MINUTES OF THE MEETING OF THE PROJECT APPROVAL BOARD TOCONSIDER PROPOSALS UNDER THE MODEL SCHOOL SCHEME HELD ON23.12.2010.
A meeting of the Project Approval Board (PAB) for the Model SchoolScheme was held on 23.12.2010 in the Ministry of HRD under thechairpersonship of Secretary (SE&L) to consider proposals from the StateGovernments of Bihar, Rajasthan, West Bengal and Andhra Pradesh. A list ofparticipants is appended.
2. BIHAR
21. Principal Secretary (Education), Government of Bihar presented theproposal of the State Government to set up 305 model schools in as many EBBs.This is the 2nd proposal from the State Government to set up model schools inaddition to 105 schools sanctioned in 2009-10. These schools will have classesfrom VI to XII with dual medium of instruction (English and Hindi). The schoolswill be affiliated to State Board of Secondary Education. Government land hasbeen identified for all schools. The projected cost of construction is Rs 3.02crore, which is as per the norms of the scheme. A building design has also beenprovided. The construction will be through Bihar Infrastructure DevelopmentCorporation.
2.2 So far as the 105 schools sanctioned in 2009-10 are concerned, PrincipalSecretary, Government of Bihar informed that construction could not be taken updue to model code of conduct being in force in the state in connection with theAssembly Election. However, the money has been released to the constructionagency and tender is being floated.
2.3 Principal Secretary, Government of Bihar stated that since the modelschools were being planned as day schools, the State Government had exploredthe possibility of setting up the girls' hostels along side the model schools.Possibilities of locating hostels under various schemes of other Central Ministries(such as Social Justice and Empowerment, Tribal Affairs etc.) are also beingexplored. But the target groups of those schemes are often different. JS (SE)clarified that those students of model schools which satisfy the criteria fordifferent residential schemes can be catered to. Secretary (SE&L) suggested tolocate the model schools in such places, which are well connected and easilyaccessible. JS (SE) pointed out that the Ministry had been advising the StateGovernments to locate the model schools in block headquarters preciselybecause the block headquarters are generally well connected to other parts ofthe block.
2.4. Out of 305 schools proposed in as many EBBs, the appraisal teampointed out that 32 blocks were already covered as part of the 105 schoolssanctioned in 2009-10. Another block Warsaliganj (Nawada District) has been
mentioned twice. This effectively leaves 272 (305-33) blocks for consideration ofthe PAB.
2.5. Out of these 272 blocks, availability of land in 18 blocks was less than 5acres. Principal Secretary submitted that being a state with very high density ofpopulation, it was not always easy to find 5 acres of land in places which are alsowell connected. The PAB decided to relax the norm for requirement of land to 3.5acres. However in the following 3 blocks availability of land was less than 3.5acres, and therefore was not approved for model schools:
(i) Parwalpur in Nalanda District(ii) Shahpur in Bhojpur District(iii) Nawa Nagar in Buxar District
2.6. The appraisal note raised doubt about the EBB status of 8 blocks. TheState Government clarified that Phulwariasharif and Sanjhauli are not EBBs andhave been proposed erroneously. However, the remaining six blocks are EBBsalthough their names do not match the block-names in EBB list. These sixblocks are:
(i) Biharsharif (figures as 'Bihar' in the EBB list)(ii) Khutauna (figures as 'Laukha' in the EBB list)(iii) Duvi (figures as 'Dobhi' in the EBB list)(iv) Ara Muffasil (figures as 'Ara' in EBB list)(v) Chandouti (figures as 'Gaya' in EBB list)(vi) Chaurandano (figures as 'Narkatia' in EBB list)
However land availability in Biharsharif and Ara Muffasil blocks is lessthan 3.5 acre and therefore model schools in these two blocks were not
approved. Model schools in the remaining 4 blocks were approved by the PAB.
2.7. After excluding the 5 blocks with identified land of less than 3.5 acres and2 non-EBBS, PAB approved 265 model schools (Annexure I) in Bihar.
3. RAJASTHAN
3.1 State Project Director, RMSA presented the proposal of the StateGovernment to set up 67 schools in as many EBBs. (out of 186 EBBs in thestate, model schools have already been sanctioned in 91 EBBs). These schoolswill have classes from VI to XII, the medium of instruction being English. Theschools will be affiliated to CBSE. A building design has been provided alongwith schedule of construction. Government land has been identified in all blocks.
3.2 SPD informed that central fund for the 91 schools already approved InRajasthan, has been received only 20 days back and building design etc. is
being finalized. In that meeting the PAB had desired clarifications in respect of 4blocks. Wh.ile confirmation regarding availability of adequate land was requestedfor Chhipabarod and Kishanganj blocks, details of land ownership wererequested in respect of Uniyara and K.Patan blocks. Subsequently the StateGovernment has confirmed availability of adequate land for Chhipabarod andKishanganj blocks, as well as Government ownership of land in Uniyara andK.Patan blocks. This was placed before PAB and 4 model schools in Uniyara,K.Patan, Chhipabarod and Kishanganj blocks were approved.
3.3 It was observed that out of the 67 schools proposed now, only 18 schoolsare located in block headquarters. In some cases, the locations are 25-30 K.M.away from the block headquarters. The PAB felt that locating the schools so faraway from the block headquarters would make it difficult for students from allparts of the block to attend the schools. Principal Secretary (Education),Government of Rajasthan stated that the locations suggested are well-connectedto other areas of the block and are at Tehsil headquarters. SPD, RMSA,Rajasthan also confirmed that all the proposed locations have been selectedafter detailed verification by Department officials.
