CALL TO ORDER The Oklahoma Conservation Commission met Monday June 2 2014 at the Agriculture

Building Board Room located at 2800 N Lincoln in Oklahoma City Oklahoma The meeting was called to order at 930 am by Chairman Jim Grego He stated this was a regularly scheduled meeting in accordance with the Open Meeting Law Title 25 Sections 301 and following as amended The agenda for this meeting was posted on Thursday May 29 2014 at the front entrance of the building

RECOMMENDATIONS FOR APPOINTMENT Kim Tweed Executive Secretary presented the recommendations for appointment of

conservation district directors as listed in Exhibit 4 A motion was made by Mr Rooker and seconded by Mr Herriman to approve district director appointments as listed Those voting aye were Jett Rooker Herriman Graumann and Grego Nay votes none Motion carried

DISTRICT DIRECTOR ELECTED POSITION 1 Ms Tweed presented District Director Elected Position 1 filings as listed in Exhibit 5 and

recommended that the Commission certify the individuals listed as elected since they were the only qualified candidates filing a Notification and Declaration of Candidacy In districts where no one filed vacancies will be filled by appointment A motion was made by Mr Rooker and seconded by Mr Jett to certify the individuals as listed Those voting aye were Jet Rooker Herriman Graumann and Grego Nay votes none Motion carried

FY2015-2019 CONSERVATION DISTRICT LONG RANGE PLANS Lisa Knauf Owen Operations Chief presented FY2015-2019 Conservation District Long

Range Plans for approval as listed in Exhibit 6 A motion was made by Mr Graumann and

DISCUSSION OF THE COMMISSIONS FY2015 APPROPRIATION AND BUDGET Mr Thralls provided a summary of Senate Bill2127 (see Attachment A) the 2015 general

appropriations bill and stated that it is awaiting the Governors signature If the bill is signed the Commission will receive a reduction in the amount of 08 from the FY2014 appropriation however it does include the bond payment so the reduction in operating funds would actually be around one percent The Commission did receive a supplemental appropriation in the amount of three million dollars for watershed rehabilitation The drought fund also received a supplemental appropriation in the amount of $15 million The bill provides pay increases for public safety and education employees however most state employees received no increase

REPORT ON LEGISLATION Mr Thralls stated that the Oklahoma Association of Conservation District Employees met

with the Oklahoma Public Employees Association during the legislative session to discuss including them in salary increase legislation It was decided not to include language in the salary increase bill for district employees and instead allow the Office ofManagement and Enterprise Services working with the Commission to analyze the job positions with the goal to raise salaries to ninety percent of comparable private sector positions

Mr Thralls stated that the Governor and her Cabinet went through a strategic planning process to set state funding priorities As a result there will be new procedures on how agencies submit their budget work programs and requests for new funding

CONSERVATION PARTNERSHIP REPORTS Oklahoma Department ofAgriculture Food and Forestry No representative present

USDA-Natural Resources Conservation Service Gary ONeill State Conservationist provided a written report (attached to the minutes) He stated that an announcement has been made on a new Farm Bill program the Regional Conservation Partnership Program (RCPP) Groups and partners can develop proposals to bring their funding to the table and pre-proposals are due Julyl4 Proposals may include critical conservation areas and in Oklahoma that would include the western seventy-five percent ofthe state Mr 0 Neill stated that a press release has been sent out aboutthe program and that two webinars are scheduled to leam more about the program followed by a meeting in Stillwater Full proposals are due in September with the goal of selecting and funding proposals by the end of the calendar year

Mr ONeill stated that 1200 Conservation Stewardship Program applications were ranked in thirty days He then reported that Oklahoma has received $20 million additional funds for the

Environmental Quality Incentive Program financial assistance along with an extra $1 million for drought assistance

Mr ONeill stated that he has not received word about additional watershed project funding contained in the Farm Bill but that Oklahoma submitted a list ofprojects He stated that nationwide a total of $880 million in projects were submitted for the $250 million available

Mr ONeill reported that the following positions have been filled District Conservationist (DC) in McAlester - Charles Rogers DC in El Reno- Chris Best and DC in Stillwater with Matt Elliott Joe Freeland Watershed Office Project Engineer has accepted a position with the NRCS National Design Center in Fort Worth and Gary Utley Water Resources Hydraulic Engineer has accepted a geologist position at Fort Worth Mr ONeill stated that they have 11 students in the internship program with 6 returning from last year

Mr ONeill stated that farm bill informatinal meetings have been scheduled as follows Clinton-August5 Enid-August 7 Goodwell-August 11 Altus-August 12 Ada-August 14 ShawneeshyAugust 19

Mr ONeill reported the formation of a state soil health committee with key partners and the first meeting of this committee is Thursday in Oklahoma City

Oklahoma Association ofConservation Districts No representative present

OKLAHOMA CONSERVATION COMMISSION MEMBERS All members reported on rain or the lack thereof Mr J ett reported on attending a prairie

chicken meeting to discuss its threatened listing and the wildlife credits for producers

Mr Graumann stated that his district is working with the Greer County Courthouse on replacing some trees at the district office He also stated that his district is looking into selling drip iiTigation supplies to homeowners in the county

Mr Grego reported on attending a joint meeting of the Mcintosh County and Checotah Conservation District boards to discuss consolidation

OKLAHOMA CONSERVATION COMMISSION STAFF Executive Director Mr Thralls reported on attending a meeting with the National

Watershed Coalition and the National Association of State Conservation Agencies in Washington DC to discuss the watershed program The group met with the NRCS Associate Chief to discuss the need to make allocations of the $250 million available through the Farm Bill Mr Thralls stated that the Farm Service Agency along with the NRCS were given the order not to discuss the Farm Bill program and speculation is that Secretary Vilsack is interested in being a Vice Presidential nominee for Hillary Clinton and therefore wants to keep his name in the public They also met with congressional members from Texas and Oklahoma Mr Thralls stated that Rick Jeans and Trey Lam met with Congressman Lankford in March about the farm bill The Congressman voted for the first two farm bills but when it came out of conference committee he voted no as he believed the savings in the nutrition program were not real

