Numerous letters of thanks and congratulations to IRPA were sent from various organisations, including correspondence with ICRP and with the IAEA on the topic of RASCC. The current status of membership was reviewed, including a quick country-by-country review of the table attached to the Vice President’s report. Chaired by the Vice President, Roger Coates, the Sievert Awards Committee had had thorough discussions on who would receive the Sievert Award and make a presentation in South Africa. There were three declared candidates, nominated respectively by the US, UK and Canadian societies. It was a difficult choice between the three candidates. The President suggested following the recommendation of the Award Committee, i.e. to grant the Sievert Award to Dr. John Boice, which was unanimously adopted. The Executive Officer presented his feedback on the 1 st IRPA/IOMP WHO workshop on RP culture in medicine that was held in Buenos Aires on Saturday 11 th April and announced the 2 nd workshop at the end of November 2015 in Geneva, WHO headquarters. 1/25

There was also a discussion on forthcoming IRPA congress in Cape Town and IRPA regional congresses. The budget for the 50th anniversary to be celebrated in Cape Town was discussed. IRPA’s decision for funding will be submitted to the Treasurer. Mr. Han from Korea came to the EC meeting in Buenos Aires for the sole purpose of making a presentation on the status and preparation of IRPA15 in Seoul in 2020. He stated that IRPA 15 is a very important and effective event for the development of nuclear industry in South Korea and Mr. Han confirmed that all will be done to make the congress a major success.Regarding the HPS bid to host the 2024 IRPA Congress, the bid has now been approved by the HPS Board and will be presented in Cape Town for the consideration of the General Assembly, along with any other bid received.Work is forging ahead in the Work and Task Groups, and a progress report was presented by their relevant coordinator for each Work/Task Group.As to the arrangements for the 68th EC meeting in 2016 in Cape Town, the dates have been set as follows:Thursday 5th to Saturday 7th May, 2016

1. OPENING

The President, Ms. Renate Czarwinski, opened the session at 9 am on Sunday, 12 th April, 2015. She welcomed the Vice President, Executive Officer and Members in attendance.

The President noted the unfortunate absence of the Treasurer, Dick Toohey, and Richard Vetter due to storms which, in spite of a series of efforts, delayed and cancelled their flight, and of Kim Jong not being to attend due to professional constraints. Chris Clements had apologised at the previous EC meeting that he would not be able to attend due to the ICRP Main Commission meeting taking place on the same dates.

Finally, the President thanked the Executive Officer for his significant efforts in preparing the current EC meeting.

The President listed some time constraints with the meeting and wished all EC members to attend the opening ceremony, where she was to address the audience, Ana María Bomben being the president of the X Latinamerican IRPA Regional Congress on Radiation Protection and Safety and Eduardo Gallego being the Chair of the V Congress of Iberoamerican Radiation Protection Societies. As a reminder, 3 congresses were held at the same time: X Latinamerican IRPA Regional Congress on Radiation Protection and Safety, V Congress of Iberoamerican Radiation Protection Societies and finally, an UNSCEAR workshop on Sunday 12th April, at 4pm.

On Saturday, 11th April the Workshop on RP Culture in Medicine was held, and it was attended by many members of the EC. The EC members also attended the Congress on Monday 13th April in the morning, and resumed the EC meeting at 2pm. English translation was provided in all the Plenary Sessions of the Congress, Rich Vetter was expected to give a presentation on IRPA collaboration in medical radiation protection. As he could unfortunately not make it for the Congress, the President made the presentation on his behalf. The Executive Officer made a presentation on RP/safety culture.

IRPA was invited to attend the FORO meeting on Monday 13 th April and the EC members were expected to attend the AS Forum from 5 to 8pm on Tuesday 14th April, 2015.

An invitation for lunch was extended to all EC members by the Argentinian nuclear regulatory authority on Tuesday 14th April, 2015.

An IRPA presentation on the Task Group on Education and Training in radiation protection by Eduardo Gallego was planned on Wednesday 15th April. Renate Czarwinski was expected to be the speaker on Thursday 16th April with an IRPA presentation on communication.

2. ADOPTION OF THE AGENDA (EC68-01) AND MINUTES OF THE 66TH EC MEETING

The pre-established agenda of the EC67 meeting was then officially adopted with no changes, with a comment that the relevant actions would be reviewed in the right order during the EC meeting as were the minutes of the 66th EC meeting.

