and Valle Lindo, who presented aT-shirt to each Board Member and to the Superintendent.

Administrators from each of the schools accompanied the students to the meeting. The artwork displayed in the Dr. Lowell J. Billings Board Room was prepared by students from each of the six schools.

President Reyes thanked the students and presented each of them with a Certificate of Appreciation and a stylus pen engraved with the District's name.

Before approving the agenda, President Reyes presented Clerk Tremper with a Certificate of Recognition for her service as Board President during the 2015 calendar year. He said Clerk Tremper did an excellent job that was evident in her leadership and her genuine care for students, teachers, administrators, and for the District as a whole. President Reyes added that Clerk Tremper's fellow Board Members appreciate her long hours, her dedication, and her work in guiding the Board and the Superintendent.

3. SPECIAL RECOGNITION, ORAL PRESENTATIONS, WRITTEN Presentations! REPORTS, AWARDS, AND HONORS Awards

A. Report on District Cohort Schools: Joseph Casillas, Hilltop Drive, Greg Rogers, Salt Creek, Sunnyside, and Valle Lindo Elementary for the 2014-15 School Year

Mr. Tessier introduced Principal Lead Lisa Parker, who presented the members of her cohort by school-Principals Emiko Nakamura (Casillas), Principal Erika Taylor and Associate Principal Silvia Herrera-Flores (Rogers), Principal Lani Perez and Associate Principal Robert Cochran (Salt Creek), and Principal Theresa Corona (Valle Lindo). The group provided a report on the cohort's efforts to support Local Control and Accountability Plan (LCAP) goals and on the results of the California Assessment of Student Performance and Progress. They also answered questions from Board Members.

Board Members commended and congratulated the presenters and remarked on a variety of features of the presentation as well as the cohort model.

4. ORAL COMMUNICATIONS

Oral Communications provides the public with an opportunity to address the Board on non-agenda items. Speakers are requested to limit their

remarks to five minutes. The Board shall limit the total time for public input on each agenda item to 20 minutes. With Board consent, the President may increase or decrease the time allowed for public presentation depending on the topic and the number of persons wishing to be heard. No Board action can be taken .

Chula Vista Classified Employees Organization President Peter Zeitler thanked the Board for approving architectural services for air-conditioning systems in numerous school kitchens. He also asked Board Members to consider lifting the ban on serving flavored milk to students.

Chula Vista Educators President Manuel Yvellez wished the Board a Happy New Year and thanked them for their service. He also spoke on the certificated work hours grievance and urged a settlement.

5. APPROVE CONSENT CALENDAR (Action)

The following items listed under Consent Calendar are considered by the Board in one action. There will be no discussion on these items prior to the time the Board votes on the motion unless members of the Board, staff, or public request specific items to be discussed and/or removed from the Consent Calendar.

Mr. Tessier said the District received a charter school petition renewal from Gardner Community Charter and that charter school staff would present a report. Director Shannon Richardson

presented members of her school community, who spoke in favor of renewing the charter petition: Students Janelle Corte, Robbie Foster, Gianna Keith, Santino Keith, Alan Lopez, Ziraili Martinez, Katelynn Nevarez, Begonia Perez-Aionso, and Eduardo Plummer; Teacher Linda Sennet; Parent and Instructional Aide Laura Gonzalez; Grandparent and Volunteer Luz Maria Gonzalez, Grandparent Patti McKelvey; and California Charter School Association Regional Manager Michelle Anderson .

Ms. Richardson presented a report on Gardner Community Charter that included a history of the school. She also introduced members of her staff and school community.

Board Members thanked Ms. Richardson for the report and thanked all the speakers. President Reyes presented Certificates of Appreciation to each of the students. Board Members also asked a variety of questions regarding the charter school, which were answered by Ms. Richardson .

President Reyes opened the public hearing and asked if anyone wished to address this item. No one else spoke on this item. President Reyes closed the public hearing.

7. ADMINISTRATIVE ACTION ITEMS

A. Accept Chula Vista Elementary School District 2014-15 Annual Audit Report

Mr. Esquivel said the District is requesting acceptance of its annual audit report. He introduced Mr. Brian Hadley, partner in Wilkinson Hadley King & Co., LLP, the company that conducted the audit for the year ending June 30, 2015. Mr. Hadley mentioned three elements of audit reports. First, the accountant's opinion, of which the District received the best-an "unmodified opinion"-that means the District's financial statements fairly present its financial position at year end . Second, the findings and recommendations page, saying there are two components to an audit-compliance and finances. The District only had one compliance finding on attendance at one of the schools, a common and easily-rectified finding. Third, the prior audit findings page that lists the prior year's findings and states if they were corrected. In closing, Mr. Hadley said the District passed "with flying colors" and mentioned there is a new change in governmental accounting standards the District never had to deal with before, which requires agencies to record a liability for pension costs. He also answered questions from Board Members.