Mr Thralls reported that Mike Kastl AML Program Director retired effective June 1 after almost 40 years with the agency Mike Sharp will serve as Interim Director

Operations Chief Ms Owen stated there is a written report in the packet She has been meeting with the Woods County and East Woods County Conservation Districts to discuss consolidation Ms Owen is assisting the Beaver County office as they have a secretarial vacancy Ms Owen stated that the Coal County agreement approved today is the first pilot program using district staff to provide training for new district employees

Ms Owen stated that the Governor signed a bill to change the retirement for new state employees from a defmed plan to a 40l(k) plan

Discussion followed regarding changing the number of district board members in districts that consolidate

Water Quality Program Shanon Phillips Director stated there is a written report in the packet She stated that the Environmental Protection Agency sent notice ofthe availability ofspecial funding and could accept applications up to $300000 As a result an existing grant was modified to apply for funds for streambank stabilization in the CREP area

Ms Phillips reported on meeting with the Oklahoma Rural Water Association regarding water supply and she will be meeting with them again on Wednesday The drought has heightened the need for conversation and collaboration

Ms Phillips stated that the Blue Thumb program is really busy this time ofyear and that the monitoring program is in full swing in southwest Oklahoma

Abandoned Mine Land Reclamation Program Mike Sharp Interim Director stated there is a written report in the packet He stated that he has known Mr Kastl for over 50 years and appreciates the passion he had for the program Mr Sharp stated that the design for the Reeves project has been received The Thompson project should be going to contract this week Dr Sharp stated that the program will receive five designs from NRCS in September with three in Rogers County and two in Muskogee County

Office aGeographic Information and Technical Services Mike Sharp Director stated there is a WImiddotitten repmt in the packet He reported that Shellie Willoughby GIS Specialist is recovering from surgery and should be back later this month Dr Sharp gave an update on the OKMaps project He then stated that staff assisted public safety agencies during the Guthrie frres last month

Assistant Director Mr Toole stated there is a Conservation Programs Division written report in the packet He provided a copy of a portion of the Commissions FY2015-2019 Strategic Plan that has been revised (See Attachment B) Additional revisions will be discussed at a meeting on July 17 Mr Toole welcomes comments from the members

Mr Toole stated that conservation education activities are busy He reported that the final inspection on Fort Cobb Lateral 10 will be held this week and the one remaining rehabilitation

project will be completed in August

NEXT MEETING The next regular meeting of the Oklahoma Conservation Commission will be held on

Monday July 7 2014 in the Agriculture Building Board Room 2800 N Lincoln Boulevard Oklahoma City Oklahoma beginning at 930am

Personal accountability and responsibility are two core values that are seen as critical for the employees as well as the governing body of the Oklahoma Conservation Commission Those characteristics serve as the basis for tbe strength of our Agency These values coupled with integrity give rise to the type of behavior we desire in our business environment The values and behaviors that are important to an organization must start on a personal individual level for each member of the organization When the conduct of our employees in their daily operations adheres to these values we project the image we all desire bat of an efficient professional organization which values its human resources demands excellence and can stand on its reputation track record and work product at every level

Commissioners and agency employees are expected to function with loyalty to the agencys mission as well as reflect tbe leadership necessary for its success Agency staff will support the Commission and leadership by providing honest accurate and timely information based on reliable data and tbe best professional judgment delivered with respect and courtesy Together we will strive to maintain positive productive professional relationships even at times when we disagree

Agency leadership and staff will treat coworkers clients and pminers with courtesy and respect We will make timeliness communication and quality of work products a priority We acknowledge a statewide workforce that has varying levels of intensity in daily supervision We acknowledge a continuing increase in prograJn responsibilities without an adequate increase in human and financial resources Based on the core values and behaviors mentioned above we will focus our efforts and look within our resources for creative strategies to manage human and financial resources to reach our objectives In the face of adversity we will remember these core values and rules of conduct which will enable us to weather tbe storm and remain true to our mJSSOn

This month USDA highlighted the value of conservation with a different focus each week Sometimes the benefits of conservation can be abstract For example think amishynute about the dollar value of a single tree Can you come up with a numbe1middot Did you consider that the tree creates oxygen captures carbon and provides wildlife habitat Or that the tree serves as a windbreak shades and cools the smrounding rumiddotea and improves water quality Dont forget these benefits extend for many decmiddot ades over the lifetime of a healthy tree Its easy to focus on measurable data and overlook abstract values Perhaps the best way to highlight the benefits of conservation is through pictures Below is a series of beforeafter photos of the good conservation can accomplish

Dam Safety is the Focus of OETA Report The NRCS Dam Safety booth at Conservation Day at the Capitol captured the eye of OETA ReporterProducer Bob Sands who in turn developed an entire segment on Aging Infrastructure for the Oklahoma News RepOlt (ONR) Clumiddotis Stoner NRCS State Conservation Engineer and Robert Toole Assistant Director of the Oklahoshyma Conservation Commission were both interviewed on the spot Mr Toole addressed the recently released American Society of Civil Engineers Report Card on Infrastructme which gave dams in Oklahoma a D Mr Toole explained the main issue is funding With limited resoUTces the focus in the state has been on High Hazshyard dams leaving many Low Hazard dams to suffer There are cmrently requests for nearly $90 Million worth of Operation and Maintenance needs Mr Stoner addressed the Rehabilitation Program and the impacts High Hazard dams have on the citizens of Oklahoma The report can be viewed at httpyoutubeue06EOrDDOE

NRCS State Conservation Engineer Chris Stoner was joined by OCCs Asshysistant Director for Water Quality Greg Kloxin and OWRBs Water Reshysomces Geologist Chris Neel for a Roundtable Discussion at the 3d Anshynual Student Water Conference hostshyed by OSU The group described involvement in water Ielated issues tlumiddotoughout their careers and how they ended up in the positions they now hold They then answe1middoted quesshytions from the more than 10 students both graduate and undergraduates from across the country The focus of the program was to 1middoteinforce the imshyportance of water in todays societyshyand to demonstrate how the actions the students involved in the confershyence can impact the worlds water Supplies for generations to come