The Executive Officer indicated that a short meeting attended by the President, Vice President and Executive Officer took place in Berlin in November 2014, which dealt with actions in progress.

The minutes of the previous EC meeting were then officially adopted (ref. doc minutes EC67-02)

Sigurður Magnùsson had a requirement for clarity whereby all documents related to the EC meeting should be posted on the EC member website. The Executive Officer agreed to upload the meeting documents as and when received.

The policy is that any EC member should upload their own reports/documents but also has to inform the Executive Officer. Document deletion can only be done by the Executive Officer or Publications Director. The posting of any document onto the external website would have to be approved by the Publications Director and Executive Officer and posted by the latter.

After adoption of the current agenda and previous EC minutes, the actions from previous EC meetings were checked for completion. (Unclosed action list EC68-EC04)

3. OFFICERS’ REPORTS

3.1. PRESIDENT’S REPORT (SEE PRESIDENT’S REPORT APPENDED)

A significant amount of work was carried out by the President during the period since the last EC meeting in Kuala Lumpur, with a number of communications. Numerous letters of thanks and congratulations to IRPA were sent from various organisations, including correspondence with ICRP and with the IAEA on the topic of RASCC.

Below is a non exhaustive list of the main activities carried out by the President:

Supported Dutch Regional Congress in a letter to Ms. Janssens, at the University of Groningen in the Netherlands. The draft MOU with the Dutch society has been finalised: they were very prompt and active and have submitted a very good proposal to IRPA.

Invited Jacques Lochard to continue with the writing of IRPA’s history (decision to be taken as to how to have this history published to be ready for IRPA 14 in South Africa).

IRPA is considering cooperation with the Heraeus School for Physics in Germany: it is an international school which invites yearly a group of some 50 young RP professionals. Participants have to pay only 200 euros for 2 weeks, and all other funding is paid for. The President asked who could be proposed for a presentation on IRPA.

Sent a letter for the nomination of Alfred Hefner for the IAEA Steering Committee on Education and Training.

Supported by the Executive Officer, wrote a contribution to the Japanese Health Physics Society journal after the Malaysia conference. This contribution was well received by IRPA in Asia.

Wrote a report and proceedings on the German Swiss Austrian conference. The President and several EC members participated the in European Regional Conference and

in the African IRPA Regional congress. Presented a key note address at Annual Meeting of the Health Physics Society in Baltimore

2014. This presentation was successful and received very good feedback. For instance, Ken Kase, IRPA’s former President, asked for this presentation to be delivered in California and other parts of the US.

On the topic of presentations made on behalf of IRPA, it was decided to upload them on IRPA website in order to make them more visible. A discussion on the best way to organise this resulted in a decision that whenever IRPA receives an official letter of invitation, presentations should be systematically uploaded on the external website.

3.2. VICE-PRESIDENT’S REPORT (REFER TO APPENDED REPORT)

A few comments on the Vice-President’s report:

Jointly with Alfred Hefner, the Vice-President contributed to the drafting of ‘Arrangements for IRPA’s Support for Conferences - Waving the IRPA flag’. The EC discussed on what to do next, ie how to practically wave the IRPA flag. It was decided to open a relevant section on the public side of IRPA website.

The Vice President commented on the question of progress in the filing of IRPA13 scientific papers onto the IRPA website. There had been a delay due to the bankruptcy of the contracted support organization, but good progress was now being made, with an 80% completion rate. There was a hope that 2 to 3 more weeks would be needed until all documents would be available in pdf format on the website.

There was a discussion on how to best publish congress proceedings on the website. Ana Maria Bomben indicated that for IRPA 12, all the full papers were provided to the participants on a CD during the Congress. At the beginning of 2010, the IAEA published the proceedings of the Congress including a CD with the 1400 full papers, whose authors sent their authorization for copyright.

The President confirmed that the Argentinian society will send all material to the Publications Director, but the Argentinian AS will continue publication on its own website.

Status on Sievert Award procedure

A discussion took place on who would receive the Sievert Award and make a presentation in South Africa. There were three declared candidates, nominated respectively by the US, UK and Canadian societies. Candidate A was Dr. John Boice (nominated by HPS in the US); Candidate B was Professor Dudley T. Goodhead (nominated by SRP in the UK); and Candidate C was Gary H. Kramer (nominated by by the Canadian Radiation Protection Association). It was a difficult choice between the three candidates as all three were excellent international candidates.

