these in detail.

2.1 Generation Facility

The generation facility must comply with the minimum specifications as per Table 1 below.

2.1.1 Expansion

The bidder shall provide spare space and capacity in all designs to allow future expansion of the generation capacity to 1200kW.

2.2 Waste Heat Recovery

2.2.1 Utilisation

The waste heat from the generation facility shall be utilised as far as possible. The heating, ventilation and air-conditioning (HVAC) facility is able to receive and utilise both chilled water and low temperature hot water. The specifications of the HVAC system are as per table below

As the amount of waste heat available from the generation facility is dependent on the technology proposed the amount of waste heat to be utilised is unspecified. The pipework to the HVAC plant shall be the responsibility of the successful bidder. Drawing LUM2018-29 shows the point at which the HVAC contractor shall take over responsibility of the pipework. The chilled water and LTHW pipework shall comply with the specifications as per Section 7.2. The bidder shall allow for attendance and consultation with the HVAC consultant to ensure that the installation is completed to the bidder’s satisfaction and specifications. The pipework route is unspecified. There are underground tunnels which directly service the HVAC plantroom. These shall be utilised as far as possible for the routing of services. Drawing 00509-00000-M21-002-AA shows the proposed tunnel to be utilised. It is the bidder’s responsibility to ensure that there is sufficient space for their pipework in this suggested route and to propose alternatives if required. Coordination of pipework with the existing services within the service tunnels shall be the responsibility of the successful bidder. All pipework routes must be approved by Mintek prior to construction. All welding shall be in accordance with all relevant SANS standards.

2.2.2 Heat Exchangers

As the quantity of waste heat available from the generation facility is unspecified the resulting details of the heat exchangers to interface with the HVAC system are not specified. The successful bidder will be required to obtain approval from the HVAC consultant and contractor for the heat exchangers and other relevant interfacing equipment. The HVAC consultant and contractor shall be permitted to specify the detailed specification of the heat exchangers. The liaison between the successful tenderer and the HVAC consultant/contractor for these items shall be included in the bid price. The heat exchangers for use on the HVAC system shall be procured by the contractor but installed by the HVAC contractor. The heat exchanger shall be suitable to integrate with the HVAC system as specified. The heat exchanger shall be procured by the successful bidder. The installation thereof shall be subcontracted to the HVAC contractor:

2.3 Electrical Connection

2.3.1 Connection

The successful bidder shall be responsible for the electrical connection to the Mintek reticulation. The Mintek site single line diagram is attached to this specification. Given its proximity to the proposed areas for the generation facility it is expected that Substation 7 is the most suitable location for the tie in point. The 11kV distribution board at Substation 7 is of the

Schneider Electric Ring Main Unit type, equipped with RM6 fuse link units. This distribution board is rated to withstand a continuous current of 630A and short circuit currents of 21kA and the switchgear has a short circuit breaking capacity of 21kA. There is no spare cubicle available in the substation, but there is space in the switch room to extend the right hand side of the distribution board. The extension panel should be of the same make and type as the existing distribution board. The ring main units are fuse link units, not circuit breakers. In order to have proper protection at the step-up transformer (if required) it is recommended to install an 11kV circuit breaker in series with the ring main unit. This breaker will also serve as point of utility connection (PUC).

2.3.2 Cabling

All low voltage (LV) and medium voltage (MV) cabling including installation and terminations shall conform to the SANS specifications as listed in Section 7.3.1. All cabling shall be procured from a SABS approved supplier. MV (11kV) cabling: Only 3 core XLPE insulated PVC bedded, steel wired armoured, PVC sheathed 6.35/11kV MV cables conforming to SANS 1339 Type A will be installed unless otherwise agreed with the Mintek engineer. LV cabling: LV cabling will be 4-core flame retardant PVC/SWA/PVC cable with stranded copper conductor and insulated earth conforming to SANS 1507. Earth cables will be black or green and yellow PVC insulated sized to each main conductor in accordance with SANS 10142-1. The successful bidder shall ensure that cables supplied and installed are rated at the correct amperage with respect to the protective devices and current carrying capability. SANS 10142 shall be strictly adhered to with respect to cable installation and current capacity. The cable routes are unspecified. There are underground tunnels which directly service Substation 7. These shall be utilised as far as possible for the routing of services. Drawings00509-00000-M212-002-AA shows the proposed tunnel to be utilised. It is the bidder’s responsibility to ensure that there is sufficient space for their cabling in this suggested route and to propose alternatives if required. Coordination of cabling with the existing services within the service tunnels shall be the responsibility of the successful bidder. All cable routes must be approved by Mintek prior to construction. Where cables are installed outside they shall be sheathed or otherwise protected from direct exposure to sunlight.