DISTRICT DIRECTOR ELECTED POSITION 1 Ms Tweed presented District Director Elected Position 1 filings as listed in Exhibit 5 and

recommended that the Commission certify the individuals listed as elected since they were the only qualified candidates filing a Notification and Declaration of Candidacy In districts where no one filed vacancies will be filled by appointment A motion was made by Mr Rooker and seconded by Mr Jett to certify the individuals as listed Those voting aye were Jet Rooker Herriman Graumann and Grego Nay votes none Motion carried

FY2015-2019 CONSERVATION DISTRICT LONG RANGE PLANS Lisa Knauf Owen Operations Chief presented FY2015-2019 Conservation District Long

Range Plans for approval as listed in Exhibit 6 A motion was made by Mr Graumann and

DISCUSSION OF THE COMMISSIONS FY2015 APPROPRIATION AND BUDGET Mr Thralls provided a summary of Senate Bill2127 (see Attachment A) the 2015 general

appropriations bill and stated that it is awaiting the Governors signature If the bill is signed the Commission will receive a reduction in the amount of 08 from the FY2014 appropriation however it does include the bond payment so the reduction in operating funds would actually be around one percent The Commission did receive a supplemental appropriation in the amount of three million dollars for watershed rehabilitation The drought fund also received a supplemental appropriation in the amount of $15 million The bill provides pay increases for public safety and education employees however most state employees received no increase

REPORT ON LEGISLATION Mr Thralls stated that the Oklahoma Association of Conservation District Employees met

with the Oklahoma Public Employees Association during the legislative session to discuss including them in salary increase legislation It was decided not to include language in the salary increase bill for district employees and instead allow the Office ofManagement and Enterprise Services working with the Commission to analyze the job positions with the goal to raise salaries to ninety percent of comparable private sector positions

Mr Thralls stated that the Governor and her Cabinet went through a strategic planning process to set state funding priorities As a result there will be new procedures on how agencies submit their budget work programs and requests for new funding

CONSERVATION PARTNERSHIP REPORTS Oklahoma Department ofAgriculture Food and Forestry No representative present

USDA-Natural Resources Conservation Service Gary ONeill State Conservationist provided a written report (attached to the minutes) He stated that an announcement has been made on a new Farm Bill program the Regional Conservation Partnership Program (RCPP) Groups and partners can develop proposals to bring their funding to the table and pre-proposals are due Julyl4 Proposals may include critical conservation areas and in Oklahoma that would include the western seventy-five percent ofthe state Mr 0 Neill stated that a press release has been sent out aboutthe program and that two webinars are scheduled to leam more about the program followed by a meeting in Stillwater Full proposals are due in September with the goal of selecting and funding proposals by the end of the calendar year

Mr ONeill stated that 1200 Conservation Stewardship Program applications were ranked in thirty days He then reported that Oklahoma has received $20 million additional funds for the

Environmental Quality Incentive Program financial assistance along with an extra $1 million for drought assistance

Mr ONeill stated that he has not received word about additional watershed project funding contained in the Farm Bill but that Oklahoma submitted a list ofprojects He stated that nationwide a total of $880 million in projects were submitted for the $250 million available

Mr ONeill reported that the following positions have been filled District Conservationist (DC) in McAlester - Charles Rogers DC in El Reno- Chris Best and DC in Stillwater with Matt Elliott Joe Freeland Watershed Office Project Engineer has accepted a position with the NRCS National Design Center in Fort Worth and Gary Utley Water Resources Hydraulic Engineer has accepted a geologist position at Fort Worth Mr ONeill stated that they have 11 students in the internship program with 6 returning from last year

Mr ONeill stated that farm bill informatinal meetings have been scheduled as follows Clinton-August5 Enid-August 7 Goodwell-August 11 Altus-August 12 Ada-August 14 ShawneeshyAugust 19

Mr ONeill reported the formation of a state soil health committee with key partners and the first meeting of this committee is Thursday in Oklahoma City

OKLAHOMA CONSERVATION COMMISSION MEMBERS All members reported on rain or the lack thereof Mr J ett reported on attending a prairie

chicken meeting to discuss its threatened listing and the wildlife credits for producers

Mr Graumann stated that his district is working with the Greer County Courthouse on replacing some trees at the district office He also stated that his district is looking into selling drip iiTigation supplies to homeowners in the county

Mr Grego reported on attending a joint meeting of the Mcintosh County and Checotah Conservation District boards to discuss consolidation

OKLAHOMA CONSERVATION COMMISSION STAFF Executive Director Mr Thralls reported on attending a meeting with the National

Watershed Coalition and the National Association of State Conservation Agencies in Washington DC to discuss the watershed program The group met with the NRCS Associate Chief to discuss the need to make allocations of the $250 million available through the Farm Bill Mr Thralls stated that the Farm Service Agency along with the NRCS were given the order not to discuss the Farm Bill program and speculation is that Secretary Vilsack is interested in being a Vice Presidential nominee for Hillary Clinton and therefore wants to keep his name in the public They also met with congressional members from Texas and Oklahoma Mr Thralls stated that Rick Jeans and Trey Lam met with Congressman Lankford in March about the farm bill The Congressman voted for the first two farm bills but when it came out of conference committee he voted no as he believed the savings in the nutrition program were not real

Mr Thralls reported that Mike Kastl AML Program Director retired effective June 1 after almost 40 years with the agency Mike Sharp will serve as Interim Director

Operations Chief Ms Owen stated there is a written report in the packet She has been meeting with the Woods County and East Woods County Conservation Districts to discuss consolidation Ms Owen is assisting the Beaver County office as they have a secretarial vacancy Ms Owen stated that the Coal County agreement approved today is the first pilot program using district staff to provide training for new district employees