After a thorough discussion between the EC members, the President suggested following the recommendation of the Award Committee, i.e. to grant the Sievert Award to Dr. John Boice, which was unanimously adopted.

The awardee has already accepted to deliver a lecture and will inform IRPA of the title for his presentation. The President will send a formal letter to Dr. John Boice asking for acceptance of the Award.

3.3. VICE-PRESIDENT FOR CONGRESS AFFAIRS' REPORTSEE SECTION 5.1

The EC action list was reviewed and consequently updated.

3.4.1. IRPA/IOMP WHO WORKSHOP ON RP SAFETY CULTURE IN MEDICINE

The Executive Officer presented his feedback on the 1st IRPA/IOMP WHO workshop on RP culture in medicine.

Regarding the IRPA flag being waved, the workshop held on this topic was an important step forward. Initially, there were some difficulties in organising a workshop on RP culture in medicine in Buenos Aires and obtaining a positive contribution from IOMP. Ana Maria Bomben did a great job of explaining respective contributions by all. IRPA, IOMP and WHO together are stronger and this is the key for success. 68 people from 13 countries (physicians, medical physicists and regulators among other professionals) attended the workshop, showing that there is a real need for such a guideline. The next document in the collection will be this second guideline, which will include all 3 IRPA, IOMP and WHO logos.

After IRPA organised the first workshop in Buenos Aires, the second meeting will take place in Geneva at the end of November 2014; sponsored by WHO. For this venue, meeting rooms will be kindly provided by WHO. The third meeting will probably be organised by IOMP in Asia. For political reasons, Tunisia would not be an easy venue.

3.4.2 Other Matters

The Executive Officer then described the status of IRPA’s questionnaire: answers were received by 24 AS. Answer to the questionnaire was recently sent by the Spanish AS.It remains a significant challenge to obtain correct email addresses and names of the recipients who are supposed to answer the questionnaire.

A lot of interesting feedback has been received and will result in valuable data for IRPA. It was noted that future surveys should be arranged to be more user-friendly for the AS to complete. It was agreed that EC members attending international meetings on behalf of IRPA should submit some feedback on their participation.

Concluding on the Vice President’s and Executive Officer’s reports, the President thanked both for their excellent work in the past year, which significantly strengthened IRPA’s visibility.

3.5. REPORT BY TREASURER

The Treasurer not being able to attend this EC meeting, he sent the EC members an extensive report/memo on operating account transactions, (incl. status of membership).For the records, Alfred Hefner confirmed that Iran has paid their dues for 2014 while Eduardo Gallego confirmed that Cuba has paid their dues for 2014.

As the Montreal Fund is in good shape and upon suggestion by Treasurer, the EC has decided to grant 25,000 US $ to support young professionals for the IRPA14. This is in line with the Rules and procedures of the Montreal Fund which were approved one year ago. The bursary fund is seeking other donors.

As a reminder, there is a request for IRPA’s Treasurer to be a member of the Bursary committee.

There ensued a discussion on a potential increase in dues. According to the Treasurer, a 0,50 $ increase will not really change the overall financial picture very much.

To which the Vice President commented that as IRPA is engaging much more than in the past, this is increasing costs and explains why more money is spent on stakeholders’ engagement.

President confirmed that IRPA is indeed spending more money, but an increasing number of AS are asking for IRPA’s presence and are ready to reimburse expenses. The effect of this increased presence is more visibility, engagement and so it is justified.

The broad consensus is that IRPA should maintain the current situation for 5 more years: therefore, it should be stated at the General Assembly in Cape Town that dues may increase at the following Congress.

Regarding the budget for IRPA14, breakeven will be obtain with the presence of 1200 delegates. However, the South African Congress does not know how much sponsorship money they will be receiving.

Eduardo Gallego then asked whether a formal budget would be submitted to the EC. The answer by the President was that the proposed budget had been submitted to all EC members. What does IRPA need in addition to this budget for the celebration of the 50th anniversary? The celebration had not been budgeted. [This is discussed further in section 5 below]

After the Buenos Aires EC meeting, an MOU should be drafted and signed. The plan is to have 110 complimentary registrations. Answering to the question whether there would be a waving of fees for IAEA participants, Thiagan Pather clearly indicated that it is not possible to agree for their fee to be fully waived.

3.6 PUBLICATIONS DIRECTOR’S REPORT(SEE PUBLICATIONS DIRECTOR’S REPORT EC 67-07)

As the Publications Director was not able to attend the EC meeting in Buenos Aires, his report was read and discussed (EC 67-07). Unclosed actions from previous EC meetings could not be reviewed and their deadline postponed accordingly until the next EC meeting.