2.4 Earthing and Lightning Protection

The successful bidder shall ensure that the installation is earthed according to SANS 10142.

2.5 Lighting

The successful bidder shall ensure that the generation facility lux levels are sufficient in terms of SANS 10114. Light fittings installed in plantroom areas shall be IP65 rated.

2.6 General Specification: Other Equipment

The successful bidder shall provide all equipment required for the successful operation of the plant including pumps, motors, control and instrumentation, distribution and control boards, measurement devices, motor starters and cabling The successful bidder shall within 30 days of receiving of an order submit data sheets and specifications of all equipment for the approval of the engineer. All equipment shall be suitable for operation in line with SANS 10142 and comply with the relevant SANS and IEC standards.

2.7 Protection from Injury

All moving parts and hot surfaces that are within normal reach shall be adequately protected by a guard to prevent unauthorised access. These guards shall be neat and securely fitted.

2.8 Fault Levels and Protection Settings

Mintek have completed a detailed fault level study of the existing network in ETAP. The successful bidder shall assist the Mintek engineers in updating this model to include the generation facility. All proposed protection settings shall be submitted to and coordinated with Mintek engineers to be modelled to ensure satisfactory grading is achieved. The generator shall be protected from over and under voltage events that occur on the Mintek grid.

2.9 Generator Control and Monitoring System

2.9.1 Interface with Existing System

The generator control and monitoring system shall be required to interface with the existing BMS system. This shall be a display function only and no control of the generator system shall be required or permitted by the BMS. The wiring of the output of the system described below up to the BMS system shall be by the successful tenderer. Mintek will take responsibility for the connection to the BMS system and the associated programming. The successful tenderer shall allow for attendance on this item.

2.9.2 Monitored Parameters

The following parameters shall be monitored and stored for a period of 1 month.

2.9.3 Alarms

All alarms shall be linked to an emergency alarm system that will send an sms to three Mintek engineers when an alarm occurs. The bidder shall specify the alarms that shall be monitored. The final alarm list shall be submitted to Mintek for approval.

2.9.4 Control Philosophy

The generator shall be run during the “Peak” and “Standard” time periods in the City Power Time of Use tariff. The generator shall start automatically half an hour before the first “Standard” time period and shall stop generating 15 minutes after the end of the final “Standard” time period of the day. The generator shall generate at a constant level of 800kW. Should the load be lower than the generation capacity of the facility then the generator shall be set to import at least 50kW from City Power (value subject to approval from City Power). In no circumstances shall the facility export power to the municipal grid at this time. The generator shall be equipped to enable future export should this be determined by Mintek to be a requirement in the future. In the case of a utility power failure then embedded generator shall disconnect from the grid and shut down. The furnaces on substation 8 may be up for upgrade in near future. IF this happens then the generator may be required to supply only this load during an extended power outage. The bidder shall indicate the implications of this on their design and what associated costs would be. The above parameters shall be reprogrammable such that should load conditions change the operation philosophy of the facility shall be adaptable with such.

2.9.5 Control Requirements

The successful bidder shall ensure that the installation completely complies with the Eskom Embedded Generation specification. Key points of the specification as they shall apply to this project are highlighted in the sections below.

2.9.5.1 Detection of Unintended Islanding of the Embedded Generator

The result of unintended islanding shall be that the Embedded Generator is disconnected from the Eskom Generation system, but still connected to a part of the distribution system, running unsynchronized with the grid generators. Such a condition needs to be detected and reacted upon within 2 seconds since the islanding started. In this case the point of generator connection (PGC) circuit breaker will be set to open first to isolate the embedded generator from the distribution system. The 11kV “PUC” extension breaker will serve as a further back-up and the PUC can also serve as a further back-up to these breakers. Both island detection schemes (at the PGC and PUC) shall use dedicated relays that are based on ROCOF (rate of change of frequency) principles. The setting will be set to detect unintentional islanding and will disconnect the Embedded Generator from the distribution network within 2 seconds. Once the PGC circuit breaker is opened by the ROCOF protection function, two circuit breaker auxiliary contacts of the PGC circuit breaker will be used to prevent the ROCOF protection function at the “PUC” to open the “PUC” circuit breaker. Both PGC circuit breaker auxiliary contacts have to verify that the PGC circuit breaker is in the open position and the ROCOF protection function at the PGC was used to open the PGC circuit breaker, before the ROCOF protection function at the PGC will be prevented to open the “PUC” circuit breaker.

2.9.5.2 Safe Synchronisation of the Embedded Generator with the Municipal Distribution System

The system shall include a sync check function which provides a permissive to close as well as a sync relay.