Ms Owen stated that the Governor signed a bill to change the retirement for new state employees from a defmed plan to a 40l(k) plan

Discussion followed regarding changing the number of district board members in districts that consolidate

Water Quality Program Shanon Phillips Director stated there is a written report in the packet She stated that the Environmental Protection Agency sent notice ofthe availability ofspecial funding and could accept applications up to $300000 As a result an existing grant was modified to apply for funds for streambank stabilization in the CREP area

Ms Phillips reported on meeting with the Oklahoma Rural Water Association regarding water supply and she will be meeting with them again on Wednesday The drought has heightened the need for conversation and collaboration

Ms Phillips stated that the Blue Thumb program is really busy this time ofyear and that the monitoring program is in full swing in southwest Oklahoma

Abandoned Mine Land Reclamation Program Mike Sharp Interim Director stated there is a written report in the packet He stated that he has known Mr Kastl for over 50 years and appreciates the passion he had for the program Mr Sharp stated that the design for the Reeves project has been received The Thompson project should be going to contract this week Dr Sharp stated that the program will receive five designs from NRCS in September with three in Rogers County and two in Muskogee County

Office aGeographic Information and Technical Services Mike Sharp Director stated there is a WImiddotitten repmt in the packet He reported that Shellie Willoughby GIS Specialist is recovering from surgery and should be back later this month Dr Sharp gave an update on the OKMaps project He then stated that staff assisted public safety agencies during the Guthrie frres last month

Assistant Director Mr Toole stated there is a Conservation Programs Division written report in the packet He provided a copy of a portion of the Commissions FY2015-2019 Strategic Plan that has been revised (See Attachment B) Additional revisions will be discussed at a meeting on July 17 Mr Toole welcomes comments from the members

Mr Toole stated that conservation education activities are busy He reported that the final inspection on Fort Cobb Lateral 10 will be held this week and the one remaining rehabilitation

NEXT MEETING The next regular meeting of the Oklahoma Conservation Commission will be held on

Personal accountability and responsibility are two core values that are seen as critical for the employees as well as the governing body of the Oklahoma Conservation Commission Those characteristics serve as the basis for tbe strength of our Agency These values coupled with integrity give rise to the type of behavior we desire in our business environment The values and behaviors that are important to an organization must start on a personal individual level for each member of the organization When the conduct of our employees in their daily operations adheres to these values we project the image we all desire bat of an efficient professional organization which values its human resources demands excellence and can stand on its reputation track record and work product at every level

Commissioners and agency employees are expected to function with loyalty to the agencys mission as well as reflect tbe leadership necessary for its success Agency staff will support the Commission and leadership by providing honest accurate and timely information based on reliable data and tbe best professional judgment delivered with respect and courtesy Together we will strive to maintain positive productive professional relationships even at times when we disagree

This month USDA highlighted the value of conservation with a different focus each week Sometimes the benefits of conservation can be abstract For example think amishynute about the dollar value of a single tree Can you come up with a numbe1middot Did you consider that the tree creates oxygen captures carbon and provides wildlife habitat Or that the tree serves as a windbreak shades and cools the smrounding rumiddotea and improves water quality Dont forget these benefits extend for many decmiddot ades over the lifetime of a healthy tree Its easy to focus on measurable data and overlook abstract values Perhaps the best way to highlight the benefits of conservation is through pictures Below is a series of beforeafter photos of the good conservation can accomplish

Dam Safety is the Focus of OETA Report The NRCS Dam Safety booth at Conservation Day at the Capitol captured the eye of OETA ReporterProducer Bob Sands who in turn developed an entire segment on Aging Infrastructure for the Oklahoma News RepOlt (ONR) Clumiddotis Stoner NRCS State Conservation Engineer and Robert Toole Assistant Director of the Oklahoshyma Conservation Commission were both interviewed on the spot Mr Toole addressed the recently released American Society of Civil Engineers Report Card on Infrastructme which gave dams in Oklahoma a D Mr Toole explained the main issue is funding With limited resoUTces the focus in the state has been on High Hazshyard dams leaving many Low Hazard dams to suffer There are cmrently requests for nearly $90 Million worth of Operation and Maintenance needs Mr Stoner addressed the Rehabilitation Program and the impacts High Hazard dams have on the citizens of Oklahoma The report can be viewed at httpyoutubeue06EOrDDOE

NRCS State Conservation Engineer Chris Stoner was joined by OCCs Asshysistant Director for Water Quality Greg Kloxin and OWRBs Water Reshysomces Geologist Chris Neel for a Roundtable Discussion at the 3d Anshynual Student Water Conference hostshyed by OSU The group described involvement in water Ielated issues tlumiddotoughout their careers and how they ended up in the positions they now hold They then answe1middoted quesshytions from the more than 10 students both graduate and undergraduates from across the country The focus of the program was to 1middoteinforce the imshyportance of water in todays societyshyand to demonstrate how the actions the students involved in the confershyence can impact the worlds water Supplies for generations to come

DISCUSSION OF THE COMMISSIONS FY2015 APPROPRIATION AND BUDGET Mr Thralls provided a summary of Senate Bill2127 (see Attachment A) the 2015 general

appropriations bill and stated that it is awaiting the Governors signature If the bill is signed the Commission will receive a reduction in the amount of 08 from the FY2014 appropriation however it does include the bond payment so the reduction in operating funds would actually be around one percent The Commission did receive a supplemental appropriation in the amount of three million dollars for watershed rehabilitation The drought fund also received a supplemental appropriation in the amount of $15 million The bill provides pay increases for public safety and education employees however most state employees received no increase

REPORT ON LEGISLATION Mr Thralls stated that the Oklahoma Association of Conservation District Employees met

with the Oklahoma Public Employees Association during the legislative session to discuss including them in salary increase legislation It was decided not to include language in the salary increase bill for district employees and instead allow the Office ofManagement and Enterprise Services working with the Commission to analyze the job positions with the goal to raise salaries to ninety percent of comparable private sector positions

