I. Call to Order
Twelfth Regular Meeting of the Township Council.
Mayor Venezia called the meeting to Order at 7:40 p.m.
Notice of the time, date, location and agenda of this meeting, to the extent then known was provided at least forty-eight (48)
hours prior to the commencement of this meeting in the following manner pursuant to the provisions of Chapter 231 of the Law
of 1975 (The Open Public Meeting Act).
1. By posting such notice on the bulletin board in the Municipal Building, and
2. By email notification generated by IQM2 software to the offices of the Independent Press, Bloomfield Life, the Star
Ledger, Patch, Baristanet and TAPinto Bloomfield.
This was followed by the Pledge of Allegiance.

III. Presentation
F. Michael Fitzpatrick, the Township’s Health Officer, took the opportunity to introduce to the public and the Council
the Township’s Resident Survey for the Bloomfield 2017 Community Health Needs Assessment Survey. Mr. Fitzpatrick asked
each resident to participate in the survey and explained how copies could be obtained.
IV. Minutes Approval
Mayor Venezia asked for the approval of Minutes of previous meetings, after which Councilwoman Mundell moved,
and Councilman Joanow seconded, the approval of the following:

No Administrative Agenda was presented by the Township Administrator.

No Reports of Special Council Committees were presented at the Meeting.
VIII. Communications
Mayor Venezia called for Communications.
Louise M. Palagano, Municipal Clerk, stated that seven (7) written communications had been received. The first was
Communication Center Notification Report from the NJ Department of Environmental Protection regarding an oil spill at 50
Yantecaw Avenue. The next was a Press Release dated November 30, 2017 informing the public that the Township had received
an honorable mention by the NJ League of Municipalities and Department of Community Affairs’ 2017 Annual Innovation in
Governance Awards for its public records portal. The next was a letter dated November 21, 2017 from Avalon Bay Communities
in which the Township was informed that the company had donated a Shop Rite gift card to the Township so that the local food
pantries could be replenished with pantry supplies for the forthcoming holiday season. The next was a letter dated November 15,
2017 from Public Service Electric & Gas in which the Township was informed that PSE&G had submitted its application to the
NJ Department of Environmental Protection for Modified Statewide Freshwater Wetlands General Permits #1, #2 and #21 and
Flood Hazard Area Individual Permit for the Installation, Maintenance and Repair of Existing Underground and Overhead
Electric Distribution Facilities, and selective herbicide application in riparian zones within Electric Distribution and Public
Rights-of-Way. The next was a notification from the Board of Public Utilities regarding its NJ Clean Energy Program. The next
was a letter to adjacent property owners from the owner of 128 Jerome Place regarding its variance application scheduled to be
heard before the Township’s Zoning Board on December 7, 2018. The last was a letter dated December 18, 2017 from
Councilman Carlos Pomares in which he tendered his resignation as a Councilmember at-Large due to his recent election to the
Board of Chosen Freeholders.
Mayor Venezia then opened the public comment portion of the meeting.
Michele Ostrynski of Bloomfield, New Jersey, took the microphone and asked when the public might receive a status
report/update on the Township’s water supply.
Connor Curtin of Bloomfield, New Jersey, took the microphone to comment upon the Township’s broadband
connection.
Mayor Venezia thanked the speakers for their comments and asked for a motion to close the public comment portion of
the meeting which was moved by Councilman Gamble and seconded by Councilman Joanow.

X. Hearing Upon, Adoption or Amendment of Proposed Ordinances on Second Reading
Mayor Venezia called for the Hearing, Adoption of Amendment of Proposed Ordinances, after which the following
Ordinances were adopted:
AN ORDINANCE TO AMEND AND SUPPLEMENT CHAPTER 387 OF THE BLOOMFIELD TOWNSHIP CODE,
PROVIDING PARKING FOR PHYSICALLY LIMITED PERSONS
BE IT ORDAINED, by the Mayor and Council of the Township of Bloomfield, County of Essex, State of New Jersey,
as follows:
Section 1. Chapter 387, entitled: “PARKING FOR HANDICAPPED”, Section 387-4A “Enumeration of restricted

RESOLUTION SUPPORTING THE DRIVE SOBER OR GET PULLED OVER 2017 YEAR END HOLIDAY
CRACKDOWN
WHEREAS, impaired drivers on our nation’s roads killed 10,497 people in 2016; and
WHEREAS, 20% of motor vehicle fatalities in New Jersey are alcohol-related; and
WHEREAS, an enforcement crackdown is planned to combat impaired driving; and
WHEREAS, the season at the end of the year is traditionally a time of social gatherings which often include alcohol;
and
WHEREAS, the State of New Jersey, Division of Highway Traffic Safety, has asked law enforcement agencies
throughout the state to participate in the Drive Sober or Get Pulled Over Year End Holiday Crackdown; and

Whereas, the project will involve increased impaired driving enforcement from December 8, 2017 through January 1,
2018; and
WHEREAS, an increase in impaired driving enforcement and a reduction in impaired driving will save lives on our
roadways;
NOW, THEREFORE, BE IS RESOLVED that Township of Bloomfield, NJ declares its support for the Drive Sober
or Get Pulled Over 2017 Year End Holiday Crackdown from December 8, 2017 through January 1, 2018 and pledges to increase
awareness of the dangers of drinking and driving.