2.9.5.3 Prevention of out of synchronism closure

The system shall have dead bus closing functions at the all the breakers in the line from the incomer (Incomer 2) at Substation 1 down to the synchronizing breaker.

2.10 Building Work

All building work including support buildings/structures, trenching, sleeves and penetrations shall be the responsibility of the successful bidder. All building work shall comply to SANS 10400.

3. General Specifications

3.1 Workmanship

The works shall be designed for ease of inspection and testing, cleaning and maintenance. All work shall be completed to the satisfaction of the Mintek engineer.

3.2 Project Team

The tenderer shall supply a project organogram and CVs of the project team including:

Artisans (site work)

Health and Safety representative/s All artisans employed by the successful bidder shall be competent in terms of the relevant standards, regulations and acts. The bidder shall specify the team split between local and foreign labour

3.3 Satisfaction of the Client and Engineer

All works within this contract shall be executed with good workmanship to the satisfaction of the client and the engineer. Should any material or workmanship not be to the satisfaction of either it shall be rectified at the cost of the successful bidder.

3.4 Approvals from Local Authority

It shall be the responsibility of the successful bidder to make the necessary arrangements at his own cost with the local supply authority and to supply the labour, equipment and means to inspect, test and commission the installation to the requirement of the Local Supply Authorities. All building approvals shall be the responsibility of the successful bidder.

3.5 Hot Work

All welding may only take place prior to arrangement with Mintek. A method statement including details of the work, the artisan conducting the work, equipment used, and risks identified shall be submitted for all hot work. Only after acceptance and signature of this method statement by the Mintek engineer/ health and safety representative shall the hot work be allowed to take place.

3.6 Quality Control

The successful tenderer will be required to submit detailed quality control plans for the site construction activities and the plant. The Mintek engineer or authorised representative shall reserve the right to remove any piping, cabling or other joints for testing for quality control purposes. Mintek shall identify hold points on the successful bidder’s project plan. The successful bidder shall not proceed past these points in the plan until they have received approval from the Mintek Engineer.

3.7 Local Content Requirements

The revised Preferential Procurement Policy Framework Act (PPPFA) regulations which came into effect on the 7 December 2011 empower the Department of Trade and Industry (the dti) to designate industries, sectors and sub-sectors for local production at a specified level of local content. The following industries, sectors and sub-sectors (as applicable to this project) have been designated for local production with minimum local content thresholds stipulated as below.

3.8 Environmental Requirements

The bidder shall ensure that their installation complies with all required environmental and emission requirements according to the relevant South African standards.

4. Programme

The bidders shall submit a detailed program for the completion of the works in the form of a Gantt chart. This programme shall include timelines for the following as a minimum

5. Inspection and Testing

5.1 Range of Tests

The plant supplied under this project, including all sub systems, shall be tested through its full operating range (or part thereof) as required by the Mintek engineer. Bidders shall submit a proposed list of tests with their submission. The successful bidder will be required to submit procedures for the connection, testing and commissioning of the equipment as installed. All tests as stipulated in the regulations in Section 7 shall be conducted unless otherwise agreed in writing by the Mintek engineer. Mintek engineers shall have the right to request extra tests as required.

5.2 Factory Inspection

The successful bidder shall allow for travel and accommodation for three Mintek representatives to witness the factory tests and inspection at the manufacturer’s facilities. Mintek reserves the right to inspect and witness testing of all equipment during and on completion of manufacture, prior to dispatch. The successful bidder shall inform the engineer in good time of the completion of manufacture. Equipment may only be delivered to site after acceptance by the engineer. Factory inspection tests shall include (but are not limited to):

Generator Tests o Microturbine Start-Up. o Alarm Tests. o Microturbine Shutdown Simulation Tests. o Minimum Load Test o 50% Load Test o Full Load Test (at least 1 hours). o 110% Load Test (10 min).

5.3 Defects

The Mintek engineer shall inspect the works at all stages of procurement and construction. Mintek reserves the right to reject any work, component or equipment that does not conform to Mintek or SABS standards. Rework shall be for the cost of the successful bidder.

10% retention shall be held on latent defects.

5.4 Commissioning and Test on Completion

Upon completion of construction of the generation facility the successful bidder shall commission the plant complete with a full range of tests of all equipment. The following tests are required as a minimum

Protection Setting Tests (Primary Current Insertion Methods).

Generator Tests o Microturbine Start-Up. o Alarm Tests. o Microturbine Shutdown Simulation Tests. o Minimum Load Test o 50% Load Test o Full Load Test (at least 4 hours). o 110% Load Test (10 min).

