5. Huge variation in C&F prices against fixed MRP

PRC considered various cases, identified by ADC Karachi, where price difference between C&F price and MRP is very high. The members of PC were aprised that explanation has been sort from the firms for unjustified MRP of various imported drugs. The PRC advised to present detailed sum-mary after discussion with various firms for re-view by the PRC in the forthcoming meeting.

6. Transfer pricing / Higher drugs prices PRC considered various cases, identified by ADC Karachi, where prices of raw material imported by the different firms are higher as compared to other cheaper sources of raw materials. The mem-bers of PRC were apprised that import of raw ma-terial at higher prices has dual effect i-e transfer pricing/lost of foreign exchange and hgiher retail prices of the finished drugs due to such practices by various firms. The 25th meeting of the Price Recommendatory Committee (PRC) was held

3. The meeting started with the recitation of the verses from The Holy Quran.

The Chairperson PRC welcomed all the members and hoped that the members shall try to

positively to delibration of the committee.

4. The Cost Accountant explained that working paper has been prepared in an

elaborate manner with a view to help the PRC in decision making..

5. Dy. Director General (Pricing), Dy. Drugs Controller (Pricing), Assistant

Director (E&M) and Assistant Drugs Controller (Pricing) presented 106 cases before the

committee with details of demanded price, C&F + 40% (in case of imported drugs),prices

of same generic / therapeutic equivalents, prices in neighbouring and other countries with

proposed prices so that all the relevant information is avilable to the PRC before taking

the decision.

6. The PRC fixed the MRPs of 99 cases and deferred 07 cases for further

evaluation / information as per detailed given Annexure-I (Page 3-24).

7. With a view to facilitate the pharma sector the PRC supported the proposal of

Deputy Director General (Pricing) to hold meetings of the committee more frequently. It

was also decided that next meeting be held on 27-02-2008 subject to convenience of the

chairperson.

MINUTES OF PRICE ADVISORY COMMITTEE HELD ON 29-08-2008

The meeting of the Price Advisory Committee (PAC) was held on 29-08-

2008 under the chair of Mr. Mehmood Saleem Mehmood, Federal Secretary, Ministry of

Health, Islamabad.

2. The meeting was attended by the following:-

2. Secretary Health, Government of Punjab, Lahore and representative of Ministry of Finance (from Cost Accountant Organization) and Nominee of Helpline Trust could not attend the meeting due to their personal occupation.

3. The meeting started with the recitation of the verses from The Holy Quran. The Chairman PAC welcomed all the members and hoped that the members shall try to positively to deliberation of the committee.

4. The Cost Accountant explained that working paper has been prepared in an elaborate manner with a view to help the PRC in decision making..

5. Dy. Director General (Pricing)/Dy. Drugs Controller (Pricing) and Assistant Drugs Controller (Pricing) presented 35 cases before the committee with details of demanded price, C&F + 40% (in case of imported drugs), prices of same generic / therapeutic equivalents, prices in neighboring and other countries with proposed prices so that all the relevant information is available to the PAC before taking the decision.

6. The PAC fixed the MRPs of 128 cases and deferred 09 cases for further

evaluation / information.

3. The meeting ended with the vote of thanks to the chair.