Mr Thralls stated that the Governor and her Cabinet went through a strategic planning process to set state funding priorities As a result there will be new procedures on how agencies submit their budget work programs and requests for new funding

CONSERVATION PARTNERSHIP REPORTS Oklahoma Department ofAgriculture Food and Forestry No representative present

USDA-Natural Resources Conservation Service Gary ONeill State Conservationist provided a written report (attached to the minutes) He stated that an announcement has been made on a new Farm Bill program the Regional Conservation Partnership Program (RCPP) Groups and partners can develop proposals to bring their funding to the table and pre-proposals are due Julyl4 Proposals may include critical conservation areas and in Oklahoma that would include the western seventy-five percent ofthe state Mr 0 Neill stated that a press release has been sent out aboutthe program and that two webinars are scheduled to leam more about the program followed by a meeting in Stillwater Full proposals are due in September with the goal of selecting and funding proposals by the end of the calendar year

Mr ONeill stated that 1200 Conservation Stewardship Program applications were ranked in thirty days He then reported that Oklahoma has received $20 million additional funds for the

Environmental Quality Incentive Program financial assistance along with an extra $1 million for drought assistance

Mr ONeill stated that he has not received word about additional watershed project funding contained in the Farm Bill but that Oklahoma submitted a list ofprojects He stated that nationwide a total of $880 million in projects were submitted for the $250 million available

Mr ONeill reported that the following positions have been filled District Conservationist (DC) in McAlester - Charles Rogers DC in El Reno- Chris Best and DC in Stillwater with Matt Elliott Joe Freeland Watershed Office Project Engineer has accepted a position with the NRCS National Design Center in Fort Worth and Gary Utley Water Resources Hydraulic Engineer has accepted a geologist position at Fort Worth Mr ONeill stated that they have 11 students in the internship program with 6 returning from last year

Mr ONeill stated that farm bill informatinal meetings have been scheduled as follows Clinton-August5 Enid-August 7 Goodwell-August 11 Altus-August 12 Ada-August 14 ShawneeshyAugust 19

Mr ONeill reported the formation of a state soil health committee with key partners and the first meeting of this committee is Thursday in Oklahoma City

OKLAHOMA CONSERVATION COMMISSION MEMBERS All members reported on rain or the lack thereof Mr J ett reported on attending a prairie

chicken meeting to discuss its threatened listing and the wildlife credits for producers

Mr Graumann stated that his district is working with the Greer County Courthouse on replacing some trees at the district office He also stated that his district is looking into selling drip iiTigation supplies to homeowners in the county

Mr Grego reported on attending a joint meeting of the Mcintosh County and Checotah Conservation District boards to discuss consolidation

OKLAHOMA CONSERVATION COMMISSION STAFF Executive Director Mr Thralls reported on attending a meeting with the National

Watershed Coalition and the National Association of State Conservation Agencies in Washington DC to discuss the watershed program The group met with the NRCS Associate Chief to discuss the need to make allocations of the $250 million available through the Farm Bill Mr Thralls stated that the Farm Service Agency along with the NRCS were given the order not to discuss the Farm Bill program and speculation is that Secretary Vilsack is interested in being a Vice Presidential nominee for Hillary Clinton and therefore wants to keep his name in the public They also met with congressional members from Texas and Oklahoma Mr Thralls stated that Rick Jeans and Trey Lam met with Congressman Lankford in March about the farm bill The Congressman voted for the first two farm bills but when it came out of conference committee he voted no as he believed the savings in the nutrition program were not real

Mr Thralls reported that Mike Kastl AML Program Director retired effective June 1 after almost 40 years with the agency Mike Sharp will serve as Interim Director

Operations Chief Ms Owen stated there is a written report in the packet She has been meeting with the Woods County and East Woods County Conservation Districts to discuss consolidation Ms Owen is assisting the Beaver County office as they have a secretarial vacancy Ms Owen stated that the Coal County agreement approved today is the first pilot program using district staff to provide training for new district employees

Ms Owen stated that the Governor signed a bill to change the retirement for new state employees from a defmed plan to a 40l(k) plan

Discussion followed regarding changing the number of district board members in districts that consolidate

Water Quality Program Shanon Phillips Director stated there is a written report in the packet She stated that the Environmental Protection Agency sent notice ofthe availability ofspecial funding and could accept applications up to $300000 As a result an existing grant was modified to apply for funds for streambank stabilization in the CREP area

Ms Phillips reported on meeting with the Oklahoma Rural Water Association regarding water supply and she will be meeting with them again on Wednesday The drought has heightened the need for conversation and collaboration

Ms Phillips stated that the Blue Thumb program is really busy this time ofyear and that the monitoring program is in full swing in southwest Oklahoma

Abandoned Mine Land Reclamation Program Mike Sharp Interim Director stated there is a written report in the packet He stated that he has known Mr Kastl for over 50 years and appreciates the passion he had for the program Mr Sharp stated that the design for the Reeves project has been received The Thompson project should be going to contract this week Dr Sharp stated that the program will receive five designs from NRCS in September with three in Rogers County and two in Muskogee County

Office aGeographic Information and Technical Services Mike Sharp Director stated there is a WImiddotitten repmt in the packet He reported that Shellie Willoughby GIS Specialist is recovering from surgery and should be back later this month Dr Sharp gave an update on the OKMaps project He then stated that staff assisted public safety agencies during the Guthrie frres last month

Assistant Director Mr Toole stated there is a Conservation Programs Division written report in the packet He provided a copy of a portion of the Commissions FY2015-2019 Strategic Plan that has been revised (See Attachment B) Additional revisions will be discussed at a meeting on July 17 Mr Toole welcomes comments from the members

Mr Toole stated that conservation education activities are busy He reported that the final inspection on Fort Cobb Lateral 10 will be held this week and the one remaining rehabilitation