Utility Failure Simulation (detection of islanding)

The first two months of operation of the facility following these tests shall be considered a “trial run” and the successful bidder shall provide support to address any operational problems within 24 hours of being notified of such by Mintek. Any cost implications for this shall be allowed in the Provisional and General amounts on the BOQ. The Mintek Campus shall not be used as load during the initial tests. The facility shall be tested using load banks prior to the final commissioning of the plant which will be done using the Mintek Campus load. The bidder shall allow for any load banks required.

The successful tenderer will be required to submit procedures for the above.

5.5 Test Certificates

The successful bidder shall supply test reports and certificates for each of the factory and site tests performed on all equipment. A list of such tests shall be agreed prior to the appointment of the successful bidder. 6.2 Drawings submitted with Tender Response

The bidders shall submit drawings with their bid response showing the following detail. Multiple elements may be shown on a single drawing but all details must be clearly visible.

Generation plant layout,

Heat recovery plant layout,

Proposed electrical reticulation layouts,

Gas pipeline tie-in and extension,

LTHW and chilled water reticulation,

Single Line Diagrams.

6.3 Drawings for Approval

After placement of order, the successful bidder shall be required to submit all drawings to the Mintek engineer for approval. This shall include but not be limited to general arrangement drawings, wiring diagrams, piping and electrical reticulation drawings, P&IDs.

6.4 Drawings During Construction

A full set of approved drawings shall be kept on site at all times during construction. Any changes during construction shall be marked up and approved and signed by the Mintek engineer before execution.

6.5 As-Built Drawings

The successful bidder shall issue these drawings to the Mintek engineer three weeks prior to Practical Completion. The “As Built” drawings will then be approved by the Engineer for inclusion in the final Operating and Maintenance manuals.

7. Compliance with Local/International Specifications

All material and equipment supplied under this contract shall comply with the appropriate South African or IEC Standards, whichever is applicable, depending upon the country of origin. 8. Contract

The successful bidder shall be appointed under a JBCC Principal Building Contract.

9. Training

The successful bidder shall provide training for 3 Mintek engineers for the operation and basic maintenance of the CHP plant. This training must be given by the original equipment manufacturer (OEM) of the microturbines and can be conducted either in South Africa or at the OEM’s facilities. If the training takes place outside of South Africa flights and accommodation for 3 Mintek representatives must be included in the bid price.

10. Manuals

The successful bidder shall provide detailed operation and maintenance manuals for the all equipment in the CHP plant. These manuals shall be submitted to Mintek for approval prior to completion of the project. The manuals shall include

A list of spares to be supplied by the contractor/supplier to cover the period of warranty.

A list of required tools required to conduct basic maintenance

A priced list of recommended spares necessary for a period of 5 years of operation.

Drawings detailed such that each piece of equipment can be specified for ordering replacements.

A full set of “As-built” drawings

Details of the local agent for each item of equipment.

A copy of all test certificates obtained with the plant.

A preventative maintenance programme for all equipment.

Operating instructions for each item of equipment.

Performance data and/or characteristic curves.

Copies of all certificates of compliance

11. Health and Safety

The successful bidder shall be required to fully comply with Mintek’s Health and Safety requirements. A Health and Safety file shall be provided. The required index of the file is as follows:

12. Access to Site

The successful bidder shall allow for their team to sign in to site every day. No access cards will be given as part of this contract. Any laydown areas and/or site office shall be by the successful bidder

13. Performance Guarantee

The bidder shall provide a proposed performance guarantee for the full CHP plant.

14. Spares, Maintenance and Service Level Agreement

The bidder shall include costs for and details of their proposed maintenance contract/service level agreement. This shall include an annual cost and escalation estimation for the first 5 years. The bidder shall assume that the generator operates 16 hours a day and has a 95% availability.

15. Assessment Criteria

The bid submissions shall be assessed based on the following criteria:

15.2 Suitability of Design for Mintek

The proposed solution’s suitability to integrate with the existing space and infrastructure constraints of the Mintek Campus. A detailed design including layouts and single line diagrams shall be provided with the submission.

15.3 Technology References

The bidder shall provide detailed reference projects (including client contact details where possible) where the proposed technology has been utilised before.

15.4 Capacity to Perform

The bidder shall give evidence of their capacity to deliver the project. This shall include the team capabilities including project details and references for similar projects and individual team member CVs.

15.5 Methodology of Delivery and Timelines

The bidder shall provide a detailed method statement on how they intend to deliver the project including a proposed project plan and resource allocation.

15.6 Risk Management Plan

The bidder shall identify the major risks associated with the project and provide a detailed risk mitigation plan for each of these.

15.7 Safety Plan

The bidder shall provide a proposed safety plan for the design,construction and commissioning of the project.
