years,theinstitutionisrequiredtoconductacomprehensivereview

andrevisionoftheplantoensurethatitremainscurrent.Therevised

planshallbeformallyadoptedbytheboardofvisitorsorother

governingbodyoftheinstitutionforcertificationtotheVirginia

DepartmentofEmergencyManagement.Theplanisconfidentialand

outlineswhoisresponsibleforvariouseventsthatcouldoccuron

campusandhowthecollegewillrespond.TheoriginalLFCCplanwas

developedbycollegestaffinconsultationwiththeVirginiaDepartment

ofEmergencyManagementandlastapprovedinthepreviousfour-

yearcyclesof2012and2016,respectively.

OnamotionmadebyRichGalecki,secondedbyBradHodgson,the

LFCC2020EmergencyOperationsPlanwasunanimouslyapproved.

VCCSpolicyrequirescollegestoestablishatwo-yearcapitaloutlayplan

forparking,fundedthroughstudentparkingfees.Thisplancoversthe

construction,alteration,repair,andmaintenanceofcollegeparking

facilities.Currently,existingfacilitiesadequatelyaddresstheparking

needsforeachcampuswithrespecttothequantityofavailable

parking.ProjectedexpendituresareforalterationstoaddressADA

complianceissuesidentifiedonbothcampusesduringarecentreview,

repairsandmaintenanceofexistingfacilitiesaswellasprojectedcosts

associatedwithHazelHallconstructionforsidewalksandaservice

driveontheFauquiercampus.

excellenceamountthecollege’sfaculty,staffandthoseinsupportroles.TheLFCCBoardisthefinest

advisory/governinggroupthatDanielhasbeenamemberof.Theboard’smembersclearlyhavea

commoninterestineducationtomakeindividuals’livesbetterandtomakeLFCC’scommunitybetter.

DanielthankedPresidentKimBlosserforherleadershipandAshleyHansenforhercontinualsupport

andassistance.DanielensuredmembersthattheboardwasinagoodleadershippositionwithPam

MichaelLake,LFCCEducationalFoundationBoardrepresentative,reportedonthefollowing:

• TheFoundationBoardisworkingwithlegalcounseltoestablishaseparateLLCtomanagethe

Foundation’srealestateholdingsandhowtoproperlymaintaintheLFCCEducational

Foundation’stax-exemptstatus.

• TheFoundationreceiveda6-acreFauquierCountylanddonationin2012(Catlettproperty).

TheCountyofFauquierhasdeclaredasolutionforthewastewaterissueonthepropertythat

hasexistedsincereceiptoftheproperty.Theneededimprovementstothepropertywill

improvethelandvalueandmakesaleable,whichwasalwaystheintentoftheFoundation.

• TheLuray-PageCountyCenterconstructionisat25percentcompletiononverticalwalls.

• TheFoundationisestablishinganemergencyfundforLFCCemployees.TheFoundationBoard

unanimouslyvotedtoapprove$300,000seedfundingintotheemployeeemergencyfund.

Maryland.Shelatermovedintoanadministrativeroleas

becameanassociatedeanandwaslaterpromotedtodeanof

StevensonUniversityOnline(SUO).Sheiscurrentlyat

Stevensonandsharedthatsheislookingforwardtoreturning

tothecommunitycollegeworld.

pendingtheGovernor’sapprovaltoresumelimitedface-to-

• TheWSCEEducationalConsortiumforteachers“in-service”

professionaldevelopmentprogramshavebeenmovedentirely

onlineforSummer2020.Nationalspeakerswerecancelledand

movedtonextyearforface-to-facedelivery.

• LFCC’sWorkforceunitunitedtheregionalEconomic

DevelopmentdirectorsandtheNorthernShenandoahValley

RegionalCommissionstoapplyforaGoVirginiagrantfocused

onindividualswhomayhavebeenfurloughedordisplaceddue

totheeconomicimpactofCOVID19.Theprojectistitled“Back

toWork.”Anabstractoftheprojectisasfollows:

Giventhelargenumberoflow-wageretail,foodservice,andhospitalityworkersimpactedbylossofworkduetoCOVID-19,asignificantportionoftheRegion’slaborpoolisfacinguncertaintyintheirlivelihood.Moreimportantly,manyworkersintheseoccupationswilllikelybeingpermanentlydisplaced.Therefore,timeisoftheessenceforinformingthemofalternativeopportunitiesthatcanprovideformoresustainable,long-termemployment.Inturn,thescopeandcompositionofRegion8’semploymentandwagelevelscanbeincreasedinlessvulnerableindustrieslikemanufacturing,IT,transportationandlogistics,constructionorhealthcare.Thus,theBacktoWorkprojectcanhelptocatalyzethistransition.

