Chi~f Exe.cutive Officer, Haryana Nav Yuvak Kala Sangam (HNYKS) briefed a.bout

he status of street vendor survey by mentioning following points:-

a. The survey in all respect· was completed on 31.st

Aug. 2016 with support

from 32 surveying team. . .

b. In the survey, 56 sectors of Chandigarh induding Sector 61, .63 and 12 MC

villages were covered.

c. The tot~I no of street vendors surveyed was ap.prox. 22,000 as per updates

by the surveying agency. As per the survey, there are 17% mobile and 83%

stationa~ street vendors. The final figure shall be updatedby the

surveying agency.

d. The entire survey was based on bio-metrics, 100% aadhar linked and

GIS/GPS coordinates of vending site . . .

e. For stationary 'lendors, approx. 5" x 3" dimension space is required per

vendor.

resolved by the ~urveying agency in all respect.

· He shared that following points will be taken into account while preparing

Chandigarh Street VendingPlan:-

a. Concentration of vendors

b. No vending zone on major roads.

c. Declaration of vending/no· vending zone as per Street Vendors Act, 2014

d. Already existing marke_ts shall not be declared as a No Vending Zohe.

Technical Director from HNYKS shared the Pilot Street Vendi_ng Plan of Ward No.

17 including'Sector-18, 19, 21. He highlighted few important issues pertaining to safety

and v iolations as under:-

a. Lacking fire safety·arrangements

b. Violation of architectural facades

c. Illegal construction .

d. · Spoiling the un_iform street picture

e. Spill over on public corridors/pavements

f. create hindrance to traffic and pedestrian

The DSP, Chandigarh Traffic Police, U.T. Chandigarh pointed out that before

:e .. ifying the vending zones for street vendors; traffic mobility, congestion and

general pubtre while re-locating the ve,riding zones. She conveyed to Dr. Parveen

Chaudhary, CEO of HNYKS to submit the proposed Chandigarh Street Vending Plan to

the . Town Planning Department of Chandigarh -Administration for verification and

approval of vending zones keeping in view the beautification of City Beautiful, safety -of

gene~al public and traffic m·obility with security etc.

The TVC members from the street vending community pointed qut that many age

old street ven~ors w~re left out during the survey by the surveying agency as they do

vending work in evening hours. They also pointed out that .the new vendors have been

sun.(.eyed and old ones were left out. On this, HNYKS clarified that the survey was done

on the basis of verification of previous Challan only.

National Consultant, MOHUPA informed that delegation of power to . U.T.

Administration for framing and notifying SCHEMES under the Street Vendors Act, -2014

has been done. He promised to provide copy of the same by the next day.

Joint Commissione~-11 shared that Municipal Corporation Chandigarh has received

• hthe SKOCH ORDER-OF-MERIT AWARD -2016" award at Hyderabad on 81 S-ept., 2016 for

Street Vendors Survey. All the members and offo:ials appreciated the efforts and

visionary approach of Chairperson TVC arid for winning SKOCH ORDER 0 OF-MERI T

AWARD -2016 for Excellence in E-Governance adopted in the Urbari Street Vendors

Survey.

It was decided that as per rule of- the Street Vendors Act, 2014; TVC has follow ing

role of deciding vending zone:-.

1. TVC shall ensure that all existing street vendors, identified in the survey, are

accommod ated in the vending zones subject to a norm co nforming to 2.5 % of

, : the population of the ward/zone in accordance with the Chandigarh Street

Vending Plan and holding capacity of the vending zones ..

2. TVC shall carry out a draw of lots for issuing the ce~tificate of vending for the

vending in the zone, where the number of street vendors identified under sub

section {1) or the number of persons seeking to vend under sub section {2) are

more than the holding capacity of the vending zone and exceeds the number of

persons to ·be accommodated in that vending zone.

That is why the representatives from Police, Traffic and Town Planning

Department have been made members of the TVC for deciding the vending

zones as per the guidelines/rules regulations of the respective departments

and it is for the TVC to look · into creation of vending zories and make a

recommendation to compete_nt authority for approval and further action .

However, there is no harm if the agency proposing v_ending zone should discuss

th e proposed vending zone plan with the Town· Planning Department of Chandigarh

Administration in advance for better coordination and informed choices . The agency has

been asked to prepare a complete vending zone pfan for at-least one ward immediately

in consultation with Town Planning Department, Chandigarh Administration and put up

to the TVC for further action within 7 days.

The meeting ended with vote of thanks to the Chair.
