Mr. Pontes is a 1968 graduate of Clifton High School with 40+ years of high school coaching experience. In his years as head coach, the teams he leads have won well over 1000 meets, including 45 league championships, 19 county championships, 2 state sectionals and 1 overall state championship. Mr. Pontes has been named Passaic County Coach of the Year, 19 times. and the Board hereby commends him for the honor and recognition he has brought to himself, his students, the school and community. PRESENTATIONS OF REPORTS FROM ADMINISTRATION, ADVISORY COMMITTEES & SPECIAL COMMITTEES: Auditor’s Management Report on Administrative Findings – Financial Compliance and Performance, June 30, 2017 – Lerch, Vinci & Higgins, LLP Mr. Paul Lerch gave a presentation on the results of the 2016-2017 audit. Highlights included:

Mr. Lerch also spoke about recommendations to the Board of Education and commented about the funding of the pension system. Mr. Appleton was thanked for all his hard work. BOARD COMMITTEE REPORTS: Student Union – Jacob Szczecina spoke about the un-used Standardized Testing Supplies, the Feminine Hygiene Product, and the School Supplies for Students of Flint, Michigan drives at CHS. He also spoke about the indoor street fair and wished good luck to all students applying to colleges. He commented about the play at CHS and congratulated the newly elected Board members and athletes here tonight. Education – Ms. Pino reported the committee discussed the following:

It was noted that the NJSBA legislative committee would like stories supplied to the Board about funding issues which can be forwarded to NJSBA. PUBLIC RECOGNITION: Kushi Patel congratulated the newly elected Board members and spoke about funding efforts. She asked about the calendar attachment on the agenda tonight. UNFINISHED BUSINESS: None

A. EDUCATION/ADMINISTRATION: Items EA-12/6/17-05 through EA-12/6/17-14 will be voted upon in one motion. MOTION BY Arlene Agresti SECOND BY Lawrence Grasso VOTE 9-0 YES: Abedrabbo, Agresti, Anderson, Bassford, Daley, Danny, Grasso, Pino, Passenti NO: Anderson (EA-05 only) Prior to action on this motion, Mr. Daley commented regarding Resolution EA-12/6/17-05 regarding property tax, state income tax and the possible impact on the state economy. The Administration was thanked for putting EA-12/6/17-05 on the agenda. The Administration was asked where the resolution originated from. It was explained that the resolution was drafted by the NJSBA and it was further noted that the tax reform could impact funding for education. It was also noted that the Educational Technology program in EA-12/6/17-06 is a wonderful program for educators. EA-12/6/17-05 -- In Support of Retaining the State and Local Tax Deduction

WHEREAS, the United States Senate and House of Representatives are considering legislation, “The Tax Cuts and Jobs Act,” to restructure the federal income tax system, and

WHEREAS, the House and Senate versions of the proposals would severely limit or eliminate the current deductibility of local property taxes and state income and sales taxes, and

WHEREAS, eliminating or restricting deductions for state and local taxes would result in a financial burden for a substantial number of New Jersey households, and

WHEREAS, the Government Finance Officers Association has found that eliminating the state and local tax deduction would be felt most harshly by public school districts, which rely on local and state tax revenue for support, and

WHEREAS, in New Jersey, the federal government provides only 4.2 percent of the funding for public education, making the state’s public schools the second most dependent in the nation on state and local revenue, and

WHEREAS, a report by the Rockefeller Institute shows that New Jerseyans pay $31 billion more in federal income taxes than the state receives back in federal services, and

WHEREAS, the Clifton Board of Education believes that elimination or restriction of deductibility of state and local taxes would pose a financial burden on the state’s public schools and its citizens, and

WHEREAS, certain tax reform proposals would also eliminate advance refunding of bonds, which allow school districts to refinance at lower interest and lower cost to taxpayers, and

WHEREAS, some tax reform proposals would also expand tax-advantaged savings programs to include private school tuition, thereby diverting limited federal funds from public to non-public schools. Now therefore be it

RESOLVED, that the Clifton Board of Education urges the U.S. Senate and House of Representatives to oppose any tax reform legislation that would restrict deductibility of state and local taxes, and be it further

RESOLVED, that the Clifton Board of Education urges the U.S. Senate and House of Representatives to opposed legislation that would limit the financial flexibility of local school districts and/or divert public funds to non-public schools, and be it further

RESOLVED, that this resolution be sent to U.S. Representative William Pascrell, U.S. Senator Robert Menendez, and U.S. Senator Cory Booker, and be it further

RESOLVED, that copies of this resolution be sent to the New Jersey School Boards Association and the Passaic County School Boards Association. EA-12/6/17-06 -- Ramapo College Master’s Degree Program RESOLVED, that the Clifton Board of Education accepts the recommendation of the Superintendent of Schools to approve a new cohort of the Ramapo College Master of Science in Educational Technology program to be run on site in Clifton beginning in September 2018. EA-12/6/17-07 -- Law Enforcement Agreement RESOLVED, that the Clifton Board of Education accepts the recommendation of the Superintendent of Schools to adopt and execute the Agreement Between the Clifton Board of Education, the Clifton Police Department, the Passaic County Prosecutor, and the Passaic County Superintendent of Schools, concerning law enforcement in the schools, that are consistent with the State Memorandum of Agreement approved by the Attorney General and the Commissioner of Education.