Personal accountability and responsibility are two core values that are seen as critical for the employees as well as the governing body of the Oklahoma Conservation Commission Those characteristics serve as the basis for tbe strength of our Agency These values coupled with integrity give rise to the type of behavior we desire in our business environment The values and behaviors that are important to an organization must start on a personal individual level for each member of the organization When the conduct of our employees in their daily operations adheres to these values we project the image we all desire bat of an efficient professional organization which values its human resources demands excellence and can stand on its reputation track record and work product at every level

Commissioners and agency employees are expected to function with loyalty to the agencys mission as well as reflect tbe leadership necessary for its success Agency staff will support the Commission and leadership by providing honest accurate and timely information based on reliable data and tbe best professional judgment delivered with respect and courtesy Together we will strive to maintain positive productive professional relationships even at times when we disagree

Dam Safety is the Focus of OETA Report The NRCS Dam Safety booth at Conservation Day at the Capitol captured the eye of OETA ReporterProducer Bob Sands who in turn developed an entire segment on Aging Infrastructure for the Oklahoma News RepOlt (ONR) Clumiddotis Stoner NRCS State Conservation Engineer and Robert Toole Assistant Director of the Oklahoshyma Conservation Commission were both interviewed on the spot Mr Toole addressed the recently released American Society of Civil Engineers Report Card on Infrastructme which gave dams in Oklahoma a D Mr Toole explained the main issue is funding With limited resoUTces the focus in the state has been on High Hazshyard dams leaving many Low Hazard dams to suffer There are cmrently requests for nearly $90 Million worth of Operation and Maintenance needs Mr Stoner addressed the Rehabilitation Program and the impacts High Hazard dams have on the citizens of Oklahoma The report can be viewed at httpyoutubeue06EOrDDOE

NRCS State Conservation Engineer Chris Stoner was joined by OCCs Asshysistant Director for Water Quality Greg Kloxin and OWRBs Water Reshysomces Geologist Chris Neel for a Roundtable Discussion at the 3d Anshynual Student Water Conference hostshyed by OSU The group described involvement in water Ielated issues tlumiddotoughout their careers and how they ended up in the positions they now hold They then answe1middoted quesshytions from the more than 10 students both graduate and undergraduates from across the country The focus of the program was to 1middoteinforce the imshyportance of water in todays societyshyand to demonstrate how the actions the students involved in the confershyence can impact the worlds water Supplies for generations to come

Environmental Quality Incentive Program financial assistance along with an extra $1 million for drought assistance

Mr ONeill stated that he has not received word about additional watershed project funding contained in the Farm Bill but that Oklahoma submitted a list ofprojects He stated that nationwide a total of $880 million in projects were submitted for the $250 million available

Mr ONeill reported that the following positions have been filled District Conservationist (DC) in McAlester - Charles Rogers DC in El Reno- Chris Best and DC in Stillwater with Matt Elliott Joe Freeland Watershed Office Project Engineer has accepted a position with the NRCS National Design Center in Fort Worth and Gary Utley Water Resources Hydraulic Engineer has accepted a geologist position at Fort Worth Mr ONeill stated that they have 11 students in the internship program with 6 returning from last year

Mr ONeill stated that farm bill informatinal meetings have been scheduled as follows Clinton-August5 Enid-August 7 Goodwell-August 11 Altus-August 12 Ada-August 14 ShawneeshyAugust 19

Mr ONeill reported the formation of a state soil health committee with key partners and the first meeting of this committee is Thursday in Oklahoma City

OKLAHOMA CONSERVATION COMMISSION MEMBERS All members reported on rain or the lack thereof Mr J ett reported on attending a prairie

chicken meeting to discuss its threatened listing and the wildlife credits for producers

Mr Graumann stated that his district is working with the Greer County Courthouse on replacing some trees at the district office He also stated that his district is looking into selling drip iiTigation supplies to homeowners in the county

Mr Grego reported on attending a joint meeting of the Mcintosh County and Checotah Conservation District boards to discuss consolidation

OKLAHOMA CONSERVATION COMMISSION STAFF Executive Director Mr Thralls reported on attending a meeting with the National

Watershed Coalition and the National Association of State Conservation Agencies in Washington DC to discuss the watershed program The group met with the NRCS Associate Chief to discuss the need to make allocations of the $250 million available through the Farm Bill Mr Thralls stated that the Farm Service Agency along with the NRCS were given the order not to discuss the Farm Bill program and speculation is that Secretary Vilsack is interested in being a Vice Presidential nominee for Hillary Clinton and therefore wants to keep his name in the public They also met with congressional members from Texas and Oklahoma Mr Thralls stated that Rick Jeans and Trey Lam met with Congressman Lankford in March about the farm bill The Congressman voted for the first two farm bills but when it came out of conference committee he voted no as he believed the savings in the nutrition program were not real

Mr Thralls reported that Mike Kastl AML Program Director retired effective June 1 after almost 40 years with the agency Mike Sharp will serve as Interim Director

Operations Chief Ms Owen stated there is a written report in the packet She has been meeting with the Woods County and East Woods County Conservation Districts to discuss consolidation Ms Owen is assisting the Beaver County office as they have a secretarial vacancy Ms Owen stated that the Coal County agreement approved today is the first pilot program using district staff to provide training for new district employees

Ms Owen stated that the Governor signed a bill to change the retirement for new state employees from a defmed plan to a 40l(k) plan

Discussion followed regarding changing the number of district board members in districts that consolidate

Water Quality Program Shanon Phillips Director stated there is a written report in the packet She stated that the Environmental Protection Agency sent notice ofthe availability ofspecial funding and could accept applications up to $300000 As a result an existing grant was modified to apply for funds for streambank stabilization in the CREP area

Ms Phillips reported on meeting with the Oklahoma Rural Water Association regarding water supply and she will be meeting with them again on Wednesday The drought has heightened the need for conversation and collaboration

Ms Phillips stated that the Blue Thumb program is really busy this time ofyear and that the monitoring program is in full swing in southwest Oklahoma