3.4 The PAB felt that the 18 schools in block headquarters and 24 moreschools within 5 K.M. of the block headquarters can be approved. Besidesanother school at Sarmathura, which is at tehsil headquarters in Baseri Districtwas approved, as the State Government clarified that the Office of Dy. SP ofPolice, Platoon Commander HQ of RAC etc. are situated in Samarthura and amodel school is justified there. For the remaining blocks, the StateGovernment was advised to send detailed justifications for locating themaway from the block headquarters.
3.5 It was also clarified by the State Government that Sridungarh is the newname of the Dungargarh block, which is at present in Churu District in the EBBlist.
3.6 The list of 43 blocks (18 in block HQ, 24 within 5 KM of block HQ and 1 intehsil HQ) approved for setting up of model schools is at Annexure-II
4. WEST BENGAL
4.1 Secretary (Education), Government of West Bengal presented theproposal of the State Government to set up 16 model schools in as many blocks.Earlier, 20 model schools have been sanctioned in the state, which have got 87EBBs. All the schools will have classes from VI to XII with two sections in each
class, and English will be the medium of instruction. The schools will be affiliatedto West Bengal Board of Secondary Education. The construction of building willbe through State PWD. A model building plan has been designed by the ChiefGovernment Architect.
4.2 Earlier 20 model schools were sanctioned for the State. Secretary(Education), West Bengal informed that construction has started for all theschools and has reached plinth level. The schools will be functional from theacademic year 2011-12.
4.3 Out of the 16 blocks proposed for setting up of model schools, it wasobserved that Kalimpong was not an EBB. State Education Secretary submittedthat a model school has been proposed in Kalimpong considering its hilly anddifficult terrain and requested for its approval as a special case. The PABclarified that model school in any non-EBB cannot be considered at present,though that block would be eligible for a model school under PPP mode, oncethe modalities are finalised.
4.4 It was pointed out in the Appraisal Note that the ownership has beenindicated as "private" in respect of two blocks (Bharatpur I in Murshidabad districtand Basanti in South 24 Parganas district). State Government representativeclarified that in both cases the land has been transferred to the StateGovernment and the ownership currently is with the Government. PAS askedthe State Government to confirm the same in writing.
4.5 It was also observed that availability of land in Rajnagar Block of Birbhumdistrict was less than 5 acre (4.5 acre). Secretary (Education) West Bengalstated that the State has got the highest density of population in the entirecountry, and acquisition of land has become a very sensitive issue. Under thecircumstances, identifying 5 acre of land for model schools is not an easy task.PAB agreed to relax the norm for the Rajnagar block and approved the proposalto set up the model school there.
4.6 It was also pointed out that while considering the first lot of proposal fromWest Bengal for 24 blocks, the PAB had withheld sanction for model schools infour blocks (old Maida, Manik Chowk, Chopra and Goalpokhar) due toinadequate availability of land. Subsequently after examining the submission ofthe State Government, it was decided on file to sanction model schools in Maidaand Manik Chowk blocks, where availability of land was more than 4 acres. Thiswas ratified by the PAB.
4.7. Considering the difficulties being experienced by the State Government inidentifying land and the dispensation given to other States, the PAB alsoapproved model school at Chopra Block, where the land identified is more than3.5 acre. So far as the Goalpokhar block is concerned, where the land identifiedis less than 3.5 acre, the PAB advised the State Government to make anothereffort to locate the desfred extent of land.
4.8. The PAB approved 18 model schools (including the Old Maida, ManikChowk and Chopra block) (Annexure III) in West Bengal.
5. ANDHRA PRADESH
5.1. Secretary (School Education), Government of Andhra Pradesh presentedthe proposal of the State to set up 370 Model Schools in as many EBBs. This isthe first set of proposal from the state which have got 737 EBBs, the highestnumber among all states. These schools will have classes from VI to XII, themedium of instruction being English. The schools will be affiliated to the StateBoard for Secondary Education. The projected cost of construction per school isRs 3.02 crore, which is as per the provision of the scheme.
5.2 Although Government land has been identified in all blocks, the quantumof land identified is less than 5 acres in 57 blocks. Secretary, Government ofAndhra Pradesh submitted that it was difficult to get 5 acres of land, particularlyin urban areas. PAB decided to relax the norm upto 4 acre and advise the StateGovernment to re-submit the proposal in resQes:t of 1-;5 blocks where identified--- ----.. --- -- --..---- - -land was less than 4 acre-.---- .------. - ----- -5.3 It was pointed out in the Appraisal Note that ownership of land had beenshown as "private" or "donated" in respect of eightblocks. The State Governmentrepresentative clarified that in all those cases the ownership had beentransferred and registered in the name of the State Government. PAS asked theState Government to confirm the same in writin~.
5.4 The State Government representative also stated that in many cases,private individuals are coming up with proposals to donate land for model schoolswith the request to incorporate their name in the nomenclature of the modelschool. He wanted to know whether it would be possible to do so. The PAB feltthat the Model School Scheme being a national scheme, it would not beadvisable to include any individual's name as part of the nomenclature of theschool. However, the State Government could think of some other suitablemethod to recognize the donor.
5.5 Secretary (Education), Government of Andhra Pradesh also wanted toknow whether it would be possible to set up the model schools in the campus ofexisting schools wherever adequate land was available. The PAB clarified thatthe model school could be set up as separate schools adjacent to an existingschool. Certain facilities like playground can be shared by both schools,although both will have their distinct identities with separate administrativestructures and separate areas.
5.6 The PAB approved 355 model schools (Annexure IV) in as many EBBsexcluding 15 blocks where availability of land is less than 4 acres.