Bulletin

As pointed out by Ana Maria Bomben, the Bulletin is well received by the AS. The President extended her thanks to the AS who translate the Bulletin into their own language.

Thiagan Pather asked whether IRPA should consider putting the Bulletin in French. Arabic, Chinese, Spanish, and Japanese. Also, the Austrian AS has offered to translate it into German.

Sigurður Magnùsson thought that the front page of the IRPA Bulletin should be dedicated to IRPA business, to which Eduardo Gallego concurred. There should be a draft review before publication of the Bulletin.

Alfred Hefner added that anyhow, the problem would be solved from now on as the President will write the front page article.

For instance, in Volume 6 (April May June), the Executive Officer to write an article on the workshop in Buenos Aires. The Vice President to write an article for the following issue of the Bulleting on Benefits. Other topics could be education and training, RP culture, membership, FORO, etc.

Discussion on publications of IRPA 14 proceedings

The various options submitted by the Publications Directors (with recommendation to go for option 2) were reviewed and according to the President, each had advantages and drawbacks.

Thiagan Pather indicated that he was in favour of option 2 (self-published in pdf format, with ISBN), which is not ideal but would be the way forward, using for instance the corporate design of the IRPA guidelines.

After an extensive discussion, it was decided to go ahead with the Publications Director’s recommendation, and adopt option 2 (see above).

Update of website

Eduard Gallego stated that there were IRPA broken links on the website, they would need checking and updating.

As the Publications Director and Treasurer were absent from the current EC meeting, it was decided to postpone the decision to prepare an informative leaflet on radiation protection to the following EC meeting.

4. FEEDBACK FROM PAST CONGRESSES

4.1. REGIONAL CONFERENCE IN GENEVA - JUNE 2014

Alfred Hefner stated that the Geneva Conference was attended by approx. 550 participants. It was a highly scientific conference, with a very good level of information and performance. Industrial and artistic exhibitions were well organised and received a lot of praise and positive feedback from the visitors. However, the young scientist award took place in a separate session, which was somehow a pity as it should be included in the scientific programme, according to Alfred Hefner. Overall, it was a major success.

The Geneva financial outcome was positive though not by a large margin, as indicated by the President, who added that IRPA should receive a short report on this event.

4.2. AFRICAN IRPA REGIONAL CONGRESS, RABAT, MOROCCO, SEPTEMBER 2014

Hosted by the Moroccan Radiation Protection, the Congress enjoyed the collaboration of a number of international organisations, including the IAEA. According to Thiagan Pather, attendance was only approximately 200 people.

As to the young scientific award, Morocco won the gold award, Cameroon silver while Tunisia and Egypt each received a bronze medal.

5. FORTHCOMING IRPA CONGRESS AND IRPA REGIONAL CONGRESSES

5.1. IRPA14 – CAPE TOWN 2016

5.1.1. UPDATE ON PREPARATION BY THE VICE-PRESIDENT FOR CONGRESS AFFAIRS

Thiagan Pater indicated that thanks to the significant efforts of the organising committee, the team is coming up with a top quality programme. A memorandum will shortly be signed between the organising committee and IRPA.

The Congress opening will take place on 9 th May, and the Welcome cocktail on 8th May, 2016. The Associate Societies Forum will also be on the 8th May.

The IAEA, EU, ICNIRP and ICRP have confirmed their participation while WHO has indicated they will support IRPA’s Congress but has yet to send confirmation.

The Congress will include some 35 topical sessions, organised in groups of five parallel sessions, with oral presentations of submitted papers. To be pointed out: the learnings from the Glasgow Congress have resulted in a lesser number of parallel sessions. Selected keynote presentations will reflect the scientific and practical areas defined. Also, wide scale poster sessions will provide a forum for poster discussion and analysis. These posters will be up for the entire period of the Congress. There is space for some 1000 posters, which will be displayed in the exhibition area. Coffee will be provided at the same location, which needs to be quite large. All the feedback provided by Glasgow is being considered by Jack Valentine.

Ana Maria Bomben indicated that during the closing ceremony of the Buenos Aires Regional Congress, a jury granted 10 awards for the best posters.

From 9TH to 11th May 2016, the International Commission on Non-Ionizing Radiation Protection (ICNIRP) will hold its 8th International NIR Workshop in conjunction with the IRPA14 Congress. To hold this meeting, they will have a room in the Congress venue, separately from the IRPA Congress.

