III. OLD BUSINESS
Mr. Smith noted that the Personnel committee voted against resolution creating a Special Investigatorposition for the Chemung County Attorney. Mr. Smith stated that it is his understanding that thecandidate for this position is being paid without legislative approval. Mr. Smith asked what theoperational status of this position is given the Legislature did not approve this position. JoyBermingham, Director of Personnel stated that it is her understanding that this person continues to be onthe payroll. It is also her understanding that this position was approved in the 2021 Budget, and that it isthe intention of the county administration to continue to keep this person on the payroll until the adoptionof the 2022 budget. Mr. Briggs noted that the Legislature votes on appropriating funds adopted in the2021 Budget. The adoption of the 2021 Budget does not approve the appropriation of those funds. Mr.Sweet noted that in 1976 the Legislature passed a resolution that the creation/recreation of positions bereviewed and voted on by the Legislature. He stated that this position was not approved by theLegislature, therefore this position is null and void.

CASEWORKER
This vacancy is in the Children and Family Services/Child Protective Services Team that
is responsible for tasks, including but not limited to:
• Investigation of “hotline” reports alleged child abuse and neglect.
• Providing ongoing case management services for open cases.
• Referring and networking with community agencies to provide services to
families. Some agencies include school districts, law enforcement, pediatricians,
drug/alcohol services, counseling services and Family Court.
• Documentation of all casework activities.
• Correspondence including letters to service providers, affidavits for court
proceedings, reports, referral packets, etc.
• Face to face contacts/interviews with clients.
• On call responsibilities.
• Local and state mandated paperwork requirements.
• Formulating service plans, including the identification of strengths and needs.
• Continual risk/safety assessment.
• Coaching/counseling for families.
This position requires a great deal of flexibility, strong oral and written communication
skills, critical thinking skills, independent decision-making, problem-solving skills, the
ability to engage families, conduct thorough assessments and to identify potential safety
and risk factors for families.
Caseworkers in these positions receive between 3-5 new cases per week and are also
responsible for investigations of subsequent reports on open investigations. They draft
affidavits for Family Court for Abuse/Neglect petitions and are called upon for
testimony. As we are mandated to provide 24/7, 365 days per year coverage for alleged
repots of child abuse and neglect, workers are also required to provide on call coverage
for Chemung County.

DISTINGUISHING FEATURES OF THE CLASS: This is a responsible position involving the
performance of technical work related to the operation and maintenance of a public personnel program.
The work requires a good knowledge of Civil Service Law, Rules and public personnel administration
procedures. The work is performed under the general supervision of the Chemung County Civil Service
Commission and the Civil Service Administrator with leeway for the exercise of independent judgment,
and initiative in carrying out duties of the position. Supervision is exercised over the work of one or more
clerical employees. The term of appointment is limited to one (1) year. Promotion to the position of
Personnel Technician will follow without further examination upon successful completion of the
traineeship period. Does related work as required.

Conducts position classification surveys in agencies under the purview of the Regional
Commission and Civil Service Administrator, reviews classification questionnaires, interviews
employees and prepares tables of organization;
Prepares class specifications from data obtained by questionnaire, review and audit;
Advises department heads of Civil Service Rules and procedures;
Prepares keyed answer sheets, rates examinations, enters grade and additional credits if
applicable;
Participates in the agenda preparation for presentation at Commission meetings;
Reviews and verifies promotional eligibility by determining candidate's length of service and
open competitive eligibility by examining candidate's education experience and special
requirement;
Supervises and assists in the maintenance of roster cards and other office records;
Assists applicants interested in public service careers and provides general information to the
public;
Prepares official Commission correspondence in response to inquiries and in communication of
information to agencies under the purview of the Commission and the Civil Service
Administrator;
Analyzes appeals for title changes and submits findings and recommendations to Commission;
Leads and participates in recruitment programs and distributing examination announcements;
Prepares a variety of reports and recommendations concerning personnel transactions and policy
procedures.

PWS II Dylan Hammond was recently promoted to PWS III, creating this opening at the DPW.
The minimum qualifications and job duties are listed in the attached job descriptions. Of import, the PWS-I requires a CDL-B permit (CDL license within a year), while the PWS-II requires the CDL-B license at hire and a tanker endorsement within 3 months.
This is a budgeted position; funding is available. It is most likely this position will be filled by a candidate who is not currently a County or DPW employee. (We have 2 eligible staff, currently Laborers, but they are not interested.) Listed is the pay range for a new hire.

This agenda item respectfully requests the approval to create a Maintenance Worker I position within the Chemung County Sewer Districts for the treatment plants. These positions are being requested due to the upcoming retirement of 2 Operator II employees (M.C. and C.O. - retirement dates 11/2021). One of these positions will be filled internally by the promotion of a Laborer (H.A.). These positions will replace the Laborer position and the Operator II position (both will be vacated)
There are associated route slips for the creation of another Maintenance I position and an Operator Trainee position for the treatment plants.
Current Operator II Rate = $32.48
Maintenance Worker I Rate = $19.36
Cost = $13.12 savings per hour
Current Laborer Rate = $14.87Promoted Maintenance Worker I = $19.36Cost = $4.49 additional cost per hour

Requesting a resolution authorizing the use of NYS OGS HBITS (Hourly Based IT Services) on behalf of the
Chemung County Information Technology Dept. The IT Department has reached critical staffing levels. We
continue to attempt to fill vacancies we are unable to obtain candidates for our skilled positions. As an interim
measure to maintain the continuity of service and continue to support platforms we no longer have skilled staff for, I
need to leverage NYS Contract HBITS to obtain hourly based services to augment the department until such time
positions can be filled by permanent candidates.

• Designs and coordinates the implementation of databases suitable
for individual applications using all data structures in a multi-

potential re-structuring;

The United Health Care Medicare Advantage Plan 1 through the Purchasing Alliance would provide better coverage and premium savings for Chemung County, Schuyler County, City of Elmira and all the retired Medicare members. Monthly premium cost for Plan 1 will be $260 for plan year 2022. This agreement would also provide shared service opportunity with New York State for 95% of the first year's savings.