Board Members thanked Mr. Hadley for his report and commended Mr. Esquivel and his staff for a great job.

9. GENERAL INFORMATION ITEMS/REPORTS

A. Report Calendar to Board of Education

Dr. Escobedo said the report requested by President Reyes regarding classified salaries had been added to the Report Calendar for April 2016.

B. Report on Governor's 2016-17 State Budget Proposal

Mr. Esquivel presented a brief overview of the Governor's proposed state budget for fiscal year 2016-17, which was released on January 7. He provided information on California's unemployment recovery, state revenues, major proposals as well as items not included in the budget, the reserve cap, the Governor's next steps, and specific elements the District is watching. Board Members thanked Mr. Esquivel for the report, commented on varied components of the Governor's budget, and asked questions which he answered.

Mr. Yvellez and Teacher Susan Skala (Chula Vista Hills) spoke on this item.

On a separate note, Ms. Skala also spoke in support of returning flavored milk to school menus.

10. BOARD COMMUNICATIONS

Mrs. Bejarano: • Expressed her appreciation to the District for its handling of the tragic

accident that took place earlier in the month, which involved a Harborside student. Thanked staff members for notifying Board Members and keeping them informed and for assisting the students and families that were affected by the tragedy.

Mrs. Bunker: • Said it was very exciting having cohort and charter school presentations

during the same meeting and that it was a nice combination that showed how things are different. Added that it was wonderful to have so much parent and student participation.

• Thanked staff members, especially Mr. Esquivel and his department, for all their hard work involving the budget.

Dr. Reyes: • Said the rest of the school year will be very exciting because the District

will have a very healthy budget. Commended Mr. Esquivel for the audit results and for everything he does to help the District maintain its finances in good shape.

• Remarked that he believes it is time now to start a conversation on next steps regarding the budget-how to wisely spend the money the District will receive in order to directly impact students.

• Commented that he really likes the fact that the school reports were changed to reflect the cohorts. Stated that he enjoyed hearing that principals meet and communicate frequently-even if they are far apart or come from very different schools. Said that it really adds value to the system when schools that have so many differences are able to learn from each other and grow together. Commended the principals for moving to and taking advantage of the cohort model, for talking to each other, and for working as a group to make their schools even better.

Mr. Tamayo: • Wished everyone a Happy New Year. Said he was able to spend time

with his family and that he hoped everyone also enjoyed their families and had time to reenergize in order to continue serving District students.

• Mentioned that he looks forward to the New Year, visiting more schools, and participating in multiple events. Added that, with the Visual and Performing Arts Program now in place, there are many more school and community events that involve student participation, which is great.

• Welcomed everyone back from the holiday break.

Ms. Tremper: • Thanked staff, parents, and students for the great presentations, adding

that the reports included a lot of good information. • Thanked her fellow Board Members for the certificate, saying that she

loves it. Commented that Christmas had not ended for her and that with the certificate and the T-shirt personalized with her name, she was a "happy camper."

11. SUPERINTENDENT'S COMMUNICATION

Dr. Escobedo: • Said 2016 will be a great year. • Mentioned that he attended a meeting with superintendents and university

deans in San Diego. Added that one of the topics discussed was the teacher shortage and that even though it has not reached the District, just like "EI Nino, " it is coming-and will stay for several years. Commented that the District is making significant inroads and entering into a partnership with San Diego State University to explore novel ways of attracting future teachers and perhaps training them within the District­especially second-term student teachers-to see if the hiring and training processes can be accelerated. area of huge concern and that the District is considering working with out-of-state universities that focus on producing special education teachers to see how the credentialing process can fast-tracked , so these well-trained teachers can teach in California. Said the District wants to stay ahead of the teacher shortage and to attract "A" players, which is critical.

• Announced that the District has a new doctor-Myrtle S. Finney Elementary School Principal Olivia Amador-Valerie, who defended her dissertation earlier that day. Congratulated Mrs. Amador-Valerie on her achievement.

• Shared that it looks like the District may have three winners of the National Excellence in Urban Education Award. Said that he participated in Hilltop Drive's validation visit. Added that that J. Calvin Lauderbach and Finney were also identified as finalists.