The IRPA business programme will commence on Sunday 8th May 2016, with the Associate Societies Forum. The celebration of the 50th anniversary of IRPA and the General Assembly will take place midway through the Congress, ie on Wednesday 10th May, 2016.

The Young Professional Evening will take place on Thursday evening, 11th May, 2016.

The current rate for the registration of a delegate is 12 000 rand. (approximately 1000 $), all inclusive, ie with gala dinner in the conference center. At the current budget situation, there should ideally be 1200 delegates, as the venue and meals are the most expensive part of the budget.

The IRPA14-ICSC is chaired by Doug Chambers and includes 15 international members and 7 South-African members.

On the question of the budget for the 50th anniversary

For the guests (previous Presidents, experts and young professionals), a lump sum of xxxx should be considered by the EC for the support of their candidates (and there should also be support by the relevant AS). Is was debated that it would be appropriate to invite all former Presidents to the 50 th

anniversary with expenses covered by IRPA.

According to the Vice President, the British SRP has agreed to cover 50 % of the expenses for former IRPA President, Geoff Webb.

As to the question on how many individuals that includes, the answer was that it represents 4 past Presidents and 3 experts, ie a total of 7 panellists, listed below. In Alfred Hefner’s mind, the idea of a lump sum is good as it means that everybody gets the same amount.

The Vice President asked if everybody attending the Congress would get a copy of the book, and if yes, how many copies would that represent. Instead, a USB key with the book in pdf format will be given to all attendees and a paper copy to VIP speakers (limited number).

The webinar will cost money, as it includes the expense for a video technician for one day and promotional material (a day that will cost between 5 and 10,000 $).

Asking for the EC members’ point of view, the President raised the topic of inviting a manufacturer to make a lunch-time presentation for a sponsorship fee, which should be clearly identified in the programme as a commercial presentation. The Vice President noted that this had been tried at IRPA13 without any uptake.

The question was also whether there can be an event that recognizes the importance of manufacturers/ exhibitors and embraces them by raising their profile.According to the Executive Officer, this should take place in 2 stages: first define what we can expect and then approach the manufacturers about their potential interest.

5.1.3. ASSOCIATE SOCIETY FORUM IN CAPE TOWN (IRPA14)

The Associate Society Forum will include approximately 180 delegates, which means that a room hosting 300 people is sufficient. The EC will have to provide for potential failure of electronic voting during the Associate Society Forum, by taking paper voting into account in the preparation of the Congress.

Delegates will need to be trained on the use of electronic voting, using a clear instruction sheet. This training will take place on the Sunday (rehearsal) for actual use on the Wednesday.

The President asked the EC members what items could be included in the ASF agenda.

The Executive Officer thought that it would be a good idea to have the members of the various task groups attend the Forum.

The addendum to the IRPA rules was worked out with the Vice President. It is part of the MOU.

5.2. UPDATE ON 15TH INTERNATIONAL CONGRESS OF IRPA IN MAY 2020 IN SEOUL, KOREA.

The President thanked Mr. Han from Korea, who came to this EC meeting for the sole purpose of making a presentation on the status and preparation of IRPA15 in Seoul in 2020. IRPA 15 is a very important and effective event for the development of nuclear industry in South Korea and Mr. Han confirmed that all will be done to make the congress a major success.

KARP has set up a separate company in charge of congress preparation, KIPC, and Mr. Kim Jong will be the Vice President for Congress Affairs.

Regarding, suggested dates for site visits, the question was whether the dates are flexible as the ICRP meeting will take place from 20th to 22nd October, 2015.

Action: President and Executive Officer to arrange the site visit to Seoul

The President asked if the future Secretary of the Programme Committee was already known: it is usually a person from South Korea, so it would be essential for that person to attend IRPA14.

In any case, South Korea will consider the recommendation of Glasgow and Cape Town as to the legal structure of the organisation committee. However, Eduardo Gallego expressed the worry that he could

not see any person from South Korea in the programme committee for IRPA 15 in Cape Town. At this late stage, was it still possible to include ideally the secretary of IRPA 16 in the Cape organisation?

In answer to this question, the President recommended incorporating a member from Korea.

