Resolution 18023

Commissioner Aliano moved that the Board:

1. Authorize Staff to arrange the purchase of two hundred million dollars of short term FederalAgency Securities in order to fund pension obligations for two months.

2. Authorize Staff to amend the Reams contract to include this type of service at no additionalcost, which was seconded by Commissioner Babcock and approved by the following vote:ayes, Commissioners Aliano, Babcock, Pendleton, Vega, von Voigt, and President Navarro— 6; nays — none.

2. DISCUSSION OF THE REAL ESTATE SEPARATE ACCOUNT SEARCH AND POSSIBLEBOARD ACTION

Mr. Paul Palmer, Investment Officer, and Ms Annie Chao, Investment Officer, InvestmentsDivision, Mr. Robert Miranda, Principal, and Ms. Jennifer Stevens, Principal, Townsend Grouppresented their report to the Board.

Commissioner Nathanson arrived at 8:40 a.m.

The Board discussed whether to hire one or two firms and times allotted for interviews.

Resolution 18024

Commissioner Babcock moved that the Board review the six (6) Real Estate Separate Accountmanagers listed in the attached memorandum from Townsend, and provide direction to Stafffor presentations by the managers to the Board with the intent of hiring two (2) firms, whichwas seconded by Commissioner Pendleton and approved by the following vote: ayes,

3. US SMALL CAP EQUITY STRUCTURE AND POSSIBLE BOARD ACTION

Messrs. Ryan Sullivan, Consultant, Jim Voytko, President and Senior Consultant, and Ms.Rebecca Gratsinger, CEO and Senior Consultant from RVK presented their report andrecommendations to the Board.

The Board discussed underperformance and volatility over time and requested that arepresentative from Daruma give a presentation at a future Board meeting.

Resolution 18025

Commissioner Pendleton moved that the Board:

1. Direct Staff to re-negotiate the contract with Daruma,

2. Include a 12-month probationary fee structure, which was seconded by CommissionerVega and approved by the following vote: ayes, Commissioners Aliano, Babcock,Nathanson, Pendleton, Vega, von Voigt, and President Navarro — 7; nays — none

4. REQUEST TO SUSPEND WORKERS' COMPENSATION RECAPTURE OF CATHERINEUTTERBACK, DISABILITY PENSIONER AND POSSIBLE BOARD ACTION

Ms. Yolanda Huang, Department Chief Accountant IV, Accounting Section was available forquestions.

The report was approved as submitted.

Commissioner Babcock stepped out of the room prior to the vote.

Resolution 18026

Commissioner Aliano moved that the Board, grant the request of Catherine Utterback, adisability pensioner, to suspend the recapture of her Workers' Compensation award for anothersix months effective September 1, 2017 to February 28, 2018, which was seconded byCommissioner von Voigt and approved by the following vote: ayes, Commissioners Aliano,Nathanson, Pendleton, Vega, von Voigt, and President Navarro — 6; nays — none.

5. CONTRACT FOR CUSTOMER SERVICE TRAINING AND POSSIBLE BOARD ACTION

Ms. Erin Kenney, Departmental Audit Manager, Internal Audit Section stated that Internal AuditSection received the required disclosure information regarding gifts, campaign contributions,and charitable contributions; and that there is nothing to report under LAFPP's contractordisclosure policy.

The Board discussed training goals with Mr. Schiffhauer.

Resolution 18027

Commissioner von Voigt moved that the Board:

1) Approve the selection of National Seminars Training to provide customer service trainingfor a three-year term, effective September 15, 2017;

2) Authorize the General Manager to negotiate and execute the terms and conditions of thecontract, for an amount not to exceed $20,000, to facilitate customer service trainingsessions; and,

3) Authorize the President of the Board, on behalf of the Board, to execute the contract,subject to the approval of the City Attorney, as to form, which was seconded byCommissioner Nathanson and approved by the following vote: ayes, CommissionersAliano, Babcock, Nathanson, Pendleton, Vega, von Voigt, and President Navarro — 7;nays — none.

7. 2016-17 GOVERNANCE COMPLIANCE REPORT AND POSSIBLE BOARD ACTION

Mr. William Raggio, Executive Officer, Administrative Operations Division presented the reportto the Board.

Resolution 18028

Commissioner Alaino moved that the Board consider the Governance Compliance Report and,for those areas where staff was not in compliance, direct staff to implement the ProposedResolutions in Attachment I to ensure staff complies with Board Polices, which was seconded byCommissioner Vega and approved by the following vote: ayes, Commissioners Aliano,Babcock, Pendleton, Vega, von Voigt, and President Navarro — 6; nays — none.

6. SECOND CONTRACT AMENDMENT FOR LITIGATION SERVICES PURSUANT TOCHARTER SECTION 275 AND POSSIBLE BOARD ACTION

Mr. William Raggio, Executive Officer, Administrative Operations Division presented the reportto the Board.

The Board discussed the possibility of negotiating lower billing rates with General ManagerCiranna.

Resolution 18029

Commissioner Navarro moved that the Board:

1. Approve a second amendment to the existing Reed Smith LLP contract that provideslegal representation in the Los Angeles Police Protective League, et al. v. Board of Fireand Police Pension Commissioners for the City of Los Angeles, et al. until the matter isresolved, as follows:

a. To include legal representation for a new, related case, Los Angeles Police ProtectiveLeague v. Board of Fire and Police Pension Commissioners for Los Angeles Fire andPolice Pensions; City of Los Angeles (Los Angeles Superior Court Case No.BC672034); and

b. Direct the General Manager to negotiate the hourly billing rates and provide annualincreases of two percent.

2. Authorize the General Manager to negotiate and approve the terms and conditions of thecontract amendment with Reed Smith LLP.

3. Authorize the President of the Board, on behalf of the Board, to execute the contractamendment with Reed Smith LLP, subject to the approval of the City Attorney as to form,which was seconded by Commissioner Aliano and approved by the following vote: ayes,Commissioners Aliano, Babcock, Nathanson, Pendleton, Vega, von Voigt, and PresidentNavarro — 7; nays — none.

President Navarro recessed the meeting to go into closed session at 10:08 a.m.

In accordance with the City Attorney's advice, a designated proportion of the community property interest ofthe DROP funds payable to James E. Baker, Police Service Pensioner, is to be paid to his former spouseBettina M. Baker, effective August 31, 2017.

In accordance with the City Attorney's advice, a designated proportion of the community property interest ofthe DROP funds payable to Leonard R. Cross, Police Service Pensioner, is to be withheld for his formerspouse Jodie Cross, effective August 31, 2017.

In accordance with the City Attorney's advice, a designated proportion of the community property interest ofthe DROP funds payable to Dale H. Thurow, Fire Service Pensioner, is to be paid to his former spouse LoriS. Thurow, effective August 31, 2017.

4. An update on the health plans: a meeting was held with LAPRA and they have offeredtheir Kaiser Plan, Anthem HMO and PPO, vison plan, and Delta Dental plan to all Harborand Airport police retirees.

President Navarro encouraged all Board members to attend the next Ad Hoc Committeeon Retiree Health Plans meeting at 9:00 a.m. on September 14, 2017, to learn about thedifferences between the current health plans offered.
