COMPLIANCE ON THE PROCEEDINGS OF THE 6TH STATE LEVEL SANCTIONING COMMITTEE MEETING HELD ON 21.10.2010

4. Unutilized funds relating to the year 2008-09 and 2009-10 will be fully utilized before the end of the current financial year and Utilization Certificate will be submitted accordingly.

Against a sum of Rs.450.28 lakhs relating to the year 2008-09 remaining unutilized on the date of last SLSC meeting, the unutilized amount has come down to Rs.59.00 lakhs. The unutilized amount of Rs.2328.10 lakhs relating to the year 2009-10 at the time of last SLSC meeting has come down to Rs.809.39 lakhs.

5. Principal Secretary, Agriculture Department should work out realistic requirement of funds with different Executing Agencies and find out the likely saving from the on-going projects during the current financial year so that more projects can be taken up during the current financial year itself.

An exercise has been done and accordingly, proposal is placed in para 4 of the Agenda Note.

6.1

While popularizing pump sets, certain minimum length of HDPE / PVC pipe should also be included to increase irrigation ayacut for the project area

A project for popularization of water carrying pipes at an estimated cost of Rs.240.00 lakhs has been taken up.

6.2

Incase of all demonstration projects, proper documentation should be ensured quantifying the result of demonstration, which can be reported to SLSC. Such documentation need to be taken up for every site and for each project.

Necessary instructions have been given to all field functionaries for proper documentation of all demonstration programmes.

6.3

Marketing tie up should be ensured incase of maize and pulses

PPP partners involved in Maize demonstration has taken up necessary action to facilitate marketing of maize.

6.4

For the Projects taken up under PPP mode, responsibility for facilitating marketing of the produce should also be entrusted to private partners. Quality of the seeds may be monitored through a suitable mechanism

Participating Seed Companies are facilitating marketing by way of liaisoning with concerned market players. Seeds supplied are tested lot-wise in Seed Testing Laboratories.

6.5

The demonstration should be taken up in clusters so that minimum critical mass will be produced for proper marketing. Taking demonstration in cluster mode will also have better demonstrative effect and supplying of inputs will also be easier. The farmers in the clusters may also be organized into groups/SHGs to facilitate training, supply of inputs and marketing

Necessary action has been taken up to made to take up demonstrations in clusters or contiguous patches to ensure better input & output management and to have greater effect of the demonstration.

6.6

Poly house/ Green house should be constructed near Growth Centers rather than spreading it thinly all over the State.

The field functionaries have been instructed to promote poly/green houses in the vicinity of the growth centers. Only three Growth Center have been identified for 2010-11 namely at Cuttack, Puri & Berhampur. 130 nos of Poly houses will be constructed in these 3 Growth Centers.

For projects under PPP mode, selection of private partner should be done in a transparent manner.

In the project “Popularization of Hybrid Paddy” under PPP mode, it has been envisaged that need based pesticides, seed testing chemicals, growth hormones and bio-fertilizers shall be borne by the farmers. Chairman observed that it would be difficult for farmers to go for pest control measures etc, meeting expenses from his own source. Hence, it was suggested that within the over all cost norms, provision should be made for pest control measures. If required, number of marker and/or weeder could be reduced or part of the cost of marker and/or weeder could be borne by the concerned farmers.

The Project on “Popularization of Hybrid Paddy” has been dropped during the current year. In other similar projects provision has been kept for need based pest control measures.

6.9

The Committee observed that provision of supply of seeds under the Scheme “Up-scaling of pulse production in the State” has not been kept due to non-availability of adequate quantity of certified seeds suitable for the State of Orissa. It was decided that a proper seed multiplication programme should be put in place immediately and the details to be reported in next meeting of SLSC. OUAT should take steps to provide as much breeder seeds as required by the State Multiplication from breeder to foundation seed should be taken up in Government farms in addition to farmers’ field.

(1) Suitability trials have been started in 5 Districts namely Jharsuguda, Kalahandi, Mayurbhanj, Nayagarh & Rayagada with 5 new varieties of Moong like SML- 668, TMB-37, HUM- 16,IPM-2-3 & Neha (ii) The ICRISAT, Hyderabad has been invited and their project proposal on Chick pea and Pigeon pea through Improved Pulse Production Technology is being considered for implementation in the ensuing Kharif/Rabi 2011-12.

In case of all demonstrations, soil testing should be mandatory so that application of nutrients is as per the requirement of the crop. Whenever, pest control component is provided for in the demonstration it should be through IPM.

(i) All the PD ATMAs have been instructed accordingly and the suggestion for soil testing & nutrient application as per the recommendation are mandatorily followed in all demonstrations. (ii) So also, pest management in demonstrations are being implemented through IPM measures.

7. In respect of the Project “Extension of Distribution System of Lift Irrigation Projects”, provision towards Miscellaneous Expenditure, Contingency and Capacity Building should be excluded from the cost estimate. Only 1% demonstration charges should be included in the cost estimates. Commissioner-cum-Secretary, Department of Water Resources was requested to revise the projects accordingly and he was authorized to take up more number of LI points within the approved financial limit. Extension of Distribution System should be taken up in respect of projects where Pani Panchayats are active and the Members of the Pani Panchayats are willing to share part of the cost.

Principal Secretary, Department of Water Resources may indicate the action taken.

8(ii) ChiefSecretary-cum-Chairman, SLSC desired that on-line monitoring of the projects should be ensured. Proper MIS should be put up in place at the earliest.

Steps have been taken to shortlist agencies for development of MIS for on-line monitoring of projects under RKVY.

8(iii) Since availability of funds under RKVY has gone up substantially, a Project Management Unit / Project Support Unit should be put up in place within 1% of allocation, which is available towards administration charges.

Presently, an RKVY Cell has been constituted with two Consultants, two Senior Technical Assistants and one Data Entry Operator. However, a proposal is being formulated to have a full-fledged multi disciplinary team for RKVY Cell.

(i) OUAT/ Directorate of Water Management has been requested to monitor & evaluate the RKVY projects. (ii) OUAT, Bhubaneswar has been provided with the list of participant farmers of vermi-compost & vermi-hatchery units for monitoring & evaluation of the benefits accrued. OUAT has initiated the evaluation process.

8.1(iv) (c)

Progress of soil mapping for major nutrients on GIS platform as well as soil mapping of Secondary and Micro nutrients, so as to have G.P level maps of N,P,K, nutrients by December 2010 and maps for N,P,K, Secondary and Micronutrients by June-2011

Soil mapping of the State for the major nutrients on GIS platform has been completed. Similar exercise for the secondary & micronutrients is under progress.

8.3 During the course of discussion, Chairman SLSC observed that a lot of infrastructure is created which in course of time goes to dis-use for want of proper operation and maintenance. It was decided that to the feasible, the operation should be outsourced.

Process has been initiated to out-source the services newly created soil testing laboratories. Expression of Interest is likely to be issued shortly.