Abandoned Mine Land Reclamation Program Mike Sharp Interim Director stated there is a written report in the packet He stated that he has known Mr Kastl for over 50 years and appreciates the passion he had for the program Mr Sharp stated that the design for the Reeves project has been received The Thompson project should be going to contract this week Dr Sharp stated that the program will receive five designs from NRCS in September with three in Rogers County and two in Muskogee County

Office aGeographic Information and Technical Services Mike Sharp Director stated there is a WImiddotitten repmt in the packet He reported that Shellie Willoughby GIS Specialist is recovering from surgery and should be back later this month Dr Sharp gave an update on the OKMaps project He then stated that staff assisted public safety agencies during the Guthrie frres last month

Assistant Director Mr Toole stated there is a Conservation Programs Division written report in the packet He provided a copy of a portion of the Commissions FY2015-2019 Strategic Plan that has been revised (See Attachment B) Additional revisions will be discussed at a meeting on July 17 Mr Toole welcomes comments from the members

Mr Toole stated that conservation education activities are busy He reported that the final inspection on Fort Cobb Lateral 10 will be held this week and the one remaining rehabilitation

Personal accountability and responsibility are two core values that are seen as critical for the employees as well as the governing body of the Oklahoma Conservation Commission Those characteristics serve as the basis for tbe strength of our Agency These values coupled with integrity give rise to the type of behavior we desire in our business environment The values and behaviors that are important to an organization must start on a personal individual level for each member of the organization When the conduct of our employees in their daily operations adheres to these values we project the image we all desire bat of an efficient professional organization which values its human resources demands excellence and can stand on its reputation track record and work product at every level

Abandoned Mine Land Reclamation Program Mike Sharp Interim Director stated there is a written report in the packet He stated that he has known Mr Kastl for over 50 years and appreciates the passion he had for the program Mr Sharp stated that the design for the Reeves project has been received The Thompson project should be going to contract this week Dr Sharp stated that the program will receive five designs from NRCS in September with three in Rogers County and two in Muskogee County

Personal accountability and responsibility are two core values that are seen as critical for the employees as well as the governing body of the Oklahoma Conservation Commission Those characteristics serve as the basis for tbe strength of our Agency These values coupled with integrity give rise to the type of behavior we desire in our business environment The values and behaviors that are important to an organization must start on a personal individual level for each member of the organization When the conduct of our employees in their daily operations adheres to these values we project the image we all desire bat of an efficient professional organization which values its human resources demands excellence and can stand on its reputation track record and work product at every level

Commissioners and agency employees are expected to function with loyalty to the agencys mission as well as reflect tbe leadership necessary for its success Agency staff will support the Commission and leadership by providing honest accurate and timely information based on reliable data and tbe best professional judgment delivered with respect and courtesy Together we will strive to maintain positive productive professional relationships even at times when we disagree

Dam Safety is the Focus of OETA Report The NRCS Dam Safety booth at Conservation Day at the Capitol captured the eye of OETA ReporterProducer Bob Sands who in turn developed an entire segment on Aging Infrastructure for the Oklahoma News RepOlt (ONR) Clumiddotis Stoner NRCS State Conservation Engineer and Robert Toole Assistant Director of the Oklahoshyma Conservation Commission were both interviewed on the spot Mr Toole addressed the recently released American Society of Civil Engineers Report Card on Infrastructme which gave dams in Oklahoma a D Mr Toole explained the main issue is funding With limited resoUTces the focus in the state has been on High Hazshyard dams leaving many Low Hazard dams to suffer There are cmrently requests for nearly $90 Million worth of Operation and Maintenance needs Mr Stoner addressed the Rehabilitation Program and the impacts High Hazard dams have on the citizens of Oklahoma The report can be viewed at httpyoutubeue06EOrDDOE

NRCS State Conservation Engineer Chris Stoner was joined by OCCs Asshysistant Director for Water Quality Greg Kloxin and OWRBs Water Reshysomces Geologist Chris Neel for a Roundtable Discussion at the 3d Anshynual Student Water Conference hostshyed by OSU The group described involvement in water Ielated issues tlumiddotoughout their careers and how they ended up in the positions they now hold They then answe1middoted quesshytions from the more than 10 students both graduate and undergraduates from across the country The focus of the program was to 1middoteinforce the imshyportance of water in todays societyshyand to demonstrate how the actions the students involved in the confershyence can impact the worlds water Supplies for generations to come

Personal accountability and responsibility are two core values that are seen as critical for the employees as well as the governing body of the Oklahoma Conservation Commission Those characteristics serve as the basis for tbe strength of our Agency These values coupled with integrity give rise to the type of behavior we desire in our business environment The values and behaviors that are important to an organization must start on a personal individual level for each member of the organization When the conduct of our employees in their daily operations adheres to these values we project the image we all desire bat of an efficient professional organization which values its human resources demands excellence and can stand on its reputation track record and work product at every level

Commissioners and agency employees are expected to function with loyalty to the agencys mission as well as reflect tbe leadership necessary for its success Agency staff will support the Commission and leadership by providing honest accurate and timely information based on reliable data and tbe best professional judgment delivered with respect and courtesy Together we will strive to maintain positive productive professional relationships even at times when we disagree

Dam Safety is the Focus of OETA Report The NRCS Dam Safety booth at Conservation Day at the Capitol captured the eye of OETA ReporterProducer Bob Sands who in turn developed an entire segment on Aging Infrastructure for the Oklahoma News RepOlt (ONR) Clumiddotis Stoner NRCS State Conservation Engineer and Robert Toole Assistant Director of the Oklahoshyma Conservation Commission were both interviewed on the spot Mr Toole addressed the recently released American Society of Civil Engineers Report Card on Infrastructme which gave dams in Oklahoma a D Mr Toole explained the main issue is funding With limited resoUTces the focus in the state has been on High Hazshyard dams leaving many Low Hazard dams to suffer There are cmrently requests for nearly $90 Million worth of Operation and Maintenance needs Mr Stoner addressed the Rehabilitation Program and the impacts High Hazard dams have on the citizens of Oklahoma The report can be viewed at httpyoutubeue06EOrDDOE