LordFairfaxCommunityCollege,throughWorkforceSolutions(LFCCWS),proposestwostrategicelementswiththegoalofgettingadultsimpactedbyCOVID-19backtowork.Theprogramisintendedtopromotecareers,pathways,andregionalemployersinIT,manufacturing,logistics,healthcare,andconstructionsectors.Specifically,theinitiativewillproactivelytargetoutofwork20-55-year-olds,locatedwithina50-mileradiusofMiddletown,Luray,andWarrenton,VA(theprimaryserviceareasofLordFairfaxCommunityCollege),makinglessthan$70,000annually.

AcademicandStudentAffairs

ChrisCoutts,provostFauquiercampusandinterimvicepresidentof

academicandstudentaffairs,reportedonthefollowing:

• Asreportedpreviously,wemadethedecisiontomoveall

coursesonlinethissummer.Wearecurrentlyup5percentin

enrollmentcomparedtothistimelastyear,whichindicates

withessentialface-to-facecoursesinhealthprofessionsand

andothersafetyrequirementsfortheFall2020semester.

UsingsynchronoustechnologysuchasZoomandscheduling

forspecifictimesforinstructorsandstudentsto‘meet’and

interactonline,allowsustheoptiontomovethesecourses

backtocampusshouldconditionsallow.

• WearestillrecruitingforEMS/paramedicandcybersecurity

instructorsforfall.

• Dozensofournursingstudentsareworkingtogetherwith

studentsfromGeorgeMasonUniversityandthe

Rappahannock-RapidanDepartmentofHealthtoconduct

COVD-19contacttracinginTheBarnfacilityattheFauquier

campus.StudentsreceivetrainingfromJohnsHopkinsinorder

todothiswork,andtheywillgetacademiccredittowardstheir

programrequirements.Thiseffortwassupportedbygenerous

donationsfromthePATHFoundationandtheClaudeMoore

Foundation.LFCCisproudtohostthiseffortandworkwiththe

healthdepartmenttosupportthehealthofourcommunity.

InstitutionalAdvancement LivHeggoy,associatevicepresidentofinstitutionaladvancementand

executivedirectoroftheLFCCEducationalFoundationreportedonthe

following:

Development(LFCCFoundation)

• Continuingtoaward2020-21scholarships.

• Raised$1,800fromMay5GiveLocalPiedmontonlinedayof

giving.

• Previouslyscheduledin-personfallfundraisershavebeen

cancelled(August27atMiddletownandSeptember10in

Luray),andweareworkingondevelopingalternative“virtual”

events.

• ChrisCouttsandTamiO’BrienattendedtheTownof

Warrenton’svirtualbudgetplanningsessiononMay21,on

behalfoftheLFCCFoundation.Forthepastfiveyears,the

WarrentonTownCouncilhasprovidedtotheLFCCFoundation

between$6,000-$7,500tofundscholarships(academicand

trades).TheCouncilwillmakefundingdecisionssoon.

• Wehavereceivedagiftof10laptopsfromadonorandexpect

themtobedeliveredbyMay27.COVID-19hasalsoshown

howrealthe“digitaldivide”is.Sinceweanticipatethatmany

fallclasseswillremainonline,doourstudentshavetheright

1. Targetedoutreachtoadultstomarketonlineandcompressedprogramstructures

AhybrideveningprogramwascreatedforadultlearnerstostartinFall2020.DuetoCoronavirus,thisrolloutispostponeduntilSpringorFall2021.AnacceleratedGeneralStudiesprogramwasdevelopedthroughcreativeschedulingthatallowsworkingadultstotakemoreclassesduringacademicsessions.DuetoCoronavirus,thisplanhasbeenamendedtobegin(hopefully)inSpring2021or,morelikely,Fall2021.

2. TargetedoutreachspecificallytoEALcommunityForthe2019-2020academicyeartherewasactuallyareductioninthetotalnumberofESLstudentsandaslightdipinESLenrollment.(88studentsin2018-19and71in2019-20).Thereissomequestionaboutwhatthereductionsays,however.Thepoliticalclimatehasnotbeenpositiveformanyinthispopulationandhashadadecidedimpactonenrollmentamongnon-nativestudentsandtheirfamilies.Itisalsopossiblethatthereductionismisleading.Thedatarequestwasmadeafterthecampusswitchedtofully-onlineclassesandsomeofthesestudentsdroppedtheirclassesforavarietyofreasons,somethingwhichhappenedinnon-ESLclassesaswell.

3. HireanewEALprogramcoordinatortobeinthecommunity,createrelationships,andhosteventstargetedattheEALcommunitieswithinourserviceregionThisacademicyearwasthefirstfortheESLdirectorandmuchofhertimewasspentlearningabouttheprogramanddevelopingideasforstrengtheningit.