EA-12/6/17-08 -- Job Descriptions (see attachments) RESOLVED, that the Clifton Board of Education accepts the recommendation of the Superintendent of School to adopt the following job descriptions:

EA-12/6/17-09 -- Attendance Report (see attachment) RESOLVED, that the attendance report for the month ending October 31, 2017 is hereby accepted by the Clifton Board of Education. The statistics presented include any new enrollments for withdrawals of pupils up to, and including, the date of compilation, and are to be interpreted as the number of pupils actually in attendance. Total enrollment is higher due to its reflection of all pupils admitted and enrolled. EA-12/6/17-10 -- Appointment for Special Education Services

RESOLVED, that the Clifton Board of Education accepts the recommendation of the

Superintendent of Schools to appoint the following entity for the 2017-2018 school year to provide services to Clifton resident pupils who are in-district, home-based, and/or attending out-of-district schools. All services are to be used on an as needed basis.

RESOLVED, that the Clifton Board of Education accepts the recommendation of the Superintendent of Schools to approve the acceptance into the Clifton Public Schools of the following tuition students, for the 2017-2018 school year, with the respective Board of Education responsible for tuition.

EA-12/6/17-13 -- Out-of-District Placements RESOLVED, that the Clifton Board of Education accepts the recommendation of the Superintendent of Schools to approve the following out-of-district placements of Clifton resident pupils for the payment of tuition and transportation as herein described.

a. Pupil #124209, accepted into New Jersey Elks Developmental Disabilities Program, 1481 Main Avenue, Clifton, NJ, effective September 26, 2017. Tuition is $72,077.85 per 10 month school year. Transportation cost: no additional charge due to existing run. New Jersey Elks Developmental Disabilities Program is approved by the New Jersey Department of Education for placements of this type.

b. Pupil #113210, accepted into Chapel Hill Academy, 31 Chapel Hill Road, Lincoln Park, NJ, effective October 30, 2017. Tuition is $58,680 per 10 month school year. Transportation cost: no additional charge due to existing run. Chapel Hill Academy is approved by the New Jersey Department of Education for placements of this type.

c. Pupil #108692, accepted into NJEDDA High School, 15 Union Avenue, Clifton, NJ, effective October 19, 2017. Tuition is $62,818.60 per 10 month school year. Niralee Rana spoke about the Feminine Hygiene Product Drive and Human Rights Fair at CHS. Frank Kasper congratulated Ms. Bassford and Ms. Danny and wished Ms. Agresti well. He thanked the voters and commented that he is ready to serve the community. Mrs. Schnackenberg commented about Rifle Camp Park and asked citizens to reach out to the Freeholders in support of the outdoor classroom. Joe Ceder spoke about veterans and the December 7th attack on Pearl Harbor. Joe Canova congratulated the newly elected Board members and commended Ms. Agresti. He asked about the status of the Technology Committee and spoke about Carlos Polanco and the need for a new message in support of full funding for the district. Ms. Bassford – thanked Mr. Ceder for his history lesson and spoke about the athletes. She commented about attending the tree lightings in town and thanked the chorus students. She was overwhelmed by the election support she received and wished good luck to Ms. Agresti. She wished everyone Merry Christmas and Happy New Year. Mr. Tardalo – commented he is thankful for the newly elected Board members and looks forward to working with them. He commended Ms. Agresti, thanked the speakers, talked about students leading by example and thanked everyone for their support. He wished Happy Holidays to all. Mr. Passenti – asked for the flags at half-staff for the veterans tomorrow. He spoke about the athletes and wished everyone Happy Holidays. He also talked about support for the police and fire departments. He commended Ms. Agresti and thanked her wholeheartedly. Ms. Agresti – commented that her favorite veteran is her husband. She spoke about the Board working hard for the students with limited funds and about the Board members supporting each other. It was a hard decision not to run for the Board. She received a standing ovation from the audience.

1. Mr. Abedrabbo spoke about STEM academies being implemented in the district. There are organizations that could host STEM competitions in the lower grades.

2. Mr. Abedrabbo suggested there be a resolution honoring Carlos Polanco’s accomplishments.

There was a motion for a resolution honoring Carlos Polanco as National Youth of the Year for the Boys and Girls Club of Clifton. There was a motion to suspend the rules of the meeting in order to include the resolution on the agenda.