5.3. IRPA CONGRESS APPLICATION BY HPS/ U.S. IN 2024

Regarding the HPS bid to host a future IRPA Congress, the bid has now been approved by the HPS Board and will be presented in Cape Town for the preference of the General Assembly. The venue will be the “Rosen Shingle Creek” in Orlando, Florida. Dates have yet to be finalized, it will apparently be sometimes in the fall. Efforts are also underway to include the CRPA and SMSR (Mexico) in the process, and possibly Cuba.

The competition for hosting the 2024 IRPA Congress also includes Adelaide and we do not know if Brazil is still interested.

5.4. IRPA CONGRESS APPLICATION BY ARPA/ AUSTRALIA IN 2024 (ADELAIDE)

5.5. NEXT REGIONAL CONGRESSES

Next venues for Regional Congresses are Tunisia, the Netherlands, Melbourne, and Cuba.

5.5.1. APPROVAL OF THE MOU ON RULES FOR REGIONAL CONGRESSES

The Vice President indicated that the MoU on rules for regional congresses was now finalised. This MoU was finalised in March 2015 and agreed on silent procedure.

The President noted that she will shortly sign The Hague MoU.

6. IRPA GUIDELINE SERIES

It was decided to continue on the projected IRPA Guideline series with the IRPA logo as a corporate design. The Executive Officer confirmed that work in this area will continue with a new topic: a successful workshop took place in Buenos Aires.

7. PROGRESS REPORT ON COMMITTEES AND TASK GROUPS

COMMITTEES

7.1. RADIATION PROTECTION STRATEGY AND PRACTICE COMMITTEE

Unfortunately, the President could not succeed in having the Committee answer her messages. It is currently mostly SRP willing to contribute and nobody else. A reminder was sent to the members of this Committee, urging to initiate work on this topic.

As the voice of RP practitioners, it is appropriate to initiate a discussion on practitioners’ opinion on this topic. IRPA, ICRP and WNA have mentioned the possibility of joint publications.

It was mentioned that ICRP cannot get a better feedback than from IRPA’s RP practitioners and as a result, the EC agreed to continue with the process. A letter was recently sent to the EC members.

7.2. SOCIETIES’ ADMISSIONS AND DEVELOPMENT COMMITTEE

The Vice President presented the current status of membership with IRPA and admissions and new applications for membership. Tunisia was recently admitted as IRPA’s 50th society.

There are contacts with the United Arab Emirates and Saudi Arabia, however they are not ready to join IRPA.

The Vice President indicated that he had not dealt with Latin America, pending Ana Maria Bomben’s input on that topic. Chile, Paraguay, Costa Rica and Venezuela were briefly mentioned.

The Vice President went on to ask for input and ideas from other EC members on other potential candidates. It happens that the Caribbean countries and Haiti were potentially interested in joining IRPA. Apparently, the IAEA is encouraging these countries to set up a common regulatory body, so it might be a good idea to encourage them to also set up an AS.

The Committee includes approximately 8 members, very few being active. It’s mostly the UK members of SRP that are active.

They are starting to prepare an extensive draft document on Benefits of a Radiation Protection Society, which could be a promotional and marketing tool for IRPA.

This document could be posted on the website as soon as it is finalized and the Vice President would like to announce it at the Cape Town Congress. The ASs could be asked for their input by allowing them to adjust it to their national circumstances.

According to Ana Maria Bomben, tools are needed to convince people that becoming a member of IRPA is valuable. In order to be convincing, IRPA should seek the support of human performance experts and psychologists. The idea is how to write convincing sentences, with effective communication. This would be very helpful as IRPA is losing members, and new generations still wonder why it is useful to be a member.

The Executive Officer added that this was a strategic point for the future. The young generations have other networks to collect information and are no longer interested in belonging to a society. Some ASs are bound to disappear as there is nobody to take over. This should be a real point of discussion, ie a potential agenda item for the ASF in South Africa.

Another key role of this Committee is trying to identify and share good practices (Annex 4 includes some examples).

TASK GROUPS

7.5. CERTIFICATION TG

Eduardo Gallego indicated that this group has been active since June 2014, starting at the European Congress in Geneva with a videoconference with Kent Lambert involving Australia, Canada, the UK and USA. The videoconference was posted on the website. However, Eduardo Gallego noticed that the link to this task group was no longer working.

The results of the survey were disappointing: 36 replies were received but they were not always representative of each AS, as only 1 person does reply each time. More important is the fact that the answers to the certification systems are too varied to be useful, offering too wide a spectrum. As it is difficult to point out to a representative idea of the AS, it is also difficult to say if we can produce a guidance document on behalf of IRPA. It it is decided to pursue this project, IRPA will need to adopt another approach.