RESOLUTION: AUTHORIZING AMENDING TWO DPW SEASONAL EMPLOYEES TO PERMANENT PART-
TIME MAINTENANCE WORKERS
WHEREAS, the Township of Bloomfield Department of Public Works and Parks needs to replace two Permanent
Part-Time DPW Maintenance Workers; and
WHEREAS, James Polidoro and Anthony Pollastrone are already P/T Seasonal DPW Maintenance Workers for the
Township of Bloomfield DPW; and
WHEREAS, the Director of Public Works and Parks recommends making James Polidoro and Anthony Pollastrone
permanent Part-time DPW Maintenance Workers; and
WHEREAS, the Director of Finance has indicated that funding is available for these two positions.
NOW, THEREFORE, BE IT RESOLVED, that the Mayor and Council of the Township of Bloomfield, County of
Essex, State of New Jersey hereby James Polidoro and Anthony Pollastrone as permanent Part-Time DPW Maintenance Worker
employees effective December 19, 2017.
RESULT: APPROVED BY CONSENSUS
GRANTING CATASTROPHIC LEAVE OF ABSENCE
WHEREAS, written application has been filed by Employee #15421, for a catastrophic leave of absence with pay; and
WHEREAS, Employee #15421 has exhausted all his earned sick leave, vacation leave, personal leave, holiday leave,
month days and all other leave earned with the Township of Bloomfield.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Township of Bloomfield, County of
Essex, State of New Jersey, that Employee #15421 is hereby granted a catastrophic leave of absence with pay from his position
for a period of ninety (90) days effective January 1, 2018, provided, however, that the leave is conditioned upon the following:
1. During said catastrophic leave of absence, Employee #15421 will not accrue sick leave, vacation leave,
personal leave, holiday time coming, holiday pay and uniform allowance, in accordance with the terms and
conditions of the Collective Bargaining Agreement that controls the employee’s employment.
2. During said catastrophic leave of absence, employee shall continue to be covered for pension, health benefits,
dental plan and prescription drug plan and life insurance in accordance with the terms and conditions of the
agreement identified in paragraph 1 above.

3. During said catastrophic leave of absence, if employee engages in any other gainful employment, his leave
with the Township shall be automatically terminated.
4. Prior to his return to work the employee must submit a note from his Physician, who must certify to the
employee’s fitness to return to work.

WHEREAS, written application has been filed by Employee # 009078, for a catastrophic leave of absence with pay; and
WHEREAS, Employee # 009078 has exhausted all their earned sick leave, vacation leave, personal leave, holiday
leave, month days and all other leave earned with the Township of Bloomfield.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Township of Bloomfield, County of
Essex, State of New Jersey, that Employee # 009078 is hereby granted a catastrophic leave of absence with pay from their
position through and including December 2,2017 through December 31, 2017, provided, however, that the leave is conditioned
upon the following:
1. During said catastrophic leave of absence, Employee # 009078 will not accrue sick leave, vacation leave,

RESOLUTION AUTHORIZING REFUND OF WATER CHARGE OVERPAYMENTS AGAINST WATER ACCOUNT
NO. 3216600-0 FOR 17 DAVEY STREET
WHEREAS, water charges have been overpaid; and
WHEREAS, the water charges have been satisfied on water account no. 3216600-0, 17 Davey Street for the fiscal 2017 and
the overpayments require a refund in a total of $38,257.08.
NOW, THEREFORE, BE IT RESOLVED, by the Mayor and Council of the Township of Bloomfield, County of Essex,
State of New Jersey, hereby authorize the Township Treasurer to issue a refund check in a total amount of $38,257.08 made out
to Chase, Attn: Refund Department, P.O. Box 961227, Ft. Worth, TX 76161-0227 for overpayments made in 2017 for water
account no. 3216600-0 due to correction of high estimated billings.

RESOLUTION: AUTHORIZING REFUND OF REDEMPTION MONIES TO OUTSIDE LIENHOLDER
WHEREAS, at past Municipal Tax Sales, liens were struck off to the municipality on outstanding property taxes,
water charges, and landscaping charges; and

WHEREAS, these liens were redeemed by parties of interest as of 11/9/17 for the redemption of past due property
taxes for the years 2009-2017 on block 5, lot 26, TSC #10-00002.
NOW, THEREFORE, BE IT RESOLVED, that the Mayor and Council of the Township of Bloomfield, County of

WHEREAS, the Township Administrator has certified in writing that the value of the service will exceed $17,500; and
WHEREAS, PPD Design, (hereinafter “Professional”) has submitted a proposal to provide services; and
WHEREAS, after review and evaluation of the proposals it is recommended that a contract for the services be awarded
to PPD Design in the amount not to exceed $125,000.00; and
WHEREAS, this contract will take effect on immediately and will end on December 31, 2018 or until a successor is
appointed; and
WHEREAS, the Director of Finance has certified that funds are available to cover the cost of these services in various
capital accounts; and
NOW, THEREFORE, BE IT RESOLVED, that the Mayor and Council of the Township of Bloomfield authorizes
and directs the Township Administrator to enter into a contract/retainer agreement with the Professional within 10 days as

WHEREAS, Litigation is being pursued against the opioid manufacturers and distributors in attempt to shift a portion
of the finical burden of the opioid epidemic currently being borne by government entities to culpable businesses; and

drug manufacturers and distributors of opioids.

Essex, State of New Jersey hereby authorizes making these positions to a permanent hiring of the above referenced employees