ClosethegapinsuccessbetweencurricularplacedFTICandpeersontargetedcourses(programgatekeepercourses)byatleast2%ForEnglish,resultsshowthatthegapbetweenFTICstudentsandtheirpeerswasreducedforthegatekeepercourseofENG111.InFall2018,70.7%ofFTICstudentsearnedanA,B,orCinENG111,comparedwith87%oftheirpeersthatsamesemester.InFall2019,72.7%ofFTICstudentsearnedanA,B,orCinENG111,comparedwith85%oftheirpeers.ForAccounting,studentsarecontinuingtoreceiveA,B,Cgrades.TutorswereembeddedinACC211inbothsemesters,fall2019andspring2020.ThesyllabiforACC211&212werestandardizedforallinstructorsandbenchmarkassessmentsweredesignedandadministered.Studentsareperformingwellonstrategicbenchmarkassessmentstoensuremasteryofcontentknowledge.ThiswasanewstepinstitutedwithallACCfacultytoensurestudentsaremasteringthecontentknowledgeexpectedby4-collegesandtocontinueintheirpathways.ChemistryfacultyhaveworkedcloselyincollaborationandanewinstructorwashiredthisacademicyearwhoonlytaughtCHM111.Thissampleisnotlarge,buttheresultsaredramatic.Therewere116studentsinCHM111infall2018and106in2019.InCHM112,therewere32studentsenrolledinfall2018and31in2019.Therewasan8.5%increaseinthesuccessrateinCHM111anda15%increaseinCHM112..

Implementasummerbridgeprogramforunderservedstudentsthatisfreeofcharge,includestheSDV100content,andallowsstudentstoearnthatcreditpriortofallsemesterAsummerbridgeprogramwasrunattheFauquierCampusinsummer2019.Ofthe24totalparticipants,16arestillenrolledinthespringsemester(67%).Halfareenrolledfull-time(12+credits)andhalfareenrolledpart-time.TwowillgraduateinMay.Fouroftheeightstudentswhoarenotenrolledinthespringsemesterareonacademicwarning.Onestudentwhoisstillenrolledisonacademicwarning.Discussionsarebeingheldaboutimprovementsforthisyear.

Somegoalsofthe2020planarebeingmodifiedbecauseofCOVID-19.The50thanniversaryeventsandfundraisingmailings,forexample,willlikelyextendintoSpring2021.TheimpactofCOVID-19hasunderscoredtheimportanceofkeygoalsofthe2020plan--forexample,improvingLFCC’sback-endfunctions,suchasmigratingourdatabasetoamoreeffectiveplatforminordertocoordinatetargetedemailandprintmailingcampaignsandpromoteandmanageonlinedonations.Foundationscannotbedependentonlargegatherings.

2. CompletetheFundraisingCampaignfortheLuray-PageCountyCenterConstructionhasbegun.TheloanwasscheduledtocloseonMay4andtheestimatedcompletiondateis12/25/20.Theexperiencewehavehadwithfundraising,financing,andconstructionofthisprojectwillbeveryhelpfulaswebegintodevelopaplanforthe50acresofpropertyinWarrentongiventotheLFCCFoundation.

2. ObtainPATHFoundationfundingtohireadevelopmentofficerfortheFauquierCampus.LFCCreceivedagrantandthisisthefirst,full-timedevelopmentofficerattheFauquierCampus.ThepositionwasfilledinDecember2019.

DedicateresourcestodevelopinganAlumniWebsiteandtargetedoutreachtoalumni.Thealumniwebsiteisupandbeingpromoted.TheApril30alumnireceptionwaspostponedbecauseofCOVID-19.TheimpactofCOVID-19hasinspiredadditionalalumnioutreachstrategies,whichwillcertainlybehelpfulpost-pandemic.ExamplesincludecreatingadirectoryofalumniownedbusinessandconnectingthroughLinkedIn,wheremorethan9,000individualshavenotedtheiraffiliationasanLFCCalum.