All things considered, the Vice President did not believe that the task group was going to come up with a published document: he thought something had to be said in Cape Town, looking at the various options in the countries. He agreed to work jointly with Colin Partington, Hilke Broerse and Kent Lambert to prepare a document for IRPA 14.

Alfred Hefner agreed on this point as it would make the effort meaningful, providing a broad consensus.

A workshop of EUTERP Foundation is to take place in Athens in September 2015 with the ENETRAP project covering Eduardo Gallego’s travel expenses.

The TG’s first activity will be to analyse the results of the AS questionnaire and consider what suggestions to incorporate for the future. Eduardo Gallego added that he could not find the task group terms of reference on the website.

There was a word of warning from Eduardo on the cost of refresher courses in Cape Town (approx. 50 $) which he felt was quite high compared to previous congresses. It was 20 euros at IRPA10, 35 $ at IRPA13 and now 50 $. He was concerned that many people would decide not to attend.

The Vice President suggested asking the TG group to come up with a recommendation/strategy on refresher courses and their cost.

The session in Rabat included active contribution: the TG agreed to develop conclusions on the session, as it was very interesting.

Once reviewed and finalized, the questionnaire will be sent to IRPA EC for distribution to the IRPA ASs, with the request to answer and fill in the questionnaire by July 1st, 2015.

7.9 SECURITY OF RADIOACTIVE SOURCES TG

No information was received from the TG leader. It seems that there has been no progress in this area.

7.10 YOUNG PROFESSIONAL NETWORK

Similarly, there has been no progress on the establishment of a young professionals’ network: Alfred Hefner sent 6 different email messages to Sven Nagels and received no answer. According to Thiagan Pather, a clear TOR document should be finalized by the time of IRPA14. The President would like a decision taken at next EC meeting.

7.11 YOUNG SCIENTISTS AND PROFESSIONAL AWARDS

This topic includes the preparation of an addendum to IRPA Rules. Alfred Hefner indicated that the addendum to the IRPA rules had been finalized with the Vice President. He wondered what the status was and where the document was to be found.

It was answered that it was part of the MOU: as many AS will want to run their own competition, the MOU will have to be visible in the rules.

8 INTERNATIONAL STAKEHOLDER ENGAGEMENT

NEA – CRPPH An invitation from CNRA and CSNI has been extended to the Executive Officer with a workshop safety culture to be held in June 2015. This is an encouraging sign showing that IRPA’s initiative is now recognized.

European Commission Article 31 Group of ExpertsIRPA is a permanent observer in Article 31 Group of Experts.

ICRP The link is now in place with ICRP and is working well, whereby IRPA provides yearly funding to ICRP. The meeting with the main commission is the way forward. The discussions are very effective as all major organisations are represented in this meeting.

An invitation has been extended by ICRP to IRPA to attend their Symposium in October 2015 in Seoul. The President intends to accept this invitation. The ICRP committee meeting is to take place at the same time.

HERCAThere will be a HERCA workshop on education and training on July 7th and 8th, 2015 in Paris, with invitation extended to the President of IRPA, asking for IRPA’s participation on education and training, as a report will be published on the outcome of the workshop.

The President thanked HERCA for this invitation, and considered this as the first step in enhanced cooperation between HERCA and IRPA.

Eduardo Gallego agreed to represent IRPA at this venue and will confirm his participation with the title of his presentation.

ICRUFor the first time around, IRPA has received an Invitation to participate in the annual ICRU meeting due to take place at the beginning of May 2015 in Brussels. The President will accept to attend for a day or two. This is considered as a good sign for closer cooperation with ICRU.

ICNIRPICNIRP are involved and visible with IRPA14.

UNSCEARA cooperation is in place between IRPA and UNSCEAR in the data collection workshop (jointly held with WHO), which has successfully been held 3 or 4 times already.

ILOThere is no real and official contact with ILO, it is not as active as IRPA’s link with WHO.

WHOWHO would like to officially recognise IRPA as an NGO. IRPA needs to work out what formalities are necessary to enable WHO to recognise IRPA as an NGO.

PAHOPAHO and IRPA are working together on organising meetings in South and Central America. However, no paper has been finalised on this. If WHO recognises IRPA as an NGO, PAHO will automatically do so too.