NRCS State Conservation Engineer Chris Stoner was joined by OCCs Asshysistant Director for Water Quality Greg Kloxin and OWRBs Water Reshysomces Geologist Chris Neel for a Roundtable Discussion at the 3d Anshynual Student Water Conference hostshyed by OSU The group described involvement in water Ielated issues tlumiddotoughout their careers and how they ended up in the positions they now hold They then answe1middoted quesshytions from the more than 10 students both graduate and undergraduates from across the country The focus of the program was to 1middoteinforce the imshyportance of water in todays societyshyand to demonstrate how the actions the students involved in the confershyence can impact the worlds water Supplies for generations to come

Personal accountability and responsibility are two core values that are seen as critical for the employees as well as the governing body of the Oklahoma Conservation Commission Those characteristics serve as the basis for tbe strength of our Agency These values coupled with integrity give rise to the type of behavior we desire in our business environment The values and behaviors that are important to an organization must start on a personal individual level for each member of the organization When the conduct of our employees in their daily operations adheres to these values we project the image we all desire bat of an efficient professional organization which values its human resources demands excellence and can stand on its reputation track record and work product at every level

Commissioners and agency employees are expected to function with loyalty to the agencys mission as well as reflect tbe leadership necessary for its success Agency staff will support the Commission and leadership by providing honest accurate and timely information based on reliable data and tbe best professional judgment delivered with respect and courtesy Together we will strive to maintain positive productive professional relationships even at times when we disagree

Dam Safety is the Focus of OETA Report The NRCS Dam Safety booth at Conservation Day at the Capitol captured the eye of OETA ReporterProducer Bob Sands who in turn developed an entire segment on Aging Infrastructure for the Oklahoma News RepOlt (ONR) Clumiddotis Stoner NRCS State Conservation Engineer and Robert Toole Assistant Director of the Oklahoshyma Conservation Commission were both interviewed on the spot Mr Toole addressed the recently released American Society of Civil Engineers Report Card on Infrastructme which gave dams in Oklahoma a D Mr Toole explained the main issue is funding With limited resoUTces the focus in the state has been on High Hazshyard dams leaving many Low Hazard dams to suffer There are cmrently requests for nearly $90 Million worth of Operation and Maintenance needs Mr Stoner addressed the Rehabilitation Program and the impacts High Hazard dams have on the citizens of Oklahoma The report can be viewed at httpyoutubeue06EOrDDOE

NRCS State Conservation Engineer Chris Stoner was joined by OCCs Asshysistant Director for Water Quality Greg Kloxin and OWRBs Water Reshysomces Geologist Chris Neel for a Roundtable Discussion at the 3d Anshynual Student Water Conference hostshyed by OSU The group described involvement in water Ielated issues tlumiddotoughout their careers and how they ended up in the positions they now hold They then answe1middoted quesshytions from the more than 10 students both graduate and undergraduates from across the country The focus of the program was to 1middoteinforce the imshyportance of water in todays societyshyand to demonstrate how the actions the students involved in the confershyence can impact the worlds water Supplies for generations to come

Dam Safety is the Focus of OETA Report The NRCS Dam Safety booth at Conservation Day at the Capitol captured the eye of OETA ReporterProducer Bob Sands who in turn developed an entire segment on Aging Infrastructure for the Oklahoma News RepOlt (ONR) Clumiddotis Stoner NRCS State Conservation Engineer and Robert Toole Assistant Director of the Oklahoshyma Conservation Commission were both interviewed on the spot Mr Toole addressed the recently released American Society of Civil Engineers Report Card on Infrastructme which gave dams in Oklahoma a D Mr Toole explained the main issue is funding With limited resoUTces the focus in the state has been on High Hazshyard dams leaving many Low Hazard dams to suffer There are cmrently requests for nearly $90 Million worth of Operation and Maintenance needs Mr Stoner addressed the Rehabilitation Program and the impacts High Hazard dams have on the citizens of Oklahoma The report can be viewed at httpyoutubeue06EOrDDOE

NRCS State Conservation Engineer Chris Stoner was joined by OCCs Asshysistant Director for Water Quality Greg Kloxin and OWRBs Water Reshysomces Geologist Chris Neel for a Roundtable Discussion at the 3d Anshynual Student Water Conference hostshyed by OSU The group described involvement in water Ielated issues tlumiddotoughout their careers and how they ended up in the positions they now hold They then answe1middoted quesshytions from the more than 10 students both graduate and undergraduates from across the country The focus of the program was to 1middoteinforce the imshyportance of water in todays societyshyand to demonstrate how the actions the students involved in the confershyence can impact the worlds water Supplies for generations to come

Personal accountability and responsibility are two core values that are seen as critical for the employees as well as the governing body of the Oklahoma Conservation Commission Those characteristics serve as the basis for tbe strength of our Agency These values coupled with integrity give rise to the type of behavior we desire in our business environment The values and behaviors that are important to an organization must start on a personal individual level for each member of the organization When the conduct of our employees in their daily operations adheres to these values we project the image we all desire bat of an efficient professional organization which values its human resources demands excellence and can stand on its reputation track record and work product at every level

Commissioners and agency employees are expected to function with loyalty to the agencys mission as well as reflect tbe leadership necessary for its success Agency staff will support the Commission and leadership by providing honest accurate and timely information based on reliable data and tbe best professional judgment delivered with respect and courtesy Together we will strive to maintain positive productive professional relationships even at times when we disagree

Agency leadership and staff will treat coworkers clients and pminers with courtesy and respect We will make timeliness communication and quality of work products a priority We acknowledge a statewide workforce that has varying levels of intensity in daily supervision We acknowledge a continuing increase in prograJn responsibilities without an adequate increase in human and financial resources Based on the core values and behaviors mentioned above we will focus our efforts and look within our resources for creative strategies to manage human and financial resources to reach our objectives In the face of adversity we will remember these core values and rules of conduct which will enable us to weather tbe storm and remain true to our mJSSOn