LFCChaspartneredwithasuccessfulprogramlaunchedbyShenandoahUniversitycalled“TownHall”.Thisprogramencouragescivicengagementvialocalissuesrelatedtocoursecurricula.In2020,LFCCfacultywillserveasfacilitatorsduringthespringtownhallmeeting.LFCChadtwofulltimefacultyimplementtheTownHallprojectintotheirclasses.Thisexceedsourtargetofthreeclasses.MuchoftheTownHallprojectinvolvesstudentresearchandapplicationtothemanysidesofadiscussionarounda“hot”topic,suchasguncontrol.Muchofthiscanstillbeimplemented;however,theculminatingeventthattakesplaceattheendofAprilwasre-imaginedasanonline/livevirtualevent.

anewflagshipprogramforthenewLurayPageCenter.ABusiness&IndustryEducationSummitwasheldoverthesummerinLuraywith30+representativesofbusiness,education,andthecommunityinattendance.NewprograminitiativeswereidentifiedforexplorationinareassuchasLogistics,MassageTherapy,AgriculturalTechs,andConveyorSystemsTechs.LPCCleadershipconsultedwithcommunitybusinessandindustrytoidentifyanewflagshipprogramfortheLurayPagecenterandPhysicalTherapistAssistant(PTA)wasidentified.Researchandaneedsanalysis,aswellasaccreditingbodyconsiderations,wereusedtoidentifythestrategyfornewprogramdevelopment.LFCCwillpartnerwithGermannaCommunityCollege(GCC)toofferthisprogramtoLFCC'sstudentswithclinicalstakingplaceatPageMemorialHospital.AsignedMOUisinplaceandLFCChassubmittedpaperworktoSACSCOC.

inclusivepool;LFCCreviewedapplicantpooldatatoidentifyadvertisingvenuestoidentifyandhirequalifiedapplicantsfromadiverseandinclusivepool.Availability/utilizationreportsforfulltimesearcheswereevaluatedforthepastyear.Therewere32searchesperformedbetweenMarch2019toApril2020.Thedatawerereviewedintwo,sixmonthtimeperiodstoprovideabeforeandaftercomparisontodocumentapplicantpooldiversity.Forstaffsearches,thenumberofminorityapplicantsinthesixmonthtimeperiodswentfrom54to98,an81%increase.Forfacultysearches,thenumberofminorityapplicantspersearchwentfrom8to10,a25%increase.

b. Foreachsearch,completeananalysisofnationalapplicantpooldataincomparisontopositionapplicantpools.EveryfulltimepositionincludedtheanalysisofthenationalpooldataforthepositionandwassharedwiththePresident,CHRO,searchcommittee,andhiringmanager.TheCHROhasidentifiedaneedforanincreaseinapplicationsfromAfricanAmericansbasedonthenationalavailabilitypools.

c. Reviewavailabilityoffundsforapplicanttravelreimbursementforfinalinterviewstoensuretruenationalsearchinitiative;Hiringmanagershavebeenaskedtoreviewtheirbudgetandoffertravelfundsforcandidateswishingtointerviewasafinalist.TheCollegehasalsobeenabletoprovidetravelfundsbasedonactualcostandnotaflatfigureforVicePresidentlevelroles.Thisensuredthatallfinalistswereabletoparticipateinthefinalroundofinterviews,therebyincreasingthediversityandinclusivityoffinalistscreenings.

Resolution of Adoption WHEREAS, the College Board of Lord Fairfax Community College (LFCC) is concerned with the health and well- being of its students, faculty and staff and desires that the best possible emergency service be available to them as well as protecting its property, assets and natural resources; and, the President is concerned with the health and well- being of its students, faculty and staff and desires that the best possible emergency service be available to them as well as protecting its property, assets and natural resources; and WHEREAS, the §23.1-804 of the Code of Virginia requires that any public institution of higher education shall develop, adopt, and keep current a written crisis and emergency management plan; and every four years, each institution shall conduct a comprehensive review and revision of its crisis and emergency management plan to ensure the plan remains current, and the revised plan shall be adopted formally by the board of visitors or other governing body. Such review shall also be certified in writing to the Virginia Department of Emergency Management; and WHEREAS, such a plan has been presented by the LFCC Vice President for Finance and Administrative Services; developed by the LFCC Chief of Police in coordination with the requirements of the Virginia Department of Emergency Management, and with input from the Virginia Community College System (VCCS) and neighboring jurisdictions. NOW THEREFORE BE IT RESOLVED that the LFCC College Board, on this 4th day of June 2020, does hereby officially adopt the LFCC Emergency Operations Plan, to include plans and procedures for both natural and human caused disasters.

Pursuant to the LFCC Board Bylaws Article Three, Section 2, the officers of the Board shall be elected biennially by the Board at its June meeting to serve from July 1 immediately following. Article Three, Section 1 states the officers of the Board shall be a chair, vice chair, a secretary and such other officers as may be elected in accordance with the provisions of this article; and that the vice chair will be considered to be the chair elect. Nominations for the offices of chair and vice chair during an election year will be proposed by a nominations committee consisting of the chair, vice chair and a board member appointed by the chair, preferably a past chair if available. The nominations committee shall be sensitive to locality representation and board rotation in its proposed nominations, which will be provided in writing to the Board prior to the election.
