Minutes of the 446th meeting of the State Level Expert Appraisal Committee held on 29/10/2018

at Committee Room, Gujarat Pollution Control Board, Sector 10-A, Gandhinagar.

The 446h meeting of the State Level Expert Appraisal Committee (SEAC) was held on 29th October

2018 at Committee Room, Gujarat Pollution Control Board, Sector 10-A, Gandhinagar. Following

members attended the meeting:

• During the meeting dated 29/10/2018, technical presentation made by project proponent.

• At present unit is engaged in isolated storage and handling of Hazardous chemicals for which they

have obtained CC&A of the Board. The proposal is for expansion of isolated storage and handling of

Hazardous chemicals.

• Salient features of the project submitted by PP are as mentioned above.

Observation:

• This proposal is for expansion of existing unit and for now proposes isolated storage and handling of

Hazardous chemicals. This unit is having valid CC&A for existing unit. Copy of CC&A, CC&A

compliance report is submitted. PP ensured that there are no court cases pending and no public

complaints against the project.

• Total water consumption will be 11 KLD. Total wastewater generation will be 8 KLD. After proposed

expansion, there will be no change in industrial and domestic waste water generation i.e. 8 KLD.

• 8 KLD treated effluent will be used for gardening purpose within premises..

• HSD will be used as fuel for DG set and fire engine..

• Hazardous waste management will be as per the HW Rules.

• The baseline environmental quality has been assessed for various components of the environment

viz. air, noise, water, biological and socioeconomic aspect. The baseline environmental study has

xbeen conducted for the study area of 10 km radial distance from project site for the period March -

April, 2018. site will remain within the National Ambient Air Quality Standards (NAAQS).

• Risk assessment including prediction of the worst-case scenario and maximum credible accident

scenarios has been carried out. The detail proposed safeguard measures including On-Site / Off-Site

Emergency Plan has been covered in the RA report.

Discussions & Conclusion:

• Committee noted that proposal is for enhancement of the storage tank capacity for Ethanol. It is

noted that three Above Ground Horizontal tanks of Ethanol each of 200 KL (Total capacity of 600 KL)

are proposed to be installed. PP has obtained TOR from MOEF&CC where in PP is asked to conduct

Public hearing. Asking for details of Public hearing, PP mentioned that they approached MOEF&CC

for amendment in TOR to which MOEF&CC generated EDS on 10/09/2018 vide proposal NO:

IA/GJ/IND2/65259/2017 asking PP “ To refer Ministry’s OM dated 27th April 2018 providing

exemption from public consultation/ Hearing for the projects/Activities located within the industrial

areas/estates/parks and required to submit the proposal for environmental clearance accordingly to

the concerned authority (SEIAA/ MoEF&CC). Referring to this, PP was asked to submit the details of

status of notified area wherein the storage capacity enhancement is proposed. It is also noted that

proposed expansion is within the existing premises and location is within notified area, hence PP

mentioned that applicability of CRZ notification 2011 does not exist.

• Considering the proposed expansion, compliance of CCA conditions, action under various

environmental rules/acts by GPCB, public compliant/litigation pending against the unit were

discussed at length. Committee also deliberated safety measures proposed by the unit for the

additional tanks as well as for the existing facilities.

• During appraisal, committee noted that air quality is not within the NAAQ 2009 at villages Tuna,

Galpadar, Kund.

Committee deliberated compliance of the TOR issued and asked PP to submit following details so as

to consider the proposal in one of the upcoming SEAC meeting for further consideration.

1. Detailed safety measures including SOP being implemented for existing facilities and also for the

proposed tanks for ethanol to prevent accidents.

2. Need based budgetary outlay of CER as per the OM of MOEF&CC dated 01/05/2018.

3. To address the ambient air quality at the villages Tuna, Galpadar and Kand and associated

mitigation measures to reduce GLC along with the conclusion based on air Model study.

4. Revised environmental management plan (EMP) with budgetary provision of capital cost and recurring

cost after incorporating additional environmental mitigation measures.

• At present unit is engaged in isolated storage and handling of Hazardous chemicals for which they

have obtained CC&A of the Board. The proposal is for expansion of isolated storage and handling of

Hazardous chemicals.

• Salient features of the project submitted by PP are as mentioned above.

Observation:

• This proposal is for expansion of existing unit and for now proposes isolated storage and handling of

Hazardous chemicals. This unit is having valid CC&A for existing unit. Copy of CC&A, CC&A

compliance report is submitted. PP ensured that there are no court cases pending and no public

complaints against the project.

• Total water consumption will be 21 KLD. Total wastewater generation will be 20 KLD. After proposed

expansion, there will be no change in industrial and domestic waste water generation i.e. 20 KLD.

• 20 KLD treated effluent will be used for gardening purpose within premises..

• HSD will be used as fuel for DG set and fire engine..

• Hazardous waste management will be as per the HW Rules.

• The baseline environmental quality has been assessed for various components of the environment

viz. air, noise, water, biological and socioeconomic aspect. The baseline environmental study has

been conducted for the study area of 10 km radial distance from project site for the period January -

March, 2018. Risk assessment including prediction of the worst-case scenario and maximum credible

accident scenarios has been carried out. The detail proposed safeguard measures including On-Site

/ Off-Site Emergency Plan has been covered in the RA report.