NCRP Several initiatives are underway or at least under investigation; one is dose limits for the lens of the eye; Larry Dauer is on both the NCRP committee and the IRPA committee on this. A new idea is to include IRPA in NCRP’s “where are the radiation professionals” initiative, looking at needs for RP specialists in various areas in the future as the “baby boomer” generation retires out.

In March 2016, the NCRP meeting will be entitled “Meeting National Needs for Radiation Protection” and the IRPA perspective on how other countries are addressing this issue would be very welcome. The Treasurer is co-chair of the program committee.

Other areas of cooperation could be RP culture in medical uses and public information/stakeholder empowerment. It is worth pointing out that we are moving from ‘stakeholder engagement’ (information sharing and requesting input) to ‘stakeholder empowerment’, i.e., decision making.

There was a very interesting presentation by Larry Dauer on dose reduction to the lens of the eye.The conclusion is that NCRP is currently not in a position to recommend a dose reduction to the lens of the eye.

WINThe President received an invitation to participate in the conference on Women in Nuclear in Vienna, planned from 25 to 27th August, 2015. The President was also invited to participate in ‘Women in Nuclear’ in Switzerland. Related expenses will be covered for IRPA.

IRPA is now visible in these areas.

9 COOPERATION WITH PROFESSIONAL AND OTHER ORGANIZATIONS

World Nuclear Association The Vice President indicated that the MOU with WNA is now finalised and signed. IRPA has been invited to attend the radiation protection working group meeting in London in September 2015. The Vice President suggests accepting the invitation to represent IRPA at this venue.

ISRRT ISRRT is currently looking for a cooperation with IRPA.

ICRPEduardo Gallego presented his feedback on IRPA ICRP Ethics workshop in Madrid.An Ethics workshop was organized by Eduardo Gallego and the Spanish society in Madrid, with participants from France, Italy and the UK among others. A total of 35 members participated, representing good international presence.

Here again, this is a sign that IRPA is increasingly visible on the international scene.

ICRP Ethics workshop in Harvard

The Treasurer’s feedback was sent by email and was read and discussed during this session.

A draft IRPA document will be finalized by the end of year by the Treasurer. The EC decided to have a visible IRPA document to be given to ICRP, with essential points for RP practitioners, to be considered by ICRP in their development of the document.

10 TERM 2016 – 2020 OF THE EXECUTIVE COUNCIL

The EC led an extensive discussion on the next term of the Executive Council and potential candidates to the various functions on the Council during which the current EC members presented their views.

11 MISCELLANEOUS MATTER

Action EC67-12-1The Executive Officer to liaise with the IAEA on administrative arrangements for the booth at the General Assembly. This is to be explored and carried out with the IAEA on IRPA booth (size, title, presentation on IRPA, presence of IRPA representatives). Also, the Executive Officer to send a letter to the IAEA on this topic.

A practical workshop with Fachverband will be held on 2nd and 3rd of September 2015 in Switzerland, on RP culture and ethical issues as applied to waste management.The President asked if the EC agreed to the Fachverband organizing and holding this workshop with the support of IRPA. The proceedings will be given to IRPA for further consideration.Thiagan Pather stated that he had a personal interest in this topic and would volunteer to participate provided that it properly links with IRPA’s work.

12 ARRANGEMENT FOR FUTURE EC MEETINGS

12.7 68TH EC MEETING IN FEBRUARY 2016

The President thanked Sigurður Magnùsson for accepting to host the 68th EC meeting in Reykjavik, Iceland, at the end of January/Beginning of February 2016. The meeting room and dinner would be provided by Sigurður Magnùsson and his organization.

Another possibility could be the Hague in the Netherlands (nearest airport: Skipol-Amsterdam). The President is going to check opportunities with the Treasurer and the Executive Officer.

The Vice President asked Eduardo Gallego if Spain could host the 68th EC meeting, as there is a good value hotel closeby. Eduardo Gallego agreed and added that the meeting room and coffee breaks would be provided free of charge by the Spanish Society.

The location of the EC meeting at the beginning of January 2016 will take place where it is most convenient and economical for IRPA.

12.8 69TH AND 70TH MEETINGS IN CAPE TOWN IN MAY 2016

The 69th meeting will last 2 days while the 70th EC meeting is only half a day long, i.e. on Thursady 12th to Saturday 14th May.

The call for nominations of the new candidates for the Executive Council has to be sent 120 days before the date of the Cape Town General Assembly. Societies must make sure that their candidate has the time and energy to make an active contribution as these are working positions which are demanding in terms of time and effort.