Discussions & Conclusion:

• Committee noted that proposal is for enhancement of the storage tank capacity for HSD. It is noted

that two additional tanks of HSD each of 8000 KL (Total capacity of 16000 KL) are proposed to be

installed. Committee noted that TOR was issued by SEIAA vide letter No:

SEIAA/GUJ/TOR/6(b)/893/2018 dated 28/08/2018 including exemption of public hearing.

• Considering the proposed expansion, compliance of CCA conditions, action under various

environmental rules/acts by GPCB, public compliant/litigation pending against the unit were

discussed at length. Committee also deliberated safety measures proposed by the unit for the

additional tanks as well as for the existing facilities.

• Adequate APCM will be installed with boilers and lime along with coal used as fuel for SO2 emission

control.

• Hazardous waste management will be as per the HW Rules.

• The baseline environmental quality has been assessed for various components of the environment

viz. air, noise, water, biological and socioeconomic aspect. The baseline environmental study has

been conducted for the study area of 5 km/10 km radial distance from project site for the period

October-December 2015. Ambient Air Quality monitoring was carried out for PM10, PM2.5, SO2,

NOx, CO and VOC at six locations, including the project site. Values conform to the prescribed

standards for Ambient Air Quality. The incremental Ground Level Concentration (GLC) has been

computed using AERMOD. The resultant concentrations are within the NAAQS. The modeling study

proved that the air emissions from the proposed plant would not affect the ambient air quality of the

region in any significant manner. The ambient air quality around the proposed project site will remain

within the National Ambient Air Quality Standards (NAAQS).

• Risk assessment including prediction of the worst-case scenario and maximum credible accident

scenarios has been carried out. The detail proposed safeguard measures including On-Site / Off-Site

Emergency Plan has been covered in the RA report.

Discussions & Conclusion:

• It is noted that proposal is for expansion. PP addressed compliance monitoring of environmental

conditions of RO-Bhopal. Referring to the compliance, it is noted that 14 conditions are partially

complied, 4 conditions are not complied and 3 conditions are not responded. Committee deliberated

compliance of EC conditions monitored by the RO-Bhopal, MOEF&CC at length and asked PP to

submit the fresh compliance report of EC conditions with all corrective action in context to the

observation of RO-Bhopal.

• It is further noted that for the foul odor of CS2 and H2S, GPCB has taken action. Committee asked

PP to submit all the measures implemented to curb the foul odor of H2S and CS2 with technical

details.

• Committee noted that PP has not satisfactorily addressed issues raised during the public hearing and

asked PP to identify the issues in detail raised during public hearing and make action plan to redress

the issues. It is further mentioned that activities required for taking mitigation measures for the

redressing public complaints shall be incorporated in the EMP along with its budgetary provision.

• Salient features of the project submitted by PP are as mentioned above.

Observation:

• This proposal is for expansion of existing unit and for now proposes a new synthetic organic chemical

product. This unit is having valid EC and CC&A for existing unit. Copy of EC, CC&A, Ec and CC&A

compliance report is submitted. PP ensured that there are no court cases pending and no public

complaints against the project.

• Total water consumption will be 4343.6 KLD. Total wastewater generation will be 1837 KLD. After

proposed expansion, effluent will be treated in ETP, RO plant and MEE plant. Treated effluent from

Epoxy plant ETP and STP will be discharged in Dahej-Vilayat pipeline.

• Treated effluent from ECH & CPVC plant ETP will be evaporated in MEE after ETP and RO

treatment.

• 1841.4 KLD treated effluent will be reused back in process.

• Hydrogen will be used as fuel for incinerator.

• APCM like caustic scrubber will be provided for proposed incinerator.

• Adequate APCM will be provided with each plant reactors stack.

• Hazardous waste management will be as per the HW Rules.

Discussions & Conclusion:

• Committee noted that proposal is for TOR expansion. Referring to the compliance status of the

existing EC/CCA conditions, action by GPCB, details of public litigation and complaints, project

proponent could explain details with brief summary of compliance. It is also noted that existing

products along with proposed product profile is not addressed with clarity. Committee noted that

proposed production is in increasing in manifold compared to existing with increase in waste water

from 757 KLPD to 1837 KLPD.

• Considering that project proponent could not explain compliance status of EC/CCA with need of

EC/CCA, measures to optimize fresh water consumption and to bring down the waste water

generation for the proposed products along with justification of extent of expansion for the proposed

products.

After deliberation, it was decided to defer the proposal in one of the upcoming SEAC meeting for

presentation considering aforementioned details.

• During the meeting dated 29/10/2018, Committee observed that unit has proposed to amend in

condition no-9 and 10 of EC order. Committee deliberated on the possible impacts on surrounding

environment due to proposed amendments.

Discussions & Conclusion:

• Committee deliberated on EC-amendment proposal as above.

• Committee noted that PP has requested amendment in EC condition for allowing them to send

treated waste water of 20 KLPD after treatment to common facility of MAHAVIR ECO for pursuing

zero liquid discharge. It is noted that quality of treated waste water will be COD: 10,000 mg/litre to

12,000 mg/litre, TDS: 12000 mg/litre to 15000 mg/litre. Further PP mentioned that during failure of

operation of in-house MEE, alternative source of disposal of treated waste water for pursuing ZLD is

needed. Committee asked PP to submit details of overhauling hours of existing MEE since

commissioning and to justify how frequent the operation of in-house MEE gets overhauled and also

to submit compliance status of common infrastructure of MAHAVIR ECO that pursues zero liquid

discharge (ZLD).

After deliberation, committee asked PP to submit aforementioned details and after submission, it

was decided to consider the proposal in one of the upcoming SEAC meeting.
